Under actual regulation of agriculture the necessary support is provided to agricultural enterprises with rather significant limitations as a result of market failures, that is situations in which self-financing business entities are not able or have no stimuli to produce an optimal amount of output due to external effects, incomplete information etc. Under such conditions governmental interference can be regarded as one of the methods of regulation to redistribute of financial resources, provided that financial support of agricultural production prevents financial losses and ensures efficiency of the branch financing
The study reveals the relationship between the formation and development of a single information space and the need to optimize the mechanisms of state regulation of the formation and consumption of information products. The information space is formed together with the information society, being in close contact and interaction with it. Creating an information society is a political, economic and cultural goal of most economic entities. The movement towards this goal is stimulated by national strategic programs, development programs and a large number of other initiatives. One of the tasks to be solved by the state is to promote the demonopolization of information ownership; the state must also guarantee the authenticity of the information transmitted, as this will determine its credibility and the optimal functioning of the environment and processes within it. The socio-economic mechanism of regulation of the single information space is a system of elements and relationships that will ensure the functioning and development of the information environment of society. The system of criteria for selection (separation) of elements of the mechanism of regulation of the single information space of the country may be associated with the presence of a social group of characteristics. Consideration of the combination of the problem of openness of the information sphere and state regulation reveals the need to find a balanced solution between the possibility of controlling the information environment and its independent development. A historical and legal analysis of regulatory and legislative support for the protection of state secrets as part of ensuring national security of Ukraine from independence to the formation of modern and current executive bodies that provide state policy in the field of protection of state secrets in particular and protection of national security in general. All stages of formation and establishment of the system of protection of state secrets in Ukraine are considered in detail, the thorny and not easy way of establishment of institute of protection of state secrets at the level of the leading countries of the world is covered, to ensure the widest possible access to information and at the same time protect information that is important for the national security. A historical study of all major bodies formed on the territory of Ukraine, the functions of which included ensuring the protection of state secrets and carefully covered the main directions of development of legislation governing these relations. The article lists all the basic legal acts that were created during the formation of the system of protection of state secrets in independent Ukraine during the formation of a free, independent state. The analysis of the main elements of the system of protection of state secrets in independent, sovereign Ukraine and the levels of functioning of the system of protection of state secrets to build its organizational and legal structure of an open democratic society, establishing theoretical and legal principles, defining its tasks and purpose.
Subject of research – theoretical and practical aspects of the formation of the public debt of the state. The target of the article is to study the theoretical foundations and applied problems of modern debt status of the state. The scientific work's methodology is based on statistical comparison, which gave an opportunity to reveal the essence of the public debt, exploring its dynamics and structure, to identify problems of public debt and ways of overcoming them. Revealed the contents, a refined interpretation of the concept «public debt management», and also defined the constituent elements of the mechanism of public debt management. The information base of the research consists of the current legislation of Ukraine, domestic and foreign publications, studies in the theory and practice of formation of public debt. For the analysis of specific economic phenomena used statistical materials of the Ministry of Finance in Ukraine. The results of the work – the analysis of statistical data the dynamics of public debt of Ukraine for 2014–2017 that gave the possibility to determine annual increases. Proposed directions for management of the state debt of Ukraine to ensure a qualitatively new level of relations in the sphere of formation of public debt and contribute to its decline. Findings – the optimization of the debt policy of Ukraine requires development and implementation of a holistic strategy that will combine the tasks of improving the regulatory and institutional support debt policy, short–term and medium–term benchmarks in public debt management tools radically improve the efficiency of the investment component of the budget expenditure, strategic objectives reorientation of debt policy,debt relief and development of alternative, Nonlending instruments for financing budget expenditures.
This article focuses on the analysis of the problem of implementing e-government as a form of public administration in Ukraine. Modern reforms of public administration are carried out with the implementation of e-government mechanisms, which allows to qualitatively improve the interaction between the state and the citizen. The definitions of "e-government" and "public administration" are given in article. It is determined that e-government is the most effective form of public administration, which allows to rationalize the costs of realize government powers, effectively identifying (or reducing) corruption risks in the provision of administrative services, giving citizens access to information. In the article set out three main problems without decision of which the introduction of e-government is impossible. The first is the low level of development of information and communication infrastructure. According to the author, the infrastructure is not ready for the introduction of e-government. The second problem is the lack of knowledge and skills of the population, citizens are not familiar with the use of computers and the Internet. The third problem is not the systemic measures of the authorities to implement e-government. An analysis of the introduction of e-government previous years was also conducted, and were studied current government initiatives and projects. It is concluded that the implementation of e-government in Ukraine, generates numerous problems, but the prospects of development is positive , active development of e-government by the authority provides by the Ministry of Digital Transformation of Ukraine, which started movement in case of electronic documents. E-government is the key to the development of democracy may reduce the corruption risks, save resources and improve the interaction of citizens with the state, ignoring e-government make democratic development of Ukraine impossible.
The article analyses the modern state, tendencies and problems of education development in Ukraine. The subject of research is the system of education of Ukraine. The aim of the study is to analyze the current state of education, determination of problems and trends of its development at the present stage. In the research were used to general scientific and special methods: analysis and synthesis, analogies and comparisons, statistical, expert assessments, etc. The results of the work. Based on current status of education of Ukraine. Analyzed the main indicators of the level of education financing in Ukraine. Determined that the reasons which negatively affect the development of the education system in Ukraine are: political instability in the country, GDP and GNP, insufficient financing of the education sector (financed mainly only protected entries), inefficient use of available resources and leverage, imperfect legal framework, outdated physical infrastructure, unfavourable investment climate, the ineffective functioning of public-legal institutions, the «brain drain abroad,» and other factors. Conclusions. Ukrainian experience shows that the loss of the ability to control the state-religious relations by the state results in interreligious and interfaith conflicts and weakens the national security. These make the study of the tendencies of development of state-religious relations in Ukraine actual. The analysis of the recent publications regarding the issues this article deals with. The problems of state-confessional relations are studied by such scholars as: V. Yelenskii, L. Fylypovych, Y. Khavarivskii, S. Reshetnikov, S. Onyshchuk and others. The collective monographies, published by the National Academy for Public Administration under the President of Ukraine and by Ukrainian Association of Researchers of Religion have unified character. The purpose (the objective) of this article. The objectives of the study – to analyze the institutional development of state-church relations in Ukraine and define the interrelation between the improvement of interreligious dialogue, work of interreligious and interchurch organizations and the institutional development of state bodies in this area, to work out proposals to enhance the effectiveness of a state body in the sphere of state-church relations. Define and substantiate priority tasks for the State Service of Ukraine for Ethno-Politics and Freedom of Conscience in the sphere of state-church relations. The key results and the background. There is no state-administrative analysis of the effectiveness of work of the state bodies responsible for the state-religious relations in the process of setting up state-church relations, depending on the status of the body and its subordination. Organizational and operational structure of public administration of state-religious processes is one of the types of management institutions, peculiar to states with a multi-confessional composition of the population. This structure is a set of state bodies in unity of the subjects of jurisdiction and competences, and also relevant organizational interrelations that provides integral public management influence on state-religious relations. Conclusions and the prospects of the further research. One of the problems in the work of state bodies in the sphere of state church relations was constant transfer of competencies between the central bodies of executive power, and also instability of the very body, responsible for this area. Organizational and functional structure of such bodies was created only with central office but without regional offices. There is no religious community that constitutes the majority in the regions of Ukraine, so the absence of local regional offices leads to the abuse of power by local executive bodies that exercise registration mandate. Religious organizations are becoming more active participants in the establishment of civil society in Ukraine and it requires more active monitoring of the work of religious organizations. Also in addition to the monitoring, the body in the sphere of state-religious relations has to overcome that lack of communication between national communities, religious organizations, and state bodies that was in the previous years. The tense political situation, total decrease in the solvency of population, reduction of the main macroeconomic indicators of the Ukrainian economy, depreciation of hryvnia led to the decrease in business activity of economic entities and negatively influenced trade activity, which led to changes in the structure of consumer demand. Therefore, current state and trends in the development of retail trade in Ukraine is important for effective management of the industry and satisfaction of social needs of the society. The current state is investigated and problems of the trade sector development in Ukraine are revealed based on determining trends in the development of the main indicators and financial results of trading enterprises. Comparative dynamics of retail trade turnover in Ukraine is analyzed, the availability of objects of retail trade enterprises, dynamics and structure of balance and financial results of trading enterprises are analyzed. Modern tendencies of trade enterprises activity are determined, the main problems, which accompany their functioning and development in the commodity market of Ukraine, are generalized, and the proposals for their solution are formed. According to the results of the analysis of indicators of trade enterprises development in Ukraine, negative tendency of the dynamics of retail trade turnover was found. The decrease in the number of retail objects caused the decrease in retail turnover. Positive is the increase in the value assets of trading enterprises' and the size of long-term liabilities and collateral that indicates credibility of enterprises by creditors. However, despite positive changes in the structure and dynamics of the balance of trading enterprises, their overall activity has become profitable only since 2016, but the share of unprofitable enterprises remains high. The article is devoted to the study of the problem of happiness and the policy of happiness in social states. The aim of the work is to determine the role of the social state in the formation of a society of happy people and how it will implement the "policy of happiness." The scientific novelty of the study is in determining the ability to pursue the policy of happiness in a competitive society. The study shows an increase in interest in the problem of happiness of both scientists and politicians. An interdisciplinary approach to the study of the problem of happiness is noted. It is noted that the idea of the ways of forming a socially just society is changing. Attention is paid to discussions about maximizing happiness as the goal of government. The essence of the social state is determined, which most consistently implements the task of creating decent living conditions for people. The importance of freedom in ensuring human happiness and the need for the state to provide social protection from the negative impact on society of economic freedom and the market are proved. The level of protection of citizens from the market (level of decommodification) is considered as one of the criteria for various models of the social state. Various strategies are analyzed and evaluated to best meet the needs of society and their practical application in different countries: traditionally left (supports the state guarantee of human needs) traditionally right (satisfaction of needs depends on the market); strategies combining the characteristics of these two strategies ("hybrid"). The difference between countries that use "hybrid" strategies is that there is more to it – a "market" or "market regulation to meet the needs of the population." As an example, we consider the use of "hybrid" strategies in the Socialist Federal Republic of Yugoslavia, where there was a "market socialism economy." The compatibility of libertarian ideas with the policy of happiness proclaimed in Ukraine is determined. The article provides a comparative analysis of the geography and the current state of apitourism in Ukraine and Slovenia. The essence of apitourism and its importance for achieving the goals of sustainable development are characterized. Apitourism is a form of tourism related to beekeeping as a traditional profession and beekeeping products in ecological, nutritional and medical aspects. At its core, apitourism is permanent, so it does not deplete resources, but contributes to their enrichment. The main prerequisites for the development, markets and geography of apitourism in Ukraine and Slovenia are analyzed. Ukraine is one of the main producers of honey in the world. The most promising regions of Ukraine for the development of apitourism are the Carpathian and Transcarpathian regions since beekeeping there is a widespread industry, a priority and quite profitable. Slovenia does not have a significant number of hives and beekeepers or a significant production of honey, but bees play a huge role in Slovenian culture. Slovenia is the only member state of the European Union to protect its native Karniolska bee and one of the first in Europe to ban the use of pesticides harmful to bees. Slovenian honey has the status of a protected geographical indication. Famous apitouristic centers in Slovenia are Ljubljana, Bled, Radovlica, Laško, Brda, Zhirovnice, Maribor, Aquarius, Bohinj and many others, that is, villages, cities, entire regions. The main problems of development of apitourism in Ukraine are revealed.
