Dear colleagues, Welcome to the "Journal of Policy & Governance"! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders' analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal.

This article discusses election governance based on public participation with qualitative research methods, the approach used in case studies in West Nusa Tenggara (NTB) Province, the region is one of thirty-four province in Indonesia. Governance is an approach that is considered relevant, because election governance is its manifestation. The results show that the Regional of General Election Commission of NTB as the authority of election organizers succeeded in building a model of election governance based on public participation through three strategies, namely the movement to protect suffrage, family-based voter education, and voter education based on educational institutions. These three models are designed through three approaches, namely multi-stakeholder partnership, convergence, safety and public health of disaster areas. The methods of implementation include; short videos about elections, consistent use of mass media and continuous election classes. The impact of the public participation-based election governance model in NTB is that the number of public participation in 2019 Elections increased to 82 percent compared to 2014 Election of 77.32 percent where the model has not been implemented. The obstacles faced in building participatory-based election governance are two, namely; the issue of legitimacy provided by the Electoral Law and has not been made the education of voters as core business of General Commission Election, while voter education is an effective instrument in developing public participation. The solution is necessary to change article 3 and article 15 (Presiden Republik Indonesia, 2017) on the elections to include participation as the principle of organizing elections. In addition, voter education should be the core business from the national to the regions.

COVID-19 sent a wave of pandomania across Nigeria, like in every other country due to health risk that it come with, which was declared pandemic. However, its impact has been felt on all aspect of human endeavour; social economic and political. In Nigeria, the pandemic has affects security governance due to pivoted role assigned security agencies in the enforcement of restriction of movement and lockdown imposed by the federal government of Nigeria. The security agencies involved has not been limited to police but it include both military and paramilitary as the case may be. In the midst of continues spread of diseasesand multiplicity of security agencies, security governance became a serious issues. Through the government adopted a pragmatic approached, the result has been of mix blessing. It is in light of the above that the paper examines security, government in theCOVID-19 pandemic periodusing Nigeria as a case study.

Political participation of people is a significant indicator of political specifying people's attention in politics effectively. This research study investigates political participation of people toward good governance principles implemented by local administrative organizations. Roi-Et municipality, Muang district, Roi-Et province was purposively selected as a target area for this research study since Roi-Et municipality received many awards such as Good Governance Awards, Prajadhipok Institute's awards and NACC Integrity Awards on transparency which imply that people residing in the area of Roi-Et municipality have knowledge concerning local administration. According to the field study, the researcher found that Roi-Et municipality people were interested in political matters; they usually talk about political issues, they always follow the political news broadcasted via various media channels such as radio and television including newspaper. However, they didn't have a chance to give complaints and participate in the development plan for the municipality. Consequently, the researcher became interested in studying political participation of people toward the principles of good government implemented by local administrative office. This research also investigated whether the interaction among the effective factors comprising gender, ages, education and occupations influences political participation of people or not. This research applied a documentary research methodology and exploratory research to collect the data from the sample group using a questionnaire as a research instrument. The samples were 300 eligible voters for municipal election residing in Roi-Et Municipality area. ; การมีส่วนร่วมทางการเมืองของประชาชน เป็นตัวชี้วัดทางรัฐศาสตร์ที่สำคัญบ่งบอกให้ทราบถึงความใส่ใจความสนใจทางการเมืองของประชาชนได้อย่างดีเยี่ยม งานวิจัยนี้ได้ศึกษาการมีส่วนร่วมทางการเมืองของประชาชนตามหลักการธรรมาภิบาลกับการปกครองท้องถิ่น ผู้วิจัยได้เลือกเทศบาลเมืองร้อยเอ็ด อำเภอเมือง จังหวัดร้อยเอ็ด เป็นพื้นที่ศึกษา ด้วยเหตุผลจากการที่เทศบาลเมืองร้อยเอ็ดได้รับรางวัลระดับประเทศมากมาย อาทิ รางวัลบริหารจัดการบ้านเมืองที่ดี รางวัลพระปกเกล้าทองคำ รางวัลท้องถิ่นต้นแบบที่มีความโปร่งใสจากสำนักงานป้องกันและปราบปรามการทุจริตแห่งชาติ นั้นย่อมแสดงให้เห็นได้ว่าประชาชนในเขตเทศบาล ต้องมีความรู้ความเข้าในด้านการปกครองท้องถิ่นและที่สำคัญการความร่วมมือ จากการลงพื้นที่พบว่า ประชาชนให้ความสนใจด้านการเมือง มีการพูดคุยสนทนากัน รับฟังข่าวสารทางการเมืองตามสื่อวิทยุ โทรทัศน์และสื่อหนังสื่อพิมพ์อยู่เสมอ แต่การร้องทุกข์ร้องเรียน การร่วมวางแผนพัฒนาเทศบาลพบว่ามีส่วนน้อย ทำให้ผู้วิจัยสนใจที่จะศึกษาถึงการมีส่วนร่วมทางการเมืองของประชาชนตามหลักธรรมาภิบาลเป็นการวิจัยความสัมพันธ์ของประชาชนด้านเพศ อายุ การศึกษาและอาชีพ จะส่งผลต่อการมีร่วมร่วมทางการเมืองหรือไม่ การศึกษาครั้งนี้ใช้วิธีการศึกษาทางเอกสาร การวิจัยเชิงสำรวจด้วยการใช้แบบสอบถามเก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นประชาชนผู้มีสิทธิเลือกตั้งในเขตเทศบาลเมืองร้อยเอ็ด จำนวน 300 คน

Global developments that are full of dynamics are marked by the emergence of interdependence between countries. Global developments are in line with the development of science and technology which causes countries to seem borderless. The blurring of boundaries between countries and the development of an increasingly dynamic environment are also accompanied by the development of increasingly broad and multidimensional threats. This global development is also marked by the emergence of new actors in international relations. The development of threats and increasing global issues that cannot be handled by the state alone have created a new phenomenon in the international relations order, namely global governance. Previously, the state was the sole actor in the order of international relations. However, with global governance, there is a new arrangement in the international relations system that accommodates all actors who play a role. This research will use a qualitative phenomenological method. The theory used in this research are global governance, defense diplomacy and international organization as a basis theory and concept, and also a security theory as supporting theory. In the end, we can see that the change of international order can bring the positive effect for countries in achieving their national goals and accomplish their national interests.

Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

Abstract The article on "Organization Development According to Good Governance in Thailand 4.0" is an academic that aims to study the development of the body within the modern situation by adhering to the concept of good governance as a framework for development. That is necessary for competition in the digital age AI (AI) that must be fair to both members in the organization, transparency and can be checked Which will be an important base that leads to competition Supports under changing circumstances and constantly changing And more importantly, will benefit the organization and members of society in a holistic way ; บทคัดย่อ บทความเรื่อง "การพัฒนาองค์การตามหลักธรรมาภิบาลในยุคไทยแลนด์ 4.0" เป็นความทางวิชาการที่มุ่งศึกษาแนวทางการพัฒนาการองค์ภายในสถานการณ์สมัยใหม่โดยยึดแนวคิดในเรื่องธรรมาภิบาลมาเป็นกรอบในการพัฒนา ใช้วิธีการศึกษาจากเอกสาร งานวิจัยวิเคราะห์ออกมาเป็นความเรียง ผลการศึกษา พบว่าการพัฒนาองค์การ อย่างมีเป้าหมายและให้เป็นไปตามหลักธรรมาภิบาล นับเป็นความสำคัญและมีความจำเป็นในยุคสมัยใหม่ ที่มีความจำเป็นสำหรับการแข่งขันในยุคดิจิตอล (Digital) ยุคเอไอ (AI) รวมเรียกยุค 4.0 ที่ต้องมีความเที่ยงธรรมทั้งต่อสมาชิกในองค์กร โปร่งใส และตรวจสอบได้ อันจะเป็นฐานสำคัญที่นำไปสู่การแข่งขัน ใต้สถานการณ์ที่เปลี่ยนแปลงและเปลี่ยนผ่านตลอดเวลา และที่สำคัญจะเป็นประโยชน์ต่อองค์กรและสมาชิกในสังคมในองค์รวมด้วย

The activeness of any nation citizenry determines how effective and the types of government such a nation will have. In the case of Nigeria, Nigerian citizens have been engulfed by stark illiteracy and chronic ignorance. Citizens have failed in their responsibility of participating actively in the polity of their nation. Citizens have been blindfolded that they cannot even differentiate between good governance and bad governance, as they still blindly pledge their support to bad leadership and to the decayed political parties of Nigeria, e.g. APC and PDP. Citizens found mostly in this blindness are the South western citizens despite their level of education. This paper examined the inability of Nigerian citizens to read within the lines and understand the dangers inherent in the politics of these two political parties of APC and PDP, and the fact that both parties have no better ideology and plans to better the lives of Nigerians. The paper examines the difference between People's Democratic Party (PDP) and All progressive Congress (APC) ideology in terms of corruption in Nigeria. The paper finally examines the effect of non-democratic citizenry in Nigeria. This paper adopts the hybrids method, as interview methods of data collection are adopted while other data are gotten from the readymade works of scholars and from the common sense views of the writer. This paper finally proffers workable recommendations to the problems of bad leadership in Nigeria.

The objectives of this research were: 1) to study the model of good governance of Sub-district Administration Organization in KraiNok, Kong KraiLat District, Sukhothai Province, 2) To study the opinions on the good governance of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province By classified by personal factors 3) To study guidelines for the development of a good governance model of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province according to good governance principles. This research used the mixed methods between the quantitative and qualitative research. For quantitative research was a survey conducted with 370 persons from 4,444 persons of the population. Simple random sampling was applied by using Taro-Yamane. Data were collected by the questionnaires and were analyzed by using Statistical Package for the social science research. The statistic tools for analyzing the common data of population were Frequency and Percentage. The statistic tools to analyze the opinions' level toward the strategy to improve the quality of life of people in the Sub-district Administration Organization in KraiNok, Kong Krai Lat District, Sukhothai Province were Frequency, Percentage, Means, Standard Deviation and tested the hypothesis by describing the personal factors. F-test and T-test were used for testing of variance as well as pair-wise comparison. repeated-measure One Way ANOVA and Least Significant Difference were used for analyzing the data. For Qualitative research, In-Depth Interview with 14 key informants was used to analyze the data and using the context clues technique by descriptive content analysis. Therefore, accepting research hypotheses. Which will lead to more efficient and effective operations 3) Provide funding personnel development is always In order to increase skills and efficiency, knowledge and ability to perform duties in the duty better by encouraging continuous development of human resources 4) Should add enough personnel to work and should set up an evaluation system to measure the performance of personnel seriously and continuously to help identify weaknesses in the administration that will be useful for further development and 5) There should be more public relations work. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษารูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย 2) เพื่อศึกษาความคิดเห็นที่มีต่อรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย โดยจำแนกตามปัจจัยส่วนบุคล 3) เพื่อศึกษาแนวทางการพัฒนารูปแบบการบริหารจัดการที่ดีขององค์การบริหาร ส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย ตามหลักการบริหารจัดการที่ดี การวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นประชาชนในพื้นที่องค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย จำนวน 370 คน จากประชากรทั้งหมด 4,852 คนสุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.997 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ได้แก่ ค่าความถี่ ค่าร้อยละค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐานและทดสอบสมมติฐานโดยการทดสอบค่าที (t-test) และการทดสอบค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA) เมื่อพบความแตกต่างจึงทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ด้วยวิธีผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 14 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ในการวิจัยเรื่องรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย โดยตัวแบบ 7-S ของแมคคินซีย์ความคิดของประชาชนเห็นต่อรูปแบบการบริหารจัดการ พบว่าในภาพรวมอยู่ในระดับมาก (= 4.07, S.D. = 0.568) เมื่อพิจารณา ในแต่ละด้าน คือ ด้านโครงสร้างด้านกลยุทธ์ด้านระบบ ด้านบุคลากร ด้านผู้นำด้านทักษะ และด้านค่านิยม พบว่า ความคิดเห็นของประชาชนอยู่ในระดับมากทุกด้าน ผลความคิดเห็นของประชาชนที่มีต่อรูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย จำแนกตามปัจจัยส่วนบุคลคือ เพศ อายุ การศึกษา อาชีพ และรายได้ พบว่า ประชาชนที่มีรายได้ต่างกัน มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 จึงยอมรับสมมติฐานการวิจัย สำหรับเพศ อายุ การศึกษา และอาชีพต่างกันมีผลต่อความคิดเห็นต่อรูปแบบการบริหารจัดการที่ดี ไม่แตกต่างกัน จึงปฏิเสธสมมุติฐานการวิจัย 3. รูปแบบการบริหารจัดการที่ดีขององค์การบริหารส่วนตำบลไกรนอก อำเภอกงไกรลาศ จังหวัดสุโขทัย ตามหลักการบริหารจัดการที่ดีได้แก่ 1) ควรมีการวิเคราะห์สภาวการณ์ปัจจุบันขององค์การก่อนการจัดทำแผนงานทุกครั้งเพื่อนำผลวิเคราะห์ที่เป็นจุดอ่อนจุดแข็งโอกาสและอุปสรรคด้านการบริหารจัดการให้สอดคล้องกับปัญหาและสภาวะแวดล้อมด้านต่าง ๆ ที่เปลี่ยนแปลงอยู่เสมอ 2) ฝ่ายบริหารและหัวหน้าส่วนงานควรกระจายอำนาจการตัดสินใจและเปิดโอกาสให้บุคลากรมีส่วนร่วมในการเสนอความคิดเห็นหรือแนวความคิดใหม่ ๆ ในการกำหนดนโยบาย อันจะนำไปสู่การปฏิบัติงานที่มีประสิทธิภาพและประสิทธิผลมากขึ้น 3) จัดหาทุนสนับสนุน การพัฒนาบุคลากรอยู่เสมอ เพื่อเป็นการเพิ่มทักษะและประสิทธิภาพความรู้ความสามารถในการปฏิบัติงานในหน้าที่ให้ดียิ่งขึ้น โดยการสนับสนุนให้มีการพัฒนาด้านทรัพยากรบุคคลย่างต่อเนื่อง 4)ควรเพิ่มบุคลากรให้เพียงพอต่อการปฏิบัติงาน และควรจัดระบบติดตามประเมินผลเพื่อวัดผลการทำงานของบุคลากรอย่างจริงจังและต่อเนื่อง เพื่อช่วยชี้จุดอ่อนในการบริหารงานอันจะเป็นประโยชน์ต่อการปรับปรุงพัฒนาต่อไป 5) ควรมีการประชาสัมพันธ์การทำงานให้เพิ่มมากขึ้น

การวจิยัคร้ังน้ีมีวตัถุประสงคเ์พื่อ1)ศึกษาระดบัการบริหารงานตามหลักธรรมาภิบาลและประสิทธิผลการบริหารงาน 2)ศึกษาอิทธิพลของการบริหารงานตามหลกัธรรมาภิบาลที่มีต่อประสิทธิผลการบริหารงาน 3) หาแนวทางพฒั นาการบริหารงานตามหลกัธรรมาภิบาลที่มีต่อประสิทธิผลการบริหารงานของเทศบาลตา บลในจงัหวดัสกลนครกลุ่มตวัอยา่ งที่ใชใ้นการวิจัย เป็ นพนกังานเทศบาลตา บลของเทศบาลตา บลในเขตจงัหวดัสกลนคร ท้งัหมด 65แห่งจา นวน 334คนจากจ านวนประชากร 2007 คนโดยใชแ้บบสอบถามเป็นเครื่องมือในการเก็บรวบรวมขอ้ มูลและสถิติที่ใชใ้นการวเิคราะห์ขอ้ มูลไดแ้ก่ค่าความถี่ค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ถดถอยพหุ (Multiple Regression) โดยวธิีการแบบข้นั ตอน (Stepwise) กา หนดระดบั ทางสถิติที่ระดับ .05ผลการวจิยัพบวา่ 1)การบริหารงานตามหลักธรรมาภิบาลของเทศบาลต าบลในเขตจังหวัดสกลนครในภาพรวมอยใู่ นระดบั มาก( X = 3.64) เมื่อพิจารณารายด้าน พบวา่ ดา้นที่มีค่าเฉลี่ยมากที่สุด คือ ด้านหลักนิติธรรม ( X =3.73)รองลงมาคือ ดา้นหลกัการมีส่วนร่วม ( X = 3.71) ด้านหลกัความโปร่งใส ( X =3.64)ดา้นหลกัความคุม้ค่า ( X = 3.63)ด้านหลักความรับผิดชอบ ( X =3.60 )และ ด้านหลักคุณธรรม( X = 3.49) 2)ประสิทธิผลการบริหารงานของเทศบาลต าบลในเขตจังหวัดสกลนครในภาพรวมอยใู่ นระดบั มาก( X = 3.63) เมื่อพิจารณารายดา้น พบวา่ มีประสิทธิผลการบริหารงานอยใู่ นระดบั มาก ทุกดา้น โดยดา้นที่มีค่าเฉลี่ย มากที่สุด คือ ด้านคุณภาพการให้บริการ( X = 3.66) รองลงมาคือ ด้านการพัฒนาองค์การ ( X = 3.65) ด้านประสิทธิภาพของการปฏิบัต ราชการ ( X = 3.61) และด้านประสิทธิผลตามแผนปฏิบัติราชการ ( X = 3.60) 3. วิเคราะห์อิทธิพลของการบริหารงานตามหลกั ธรรมาภิบาลต่อประสิทธิผลการบริหารงานของเทศบาลตา บลในจงัหวดัสกลนคร พบวา่ ปัจจัยบางประการของการบริหารงานตามหลกัธรรมาภิบาลที่มีอิทธิพลต่อประสิทธิผลการบริหารงานอยา่ งมีนยัสา คญั ทางสถิติที่ระดบั .05ไดแ้ก่ปัจจยัเกี่ยวกบัการบริหารงานตามหลกัธรรมาภิบาล5 ดา้น เรียงลา ดบัจากมากไปหานอ้ยไดแ้ก่ ดา้นหลกัความคุม้ค่า มีค่าสัมประสิทธ์ิมากที่สุดเท่ากบั 0.55รองลงมาคือ ดา้นหลกัความรับผดิชอบ มีค่าสัมประสิทธ์ิเท่ากบั0.16 ด้านหลกัคุณธรรม มีค่าสัมประสิทธ์ิเท่ากบั 0.14 ดา้นความโปร่งใส มีค่าสัมประสิทธ์ิเท่ากบั0.10และดา้นหลกัการมีส่วนร่วมมีค่าสัมประสิทธ์ินอ้ยที่สุดเท่ากบั 0.09 โดยค่าสัมประสิทธ์ิสหสัมพนัธ์พหุคูณ หรือ ตวัแปรอิสระท้งัหมดสามารถอธิบายความผนัแปรของตวัแปรตาม (R2)เท่ากบั 0.88และสามารถทา นายค่าสมการของการวิเคราะห์เท่ากบั 0.94และ4. แนวทางการพัฒนาการบริหารงานตามหลักธรรมาภิบาลมีจ านวน 3 ด้าน คือ1) ด้านหลักคุณธรรม 2) ด้านหลักความรับผดิชอบ และ3) ดา้นหลกัความคุม้ค่า ; The objective of this study were to 1)investigate a degree of good governance based onadministration and administrative effectiveness, 2)examine the influence of good governancebased administration on administrative effectiveness, and 3) suggest a way to development of goodgovernance based administration on administrative effectiveness of sub-district municipalities inSakon Nakhon province. A sample used in study was 334 employees of 65 sub-districtmunicipalities in Sakon Nakhon province. The instrument used in data collection was aquestionnaire; and statistics used in data analysis were frequency, percentage, mean, standarddeviation, and stepwise multiple regression analysis. The statistical significance was determined atthe .05 level.Findings of the study were as follows: 1) The overall administration based on theprinciples of good governance of sub-district municipalities in Sakon Nakhon province was at high level ( X = 3.64). Considering as each aspect, the aspect that gained the highest mean score wasthe rule of law principle ( X = 3.73), followed by the participation principle aspect ( X = 3.71), thetransparency principle aspect ( X = 3.64), the value-for- money principle aspect ( X = 3.63), theaccountability principle aspect ( X = 3.60), and the morality principle aspect ( X = 3.49),respectively. 2) The administrative effectiveness of sub-district municipalities in Sakon Nakhonprovince as a whole was at high level ( X = 3.63). Considering as each aspect, all the aspects ofadministrative effectiveness were at high level. The aspect that gained the highest mean score wasof service quality ( X = 3.66), followed by the aspects of organizational development ( X = 3.65),official practice efficiency ( X = 3.61), and effectiveness based on the official practice plan ( X =3.60), respectively. 3) The analysis of influence of good governance based administration onadministrative effectiveness of sub-district municipalities in Sakon Nakhon province found thatsome factors of good governance based administration which had significant influence onadministrative effectiveness at the .05 level were those concerning 5 aspects of principles of goodgovernance based administration as arranged in the following descending order: the value-formoney principle aspect which had the highest co-efficient of 0.55, followed by the accountabilityprinciple aspect which had a coefficient of 0.16, the morality principle aspect which had acoefficient of 0.14, the transparency principle aspect which had a coefficient of 0.10, and theparticipation principle aspect which had the lowest coefficient of 0.09, respectively. The multiplecorrelation coefficient of all the independent variables was able to explain the variance of thedependent variable (R2) with a value of 0.88 and able to make a prediction of the equation value byanalysis equal to 0.94, and 4.Guidelines for developing the good governance based administrationconsist of 3 aspects: 1) morality principle aspect, 2) accountability principle aspect, and 3) valuefor-money principle aspect.

The purposes of this study are to explore the problems and to outline thedevelopmental plan for the good governance administration of Betong City Municipality.Data were obtained by means of open-ended interview questions, asking about the sixcharacteristics of good governance administration. The research samples were 12 politicaland public administrators of Betong City Municipality. Results revealed that, in general,the good governance characteristics were employed among the administrativepersonnel of Betong City Municipality at an acceptable level. The administrativepeople employed the good governance administrative characteristics: Followingthe Rule of Law, Transparency, Participatory and Effective and Efficient at amoderate level. Problems in employing the good governance administration included 1) the personnel did not have sufficient knowledge related to rule of law; 2) there wasnot sufficient cooperation from the public people; and 3) there were not sufficientchannels to get public opinions to support the good governance administration.Suggestions for improvement of the good governance administration of Betong CityMunicipality obtained from the study included: 1) all levels of personnel at Betong CityMunicipality should be educated on rule of law in the city municipality; 2) the senseof job responsibility should be stimulated and specific jobs should be clearly allocatedto the personnel; 3) people should be more involved in decision making and assessingprocess of the municipality responsibilities; 4) there should be more and better channels for communication with the public; and 5) the municipality personnel should beeducated and trained in using the resources at their most potentials. ; การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึงปัญหาและแนวทางในการพัฒนาการบริหารองค์กรตามหลักธรรมาภิบาลของเทศบาลเมืองเบตง โดยมีกลุ่มเป้าหมายในการศึกษา 2 กลุ่มได้แก่ คณะผู้บริหารฝ่ายการเมือง และคณะผู้บริหารฝ่ายข้าราชการประจำ จำนวน 12 คนเก็บรวบรวมข้อมูลจากการสัมภาษณ์ โดยใช้แบบสอบถามแบบปลายเปิด สอบถามเกี่ยวกับการบริหารงานตามหลักธรรมาภิบาล ทั้ง 6 หลัก ผลการศึกษาพบว่า บุคลากรได้นำหลักธรรมาภิบาลมาใช้และยึดปฏิบัติตามหลักนิติธรรมได้ระดับหนึ่ง มีความโปร่งใสพอสมควรมีส่วนร่วมในการปฏิบัติหน้าที่ดี และมีความรับผิดชอบพอสมควร โดยสรุปการบริหารงานเทศบาลเมืองเบตงโดยรวมเป็นไปตามหลักธรรมาภิบาล ในส่วนของปัญหาในการบริหารเทศบาลเมืองเบตง คือ 1) เจ้าหน้าที่ยังขาดความรู้ความเข้าใจที่ถูกต้องเกี่ยวกับระเบียบ และกฎหมายที่ปฏิบัติ2) ประชาชนไม่ให้ความร่วมมือกับส่วนราชการเท่าที่ควร 3) ช่องทางในการรับฟังความคิดเห็นจากประชาชนยังมีน้อย สำหรับแนวทางการพัฒนาการบริหารของเทศบาลเมืองเบตง คือ1) ควรส่งเสริมให้ความรู้แก่เจ้าหน้าที่ทุกระดับ 2) สร้างจิตสำนึกความรับผิดชอบต่อหน้าที่การงานและมอบหมายงานให้ชัดเจน 3) ควรให้ประชาชนเข้ามามีส่วนร่วมในการตัดสินใจ และตรวจสอบกระบวนการทำงานมากขึ้น 4) เพิ่มช่องทางในการให้ข้อมูลข่าวสารของทางราชการแก่ประชาชน5) จัดอบรมสร้างจิตสำนึกให้แก่เจ้าหน้าที่ในการใช้ทรัพยากรให้เกิดประโยชน์สูงสุด

Accountability is the responsibility of the obligation to account for the success or failure in carrying out the organization's mission in achieving the goals and targets that have been set through a media of accountability periodically. As a follow up in eradicating the practice of Collusion of Corruption and Nepotism as mandated by Law Number 28 of 1999, in the context of further improving the implementation of a more efficient, effective, clean and responsible government. Government Policy through Presidential Instruction No. 7 of 1999 issued regulations regarding the Accountability of Government Agencies' Performance so that good governance was created. The purpose of this study is to find out: (1) Implementation of Performance Accountability System of Government Agencies in the Regional Civil Service Agency of Musi Banyuasin Regency (2) Implementation of good governance in the Regional Civil Service Agency of Musi Banyuasin Regency (3) How much influence the implementation of Government Institution Performance Accountability System the application of good governance in the Regional Personnel Agency of Musi Banyuasin Regency. The method used in this research is analytical descriptive with survey approach. Whereas to analyze the data obtained used the moment Product Correlation Coefficient Analysis, Determinant Coefficient Test and Hypothesis Test using the Significance Test (t Test). The results obtained are: (1) Implementation of the Accountability System of Government Agencies' Performance in the Regional Civil Service Agency of Musi Banyuasin Regency, including very good classification. (2) the application of Good Governance in the Regional Civil Service Agency of Musi Banyuasin Regency is included in the very good classification. (3) The implementation of the Government Agency Performance Accountability System has a significant effect on the implementation of Good Governance in the Regional Personnel Agency office in Musi Banyuasin.

The objectives of the research were: 1) to study the promotion of morality, ethics and governance applied to performances of local administration organizations in the central northeastern provinces; 2) to find out the guidelines for promotion of morality, ethics and governance to be observed by the civil servants of the said organizations.The objectives of the research were 1) to study the promotion of morality, ethics and governance applied to performances of local administration organizations in the central northeastern provinces, and 2) to find out the guidelines for promotion of morality, ethics and governance to be observed by the civil servants of the said organizations.The samples comprised the presidents, permanent secretaries and staff members,totally 302 in number, of the Subdistrict Administration Organizations in the areas as mentioned. The research tool used to collect the data was the five-rating scale questionnaire, with validity of .87. The data were analyzed by such statistical devices as percentage, mean () and standard deviation (S.D.). The research results can be described as follows: 1. The civil servants' attitude about the promotion of morality, ethics andgovernance applied to performances of local administration organizations in the central northeastern provinces was found, in an overall aspect, to exist at the 'Much' level, which could be classified into individual aspects in the following respective order: Morality at 4.00 (S.D. = .047). ethics at 3.99 (S.D. = .052) and good governance at 3.76 (S.D. = .93). 2. The promotion of morality, ethics and governance applied to performances of local administration organizations in the said areas was found to be divided into 8 measures as follows: 1) promotion of knowledge and positive attitude; 2) honoring and rewarding; 3) prototyping of good example; 4) establishment of clubs and networks; 5) arrangement of related activities; 6) public relations; 7) observation of other organizations' functions and 8) promotion of studying and practicing religious teachings. ; การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาคุณธรรม จริยธรรม และธรรมาภิบาลที่ใช้ในการปฏิบัติงานของบุคลากรองค์กรปกครองส่วนท้องถิ่น ภาคตะวันออกเฉียงเหนือตอนกลาง และเพื่อศึกษาแนวทางการส่งเสริมคุณธรรม จริยธรรม และธรรมาภิบาลในการปฏิบัติงานของบุคลากรองค์กรปกครองส่วนท้องถิ่นภาคตะวันออกเฉียงเหนือตอนกลาง กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ นายกองค์การบริหารส่วนตำบล ปลัดองค์การบริหารส่วนตำบล และบุคลากรอื่น ในสังกัดองค์กรปกครองส่วนท้องถิ่นกระทรวงมหาดไทย จำนวน 302 คนเครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมาตราส่วนประมาณค่าห้าระดับ มีค่าความเชื่อมั่นเท่ากับ .87 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐานผลการวิจัยพบว่า1. ความคิดเห็นต่อการส่งเสริมคุณธรรม จริยธรรม และธรรมาภิบาลในการปฏิบัติงานของบุคลากรองค์กรปกครองส่วนท้องถิ่นภาคตะวันออกเฉียงเหนือตอนกลาง พบว่า นายกองค์การบริหารส่วนตำบล ปลัดองค์การบริหารส่วนตำบล และบุคลากรอื่น มีความเห็นเกี่ยวกับระดับความเหมาะสม และระดับการปฏิบัติ ด้านการส่งเสริมคุณธรรม จริยธรรม และธรรมาภิบาล ดังนี้ ด้านคุณธรรม 5 ข้อ ภาพรวม ระดับมาก ( = 4.00 , S.D. = .047) ด้านจริยธรรม 9 ข้อ ภาพรวม ระดับมาก ( = 3.99, S.D. = .052) และด้านธรรมาภิบาล 6 ข้อ ภาพรวมระดับมาก ( = 3.76, S.D. = .93)2. แนวทางการส่งเสริมคุณธรรม จริยธรรม และธรรมาภิบาล ประกอบด้วย 8 มาตรการ ได้แก่ 1) การส่งเสริมให้ผู้บริหารองค์กรปกครองส่วนท้องถิ่นสร้างความรู้ และทัศนคติ 2) การใช้มาตรการยกย่องให้รางวัล 3) การเป็นแบบอย่าง 4) การตั้งชมรม หรือสร้างเครือข่าย 5) การจัดกิจกรรม 6) การประชาสัมพันธ์ 7) การศึกษาดู 8) การนำหลักธรรม หรือคำสอนของพระพุทธศาสนามาประยุกต์
