El presente trabajo aborda uno de los más aciagos dramas nacionales: el problema de la enseñanza del castellano. El tema ha sido objeto de reflexión de múltiples foros y ha sido abordado por una gran cantidad de artículos de posición. El autor analiza las causas de la defectiva situación de la enseñanza del español y propone las posibles medidas que, en caso de asumirse, podrían sacarnos del atolladero. Sobre la base de hacer un efectivo diagnóstico de los graves errores del sistema educativo peruano, el estudioso expone sus ideas fundamentales sobre la escritura de textos, la lectura, el análisis gramatical y la cuestión lingüística peruana (nuestro rico e irreductible multilingüismo). La conclusión de las reflexiones anteriores nos conduce a una visión escéptica sobre el futuro de la enseñanza del castellano. En este sentido, el pesimismo del autor es, en el fondo, un llamado de atención: Urge un verdadero cambio de marcha en la política educativa peruana. ; The teaching of Spanish undergoes a severe crisis, as in shown in the great percentages of the population that has difficulties in understanding even simple texts and produces unintelligible texts; that the problem is generally known, is shown in several important national and international studies. Our study centers on showing the causes of the problem and its possible solutions. We consider it important to teach children and the young people to have a considerable command of Spanish; to center the teaching on the understanding and the production of texts and keep on a second level the teaching of grammar and spelling and other aspects that correspond more to an explicit knowledge of the language that, furthermore,is not well taught, either. On the other hand, the problem is not onlymethodological; it has its roots in the social and economical situation of thecountry. There is no acces to the books necessary, the people cannot buy them and there hardly exist any public libraries; with respect to the lackingof educational politics (there is no national project in the branch of education), each government modifies the plans of study, not justifying anything at all. The forming of teachers is highly deficient. The teachers oft he Spanish that finish their studies in the Faculties of Education and Pedagogical Institutes do nor always manage well this language and alltheir formation is centred on methodologies, not having really a solid formation in scientific knowledge, that they should teach. Usually it is not taken into account that Peru is a multilingual and multidialectal country, that there is a great variety of sociolectes and registers; all that should betaken into account and that without this consideration, the teaching of beSpanish will not be successful, but a failure.

Chilean historiography states Araucanian territory kept its pristine conditions until the republican period beginning. However, the presence of border military enclaves would have produced an early environmental disturbance in the Araucania. To validate this hypothesis, a study of the Spanish chronicles, old documents and historiographical studies was done. Results indicate there was significant environmental disturbance on the Araucanian ecological system, as a result of the intercultural contact during the Arauco war and the Spanish-Creole settlement. Native species extinction, exotic species introduction, Mapuche crops substitution, natural resources mistreatment, land use changes, Mapuche culture modification, and Araucanian mortality and migration rising are among the environmental effects occurred under the area influenced by the forts. ; La historiografía chilena sostiene que el territorio araucano mantuvo condiciones prístinas hasta los inicios del período republicano. Sin embargo, la presencia de enclaves militares españoles fronterizos habría generado temprana intervención ambiental en la Araucanía. Para validar esta hipótesis, se realizó un análisis de las crónicas españolas, documentación de la época y de estudios historiográficos. Los resultados indican que existió significativa perturbación ambiental sobre el sistema ecológico araucano producto del contacto intercultural durante la guerra de Arauco y el proceso de poblamiento hispano-criollo. Entre los efectos ambientales, generados en el área influenciada por los fuertes, se reconocen extinciones de especies endémicas, introducción de especies exóticas, sustitución de cultivos mapuches, explotación predatoria de los recursos naturales, cambios en el uso del suelo, modificación de la cultura mapuche y aumento de la mortalidad y migración araucana.

Utilizando como metodología los modelos estructurales de covarianzas, busca la relación entre las actividades de participación de los jóvenes y factores como la pertenencia a asociaciones y colectivos, el interés que manifiestan por la política, el grado de confianza en la utilidad de la participación política y valores como la solidaridad. También evalúa la influencia de variables externas como el género, la clase social o los estudios. La principal hipótesis que se plantea consiste en que el grado de participación general está mediada principalmente por el interés en la política y por la actividad en ámbitos de participación institucionalizados. ; This paper analyzes the social participation of Spanish young people, based on the concept of social capital. This paper studies the existence of a legal regime regarding illegal evidence in Spanish law. With that purpose, it refers to its legislative history, to its legal foundations and the particulars of its regulation. Also, the paper explains the development of Spanish Constitutional Court´s doctrine on the subject of the illegally obtained evidence, from its beginnings in the early eighties to our days. ; En el presente estudio se analiza si cabe hablar de un régimen legal de la prueba ilícita en el Derecho español, con exposición de sus antecedentes legislativos, de su fundamento legal y de las particularidades de su regulación. Asimismo, se expone cuál ha sido la evolución de la doctrina del Tribunal Constitucional de España en materia de eficacia de la prueba ilícitamente obtenida, desde su creación, en los primeros años ochenta, hasta el presente.

This work addresses the study of the changes in the role of women in Spanish society and combines an analytical perspective and an empirical and descriptive study of the most relevant facts and issues. This is why we first analyse the gender approach, a theoretical basis for much of the current studies on the role of women in society and the most recent strategy of gender equality policy in the European Union known as gender mainstreaming. Secondly, the situation of women in Spain during the Francoism and the Spanish feminist movement of late Franco Franco and the democratic transition are historical. Subsequently, the equal opportunities policies of the democratic period are studied with the creation of a new national and regional institutional framework, especially with the Institute of Women. To conclude, the results of these policies are assessed and the problems not yet resolved are referred to. ; Ce travail étudie les transformations du rôle de la femme dans la société espagnole. Dans la première partie, sont analysées la politique de genre et la stratégie du mainstreaming de genre. Dans un deuxième temps l'étude fait un parcours historique par la politique franquiste concernant le rôle attribué à la femme pour ensuite passer à l'histoire du mouvement féministe espagnol. La partie suivante est consacrée à la période constitutionnelle et démocratique qui offre un nouveau cadre institutionnel nationale et régionale pour la politique d'égalité de chances, notamment avec la création des Instituts de la Femme. BACKGROUND: The information concerning the currently existing healthcare registries in our country is not readily accessible, is scarce and some are not well-known, possibly being underused in comparison to their many potential uses. This study is aimed at evaluating the characteristics of the Spanish Healthcare registries and the utilization thereof, especially in Healthcare technology assessment. METHODS: Descriptive, cross-sectional study of the Spanish Healthcare registries within the 1997-2002 period. These registries were identified by means ofa bibliographic databases search and by way of a survey of Scientific Societies and Central and Autonomic Healthcare Administration. Another bibliographic databases search was conducted of the publications which use data from the healthcare registries included and have been evaluated by applying the scientific evidence quality criteria. RESULTS: A total of 107 healthcare registries were identified, most of which of local or regional coverage (71%), preferably were under Autonomic government authority (64.5%). The areas showing the largest number of registries identified were those related to death statistics (16.8%) and cancer (15.9%). A total of 298 publications were retrieved which analyze data produced by the registries identified, most of which are devoted to the study of the frequency and distribution of the events recorded (58.1%) and less frequently to the conducting of healthcare technology assessment studies (24.4%). CONCLUSIONS: The critical evaluation of the publications made it possible to identify some elements related to the analysis methodology and design which would heighten the quality of the healthcare technology assessment. Healthcare registries in Spain have developed recently and to differing degrees. Important areas without any records and improvement elements related to the use of healthcare registries for healthcare technology assessment were detected. It would be advisable to avail of a register of registries which would provide relevant, up-dated information thereon. Fundamento:La información sobre los registros sanitarios exis-tentes en nuestro país es poco accesible y escasa y algunos son pococonocidos, pudiendo estar infrautilizados en relación con sus múlti-ples usos potenciales. El objetivo de este trabajo es evaluar las carac-terísticas de los Registros Sanitarios españoles y su utilización, espe-cialmente en Evaluación de Tecnologías Sanitarias.Métodos:Estudio descriptivo transversal de los Registros Sanita-rios españoles entre 1997 y 2002. La identificación de los registros serealizó a través de búsqueda bibliográfica y mediante encuesta a Socie-dades Científicas y Administración sanitaria central y autonómica. Seha realizado una búsqueda bibliográfica específica de las publicacio-nes que utilizan datos de los registros sanitarios incluidos y se han eva-luado aplicando los criterios de calidad de la evidencia científica.Resultados:Se han identificado 107 registros sanitarios, prefe-rentemente de cobertura local o regional (71%) y dependientes en sumayoría de la Administración autonómica (64,5%). Las áreas conmayor número de registros identificados corresponden a la mortali-dad (16,8%) y al cáncer (15,9%). Se han recuperado 298 publicacio-nes que analizan datos producidos por los registros identificados, delas que la mayoría se dedican al estudio de la frecuencia y distribuciónde los eventos registrados (58,1%) y con menor frecuencia a la reali-zación de estudios de evaluación de tecnologías sanitarias (24,4%).Conclusiones: La evaluación crítica de las publicaciones ha per-mitido identificar algunos elementos relacionados con el diseño y lametodología de análisis que incrementarían la calidad de los estudiosde evaluación de tecnologías sanitarias.Los registros sanitarios enEspaña han tenido un desarrollo desigual y reciente. Se han detecta-do áreas relevantes sin registros y elementos de mejora relacionadoscon la utilización de los registros sanitarios para estudios de evalua-ción de tecnologías sanitarias. Gender studies signify an extension of the range of academic study hitherto. Although they emerged in the 1960s, they have still not been fully introduced. However, by virtue of the laws approved in the Spanish parliament since 2004, a series of mandates have been established concerning education policy and, specifically, university policy, from which it may be inferred that the introduction of these studies is now obligatory. Through an analysis of the current regulations concerning universities, this paper focuses on the common –and in some cases– additional features of the recognition of equal rights for women and men as one of the values which universities should promote, and, therefore, on the mandate of the government and the universities themselves to carry out the necessary actions –both legal and practical– to ensure their compliance. ; Los estudios de género han representado una ampliación del análisis científico que se había desarrollado hasta ahora. Aunque su aparición se situa en los años 60 del siglo pasado, la implantación de los mismos no se ha realizado todavía, al menos en toda su extensión. Analytical reflections within the frame of a research programme on the philosophy of science policy have led to the assumption that there is a science policy crisis. Attempts to its understanding and eventual solving are based in the use of concepts such as those of "spaces" and "governance". The application of this line of thought to the Spanish situation has driven me to characterize the knowledge spaces in both structural and functional issues. The space of technological development identified as a space which owes its performance to the management of knowledge, provides a good model for exploring this direction of research in the Spanish case. By using a combined historical and analytical methodology, the existence of "modernization" processes have been identified along the one century trajectories of evolution of this technological space in Spain. However the results of these processes have been less than satisfactory and in any case far from the objectives pursued. The possible significance of the cultural mark on these relative failures lead me to propose the application of revolutionary policies and instruments for science and technology, with the government assuming a pivotal role in the selection of themes and organizational design of the actors involvement (García Arroyo et al., Arbor, vol. CLXXXIII, n.º 727, pp. 637-654, 2007). ; A partir de las reflexiones filosóficas sobre la política científica, se ha constatado la existencia de una crisis en esa política que se trata de superar con el recurso a nuevos conceptos como "espacios" y "gobernanza". La aplicación de esta línea de análisis al caso español nos ha llevado a intentar caracterizar los espacios de conocimientos en términos estructurales y funcionales. El espacio del desarrollo tecnológico, identificado como un espacio en que es fundamental la gestión de los conocimientos, ofrece un buen modelo en el caso español para explorar esta dirección. La utilización de una metodología histórica-analítica ha permitido identificar procesos de modernización en el espacio del desarrollo tecnológico en España, aunque los resultados no han sido totalmente satisfactorios. La posible relevancia de las improntas culturales en estos éxitos/fracasos relativos nos lleva a proponer la necesidad de acomodar políticas e instrumentos revolucionarios, en los que el gobierno debe tomar la iniciativa para orientar las estrategias temáticas y organizativas (véase García Arroyo y colaboradores, Arbor, vol. CLXXXIII, n.º 727, pp. 637-654, 2007).
