Din olgusunun kişisel ve toplumsal etkilerinin büyük olması, tarihsel süreç içerisinde değişen koşullara da eklemlenmesini beraberinde getirmiştir. Bu eklemlenmeyi Orta Doğu'da özellikle İslam dininde görmek mümkün olmuştur. Küreselleşen ve modernlik kazanan dünya düzeninde meydana gelen siyasi-politik düzlemde, entegrasyon ve liderlik düsturuyla bölgedeki içsel dinamikler, yarı değişken yapılarla harekete geçirilmiştir. Bu yarı değişkenliğin değişmeyen tarafı dogmatik ve tarihi kültürel bağlar olurken, değişken tarafı ise entegrasyon yolunda oluşturulan doktrin ve yapılanmalar olarak vuku bulmuştur. Özellikle Sünni ve Şii mezheplerinin siyasi tasavvurunda, bu manada bölgede etkinlik içerisinde olduğu görülmüştür. Türkiye ve İran'ın bölge politikaları, bu iki mezhep dahilinde, din olgusuna uygun şekillendiği iki örnek olarak öne çıkmıştır. Dolayısıyla 2000'li yıllarda İslam dini, mezheplerin yarı değişken yapısıyla Türkiye ve İran tarafından politik bir hüviyet olarak kullanılmıştır. Bu sayede hem bölgedeki içkin kültürden doğan bazı gruplara -Hizbullah, Hamas, Müslüman Kardeşler, Özgür Suriye Ordusu vb.- hitap etme işlevinin hem de siyasi ihtirasın ifa edilmesi amaçları gerçekleştirilmeye çalışılmıştır. Türkiye ve İran, bölgesel vizyonda Filistin Sorunu ile dini-kültürel yaklaşımını sürdürmede ısrarcı davranırken, Orta Doğu'da başlayan Arap Baharı sürecinde bu ısrarcı davranışlarını politik eksende arttırmaya koyulmuşlardır. Özellikle İran, Arap Baharı sürecinin hemen başında net bir tavır ortaya koyarken; Türkiye, Avrupalı devletlerle beraber hareket etme kararı doğrultusunda, "tedbirli hareket etme" tarzında bir politik yaklaşım içerisinde olmuştur. Türkiye'nin bu yaklaşımı, bölgeye yönelik politikasında bazı "git-gel"lere neden olduğu gibi, birtakım olguların da beklenerek görülmesini sağlamıştır. Suriye İç Olayları, Soğuk Savaş Dönemi'ni andırır tarzda uluslararası sistemde güç mücadelesinin doruğa çıkmasına ve ülkesel bazda her aktörün pragmatik bir bakış açısıyla kendi güç unsurlarını tekrardan gözden geçirmesine neden olmuştur. Suriye'deki bu olayların başlaması; Türkiye'yi Arap Baharı'yla yakından ilgilenen baş aktörlerden biri haline getirirken, İran'ın Batı'ya ve bölge sınırlarında kendisine karşı savaşanlara yönelik mücadele ritmini arttırmıştır. Bu iki ülke kendi güç unsurlarını, mezhepsel anlayışları da kapsayacak şekilde "ortak din, ortak kültür, ortak tarih" üzerinden belirlemeye devam etmiştir. Ilımlı-radikal, modernist-anti modernist gibi birbirinden farklı format ve anlayışları barındıran bu unsurlarla politik eksenini oluşturan Türkiye ve İran, "avantaj" kıstası çerçevesinde, Batılı devletler nazarında ilişkilerin seyri konusunda önemli yer tutmuşlardır. ; The fact that the personal and social effects of the phenomenon of religion have been great have brought about the articulation of the changing conditions in the historical process. Turkey and Iran, regional vision on the Palestinian question with persistent religious-acting maintain the cultural approach in the process of starting the Arab Spring in the Middle East have set out to improve this persistent behavior of the political axis. Iran, in particular, showed a clear attitude at the beginning of the Arab Spring process; Turkey, in line with the European countries decided to act together, "cautious movement" has been in a political approach to style. Turkey's approach, on the basis of policy towards the region "go to work for it" s as to cause, by waiting in enabling seen a number of cases. Syrian Internal Events have led to the climax of the power struggle in the international system in the style of the Cold War, and every actor on a national basis has revisited its own elements of power through a pragmatic perspective. The beginning of these events in Syria; Turkey closely when making the Arab Spring is one of the main actors concerned, in Iran's western border and increased the rhythm ofthe fight against those who fight against him. These two countries continued to identify their own elements of power on the basis of acak common religion, common culture, common history, including sectarian approaches. Moderate-radical modernist antennae of different formats and understanding of each other as modernist forms the political axis with hosting these elements Turkey and Iran, "advantage" in the framework of criteria, the Western powers have occupied an important place in the course of the relationship in the eyes.
Türkiye'de demokratikleşme sürecinde 12 Eylül 1980 Askeri Müdahalesi ve Kırşehir Basını isimli çalışmamda ilk olarak demokrasi, demokratikleşme, ihtilal gibi kavramların anlaşılması gerektiği düşüncesindeyim. Demokrasi, vatandaşların, devlet politikasını şekillendirmede eşit hakka sahip olduğu bir yönetim biçimidir. Cumhuriyet halkın egemenliğine dayanan bir sistem, demokrasi ise cumhuriyetin uygulanış şekillerinden biridir. Demokrasiye uygun bir şekilde yaşama biçimine ise demokratikleşme denilmektedir. İhtilal, Bir ülkenin siyasal, sosyal ve ekonomik yapısını veya yönetim düzenini değiştirmek amacıyla kanunlara uymaksızın kuvvet kullanarak köklü bir değişiklik için yapılan militarist bir hareketidir. Ülkemizde yaşanan askeri müdahalelerin gerekçeleri; ülke bütünlüğünü korumak, millî birlik ve beraberliği sağlamak, muhtemel bir iç savaşı ve kardeş kavgasını önlemek, devlet otoritesini ve varlığını yeniden tesis etmek ve demokratik düzenin işlemesine mani olan sebepleri ortadan kaldırmak olarak gösterilmiştir. Geçmişte çeşitli sebeplerle yaşanılanlar da göstermiştir ki demokrasinin işlemesi ve yürütülmesi için çalışan parlamento kapatılarak demokrasi ve demokratikleşme sağlanamaz. Müdahaleyi yapanların her türlü karar ve tasarruflarından dolayı haklarında cezaî, malî veya hukukî sorumluluk iddiası ileri sürülemez ve bu maksatla herhangi bir yargı merciye başvurulamazlığı sağlayan anayasa maddesi 2010 referandumu sonrası değiştirilmiş ve o dönemle ilgili yargılama 13 Eylül 2010 tarihinde başlamıştır. Şu da bir gerçektir ki hiçbir askeri müdahale ülkeyi rahata, huzura götürememiştir. Müdahale sonrası; ister sağ, ister sol kesimden olsun -Türkiye?nin yarınları, umutları belki de gelecekleri olan büyük çoğunluğu gençlerden oluşan ülkesini milletini seven- birçok insanın mağduriyetine herkes tanık olmuştur. 12 Eylül ülkenin geçmiş birikimini, deneyimini belki de en önemlisi yarınını ortadan kaldırmıştır. Türkiye, 27 Mayıs 1960,12 Mart 1971 ve 12 Eylül 1980?leri yaşayarak, demokrasisi çeşitli sebeplerle askıya alınarak bugünlere gelmiştir. Eğitim seviyesi yükseltilerek ülkenin varlığı ve birliği için çalışan sivil toplum kuruluşlarının daha da yaygınlaşması, temel haklarını bilen vatandaşların yetişmesi ve demokrasinin birlikte yaşama anlayışı olduğunun anlaşılması olarak kabul edilmesi rahat, mutlu, huzurlu ama kesintiye uğramayacak demokratik yarınların göstergesi olacaktır. Evrensel değerler bağlamında amaç birlik ve beraberlik içinde daha güzel, daha mutlu yarınlara ulaşmaktır. Democracy is a form of government that all citizens have equal rights in shaping government policy. Republic is the system that based on the sovereignty of the people, democracy is on the other hand one of the forms of implementation of the republic. Living in accordance with democracy called as `democratization?. The revolution is a wide public movement for a radical change by using force in order to change a country?s political, social and economic structure or layout of the managament. The reasons for military intervention in our country are shown as to protect the integrity of the country, to ensure national unity and solidarity, to prevent a possible civil war and fratricidal quarrel, to re-establish the existence of state authority and to eliminate the raesons that prevent functioning of the democratic system. The events about past for various reasons have shown that by closing the parlament which functioning and executing for democracy, it is not possible to achieve democracy and democratization. Because of their all kind of decisions and possessions for the people who interfere it is not asserted the claim of criminal, financial and legal responsibility and for this purpose it may not be applied any judicial authority. The constitutional court were changed after the 2010 referandum and the trial about that period began 13th September 2010. But this is also a fact that no military intervention take the country to peace and comfort. After the intervention, whether right or left part supporter, many people were lost especially and vast majority of them youngs who are Turkey?s tomorrows, prospects and perhaps the future and this fact has witnessed by many people. September 12th eliminated the country? s past knowledge, experience and perhaps most importantly its future. Turkey has survived until today by living May 27th 1960, March 12th 1971, September 12th 1980 and by suspending its democracy for various reasons. It will be the indicator of comfortable, happy, peaceful but uninterrupted democratic future as the expansion of non-governmental organizations that are working for their country?s existense and cooperation by taking into account or even increasing the level of education,the growth of citizens who know their fundemantal rights and adoption of democracy as the understanding of living together. ÖZETBu çalışmada Türkiye'nin gündeminde ekonomik, politik, sosyal ve kültürel boyutlarıyla önemli bir yer tutan AB ile olan ilişkiler tarihsel gelişimi kapsamında incelenerek, Türkiye'nin AB'ne üyeliğinin, Avrupa Parlamentosu kararları örnek olaylarıyla irdelenmesi ve Atatürk Türkiye'si idari yöntemler açısından analizi yapılmıştır. Atatürk'ün dış politika uygulamalarının, kültür ve çağdaşlık anlayışı temelindeki yaklaşımlarının belirli bir sistem, hedef ve prensipler çerçevesinde oluşturulduğunu tespit ettikten sonra, bunların günümüz koşullarıyla ne ölçüde uygulanabileceğini analiz edebilmemiz için, Avrupa'da bir birlik oluşturma fikrinin ve bugünkü AB'nin tarihi, felsefi ve siyasi temelleri çerçevesinde Avrupalılarla Türklerin ilişkileri analiz edildi. Bu değerlendirmelerin ışığında AB'nin kurumsal yapılanmasında son yıllarda önemi gittikçe artan AP'nin rolü ve Türkiye'ye yönelik politikaları ve kararları irdelendi. AB ve Atatürkçülük, çağdaşlaşma ve emperyalizm kavramları ekseninde değerlendirildi.Bugün yaşanan tartışmalardan da anlaşılacağı üzere, Atatürk'ün Türk milleti ve vatanı için çağdaşlaşma bağlamında hala tam olarak neyi amaçladığı, kullandığı yöntemler, hedefleri, ilkeleri anlaşılamadığından veya maskelenerek yorumlanmak istendiğinden Türkiye-AB ilişkileri de farklı boyutlarda ve zeminlerde dolaşmaktadır. Çalışma beş ana bölümden oluşmaktadır. Konumuz açısından, Osmanlı modernleşmesi analiz edildikten sonra birinci bölümde Atatürk Dönemi Dış Politika ve çağdaşlaşma ana hatlarıyla kavramlar zemininde değerlendirildi. İkinci bölümde Türkiye-AB ilişkileri; Avrupa kavramının sınırları, AB fikrinin tarihi, siyasi, kültürel ve felsefi temellerine ilaveten resmi söylemde doğuşu ve gelişimi irdelendikten sonra tarihi perspektif içinde değerlendirildi. Üçüncü bölümde AB'nin kurumsal yapılanması ve bunun içinde son yıllarda öne çıkan ve Türkiye için, yaygın olarak iddia edilenin aksine, artık kararlarının tavsiye niteliğinden öte anlamları olan Avrupa Parlamentosu'nun artan yetkileri, federalizm ve demokrasi açığı kavramlarıyla incelendi. Dördüncü bölümde AP'nin Türkiye'nin ulusal çıkarları ve milli bütünlüğüne yönelik aldığı kararlar, belgeler üzerinden analiz edildikten sonra, AB taraftarlığı ve Atatürkçülük ana başlığıyla beşinci bölümde emperyalizm, çağdaşlaşma kavramları çerçevesinde Türkiye-AB ilişkilerine Atatürkçü bakış açısıyla ele alınıp, Atatürk'ün idari yöntemlerinden sapmalar analiz edidi. Son olarak, bazı sonuçlar ve gelecek için öneriler verildi. Bu tez hazırlanırken kullanılan başlıca yöntemler ise; betimleyici yöntem, karşılaştırmalı method, söylem analizi ve örnek çalışmasıdır.ABSTRACTIn this study, the relations with the European Union (EU), which take an important "place on Turkey's agenda with their political, social and cultural aspects, have been examined with respect to the historical progress. Turkey's candidacy for the EU membership has been investigated in light of the cases with European Parliament resolutions, and analyzed in terms of Ataturk Turkey's state administration methods. Having determined the fact that Ataturk's foreign policy practices and his civilization- and modernity-based approaches have been developed within a framework of particular system, objective and principles, in order to be able to examine to what degree those particular elements can be practiced in current circumstances, the Europeans-Turks relations have been analyzed with regard to the idea of forming a union in Europe, and historical, philosophical and political foundations of the present EU. In light of these evaluations, the role of the European Parliament which has recently been becoming increasingly important on the EU's institutional structuring, and its (i.e., EP) policies and decisions towards Turkey have been considered. The EU and Ataturk's Political Doctrine have been evaluated in the context of modernization and imperialism concepts. As it can be understood from the present discussions that what exactly Ataturk meant by the modernization of the Turkish nation and homeland, the methods he used, his objectives and his principles are still not clearly understood or wanted to be interpreted through the way of masking, the Turkey-EU relationships are, therefore, floating around in different dimensions and arenas.This work is mainly compesed of five parts. After analysed Ottoman modernization process, in first part of this study, the Ataturk's Term Foreign Policy and modernization have been considered in essence and on conceptual basis. In the second part, after having analyzed the birth and the development of the EU in political arena in addition to having analyzed the boundaries of the concept of Europe and the history and the political, cultural and philosophical foundations of the idea of EU, the Turkey-EU relations have been evaluated from historical perspective. In the third part, the institutional structure of the EU, and as involved in this structure, the increasing jurisdictions of the EP, the decisions of whom for Turkey now mean, as recently become prominent in contrast to the common claims, beyond the meaning of 'recommendation', have been analyzed with the concepts of federalism and democratic deficit. After the EP resolutions that are made towards Turkey's national interests and integrity have been analyzed with documents in the forth part, in the fifth part under the main topic of "EU Advocacy and Ataturk's Political Doctrine" the deviations from Ataturk's state administration methods have been analyzed within the framework of the concepts of imperialism and modernization, with addressing the Turkey-EU relations from the Ataturkist point of view. Lastly, I give some future perspectives and conclusions within the context of the thesis. Discourse analysis, case study, descriptive and comparative methods are utilized throughout this thesis.

Tabi bu durum 1997 yılındayapılan ran seçimlerini, reform yanlısı Hatemi'nin kazanması sonucunu doğurmuştur. Ancakran'daki Velayet-i Fakih sistemi, ulema yönetiminin meşruiyet temeli olarak kalmış,yönetim, sivil toplum ve yargı üzerinde sürekli varlığını hissettirmiş reformcu kesiministediği reformları gerçekleştirmesine engel olmuştur. Of course this situation brought forth theresult of Khotemi?s, who supports the reform, winning the Iran elections in 1997. However,the Velayet-i Fakih system in Iran has remained as the legitimizing base for the governmentof body of mullahs, always made its existence felt by the government, non-governmentalorganizations and judgment and disrupted the radicals to realizes their reforms. Butnevermore it is not in the proper sense, this change occurred in the government crudelyincreased the improvements in Turkiye-Iran relations. ÖZETYirmi birinci yüzyılın başlarında dünyamız sosyal, siyasal ve ekonomik bakımdan çok hızlı gelişmelere sahne olmakta, siyasi yönden de ülkeler arasında yeni dengeler oluşmaktadır. Türkiye ise bulunduğu jeopolitik konumu ve jeostratejik üstünlükleri ile tüm dünyanın dikkatlerini üzerine çekmektedir.Dünyada hızlı nüfus artışı ve yaşanan tabi afetler sebebiyle tarımsal üretim her geçen gün daha da önem kazanmaktadır. Açlık ve fakirliğin yaşandığı ülkeler gıda maddelerinde dışa bağımlı hale gelmektedir.Türkiye, geniş yüzölçümü ve coğrafi kaynakları ile gıda üretiminde dünyada kendi kendine yetebilen nadir ülkelerden biridir. Ancak bu potansiyeline rağmen ülkemizin yeraltı ve yerüstü kaynaklarından istenilen ölçüde yararlanılabildiğini söylemek ise mümkün değildir. Gelecekteki tarımsal açığı giderebilmek ve gıda ürünü ihraç edebilmek için başlatılan GAP projesi ise Türkiye'nin geleceğinde önemli bir rol oynayabilecektir.Özellikle Güneydoğu Anadolu Bölgesi'nde Fırat ve Dicle su kaynakları üzerinde 22 baraj ve yüzlerce sulama tesisini esas alan GAP projesinin tamamlanması Türkiye için büyük önem taşımaktadır. Ortadoğu'nun gelecekteki tarımsal üretim ihtiyacını karşılamada büyük önem taşıyan bu proje ile Türkiye'nin bölgedeki gücünün ve öneminin daha da artacağı söylenebilir.GAP projesinin temellerinin atıldığı 1970'li yıllardan bu yana ülkemizde sürekli olarak tarımsal teknoloji ve sulama eksikliği vurgulanmakta ancak, bu konuda yürütülen bilimsel ve teknik çalışmalar yetersiz kalmaktadır.Son dönemde Türkiye ile her konuda yakın diyalog ve işbirliği içinde bulunan İsrail ise gerek ülke içinde gerekse de başka ülkelerde yaptığı tarımsal araştırmalar ile dünyanın ilgisini çekmektedir. Çöllerle çevrili bir bölgede yer alan İsrail, sulama ve tohum ıslah çalışmalarında önemli adımlar atmıştır. Farklı tarımsal ürünlerde verimli tohumlar İsrail'de üretilmekte ve buradan da pek çok ülkeye ihraç edilmektedir.Her yıl yeni teknik ve teknolojilere büyük bütçeler ayıran İsrail Hükümeti, GAP bölgesine de büyük ilgi göstermektedir. Ülkemize ziyaretlerde bulunan İsrailli yetkililer, ikili görüşmelerde İsrail ve Türkiye ekonomilerinin tarımsal üretim ve teknoloji yönünden birbirlerini tamamlayan yönlerine de özellikle dikkat çekmektedirler.İsrail ile Türkiye arasında yürürlükte olan Serbest Ticaret Anlaşması ve diğer Ekonomik ve Teknik İşbirliği Anlaşmaları ise iki ülke ilişkilerine büyük ivme kazandırmaktadır.Bu çalışmamızda amacımız, İsrail ile tarım alanında yapılabilecek ortak teknolojik ve bilimsel altyapı projelerini ortaya çıkarmaktır. Bu çerçevede; iki ülke ilişkilerinin Türkiye-İsrail Tarımsal İşbirliği Anlaşması gereğince, GAP bölgesindeki tarımsal üretime nasıl katkıda bulunabileceği üç ana başlıkta değerlendirilmeye çalışılmıştır.Çalışmamızın birinci bölümünde; Türkiye'deki tarımın genel yapısı ve Güneydoğu Anadolu Projesi'ni incelemeye çalıştık. Bu bölümde GAP projesinin Türkiye'nin en büyük kalkınma projesi olduğu vurgulanırken, bölgenin tarımsal potansiyeli üzerinde özellikle durulmuştur.Çalışmamızın ikinci bölümünde ise, İsrail'deki tarımın genel yapısı ve tarım projeleri üzerinde durulmuş, özellikle İsrail tarım endüstrisinin yapısı ve çalışmaları incelenmiştir. Bununla beraber İsrail'de elde edilen tarımsal verimin tarım teknolojisi ile birleştirilerek nasıl diğer ülkelere pazarlanabildiği belirlenmeye çalışılmıştır.Çalışmamızın üçüncü ve son bölümde ise, Türkiye-İsrail tarımsal işbirliği potansiyeli üzerine bir değerlendirme yapılmıştır. Bu değerlendirmede Türkiye ile İsrail'in ekonomik ilişkileri, Serbest Ticaret Anlaşması ve bunların sonucunda tarım ürünlerinin taviz pozisyon listeleri üzerinde de bilgiler verilmiştir.Ayrıca çalışmamızla ilgili olarak Türkiye-İsrail tarımsal işbirliği potansiyelinin GAP bölgesinde nasıl üretime geçirilebileceği ve halen uygulanabilirlik durumları değerlendirilmiştir.Türkiye-İsrail Tarımsal İşbirliği Anlaşmasının GAP Bölgesi'ndeki çeşitli uygulanmalarda başarılı olabilmesi için şu önerilerde bulunabiliriz;* Yaklaşık olarak toplam yatırım tutarı 32 milyar dolar olarak dile getirilen GAP projesi henüz tamamlanmamasına rağmen enerji üretimi ve sosyal içeriği ile gerçekten önemli faydalar sağlamaktadır. Ancak mevcut ürün deseni değiştirilmediği ve modern teknolojiler kullanılmadığı takdirde tarım alanında istenen verimi elde etmek ne yazık ki kolay gözükmemektedir.* GAP master planında öngörülen temel kalkınma hedefleri bölgenin temelde tarıma dayalı ihracat üssü haline getirilmesine dayanmaktadır. GAP Projesi'nin bundan sonraki aşamaları da ürün ve pazar çeşitliliği ile birlikte tarıma dayalı ihracat hedefini dikkate alacak şekilde yürütülmelidir. GAP Bölgesi ise tarıma dayalı gıda sanayinin nüvesini teşkil etmelidir.* Başta sulama alanında olmak üzere projeler kapsamında götürülen hizmetlerin etkin bir şekilde kullanımını sağlamak için GAP Bölgesi'ndeki çiftçilerin eğitimine büyük önem verilmelidir.* Yaş meyve ve sebze üretiminde bölgedeki mevcut üretimin çeşitlendirilmesiyle bu alanda yüksek bir üretim düzeyine ulaşılacaktır. Bu alanda uygun çeşitlerin seçimi ve doğru üretim tekniklerinin kullanımı yanında ambalajlama, depolama ve pazarlama tekniklerinin geliştirilmesi büyük önem taşımaktadır.* Bu çerçevede İsrail ile sulama ve tohum üretimin yanı sıra seracılık, hayvancılık ve tarımsal mekanizasyon gibi konularda da işbirliği çalışmalarına başlanılabilir.Günümüzde teknoloji üretemeyen, transfer edilen teknolojileri de özümseyemeyen toplumların geleceğe umutla bakamayacakları bir gerçektir. Türkiye'de tarım endüstrisi alanında know-how transferine başvurmaz ise gelecekte güçlü bir tarım ülkesi olma hayalini hayata geçiremez.Bu açıdan İsrail ile tarımda mevcut işbirliği potansiyeli çok yönlü ele alınmalı ve milli menfaatler çerçevesinde kamu ve özel sektörün işbirliği teşvik edilmelidir. Tarım alanında elde edilen her türlü teknik ve teknolojik gelişme yakından izlenmeli ve yeni uygulamaların Türk tarımının istifadesine sunulması sağlanmalıdır.ABSTRACT The world is in a situation of rapid developments from social, political and economic aspects at the beggining of 21th century. Also some new balances have begin to arise from the political view. Meanwhile, Turkey draws attention of whole world due to its geopolitics and geostrategic position. Because of rapid increase in the world population and natural disasters, agricultural production gains considerable importance day by day in the world. Those countries which have experienced poverty and starvation, have to be dependent on other countries to meet their foodstuffs. Turkey is one of the rare self sufficient countries which can cover its own needs, with its large territory, land and rich geographical resources and the amount of food production. Despite of its tantamount capacities, it is impossible to say that Turkey is making use of its resources efficiently. The GAP project, carried out to eradicate agricultural shortage and export foodstuffs, will play a very important role in the future of Turkey. Completion of the South Eastern Anatolian Project with the installation of 22 dams and hundreds of irrigation systems on Firat and Dicle especially in the South Eastern Anatolia Region has a great importance for Turkey. It can say that through these projects, the power and importance of Turkey will increase even more in the region. Although, the deficiencies of agricultural technology and irrigation system have been frequently emphasized in our country since the laying down of the foundation of the project in 1970s, the scientific and technical studies, conducted on the issue have continued to be insufficient. On the other hand Israel, that developed a close relation with Turkey recently, draws the attention of the world with its agricultural researches in the country and abroad. Though Israel is surrendered by the deserts, it has succeeded to take important steps regarding to irrigation and seed improvement studies. The high productive seeds have been produced in Israel and exported to many countries. The Israeli government, preparing a considerable budget for the new techniques and technologies, also shows great interest to the GAP project. Israeli officials who have been visiting our country frequently, state in the bilateral negotiations that Turkey and Israel complete one another from the point of agricultural production and technology. Free Trade Agreement and other economic and technical cooperation agreements between the two countries have given impetus to the bilateral relations. Our main goal in this study is to reveal common technological and scientific infrastructure projects which could be conducted with the partnership of Israel and Turkey, relating to agriculture. The affects of the relations between two countries on agricultural production in GAP region, under the framework of Turkey-Israel Agricultural Cooperation Agreement, will be evaluated under three main chapters. At the first part of our study, we have tried to investigate the general structure of agriculture in Turkey and the Southeastern Anatolia Project. As we emphasized on the GAP project as the largest development project of Turkey we will also stress on agricultural potential of Turkey. In the second part of our study, we evaluated the general structure of agriculture in Israel and agricultural projects in this country. Furthermore, we try to determine how the agricultural efficiency in Israel is combined with the agricultural technology and marketing techniques to foreign countries. In the third and last part, we make some evaluations on the agricultural cooperation potential between Turkey and Israel. In the framework of this evaluation some information has been given about the economic relations between the two countries, Free Trade Agreement, and as a result of these agreements, about the privileged position lists of agricultural products. Relating to our studies, we also have evaluated how the Turkey-Israel agricultural cooperation potential in the GAP region can be tapped and mentioned the feasibility situations. We can suggest the followings so as to be successful in the several applications of Turkey-Israel Agricultural Cooperation Agreement in the GAP region. * Although the GAP project with $ 32 billion investment cost has not been completed yet, it is started to provide effective benefits with its social context and energy production. However, unless the available product design will be changed and modern technologies will be applied, it is not easy to get expected and planned output. * Basic development goals which have been envisaged in the GAP master plan, are based on the principles to make the region an exportation base. Other stages of the GAP project should be conducted by taking the diversifications of products and markets together with the exportation goal based on agriculture into consideration. The GAP region also forms the nucleus of food industry based on agriculture. * The training of the farmers in the GAP region, especially on the irrigation and other services provided in the framework of the GAP project should be given a special importance to carry out the project effectively. * Through the production variety of fresh fruit and vegetable in the region, a high production level will be able to be reached. Apart from selecting proper and suitable varieties and usage of the correct techniques of production, the techniques of packaging, storing, and marketing are also very important. * In this framework, we can cooperate with Israel on the fields of greenhouse, stock raising and mechanization of agriculture, besides irrigation and seed production. Today, it is a reality that societies, not applying technology, cannot look to the future with hope. If not applied to 'know-how' transfer in the agricultural field, Turkey cannot realize his ideal of being a country with a strong agricultural sector in the future.From this perspective, the agricultural cooperation potential with Israel should be evaluated multidimensional, an so the public and private sectors should be encouraged in the framework of national interests. Any developments in the agricultural field should be followed and new applications should be provided for the benefit and exploitation of Turkish agriculture.
ÖZET Türkiye'nin güney doğu komşusu olan Kuzey Irak ya da Irak anayasasına göre resmi adıyla Irak Kürdistan Bölgesel Yönetimi (IKBY) son beş yılda Türkiye'nin Ortadoğu'ya açılan tek kara kapısı konumuna gelmiş bulunmaktadır. TUİK'in son beş yıllık ticari rakamlarına bakıldığında Irak, Türkiye'nin (ki burada civarındaki pay IKBY'e aittir), Almanya'dan sonra en büyük ikinci ticaret ortağıdır. Mal, hizmet, insan ve sermaye gibi her türlü ticaret hareketliliğinin olduğu Türkiye ile Kuzey Irak arasında legal ve illegal (kaçakçılık) olmak üzere iki tür yoğun ekonomik ilişki bulunmaktadır. Yaptığımız saha çalışmasında da görüleceği gibi illegal ticaret, legal ticaretten neredeyse daha fazladır. Bunun başlıca sebepleri ise, coğrafi nedenlerden dolayı sınır kontrolünün zorluğu, petrol, sigara ve çay gibi ticari ürünlerde iki taraf için ciddi karlı fiyat farklılığı, komşuluk, ortak dil, akrabalık ilişkileri, IKBY'de özellikle petrolün sudan ucuz olmasına karşın Türkiye'de aşırı pahalı olması…gibi nedenler Türkiye ile Kuzey Irak arasındaki ticaretin başlıca sebeplerini oluşturmaktadır. Bu sürecin hızla geliştiği son onüç yılda Türkiye ile IKBY arasındaki ekonomik ilişkileri güçlendiren iki önemli tarihi süreç yaşanmıştır. İlki 2003 yılı Nisan ayında Saddam Hüseyin'in devrilmesinden sonra Kuzey Irak'ın Irak anayasasına göre IKBY olarak resmi olarak varlığının kabulu, diğeri ise 21 Mart 2013 yılında Türkiye'de PKK ile kırk yıllık silahlı çatışmayı (Temmuz 2015'te fiilen bitmiştir) geçici olarak donduran çözüm süreci. Çalışmamız bu aşamaların ikinci maddesi kapsamında üç ana bölümden oluşmaktadır. Birinci Bölüm: Türkiye ile Irak arasındaki ekonomik, sosyal, tarihsel ve siyasal ilişkiler, İkinci Bölüm: 2002-2013 yılları arasında Türkiye ile IKBY arasındaki ekonomik ilişkiler, Üçüncü Bölüm: Çözüm süreci döneminde (Mart 2013 ve Temmuz 2015) tarihleri arasında Türkiye-IKBY arasındaki ekonomik ilişkiler. Bu çalışmada Türkiye-IKBY arasındaki ekonomik ilişkilerde çözüm sürecinin yeri ve 6 önemi üzerinde durulmuştur. Bu kapsamda hem sahada çalışılmış hem de teorik bilgilerden yararlanmıştır. Yapılan çalışmada çözüm süreci döneminde (Mart 2013-Temmuz 2015) legal ve illegal (kaçakçılık) yollarla Türkiye ile IKBY arasında ekonomik ilişkilerde ciddi artışlar görülürken, Temmuz 2015 yılından itibaren fiilen ve resmen biten çözüm süreci sonrasında, Güneydoğu'da başlayan silahlı çatışmalar ve Kerkük –Yumurtalık boru hattı, Türkiye-Irak arasındaki ana sınır kapısı konumunda olan Habur sınır kapısı yoluna yapılan saldırılar sonucu Türkiye ile IKBY arasında ekonomik ilişkilerin ciddi kırılmaya uğradığı görülmüştür. Anahtar Kelimeler: Türkiye, IKBY, Çözüm Süreci, Ticaret, Habur Sınır KapısıABSTRACT Iraq Kurdistan Regional Government (IKRG), with its official name according to the constitution of Northern Iraq or Iraq, which is the south eastern neighbor of Turkey, has become Turkey's only land border gateway to the Middle East in the last five years. Iraq is Turkey's second largest trade partner after Germany where about 90% of the shares belong to the IKRG looking at the last five years' trade figures of the Turkish Statistical Institute (TURKSTAT). There are two types of intensive economic relations between Turkey and Northern Iraq, where goods, services, people and capital have all kinds of trade activity, both legal and illegal (smuggling). Illegal trade is almost more than legal trade as we can see from field work that we did. The main reasons for this are the difficulty of border control due to geographical reasons, the serious profitable price difference for the two sides in commercial products such as petroleum, cigarettes and tea, neighboring, common language, kinship relations, although the oil is especially cheap in IKRG, extremely expensive in Turkey are the main causes of trade between Turkey and Northern Iraq. Two important historical processes have been experienced that strengthen the economic relations between Turkey and IKRG during which this process has developed rapidly in the last thirteen years. The first was the official acceptance of Northern Iraq (as an IKRG under the Iraqi Constitution) after the overthrow of Saddam Hussein in April 2003 and the other is a solution process that temporarily halts the forty-year armed conflict with the PKK in Turkey in March 21, 2013 (actually ended in July 2015). Our work consists of three main parts under the second item of these steps. Chapter One: The economic, social, historical and political relations between Turkey and Iraq, Chapter Two: Economic relations between Turkey and IKRG in 2002-2013, 8 Chapter Three: Economic relations between Turkey and IKRG between March 2013 and July 2015 during the solution process. This study focuses on the place and the importance of the solution process in the economic relations between Turkey and IKRG. In this context, both field work and theoretical information are used. It has been seen that economic relations between Turkey and IKRG have been seriously broken the result of armed conflicts starting in the Southeast and the attack on Kerkuk-Yumurtalık pipeline, the Habur border gate road, which is the main border gate between Turkey and Iraq after the de facto and formally ending solution process since July 2015, while there has been a significant increase in economic relations between Turkey and IKRG through legal and illegal (smuggling) routes during the solution process (March 2013 - July 2015). ÖZETTürkiye-Yunanistan ilişkileri tarihi süreçte güvensizlik temeline dayandırılmıştır. Bu güvensizlik 1950 yılında ortaya çıkan Kıbrıs sorunuyla pekişerek büyümüş, bu dönemde iki ülke arasındaki anlaşmazlıklar realist bakış açısıyla çözüme ulaştırılmaya çalışılmıştır. 1999 yılında düzenlenen Helsinki Zirvesi'nde Türkiye'nin Avrupa Birliği'ne aday gösterilmesi ilişkileri farklı bir boyuta taşımıştır. Geçmişe bakıldığında tarihleri boyunca hem Türkiye hem de Yunanistan birçok ekonomik krizle mücadele etmek zorunda kalmıştır. Bu krizlerden en önemlisi; 21. yüzyıl itibariyle kendini hissettirmeye başlayarak 2008 yılında Amerika Birleşik Devletleri'nde ortaya çıkan ve 2009'un son çeyreği ile Avrupa Borç Krizi'ne dönüşen küresel ekonomik krizdir. Çok sayıda ülke bu krizden olumsuz etkilenirken özellikle Yunanistan AB bünyesinde en çok zarar gören ülke olmuştur. Kısa bir süre sonra ise Avrupa Borç Krizi Yunanistan borç krizine dönüşmüştür. Bu netice doğrultusunda, başta AB ülkeleri olmak üzere çok sayıda dünya ülkesini etkisi altına alan Avrupa Borç Krizi'nin Türkiye-Yunanistan ilişkilerine olası etkilerinden yola çıkılarak bu çalışma hazırlanmıştır. Bu bağlamda Avrupa Borç Krizi sonrası süreçte Türkiye-Yunanistan ilişkileri, AB-Yunanistan ilişkisini ortaya koyan bağımsız değişken ve yaşanan ekonomik krizin Türkiye-Yunanistan ilişkilerine etkisini gösteren bağımlı değişken ile birlikte neo-realist kuram çerçevesinde değerlendirilmiştir. Bu değerlendirme sonucunda iki ülke arasında yaşanan Ege ve Kıbrıs gibi siyasi anlaşmazlıkların çözüme ulaştırılıp ulaştırılamayacağı noktasında bir analiz yapılması amaçlanmıştır. Bu gaye uyarınca çalışma üç ana bölümden oluşturulmuştur. İlk bölümünde realizm, neo-realizm ve çalışmanın alt problemlerinden ilkini oluşturan Türkiye-Yunanistan ilişkilerinin genel çerçevesi neo-realizm bakış açısıyla çizilmiştir. İkinci bölümde, çalışmanın ikinci alt problemini oluşturan Avrupa Borç Krizi'nin ortaya çıkış nedenleri ile Yunanistan ve Türkiye'ye etkilerine değinilmiştir. Çalışmanın ana araştırma sorusunu oluşturan Avrupa Borç Krizi sonrası Türkiye-Yunanistan ilişkileri ise üçüncü bölümde değerlendirilmiştir.Çalışmanın sonucunda uluslararası sistemin günümüzde "Çok Kutupluluğa" doğru dönüştüğü belirlenmiştir. Avrupa'da tecrübe edilen borç krizinin Avrupa Birliği'nin kendini sorgulamasına neden olduğu, Almanya'nın süreç ve kriz yönetiminde ön plana çıktığı, Yunanistan'ın ise ulusal çıkarları doğrultusunda yaşanan borç krizini fırsata çevirerek içinde bulunduğu durumu Türkiye ile olan siyasi sorunlarında bir taviz aracı olarak kullandığı sonucuna varılmıştır. Her ne kadar 1999 Helsinki Zirvesi'nin ardından Türkiye ile Yunanistan arasında ekonomik ve sosyal yönden çok sayıda işbirliği yolu açılmış olsa da, Avrupa Borç Krizi sonrasında AB-Yunanistan ilişkisinin sıkılaşarak devam ediyor olması da açık bir gerçektir. Bu durum, Türkiye-Yunanistan ilişkilerinde Ege ve Kıbrıs gibi geçmişten günümüze taşınan siyasi anlaşmazlıkların uzun bir süre daha Avrupa Birliği nezdinde çözüme kavuşturulamayacağını ortaya koymaktadır. ABSTRACTTurkey-Greece relations are based on the fundamental insecurity in the historical process. This insecurity grew by consolidating with the Cyprus problem that emerged in 1950, and the problems between the two countries were tried to be resolved by realist point of view. At the Helsinki Summit in 1999. Turkey's relations with the European Union, the nomination was moved to a different dimension. In retrospect, dates throughout Turkey and many have been forced to fight the economic crisis as well as Greece. The most important of these crises; It is the global economic crisis that began in the United States in 2008, beginning with self-empowerment in the 21st century and turning into the European Debt Crisis with the last quarter of 2009. While many countries are negatively affected by this crisis, Greece has been the most damaged country in the EU. Soon after, the European Debt Crisis became Greece's debt crisis. In line with this conclusion, especially European Union countries, including many countries of the world under the impact of the possible effects of the European debt crisis based on this study has been prepared on the Turkey-Greece relations. In this context, analyzed within the framework of neo-realist theory of the Turkey-Greece relations in the aftermath of the European debt crisis with the independent variable that reveals the EU-Greece relationship and the dependent variable that shows the impact of economic crisis in Turkey-Greece relations. As a result of this evaluation, it was aimed to make an analysis at the point where the experienced political disagreements between the two countries, Cyprus and Aegean, could not be delivered. In accordance with this objective, the study is composed of three main sections. The first section of realism, neo-realism, and forming the framework of the first Turkey-Greece relations problems of the sub-study were drawn from the point of view of neo-realism. In the second part, forming the second sub-study problems with the reasons for the emergence of the European debt crisis and it is addressed to the effects of Greece and Turkey. The study constitutes the main research question after the European Debt Crisis Turkey-Greece relations have been evaluated in the third section.At the end of the study, it was determined that the international system is now turning towards "Polarity". Europe's experience as the debt crisis in the European Union caused the self-questioning, Germany's process and that came to the fore in crisis management, while Greece national interests in accordance experienced were in turning the opportunities of the debt crisis compromise the vehicle's political problems with Turkey as the result that we use as. Although the 1999 Helsinki Summit the following economic and social aspects of many ways of cooperation from between Turkey and Greece opened, though, it is an obvious fact that EU and Greece relationships continues to tighten after the debt crisis. This case shows that the political disagreements moved from the past to the present in Turkey-Greece relations such as Aegean and Cyprus cannot be resolved for a long time within the European Union.
TEZ5701 ; Tez (Yüksek Lisans) -- Çukurova Üniversitesi, Adana, 2006. ; Kaynakça (s. 158-170) var. ; 180 ; In this study, Cukurova University academic staff's and students' democracy perceptions were investigated in terms of their sex, subject areas, levels of political participation and academic hierarchy variables in the context of political socialization. The study was conducted in 2004 - 2005 academic year at Cukurova University with 160 official academic staffs and 600 students which were attending to Cukurova University at the same period. To determine the democracy perceptions of academic staffs and students, ""Perceptions of Democracy Scale"" and to examine their levels of political participation, sex, subject areas and academic hierarchy, ""Politic Participation Questionnaire"" was administered. For the data which were obtained from the scale and questionnaire, frequency distribution and Chi-square techniques were performed. In the analysis, the level of significance was taken as p<=.05. Findings of the study which were reached by Perceptions of Democracy Scale indicated that, academic staffs and students of Cukurova University are more prefer the liberal democracy than militant democracy. From the point of sex variable, it was found that, there were significant differences between girl and boy students and the rate of girls students which were prefer liberal democracy was higher then boy students. But there were no significant differences between academic staffs from the point of sex. Students' democracy perceptions also showed significant differences from the point of subject areas. The rate of students which prefer liberal democracy was highest in the medical sciences, then in the social sciences and at least in the applied sciences. But there were no significant differences between academic staffs from the point of subject areas which they are study on, and from the point of their academic hierarchy. From the points of findings which were reached by Political Participation Questionnaire, levels of political participation of academic staffs and students' of Cukurova University show a low profile in general. In this study, data were obtained about 17 different types of political participation, and 4 different types of being in an organizational structure. In four different types of political participation there were significant differences between students' perceptions of democracy. The rate of students which were prefer liberal democracy was higher then the rate of students which were prefer the militant democracy. For all of political participation types, there were no significant differences between academic staffs from the point of their perceptions of democracy. Only in one type of being in an organizational structure, the rate of academic staffs which have liberal democracy perception was higher and statistically, they were differ significantly from academic staffs which were prefer the militant democracy. As a result, in the case of Cukurova University, it can be said that the political socialization process is work up effectively. Perceptions of democracy and levels of political participation of academic staffs and students are parallel. Political culture which formed by the university, provides that political socialization is working up in a liberal direction. On the other hand, the low level of political participation is obstructing the thought to be transformed into behaviors in both academic staffs and students dimensions. ; Bu çalışmada Çukurova Üniversitesi öğretim elemanları ve öğrencilerinin demokrasi anlayışları, siyasal toplumsallaşma bağlamında, cinsiyetleri, bilim alanları, siyasal katılımcılık düzeyleri ve öğretim elemanlarının bulundukları akademik aşama açısından incelenmiştir. Araştırma 2004-2005 akademik yılında Çukurova Üniversitesi'nde görevli olan 160 öğretim elemanı ve yine aynı dönemde Çukurova Üniversitesi'nde okuyan 600 öğrenci üzerinde gerçekleştirilmiştir. Öğretim elemanı ve öğrencilerin demokrasi anlayışlarını belirleyebilmek için Demokrasi Anlayışı Ölçeği, siyasal katılımcılık düzeylerini, cinsiyetlerini, bilim alanlarını ve akademik aşamalarını öğrenebilmek için de Siyasal Katılımcılık Anketi uygulanmıştır. Ayrıca öğretim elemanları ve öğrencilerin demokrasi anlayışlarının nedenlerini anlayabilmek amacı ile yarı yapılandırılmış görüşme formu kullanılarak görüşmeler yapılmıştır. Ölçek ve anket ile toplanan verilerin çözümlenmesinde frekans dağılımı ve kaykare teknikleri kullanılmıştır. Analizlerde anlamlılık düzeyi p<= 05 olarak alınmıştır. Demokrasi Anlayışı Ölçeği ile elde edilen bulgular, Çukurova Üniversitesi öğretim elemanları ve öğrencilerinin, militan demokrasi anlayışından çok özgürlükçü demokrasi anlayışını benimsediklerini göstermiştir. Cinsiyet değişkeni açısından bakıldığında, kız öğrencilerin erkek öğrencilerden anlamlı bir biçimde farklılaşarak, daha fazla oranda özgürlükçü demokrasi anlayışını benimsedikleri görülmektedir. Öğretim elemanı boyutunda ise cinsiyete göre anlamlı bir farklılık yoktur. Öğrencilerin demokrasi anlayışları bilim alanları açısından da anlamlı farklılık göstermektedir. Özgürlükçü demokrasi anlayışını benimseyen öğrencilerin oranı sağlık bilimlerinde en yüksek, daha sonra sosyal bilimler alanında ve en düşük de fen bilimlerinde okuyan öğrencilerde belirlenmiştir. Öğretim elemanlarında, çalıştıkları bilim alanı ve bulundukları akademik aşama açısından anlamlı bir farklılık bulunmamaktadır. Siyasal Katılımcılık Anketi bulgularına göre, Ç.Ü. öğretim elemanı ve öğrencilerinin siyasal katılımcılık düzeyleri genelde düşük bir profil göstermektedir. Araştırmada, onyedi farklı katılımcılık türü (güncel siyaseti izleme, oy kullanma, mitinglere katılma vb.) ve dört farklı örgütlülük biçimi (siyasi parti, dernek, sendika, meslek örgütü üyeliği) üzerinden veri toplanmıştır. Siyasal katılımcılık biçimlerinin dördünde, öğrencilerin demokrasi anlayışları açısından anlamlı bir farklılık mevcuttur. ""Güncel siyaseti izleme, imza kampanyası düzenleme, imza kampanyalarına katılma, toplumsal veya siyasal içerikli konferanslarda dinleyici olarak bulunma"" türlerinde özgürlükçü demokrasiyi benimseyen öğrencilerin siyasal katılımcılık oranı, militan demokrasi anlayışını benimseyen öğrencilerin oranından daha yüksektir. Öğretim elemanları ise siyasal katılımcılık türlerinin hiçbirinde demokrasi anlayışları açısından bir farklılık göstermemektedirler. Yalnızca, siyasal örgütlülüğün ölçüldüğü kısımda, bir derneğe üye olmak boyutunda özgürlükçü demokrasiyi benimseyen öğretim elemanlarının oranı daha yüksektir ve istatistiksel olarak, militan demokrasiyi benimseyen öğretim elemanlarından anlamlı bir biçimde farklılaşmaktadırlar. Sonuç olarak, Çukurova Üniversitesi örneğinde, siyasal toplumsallaşma sürecinin etkili şekilde işlediği söylenebilir. Öğretim elemanları ve öğrencilerin demokrasi anlayışları ve siyasal katılımcılık düzeyleri paralellik göstermektedir. Üniversitenin oluşturduğu siyasal kültür, siyasal toplumsallaşmanın özgürlükçü bir yönde işlemesini sağlamaktadır. Öte yandan siyasal katılımcılığın gösterdiği düşük düzey ise gerek öğretim elemanı gerek öğrenci boyutunda düşüncelerin davranışa dönüşmesine engeldir.
FACTORS THAT AFFECT THE INTEREST RATE IN TURKEY AND MEASURES THAT ARE TO BE MET IN ORDER TO DECREASE THE INTEREST RATESNotwithstanding the fact that the Turkish economy has realized certain steps, it can be told that it has not yet gained a sound and healthy structure and that it will be highly dependent on the outer world in the 21st century. Foreign capital is of great importance in terms of the added value it creates, especially for countries making efforts to develop economically. As stated above, due to the high acceleration of data flow speed, the whole world can always obtain the same information at the same time, thus the rational investors can monitor the investment possibilities in all economies. At this point, the interest rates are determinant for investment decisions. Therefore, estimation of changes in interest rates in the most appropriate manner in the future has become one of main targets of economic researches. After presentation of Turkey's economic overview in the introductory section, we can discuss the working method of our thesis. In Part One of our study, after definition of the interest concept and the brief history of its development, relevant theoretical approaches, the principal economic theories, namely the Classical, Neo-Classical, Keynesian Portfolio, and the monetarist economic theories have been dealt with in the subsections in chronological order, and the determination of interest has been discussed under light of such theories. After relevant theoretical approach in Section Two, factors determining the structure of interest rates have been considered in detail.Principally, we have tried to reveal in our thesis, to what extend the freed and raised interest rates as an instrument of an anti-inflationary policy prevent inflation; further, to what extend the credit and stability policies are secured. In doing so, the issue has been dealt with by a theoretical approach and in Section Three of our thesis, we have dealt with The Factors Determining Interest Rates, The Monetary Transfer Mechanisms Required by Monetary Policy Transfer Process with Different Approaches, and the Turkish Practice.After the general assessment of the Interest Policy in developing countries and Turkey in the Turkish Practice relating to our thesis, we have reviewed the development of interest policies implemented since 1980 and 1989 up to today.In Section Five, the interest rate concept is explained in detail and the development of the regulatory and institutional structure for interest rates in Turkey are considered and changes in interest rates in Turkey are revealed. After review of our interest regime, as guided and free interest regime in Section Six, we have tried to analyze the Domestic Savings Rate and Interest Rate, Nominal and Real Interest Rates and the relations between Inflation and Treasury Interest Rates.In Section Eight, the structure, development and determinants of deposits and credits in interest regime periods distinguished as the guided and free interest regimes have been considered. Data for the period discussed in this section relates to the years after 1980 as much as possible. However, data relating to distribution of bank credits by economic sectors, which has been discussed in connection with credits in our thesis, begins from 1870.In the Section of Conclusions, under the light of all theoretical and empirical knowledge, we have tried also to present various proposals after a general arrangement of the Turkish Practice, we have stated our thoughts and prospects, the reason of this is our wish that Turkey has its position in the global world fully, appears as a country that has solved its economic issued in the eve of the European Union and as a universal country holding the capacity of a producing country, not a consumer one. In a globalizing world, as a person passionately fond of Great Turkey, I am in favour of development of strategic policies, not policies despite everything. Because certain processes have been wrongly interpreted by practitioners in Turkey, concession in nature of capitulations have been granted continuously and the present change process has been reached. I would like to quote a sentence of Machiavelli: "Don't think that the light at the end of the tunnel is brightness, it might be the headlamp of the train coming onto you." Up to date, we have followed this logic, like firefly flying to light, we have gone to artificial model lights that have almost prepared our fate and lost time continuously. In spite of everything, we are powerful, dynamic, because we are too young so that we can overcome the difficulties. Now it is the right time to change, for a sparkling Turkey in the new millennium: quality in every respect, justice and honesty in every matter, to bring practitioners on power who monitor the technology, treat in justice, develop policies making all individuals constructive and productive, catch with the information era, specialize and work in departments, target to position Turkey at the top of a new world order, and do not target only to save the day.Change is necessary to bring all such positive sentiments into practice. In depends on total democracy, change of major part of political parties code and constitution, realization of economic and social reforms, challenge to bring our education to the level of really developed countries. The noble blood flowing in our vessels will absolutely bring us to our target.In fact, this introductory part was to be included in the section of Conclusions; however, I wanted to point in advance at the economical difficulties in Turkish economy, so that sound evaluations can be made until reaching the Section of Conclusions. I believe you better understand the concept that, the person who has not thought of the fate in advance, returns to the beginning, at the end of the thesis. I think that we do not have time to return to the starting point.
Milli Güvenlik Kurulu, "devletin milli güvenlik siyasetinin tayini, tespiti ve uygulanması ile kararların alınması ve gerekli koordinasyonun sağlanması" çerçevesinde, silahlı kuvvetler komuta kademesi ile hükümet üyelerinin Cumhurbaşkanı'nın başkanlığında biraraya gelerek, karşılıklı görüş alış verişinde bulundukları ve görüş belirdikleri bir organdır. Özellikle kriz dönemlerinde dönemlerinde Türk siyasal hayatında oldukça etkili bir işlev görev Milli Güvenlik Kurulu, uygulamada oynadığı bu rol nedeniyle, zaman zaman ülkenin "en üst karar organı" nitelemelerine maruz kalmaktadır. Milli Güvenlik Kurulu (MGK), 1961 Anayasası'yla faaliyete başlamıştır. Türkiye'de Milli Güvenlik Kurulu'ndan önce de çeşitli savunma kurulları faaliyette bulunmuştur. Bunlar; Harb Encümeni(1922), Yüksek Müdafaa Meclisi ve Umumi Katipliği (1933) ve Milli Savunma Yüksek Kurulu(1949) dur. Ancak bunların görev alanları askeri savunmaya yönelik sınırlı bir alanı kapsamaktadır. Türkiye'yi bu tür bir organ arayışına iç siyasi gelişmeler ve dengeler ile dış dinamikler ve konjonktür götürmüştür. Dış dinamiklerin başında, özellikle İkinci Dünya Savaşı'ndan sonra ABD öncülüğünde bütün dünyada meydana gelen savunma konseptindeki değişiklik gelmektedir. Bu savaştan sonra milli savunma, kavramından daha kapsayıcı bir kavram olan milli güvenlik kavramına geçilerek, ABD örneğindeki Milli Güvenlik Konseyi(National Securty Cuoncil) gibi milli güvenliği sağlamakla görevli organlar kurulmuştur. Ancak Milli Güvenlik Kurulu uygulamasına Türkiye açısından bakıldığında, mevzuat ve geleneklerden hareketle, iç dinamiklerin belirleyici bir rol oynadığını görmek mümkündür. Bu nedenle Türkiye uygulaması, Batı ülkelerinden önemli ölçüde farklılıklar göstermektedir. Ülkemiz örneğinde asker ve sivillerin eşit oranda temsil edildiği MGK'nda milli güvenlik kavramı çerçevesinde ülkenin ekonomik, siyasal ve sosyal ve kültürel bütün sorunları müzakere edilmekte, toplantı sonucunda alınan kararlar, "alınması zorunlu görülen kararlar" amir hükmüyle Bakanlar Kurulu'na bildirilmektedir. Yapılacak yeni düzenlemede Kurul, asker -sivil hesaplaşma alanı olmaktan çıkarılma ve bir "danışma kurulu" statüsünü aşmamalıdır.THESIS SUMMARYThe National Security Council is an organ, consisting of the armed forces command rank and goverment members, who convene within the frame of "determination, designation and application of state's national security policy, taking decisionds and providing the necessary coordination", under the presidency oy the Head of State and mutually exchange views and state opinions. The National Security Council, whic performs a quite efective function especially in crises periods, due to the role it plays in application, is being exposed from time to time to " the highest decision organ" of the country description. The National Security Council (MGK), began activity by the Constitution of 1961. Before the National Security Council in Turkey there had been other various defence committees. These were War Council (1922), High Defence Assemly and General Clerkship (1933) and National Defence High Council (1949). However, the duty scopes of these cover a limited area directed towards military defence.Turkey has been carried to the search for such an organ by the internal and external development and balances and by external dynamics an conjunture. The most important of the external dynamics ist the change in the defence concept, that occurred around the world especially after the Second World War in the leadership of the USA. After this var it has been passed from national defence concept to national security, which concept is more comprehensive and as with the example of the USA's National Security Council, organs, appointed to ensure the national security have been established. When looked at the National Security Council application from the viewpoint of Turkey, however, starting from the regulations and customs, it is possible to see that the internal dynamics play a determining role. Therefore the application in Turkey shows substantial differences from the Western Countries. In our country's example in the National Security Council, where the military and civils are represented equally, within the frame of national security concept, economic, political, social and cultural and all problems ar negotiated. Decisions, taken at the end of the meeting, "decisions, regarded as compulsory" are communicated to the Council of Ministers by a superior's order. This situation is a consequence from the autonomy of the military authority from the state structure and political decision mechanism and from its excessive centralized structure, whic distinguishesit from the Western Armies. The National Security Council, with its present structure and functioning, opens the way to three important questions:1-Leaving the national security concept vague and confusing results practinally in the restriction of the basic rights and freedoms. 2-Through the power representatives joining the Council, the army is left face to face with intervention in domestic politics. 3-The National Security Council, which functions as a mechanism, holding the civil execution constantly under supervision, breaks down the strength of he execution, exhausts its energy, leaves it weak and unefective. The Council's structure, coordinated in the constitution and reladet regulations, must be handled anew. The Council's purpose, its status, and duties must be determined in a neat manner, which leaves no ways for debates. The Council in this new arrangement, should stop being a form of military-civil accounts-settling and should not exceed its status of "consulting comittee".
Uluslararası sistemde temel örgütlenme birimi olarak kabul edilen ulus devlet sistemi Ortaçağ döneminde Avrupa'dan tüm dünyaya yayılarak gelen bir yapıya karşılık gelmektedir. Bu yapının 1648 Westphalia Antlaşmasından başlayarak bir dizi siyasi, ekonomik ve sosyal gelişmeler sonucunda özellikle Fransız İhtilali sonrasında tüm dünyaya yayıldığı ve uluslararası politikada hakim siyasal örgütlenme biçimi olduğu kabul görmektedir. Modern devlet sistemi olarak adlandırılan bu yapıda tüm devletlerin sınırları belirli bir toprak parçası üzerinde vatandaşları üzerinde son sözü söyleme yetkisine sahip oldukları ve meşru güç kullanma tekelini elinde bulundurdukları genel kabul gören bir anlayıştır. Söz konusu bu modern devlet sistemi tüm devletlerin aynı özelliklere sahip olduğu veya olması gerektiği ön kabulüne dayanmaktadır. Tüm ulus devletlerin benzer gelişmeler neticesinde kurulduğunu öngören bu yaklaşım sistemde var olan tüm devletlerin bazı asgari standartlara sahip olduğunu ve standart kalıplar içinde var olduklarını ifade etmektedir. Bir başka deyişle modern ulus devlet modeli esasında tek tip ve standart bir devlet modeli öngörmektedir. Oysaki ulus devlet sistemi Avrupa dışındaki bölgelerde Avrupa'da yaşanan sürece benzer bir gelişim süreci göstermemiştir. Bu nedenle dünyanın birçok bölgesinde ortaya çıkan ulus devlet modelleri bir ulus devlette olması gereken şartları taşımadan ortaya çıkarak varlıklarını sürdürmektedirler. Özellikle Birleşmiş Milletler Sisteminin kurulmasının ardından bağımsızlıklarını kazanan birçok eski sömürge devleti bir ulus devlette olması gereken asgari standartlara sahip olmadan devletleşme sürecine girmişlerdir. Bu devletler hukuki olarak uluslararası toplum tarafından ulus devlet formunda kabul edilmiş olmalarına rağmen fiili olarak bir ulus devlette olması gereken özelliklere sahip olamadıkları için standart bir ulus devlette olması gereken işlevleri yerine getiremedikleri görülmektedir. Gelinen noktada bu tür devletler başarısız olarak adlandırılarak diğer devletlerden olumsuz olarak ayrışmaktadırlar. ii Bu durum bu devletlerin başarısız ve uluslararası sistemin hatalı veya bozuk parçaları olarak görülmelerine neden olmaktadır. Çünkü bu devletler vatandaşlarına diğer başarılı devletlerin sağladığı güvenlik, sağlık, eğitim gibi temel hizmetleri sağlayamadıkları gibi ülke içinde yaşadıkları silahlı çatışmalar nedeniyle gerek komşuları gerekse küresel sistem için kitlesel göçler, salgın hastalıklar, küresel terörizm gibi birçok soruna neden olmaktadır. Bu çalışma uluslararası politikada başarısız devlet sorununa odaklanarak başarısız devletselliğe neden olan unsurları tartışmaya açmaktadır. Bu noktada çalışmanın ortaya koyduğu tez; başarısız devletselliğin başarısız devletlerin kendilerinden kaynaklanan bir sorun olmasının yanında bu durumun aynı zamanda küresel kapitalist sistem ve sömürge devletlerinin uyguladıkları yanlış politikalardan kaynaklanmasıdır. Bu açıdan çalışma öncelikli olarak modern ulus devletin oluşum süreci ve unsurlarını inceledikten sonra başarısız devletlerin temel özelliklerini ortaya koyarak bu duruma neden olan sebepleri incelemeyi amaçlamaktadır. Ayrıca başarısız devletlerin neden olduğu uluslararası sorunlara dikkat çekerek bu sorunun çözümü için yeni yaklaşımlara ihtiyaç olduğunu vurgulamaya çalışmaktadır. ; The nation state system, which is accepted as the basic organization unit in the international system, corresponds to a structure that has spread from Europe to the whole world starting from in the middle ages. It is accepted that this structure has spread all over the world especially after the French Revolution as a result of a series of political, economic and social developments starting from the 1648 Treaty of Westphalia. It is a dominant form of political organization in today's international politics. In this structure, which is called the modern state system, it is generally accepted that all states have the authority to say the last word on the territory of a certain territory and hold the monopoly of using legitimate power. This modern state system is based on the assumption that all states have or must have the same characteristics. This approach, which envisages that all nationstates are established as a result of similar developments; states that all the states in the system have some minimum standards and exist within standardized patterns. In other words, the modern nation-state model provides a uniform and standardized state model. However, the nation-state system has not shown a similar development process in the regions outside Europe. Therefore the nation-state models that emerged in many parts of the world continue to exist without having to meet the requirements of a nation-state. Especially after the establishment of the United Nations System, many former colonial states, which gained their independence, entered the process of state building process without having the minimum standards required in a nation state. Although these states were legally accepted by the international community in the form of nation-state, they cannot fulfill the functions they should have in a standardized nation-state because they do not actually have the characteristics that should be in a nation-state. At this point, such states are considered to be unsuccessful and they are negatively differentiated from other states. This causes these states to fail and be seen as faulty or damaged parts of the international system. Because these states do not provide basic services to their iv citizens like other successful states, such as security, health and education and also they cause many problems such as mass immigration, epidemics, global terrorism for both the neighbors and the global system due to the armed conflicts in the country. This study focuses on the problem of the failed state in international politics and discusses the factors causing failed statehood. At this point, the thesis of the study; Besides the fact that the failed statehood is a problem arising from the failed states themselves, this is also due to the false policies implemented by the global capitalist system and the colonial states. In this respect, the study primarily aims to examine the main features of the failed states after examining the formation process and elements of the modern nation-state and to examine the reasons that cause this situation. It also tries to emphasize the need for new approaches to solve this problem by drawing attention to the international problems caused by the failed states. 1. Introduction Important political, administrative and economic changes occurred in Turkey and the world in the last 50 years, especially during post-1980 neo-liberal era. Decentralization, rapid urbanization and metropolization processes that emerged by means of these changes have boosted authority, spending and responsibility of local governments. Local governments gradually came to the fore in the process of service delivery. However, especially, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey. The purpose of this study is to reveal the contradiction between the increased burden of duty and income of the municipalities. By this way, it is aimed to provide a scientific basis for policy makers in solving self-income problems. In this context, the situation of the municipalities in Turkey has been analyzed. The case is studied with both theoretical and numerical data and the problem has been clearly demonstrated. 2. Trends of Fiscal Autonomy, Fiscal Decentralization and Decentralization Although a single, universal and unique definition cannot be made, decentralization is generally defined as the transfer/assignment of decision-making responsibility, power and authority of resource creation from higher level administration (central government) to lower levels of administration (regions, local governments and NGOs) (Cheema & Rondinelli, 2007: 1, Leung, 2004: 1, Edquist, 2005: 9, Yuliani, 2004, Hinsz vd., 2006: 2, Eryılmaz, 2002: 225). According to the definition of Litvack ve Seddom (1999: 2) and World Bank, decentralization is the transfer of authority and responsibility for public functions from the central government to subordinate or quasi-independent government organizations or the private sector (Keskin, 2008: 2). Fiscal decentralization forms the financial aspect of devolution to regional and local administrations. Moreover, European and American writers use terms like "centrallocal (or intergovernmental) financial relations" and "fiscal federalism" in order to refer to fiscal decentralization. The first phase of fiscal decentralization is the division of spending responsibilities and revenue sources between levels of government (national, regional, local etc.). The second phase is the amount of discretion given to regional and local governments to determine their expenditures and revenues (both in aggregate and detail). This discretion gives regional and local governments the ability to determine their budgets by levying taxes and fees and allocating resources (Davey, 2003: 1). The essence of fiscal decentralization is the authority and responsibility of subnational governments to finance their local services to a certain extent (Ebel & Yılmaz, 2002: 34). In other words, fiscal decentralization occurs when higher levels of government cede influence over budgets and financial decisions to lower levels (Sharma, 2008). Decentralization and fiscal decentralization trend that has developed in the framework of thinking that local governments should be strengthened has also created the infrastructure of financial autonomy. Fiscal Autonomy aims to enable local governments to have adequate, healthy and sustainable resources in order to ensure the institutionalization of democracy and effective implementation of their services. In that framework, it is defined as local governments' fulfillment of their duties and responsibilities independently from the center. To achieve this aim, local governments manage/spend assets and resources in line with their laws (in accordance with the interests of the local population). They also make budgets and borrowings (Ulusoy & Akdemir, 2009: 260-265, Yontar & Dağ, 2014: 150, Çelik, 2013: 22). 3. Increased Responsibility of Municipalities as a Result of Urbanization and Metropolization in Turkey The urbanization rate was very slow in the early years of the Republic of Turkey. The population living in rural areas began to migrate to urban areas in the 1950s due to improvements in transportation infrastructure, change of the land ownership regime, mechanization and modernization of agriculture, technological developments, increase in industrialization, and other economic/social changes. In particular, migration to cities increased in line with the population growth. This accelerated the need for better highway networks and settlement areas, and new housing (Tosun, 2015: 202- 203, Şahin, 2013: 79). There have been serious population increases in cities such as Istanbul, Izmir, Adana, Ankara and Bursa. This trend caused significant problems in terms of urban services in these cities (Keleş, 2009: 289). Local governments and especially municipalities took on the most important tasks of on-site analysis of the mentioned problems and solving them with practical - permanent proposals. 4. Comparative Analysis of Revenues and Expenditures of Municipalities in Turkey Municipalities became center-dependent units from financial, political and administrative aspects. It is mainly due to inefficient income structure that is dependent on central transfers, not on self-income. It is clear that this situation causes many negative effects on the functioning of municipalities. However, inadequacy of self-income or dependency needs to be demonstrated with numerical data in order to see the adverse trend in a concrete way. This enables a comparison in an international scale and identification of appropriate sample countries for the planned changes for these comparisons. Furthermore, it becomes possible to analyze financial interdependence among different municipal levels and all municipalities. Through detailed assessments, the dilemma between metropolization and fiscal decentralization in Turkey has been put forward in this study. 5. Basic Financial Problems of Municipalities in Turkey The main financial problems of the municipalities can be listed as lack of sustainable revenue sources, ineffective use of available resources, over-dependence on shares transferred from general budget tax revenues collection, inadequacy of self-income sources (Yüksel, 2004). Because of these financial problems, there are many negative situations faced at the local level. 6. Conclusion There is a trend of urbanization and metropolization in Turkey. 93% of the total population lives within the municipal boundaries. 84% of the population within municipal boundaries is within the borders of the metropolitan municipalities. Metropolitan municipalities have the highest burden of responsibilities. Then comes the provincial municipalities, district and town municipalities. However, amount of incomes is in the opposite order. This situation, prevents municipalities from enjoying the benefits of fiscal autonomy and fiscal decentralization. Instead, they become highly dependent on the central government. To get rid of this dilemma, a three-stage policy must be followed. Firstly, efficiency in spending should be achieved. Secondly, steps should be taken to make the most out of available income sources. Finally, municipalities should be provided with new sources of revenue in order to get rid of the fiscal dilemma. While these steps are being taken, rather than applying a general method, political characteristics and administrative, economic, cultural of Turkey should be taken into consideration and Turkey-specific system should be established.
Petrol dünya yüzeyinde en fazla tüketilen enerji kaynağıdır. Dünyanın tüm ülkeleri için olduğu kadar Türkiye açısından da vazgeçilmez stratejik öneme haizdir. Küresel ve/veya bölgesel pek çok askeri ve siyasi gelişme bu çok değerli enerji kaynağı etrafında şekillenmektedir. Türkiye, bu enerji kaynağına sahip ülkelere çok yakın komşu ülke olmakla birlikte kendi yer altı zenginlikleri bakımından fakir bir ülkedir ve petrol tüketiminin % 90'dan fazla miktarını ithal etmektedir. Türkiye ekonomisi petrol fiyatlarındaki dalgalanmalardan etkilenmekte, cari açık, ödemeler dengesi, dış borç yükü ve enflasyon gibi makroekonomik dengeler petrol fiyatlarına göre şekil almaktadır. Ülkemizde petrol piyasası dikey bütünleşik bir kamusal örgütlenmeye tabi iken 2000'li yıllarda başlayan özelleştirme çalışmaları ile rafineri, petrokimya petrol dağıtım alanlarında yapısal regülasyon tesis edilmiş ve petrol piyasası rekabete açık bir piyasa yapısına kavuşmuştur. Yapısal regülasyon yanında sosyal regülasyonun bir parçası olarak çevresel hassasiyetler ve tüketicilerin korunmasına yönelik kurallar, akreditasyon, standardizasyon ve ürün/hizmet güvenliğini esas alan teknik regülasyon da yasal çerçeveye oturtulmuştur. Bağımsız bir düzenleyici otorite olarak EPDK'nın kurulması ile birlikte petrol piyasası yakın gözetim ve denetim altında bulundurulmaya başlanmıştır. Petrol açısından dışa bağımlı bir ülke konumunda olan Türkiye hazine gelirlerinin büyük miktarını yine bu enerji kaynağı üzerindeki dolaylı vergilerden karşılamaktadır. Akaryakıt satış fiyatlarının % 60-65'e varan miktarlarda vergi yükü bulunmakta olup petrol satışlarından dolayı 2011 yılında devlet kasasına giren toplam vergi miktarı 39,2 milyar liradır. Bu miktar, ülkemizde 2011 yılında toplanan verginin % 13'üne tekabül etmektedir. Petrol ürünleri üzerindeki bu aşırı vergi yükü, komşu ülkelerde 4-5 kat ucuza satılan bu ürünün kaçak yollarla ülkeye sokulması riskini de beraberinde getirmektedir. Ülkemizin oldukça uzun doğu ve güneydoğu kara sınırları ile bu bölgelerdeki istikrarsız yapı, ayrıca 3 tarafının denizlerle çevrili olması ve bu geniş alanda denetim kurulması noktasında yaşanan zorluklar hem karayolu hem de denizyolu ile yapılan kaçakçılığın artmasına yol açmaktadır. Aynı şekilde akaryakıt olarak kullanılabilen atık yağlardan elde edilen ve 10 numara yağ adı altında yapılan satışlar da rekabetçi piyasa yapısı, can, mal ve çevre güvenliği üzerinde tehditler meydana getirmektedir. EPDK özel ve genel kolluk birimleri ile birlikte petrol piyasasında denetime yönelik yoğun çaba sarfetmekte olup Kurum bütçesinin yaklaşık üçte birini bu alana aktarmaktadır. Ülkemizde ulusal marker uygulamasını merkezine alan bir denetim sistemi yürütülmektedir. Ülkemizde rafineri, işleme, depolama, iletim, taşıma, ihrakiye, serbest kullanıcı, dağıtım, bayilik faaliyetleri EPDK tarafından verilen ve belli kurallara bağlı lisanslar çerçevesinde yürütülebilmektedir. Lisans sahiplerine tehlike sorumluluğu çerçevesinde sigorta yükümlülüğü ile piyasa şeffaflığının sağlanabilmesi ve spekülatif fiyat hareketlerinden korunulabilmesini teminen de bildirime ilişkin regülasyon yükümlülüğü getirilmiştir. Ayrıca bu enerji kaynağının ülkenin kamu düzeni üzerinde üstlendiği vazgeçilemez rol nedeniyle acil durum stokları tutuma yükümlülüğü de belli lisans sahipleri açısından zorunlu hale getirilmiştir. Petrol rezervlerinin önümüzdeki 40-50 yıllık süreçte dünya ekonomileri, siyasi ve politik gelişmeleri üzerinde rolünü artırarak sürdüreceği hesaplanmakta olup piyasa yapısının yakın gözetim ve denetim altında bulundurulması hayati önem taşımaktadır. Bu doktora tezinde birincil ve ikincil mevzuat hükümleri ile birlikte EPDK ve Danıştay kararları çerçevesinde piyasa yapısı üzerindeki devlet kontrolü ve idari müdahaleler incelenmeye çalışılmıştır. ; Petroleum, consumed mostly on earth with the biggest share, is an energy sourcewith inescapable strategic importance for all the countries in the world as well as Turkey. Many military and political improvements in the world acquire a shape around this valuable energy source. Turkey, along with being a close neighbor country to the countries with this energy source, is a poor country from underground richness point of view and imports more than 90 % of her consumption. As a country at a position dependent on external sources for this energy source, Turkish economy has been affected from the fluctuations in the petroleum prices; macroeconomic equilibrium such as current gap, payment balance, external debt load and inflation take a shape according to the fluctuations in the price of petroleum. For this reason, stability in the petroleum market has a great importance for our country to continue economic public order. As petroleum market in our country used to have a vertical united public organizational structure, with the privatization efforts in the years of 2000, structural regulation was established in the fields of refinery, petro-chemistry, petroleum distribution areas, and the petroleum market has gained a structure open to competition. As a part of social regulation in addition to structural regulation, rules towards protection of environmental sensitivenesses and consumers, accreditation, standardization and technical regulation based on safety of goods/services have been made fit on legal frame. With the establishment of EPDK as an independent organizer framed below liberal economic understanding in the energy markets, petroleum market has also been started to be kept under supervision and inspection. Turkey, as a country dependent on external sources, has been making most of her treasury income through indirect taxes on this energy source. Tax load reaches up to 60-65 % of fuel oil prices and the total tax collection of the government through petroleum sales is 39.2 billion liras in 2011. This amount is equivalent to the 13 % of the total taxes that have been collected in our country in 2011. This excessive tax load on petroleum products brings the risk of illegal transformation of this product into the country since it is 4-5 times cheaper in neighborhood countries. Quite long east and southeast land borders of our country and the inconsistent structure in those regions, besides being surrounded with seas at 3 sides, and the difficulties that have been faced to set up a control system in this wide area causes the smuggling through both overland routes and maritime lines. In the same way, sales under the name Number 10 Oil that is obtained from waste oils but can be used as a fuel-oil, threatens the competitive market structure, life, property and environmental safety. EPDK has been spending intense efforts by allocating almost one third of the institution?s budget for the inspection of petroleum market together with private and general police force. In our country, an inspection system that is centralized on the national marker application has been performed. Refinery, processing, storage, conveyance, transportation, free user, distribution, franchising activities in our country can only be performed under the frame of licenses bound to certain rules and franchising activities given by EPDK. License owners are also held responsible for regulation related to declaration to be protected from speculative price changes and to provide insurance liability under the frame of threat responsibility with market transparency. In addition to all, due to the inescapable role of this energy source over the public order, responsibility of keeping emergency stocks is brought to be obligatory for some license owners.

Bu açıdan değerlendirildiğinde Türkiye'nin sürekli artan dinamik nüfusu, şehirleşme yaşamı ve sanayi alanında yapmış olduğu yeni atılımları giderek artan enerji açığını da beraberinde getirmiştir. Enerji faktörü Türkiye'nin sürdürülebilir güvenlik ve kalkınmasının sağlanabilmesi için artık hayati öneme haiz bir güç konumundadır. Bu kapsamda Türkiye'nin ihtiyaç duyduğu enerjiyi karşılamak, enerjide dışa bağımlılığını azaltmak ve ithal enerji kaynaklarında enerji arz güvenliğini sağlayabilmek için bir yandan kaynak çeşitliliği, tedarikçi ülke ve güzergâh çeşitliliği gibi uluslararası birçok alanda çalışmalarını sürdürürken, diğer yandan ise egemenlik sınırları içerisinde yürütmüş olduğu milli enerji hamleleri ile yeni enerji yatakları arama, kullanımdaki mevcut enerji kaynaklarının kapasitelerini iyileştirme, yenilenebilir ve nükleer gibi alternatif enerji kaynaklarına yönelik yatırımlarını arttırma stratejileriyle enerji arz-talep dengesini sağlamaya çalıştığı görülmektedir. 21. Yüzyıl Türkiye'sinin enerji üretim kapasitesini ve kaynak çeşitliliğini artırabilmek için yürüttüğü en önemli projesi ''Nükleer Güç Santrali'' kurma projesidir. Türkiye tüm engellemelere rağmen uzun zamandır istediği nükleer teknolojiye sahip olma konusundaki yürütmüş olduğu başarılı ve somut çalışmaları ile ulusal güvenliği ve küresel güç mücadelesinde stratejik öneme sahip bir güç çarpanı olan nükleer teknolojiyi elde etmeyi hedeflemektedir. Bu çalışmada Türkiye'nin temel enerji politikaları kapsamında sürdürülebilir güvenlik ve kalkınmasında nükleer enerjinin gereklilik durumu ile bölgesel güvenlik boyutu sorunsalı jeopolitik bir bakış açısıyla değerlendirmektir. Bu bağlamda çalışmanın hipotezi; nükleer enerjinin jeopolitik açıdan Türkiye'nin sürdürülebilir kalkınması ve güvenliğinde vazgeçilmez ve zorunlu bir kaynak olduğu, ayrıca nükleer enerjinin bölgesel güvenliğe katkı sağlayacağı savından oluşmaktadır. Yine araştırmada nükleer enerjinin Türkiye'de hem barışçıl hem de askeri güç kapsamında kullanılmasının çok boyutlu değerlendirmesi yapılarak etki ve sonuçlarının neler olduğunun tespit edilmesi amaçlanmıştır. Çalışma temelde nitel araştırma yöntemine göre yapılmış olup, yerli ve yabancı literatürden faydalanılarak veriler kaynak taraması yoluyla elde edilmiştir. Ayrıca çalışma enerji alanında faaliyet yürüten ulusal ve uluslararası kurum ve kuruluşların istatistik raporlarının analiz edilmesi sonucu oluşturulan grafik ve tablolar kullanılarak desteklenmiştir. Türkiye'nin nükleer enerjiye sahip olması sonucunda; enerji kaynak çeşitliliğinin sağlanarak enerji arz güvenliğine ciddi katkı sağlayacağı, enerjide ortalama % 75 oranında dışa bağımlı olan ülkemizin enerji kaynağı ithalinin azalması sebebiyle önemli bir dış ticaret açığını kapatacağı, bu bağlamda daha esnek ve bağımsız bir dış politika yürütebileceği sonucuna ulaşılmıştır. Bu nedenle nükleer enerjiye sahip olmanın Türkiye açısından bir tercihten ziyade bir mecburiyet olduğu değerlendirilmiştir. Yine Türkiye'nin nükleer enerji alanında yürüttüğü projeler ile teknik altyapısının geliştirilmesi sonucu ve yetiştirdiği nitelikli insan kaynakları sayesinde ileri teknoloji gerektiren hem ağır sanayisinin gelişmesine, hem de inşaat, çelik üretimi, tarım, tıp, savunma ve uzay gibi sektörlerin gelişimine ve ülkenin kalkınmasına önemli katkı sağlayacağı sonucuna ulaşılmıştır. Ayrıca Türkiye'nin nükleer alanda kazandığı tecrübe ve bilgi birikimiyle birlikte imkân ve şartların olgunlaşması durumunda yakın gelecekte hem kendi yeraltı kaynaklarını kullanabileceği, yerli imkânlarla ''Nükleer Güç Santrali'' yapabilmesi, hem de askeri alanda yürütebileceği nükleer güç çalışmalarına zemin hazırlaması açısından ve milli güç unsurlarının nükleer güç çarpanıyla desteklemesi bakımından önemli bir kazanım elde edeceği görülmektedir. Çalışmada Türkiye'nin bölgesel gerçekleri ve jeopolitik durumu nazara alındığında nükleer enerjinin ekonomik olduğu kadar aynı zamanda bir güvenlik meselesi olduğu, bu sebeple Türkiye'nin bölge ülkeleri ile karşılaştırmalı üstünlüğü bakımından nükleer güce sahip olmasının zorunlu olduğu görülmüş ve nükleer enerjinin Türkiye'nin güvenlik ve kalkınmasında vazgeçilmez bir enerji kaynağı olduğu sonucuna ulaşılmıştır. ; States are responsible for meeting the continuous growth in the demand of energy in order to realize social welfare and sustainable developments. In this perspective, Turkey's ever growing dynamic population, urban life and new developments in the industrial field has also generated a gradual increase in energy demand. The energy factor has become a vital resource in securing Turkey's sustainable security and development. In this context, while Turkey continues its research internationally in many fields including diversity in its supplying countries and routes to meet its energy demand, reducing its foreign dependency on energy and ensuring the security of supplies of imported energy sources on one hand, on the other hand we see that Turkey is attempting to provide the supply-demand balance in energy with its strategies of searching for new energy sources with its national energy moves conducted within its own borders; improving the capacity of existing energy sources and increasing investments for alternative energy sources such as renewable and nuclear energy. The most important project planned to increase the energy production capacity and resource diversity in the 21st century Turkey is the "Nuclear Power Plant" establishment project. Despite all the drawbacks, with its successful and substantial efforts in possessing the long awaited nuclear technology, Turkey aims to secure a power factor nuclear technology that will have strategic importance in its national security, and raise its status as a global power. In this study, the necessity of nuclear energy in sustainable security and development as a part of Turkey's main energy policies and the question of the dimension of regional security will be assessed from a geopolitical perspective. In this respect, the hypothesis of the study forms the argument that in geopolitical terms nuclear energy is an essential and indispensible source for Turkey's sustainable development and security, and nuclear energy will also contribute to regional security. This study also aims to determine the effects and results of both the peaceful and military use of nuclear energy in Turkey by conducting a multidimensional evaluation. Basically, this study was carried out according to qualitative research method and data was obtained from literature reviews using both local and foreign literature. In addition, the study was also supported using graphics and tables formed as a result of the analyses of statistic reports by national and international institutions and organizations that are active in the energy field. As a result of Turkey possessing nuclear energy, it is concluded that this will contribute significantly to energy demand security by providing a resource diversity; fill a significant gap in foreign trade due to the reduction in the energy resource imports of Turkey that is on average 75% dependent on imported energy, and subsequently will be able to enforce more flexible, independent foreign policies. Therefore, possessing nuclear energy is considered to be a requirement for Turkey rather than a preference. As a result of the projects developed by Turkey in the nuclear energy field together with the development of technical infrastructure, and owing to the qualified human resources it was concluded that this will contribute significantly not only to the development of heavy industry, but also the development of sectors including construction, steel production, agriculture, medicine, defense and space, and therefore the development of the country. Moreover, with the accumulation of experience and information Turkey has gained in the nuclear field, providing there is an improvement in opportunities and conditions it appears that in the near future the country will secure a major achievement both in terms of establishing a "Nuclear Power Plant" with its own resources where Turkey will be able to use its own underground sources and preparing the groundwork for nuclear power research for development in the military field, and in terms of supporting the national power factors with nuclear energy. Taking the regional facts and geopolitical situation of Turkey into consideration, in this study it was concluded that nuclear energy is not only more economical, but at the same time a security requirement; so in terms of the comparative advantages over other regional countries, it is essential that Turkey has its own nuclear power and nuclear energy is an essential source of energy for both the security and development of the country.
ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. İspat hakkı verilmediği gibi bu tür yazı ve haberler için cezaların arttırılması basın hürriyetini ortadan kaldırmıştır. Bu nedenle bazı basın mensupları hareket içerikli haber ve yazıları nedeniyle ceza almış olsalar da hükümetin politikalarını eleştiren onlarca basın çalışanına hapis cezalarının verilmesi vatandaşlara hak ve hürriyetlerini vereceğini ve devri sabık yaratmayacağını söyleyen Demokrat Parti İktidarı'nın bu uygulamaları onun söylemleri ve adıyla çelişmesine ne-den olmuştur. Hükümetin sivil toplum alanında yaptığı bir başka kanuni düzenleme 6771 Sayılı Toplantılar ve Gösteri Yürüyüşleri Kanunu'nu çıkarmasıdır. Kanun, siyasi partilerin seçim varmış gibi çok fazla miting yaptığı ve bu mitinglerde konuşanların hükümeti ağır bir şekilde eleştirdiği ve hatta bazı hatiplerin hükümet üyelerine ağır sözler söylediği gerekçeleriyle kabul edilmiştir. Bu kanun ile partilerin miting ve kapalı alan toplantıları seçim zamanı ile sınırlandırılmıştır. Bu nedenle bu uygulama demokrasiye aykırı bir düzenleme olmuştur. Bir parti veya dernek kanunlara aykırı hareket etmediği sürece istediği zaman izin almak koşulu ile miting yapabilmelidir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. Muhalif olan yönetimleri değiştirmek için çeşitli çalışmalar yapılmıştır. Bu doğrultuda Demokrat Partili dört milletvekili tarafından öğrenci derneklerine hükümetin verdiği ö-deneği dağıtma ve gençlik sorunlarını çözmek amacıyla kurulmuş olan Gençlik Bürosu' nun TMTF ve MTTB'nin yönetim kurulları seçimlerine müdahale etmesi ve sonrası yaşanan olaylar demokrasi ilkeleri ile bağdaşmamıştır. Ayrıca Türkiye Milli Gençlik Teşkilatı adında bir gençlik derneği varken Türk Milli Birliği'nin kurulması ve böylece geçliği farklı cephelerde örgütleme isteği gençliğin birbiri ile kavgalı hale gelmesine ne-den olmuştur. Radyo Dinlemeyenler Cemiyeti'nin İstanbul Valisi Ethem Yetkiner tara-fından kanunsuz bir biçimde kapatılması, Ankara Üniversitesi Siyasal Bilgiler Fakültesi Dekanı Turhan Fevzioğlu'nun görevden alınması nedeniyle eylem yapan öğrencilerin gözaltına alınması ve mahkemeye verilmesi, İTÜTB'nin üniversitedeki yemek boykotu nedeniyle öğrencilerin gözaltına alınmaları, mahkemeye verilmeleri ve hükümet yetki-lilerinin bu konuda yaptıkları açıklamalar demokratik bir iktidar sivil toplum kuruluşu ilişki tarzına aykırı olmuştur. Tahkikat Komisyonu kararları ile örfi idarelerin kurulması ve öğrencilerin tepkilerinin engellenmesi de demokrasi açısında doğru olmayan uygula-malar olmuştur. Kiracılar Cemiyeti'nin istekleri dikkate alınarak Kira Kanunu'nun ka-bul edilmesi, tüccar, esnaf ve sanayicilerin derneklerinin talepleri dikkate alınarak Milli Korunma Kanunu'nda yapılan değişiklik ve kredi imkanlarının artırılması gibi karar-larda dernekler ile ilgili hükümetin olumlu yönde uygulamaları olmuştur. Ayrıca hükü-metin irtica ve komünizm ile mücadeleleri de dernekler tarafından olumlu karşılan-mıştır. Hükümetin sendikalar ile ilişkilerine baktığımızda ise grev hakkı tartışmalarının en önemli sorun olduğunu söyleyebiliriz. İktidarın seçim vaatlerinde ve programında olan grev hakkı ile ilgili sendikalar tarafından onlarca talep gelmiştir. 1951 yılında bir tasarı hazırlanmış olmasına ve ilgili bakanların bu hakkın verileceğini yıllarca söyleme-lerine karşın grev hakkı verilmemiştir. Çalışma bakanları grev hakkının verilmeme ne-denini, genellikle iktisadi ve sosyal düzenin bozulabileceğine dayandırmışlardır. Ayrıca, grev hakkı verildiğinde işverene lokavt hakkının da tanınması gerektiği için sendikala-rın mali gücünün bunu kaldıramayacağını ve işçilerin zor durumda kalacağını iddia et-mişlerdir. Bu nedenlerle grev hakkı için acele edilmemesini dile getirmişlerdir. İşçiye grev hakkının verilmemesinin yanında işçi mitinglerinin yasaklanması; kanunsuz grev nedeniyle bazı sendikaların kapatılması; işsizlik rakamları açıklamaları nedeniyle Çalışma Bakanlığı ile tartışmaya giren bazı sendika birliklerinin Sendikalar Kanunu'nun sekizinci maddesinde yer alan ayrı ayrı iş kolundaki sendikaların sendikal birlik olama-yacağı gerekçesiyle kapatılması; işçi seminerlerinin yasaklanması ve burada konferans verenlerin cahillikle, komünistlikle ve siyasi propaganda yapmakla ile itham edilmesi; Zonguldak Maden İşçileri Sendikası ikinci başkanının muhalif açıklamaları nedeniyle görevden alınması ve sendikanın kongresine müdahale edilmesi gibi olaylar demokratik olmayan tutumlar olmuştur. Kolektif İş Akdi tasarısının TBMM'ye getirilmesi, işçiler için ev yapılması, yıllık ücretli iznin verilmesi, tatil yapamayanlara çalıştıkları gün için yevmiye ödenmesi, sendikal faaliyet nedeniyle işten çıkarılmaların kanunla yasaklan-ması, işçi sigortalarındaki düzenlemelerde işçilerin ve sendikaların lehine olan demok-ratik uygulamalar olmuştur. Basın ve onun teşkilatları ile ilişkilerine baktığımızda Demokrat Parti, muhalefet yıllarında ve iktidarının ilk üç, dört yılında basının büyük bir bölümü tarafından destek- lenmiştir. Fakat hükümet politikalarındaki değişmeler ve ekonomideki kötü gidiş bası-nın büyük bir bölümünün hükümete muhalif olmasına neden olmuştur. Bu nedenle bası-nının muhalif partilerin eylem ve söylemlerini sayfalarına taşıması; hükümet politikala-rını eleştiren yazılar yayınlaması hükümetin yukarıda aktardığımız kanuni önlemleri al-masına neden olmuştur. Bu kanunların kabulüne bazı gazetecilerin hükümet üyeleri ile ilgili eleştirinin boyutunu aşarak hakaret içeren yazıları kaleme almaları da etkili olmuş-tur. Özellikle 1958 yılından sonra basın kuruluşları ile hükümet üyeleri arasında ilişkiler gerginleşmiştir. Basın sanki bir muhalefet partisi gibi muhalefeti hükümete karşı tek cephede birleşmeye çağırırken hükümette basını reklam ödeneklerinin azalması nede-niyle bu yönde hareket etme ve meşru hükümete karşı halkı ayaklanmaya teşvik etmek-le itham etmiştir. İsmet İnönü'nün ve CHP'lilerin yurt gezileri ile Osman Bölükbaşı'nın Kırşehir'i ziyareti ve tutuklanması sırasında bazı gazetecilerin polis tarafından tartak-lanması, fotoğraf makinelerinin ellerinden alınması, gözaltına alınmaları, yargılanma-ları, bu olayların yayının yasaklanması hükümet ile basının ilişkilerini daha da gergin-leştirmiştir. Bu olaylar nedeniyle basın örgütlerinin tebliğler yayınlamaları ve bu tebliğ-lerden birisi nedeniyle İstanbul Gazeteciler Sendikası'nın siyaset yaptığı gerekçesiyle kapatılması ve Beynelmilel Basın Enstitüsü'nün Türkiye'deki basın hürriyeti ile ilgili açıklamasının yayınının yasaklanması basınla iktidarı karşı karşıya getirmiştir. Bu olay-lar bazı gazeteci örgütlerinden istifa edenlerin Demokrat Parti'ye yakın gazeteciler ile radyo ve Anadolu Ajansı'nda çalışan gazetecilerden oluşan Matbuat Kulübü'nün kurul-ması ile sonuçlanmıştır. CHP'nin son olaylar nedeniyle halkı iktidara karşı isyana teşvik ettiği ve silahlı hücreler kurduğu gerekçesiyle Tahkikat Komisyonu'nun kurulması ve bu olay sonucunda örfi idarelerin ilan edilmesi bazı örfi idare kararlarına uymadığı ne-deniyle bazı gazetelerin kapatılmasına neden olmuştur. Tabi ki sadece hükümetin basın-la olumsuz yönde ilişkileri olmamıştır. Başbakan Adnan Menderes birçok kez bazı ga-zetecilere ziyafet vermiş, onların teşekküllerini ziyaret etmiş ve istek ve sorunlarını din-lemiştir. Özetle Demokrat Parti İktidarı Türkiye'de demokrasi kültürünün oluşmadığı ve Cumhuriyet'in ilanının üzerinden çok fazla zamanın geçmediği bir dönemde işbaşına gelen bir iktidardır.
