The aim of the paper is to investigate the European experience of social enterprises disseminating, i.e. the definition of social enterprises, their legal forms, forms of social enterprises support, as well as to explore how this experience could be applied in Ukraine, especially in the Donbas region. The findings from the research provide a more holistic understanding of growth of social enterprise sector in the OECD countries. This detail adds to an understand the researched topic in the local context, puts forward recommendations on what is required to legitimize social enterprise in Ukraine, and allows to determine what measures are appropriate for fostering social enterprises sector growth in Ukraine and in the region Donbass which is suffering from military conflict. Outcomes facilitates forthcoming research and practical activity connected with social enterprises by overcoming the handicaps caused by the lack of legal recognition commonly acceptable in EU definitions of social enterprise, social entrepreneurship as well as the absence of a national statistics of social enterprises and state policy for development of social enterprises, even in case of the Donbass that is urgently needed this sector growth.

This book not only documents the authors' own studies of real life social situations, but also provides an extensive review of other literature in this field. Michael Argyle and his colleagues are particularly concerned with the practical applications of situational analysis - to social skills training, mental health and deviance, intergroup behaviour, personnel selection and consumer research. In addition, by concentrating on situational variables, the volume makes an important contribution to the study of personality, since personality-situational interaction is at least as important in determining behaviour as are general personality traits. Beschrieben wird im ersten Teil des Beitrages die historische Entwicklung der Sozialpolitik und der Sozialleistungen in der Zeit des Wiederaufbaus und Neuanfanges (1948-1953) und in der anschließenden Zeitspanne bis etwa 1976. Letztere Periode war gekennzeichnet durch wesentliche sozialpolitische Reformen und eine Expansion der Sozialleistungen. Die mit dem Jahre 1977 einsetzende Verschlechterung der wirtschaftlichen Lage brachte für das Sozialsystem der Bundesrepublik Deutschland einige Tests. Die daraufhin vorgenommenen Einschränkungen im Sozialbereich (z.B. Krankenversicherungskostendämpfungsgesetz und Arbeitsförderungskonsolidierungsgesetz) waren aber weder besonders hart oder gar unsozial. Teilweise wurde selbst noch in der Phase der ökonomischen Stagnation das soziale Netz ausgebaut. Im Anschluß an diese Schilderung der Entwicklungsphasen erfolgt eine Darstellung des gegenwärtigen Standards der Leistungen im Sozialbereich und der dabei zur Anwendung kommenden gesetzlichen Grundlagen, inhaltlich begrenzt auf den individuellen Bereich des Sozialleistungsbereichs. Im einzelnen werden behandelt: die Arbeitsmarktpolitik, die soziale Sicherung, die Wohnungs-, Familien- und Gesundheitspolitik, der Bereich der Sozialhilfe sowie die Förderung des Mittelstandes. Abschließend wird die Kostenentwicklung des Sozialsektors quantitativ und nach Leistungsarten dargestellt. Auf einige Schwachstellen der amtlichen Sozialpolitik wird anschließend hingewiesen. (NG)
