Opći cilj istraživanja prikazanog u ovom radu jest teorijsko i empirijsko razmatranje različitih modela urbanog upravljanja na primjeru urbano-okolišnog sektora Grada Zagreba, pri čemu se posebna pažnja daje mogućnostima i preprekama za integrirano urbano upravljanje, s fokusom na koordinaciju i participaciju. Tema je razrađivana kroz različite teorijske pristupe s namjerom holističkog obuhvata područja istraživanja. Tipologija urbanog upravljanja koju su razvili DiGaetano i Strom (2003) koristi se za analizu i interpretaciju tipova upravljanja u urbano-okolišnom sektoru Grada Zagreba. Vezano specifično uz integrirano upravljanje, istraživanjem je obuhvaćena horizontalna integracija, kao dimenzija integriranog upravljanja, odnosno njezina dva aspekta: a) segment integriranog urbanog upravljanja koji pretpostavlja intenzivniju i kvalitetniju suradnju i koordinaciju formalnih aktera unutar gradske uprave; te, b) participacija neformalnih aktera u procesu donošenja odluka i kreiranja javnih politika. Aspekt koordinacije formalnih aktera interpretiran je u ovom radu temeljem teorije koordinacije javnih politika, pri čemu se preuzimaju sukcesivne razine ostvarivanja koherentnosti u oblikovanju javnih politika koje je razvio Peters (2004). U dijagnostičke svrhe utvrđivanja suradnje različitih gradskih tijela u urbano-okolišnom sektoru u ostvarivanju zajedničkih ciljeva korišten je i Metcalfeov (1994) pristup analizi izmjere kapaciteta koordinacije javnih politika. Što se tiče participacije neformalnih aktera, u interpretaciji se koristi tipologija razine participacije koju je izradila Arnstein (1969) kao i klasifikacija jednosmjernih i dvosmjernih participativnih metoda od Anokye (2013). U kontekstu ovog istraživanja razmatra se i redistribucija moći između formalnih i neformalnih aktera izražena kao odnos snaga u kojem su u poziciji moći formalni akteri, a neformalni akteri svojim djelovanjem dovode u pitanje granice i raspodjelu moći (Arnstein, 1969). Istraživanje je dizajnirano kao studija slučaja urbanog upravljanja u Gradu Zagrebu korištenjem metode polu-strukturiranog intervjua i fokusne grupe uz pregled relevantnog normativnog i strateškog okvira. Istraživanjem je utvrđen hibridni tip upravljanja u urbano-okolišnom sektoru, specifičnije, korporativno-klijentelistički tip urbanog upravljanja. Uočene specifičnosti u modelu upravljanja odnose se na nepovjerenje neformalnih aktera u tijela lokalne samouprave što je dodatno naglašeno uvjerenjem kako lokalna samouprava počiva na principima klijentelizma i pomanjkanja odgovornosti te sektorskom i piramidalnom sustavu upravljanja s koncentracijom moći u samome vrhu gradske vlasti. Navedeno je u suprotnosti sa integriranim modelom upravljanja koje pretpostavlja ostvarenje moći kroz pozitivan kontekst "power with" (Gaventa, 2009), odnosno, ostvarenje moći kroz suradnju i konsenzus, partnerstvo i procese kolektivnog djelovanja. Koordinacija odabranih gradskih ureda unutar urbano-okolišnog sektora svrstana je, sukladno Petersu (2004) na najnižu razinu negativne koordinacije, te sukladno Metcalfeu (1994), na četvrtu razinu koja isto spada u negativnu koordinaciju s obzirom na manjkavosti koje se očituju u: preklapanjima u obavljanju poslova, pri čemu se ističe nedostatak adekvatne koordinacije aktivnosti i projekata (izostanak strukturirane koordinacije) odnosno komunikacije (različite informacije, različite vizije, različite i nepovezane aktivnosti, nedostatak adekvatne baze podataka koju bi mogli koristiti svi uredi i sektori), kako unutar ureda i sektora (naglasak na nepostojanje adekvatne horizontalne koordinacije), tako i među sektorima (nepostojanje adekvatne međusektorske koordinacije), ali i spram civilnog sektora (u vezi programa i aktivnosti od zajedničkog interesa). Naposljetku, razina participacije u urbano-okolišnom sektoru prema Arnsteininoj gradaciji participacije spada u kategoriju tokenizma. Općenito, građane se ne potiče na preuzimanje aktivne uloge prilikom donošenja relevantnih odluka u domeni djelokruga lokalne samouprave kao ni na ostvarivanje partnerstva sa formalnim akterima. Sukladno klasifikaciji metoda participacije prema Anokye (2013), utvrđeno je prisustvo dominacije jednosmjernih uz ponešto dvosmjernih metoda participacije u kategoriji tokenizma. Navedeno upućuje na instrumentalni pristup (Hordijk, 2015) u participaciji neformalnih aktera koji, iako su uključeni u procese odlučivanja, nisu ravnopravni političkim akterima. Na tragu Arnsteininog (1969) poimanja moći, rezultati istraživanja s jedne strane ilustriraju moć kao asimetričnu (centraliziranu) odnosno hijerarhijsku (podređenost većine i zapovijedanje manjine) strukturu koju karakterizira koncentracija moći u samome vrhu upravljačke strukture (Ured Gradonačelnika), a što kod nekih formalnih kao i kod neformalnih aktera stvara osjećaj bespomoćnosti. S druge strane, nalazi ilustriraju moć kao procesnu, što je vidljivo kroz primjere suradnje među akterima koji ukazuju kako neformalni akteri višom razinom participacije u nekim slučajevima dovode uvriježene hijerarhije u pitanje. Međutim, pritom je isključivo riječ o partnerstvu, ali ne i o delegiranju moći ili pak građanskom nadzoru koje Arnstein svrstava u najviše razine građanske moći. ; The general purpose of the research presented in this thesis is to theoretically and empirically consider different models of urban governance based on the example of the environmental sector of the City of Zagreb. Particular attention is given to the opportunities and barriers to integrated urban governance with a focus on participation. The research engages with different theoretical approaches with the intention to have a holistic approach to the subject of research. The typology of urban governance developed by DiGaetano and Strom (2003) is utilized for the analysis and interpretation of types of governance present in the environmental sector of the City of Zagreb. Specifically with regard to integrated governance, the research encompasses horizontal integration – as a dimension of integrated governance – and particularly its two aspects: a) the dimension of integrated urban governance which implies more intensive and enhanced cooperation and coordination between formal actors within the city administration; and b) informal actors' participation in the decision making process and the process of creating public policies. The coordination of formal actors' is interpreted through public policies coordination theory by way of adopting successive levels of coherence implementation when shaping public policies as developed by Peters (2004). Metcalfe's (1994) approach to the analysis of public policies capacity coordination is also utilized as a diagnostic tool with the aim of determining the level of cooperation among the different city offices within the environment sector. With regard to capturing the participation of informal actors, the study utilizes Arnstein's (1969) typology of the level of participation, as well as the one-way and two-way classification of participation methods developed by Anokye (2013). In the context of this study, the redistribution of power between formal and informal actors is conveyed as a struggle between formal actors being in the position of power, and informal actors who through their activities question the boundaries and distribution of power. The research was designed as a case study of urban governance in the City of Zagreb. Semi-structured interviews and focus groups were conducted, and relevant legal and strategic documents were analyzed. The research has identified a hybrid governance model, more precisely, a corporate-clientelist model of urban governance. The governance model's specificities are reflected in the informal actors' distrust of local level administration, further emphasized through the conviction that the local administration relies on a clientelist agenda, lack of responsibility, and sectorial and pyramidical system of governance whereby the power resides in the highest echelons of city government. The highlighted findings are contrary to the model of integrated governance that presupposes empowerment through a positive context of "power with" (Gaventa, 2009), through cooperation and consensus, partnership and collective actions. The coordination of examined city offices within the sector of environment is categorized, according to Peters (2004), as the lowest level of negative coordination, and, according to Metcalfe (1994), on the fourth level, which also represents negative coordination, given the noted shortcomings: overlaps in activities conducted and specifically lack of adequate levels of coordinating activities and projects (lack of structured coordination), lack of communication (different information, different visions, different and disconnected activities, lack of an adequate database to be used by all offices and sectors), both within offices and sectors (lack of adequate horizontal coordination) as well as between sectors (lack of adequate inter-sectorial coordination), but in relation to the civil sector (with regard to programs and activities of common interest). Finally, the level of participation in the environment sector, in accordance with Arnstein's participation gradation, falls into the category of tokenism. Overall, citizens are not encouraged to assume active roles in the local administration's decision-making process or realize partnerships with formal actors. Based on Anokye's (2013) classification of participation methods, the study identifies the dominance of one-way participation methods and a handful of two-way participation methods in the tokenism category. This points to an instrumental approach (Hordijk, 2015) to the participation of informal actors', who, although involved in the decision-making process, are not equal to political actors. Drawing on Arnstein's (1969) understanding of power, the study illustrates, on one hand, power as asymmetrical (centralized) and hierarchical (subordination of majority, command of minority), characterized by the concentration of power at the top of the local government structure (Mayor's office), which, in turn, creates a feeling of helplessness both among certain formal as well as informal actors. On the other hand, the study results illustrate that power can also be understood as a process which is exemplified with instances of cooperation between actors showing that informal actors when achieving a higher level of participation bring established hierarchies into question. However, this is strictly reserved for partnership, and not for the delegated power or citizen control which are ranked by Arnstein as the highest levels of citizens' power.

Yerel yönetim alanında yapılanmevzuat değişiklikleri göz ününe alındığındamahalle yönetimleri, merkez ve yerel arasındakalan bir yer teşkil etmektedir. Mahalleyönetimleri konusunda herhangi bir değişikliğinyapılmamış olması, mahallelerin anakronik birmesele olarak kalmasına neden olmuştur. Yerelyönetim mevzuatlarında birçok değişiklikyapılmasına rağmen yerel demokrasininbe şiğini t e şkil eden köy ve maha ll eyönetimlerine bigane kalınması kentselalanların temelini teşkil eden mahalleyönetimlerini birçok sorunla karşı karşıyabırakmıştır. Diğer yerel yönetim birimleridevingen bir mevzuat değişikliğine tabiiolurken, yerel demokrasinin ilk sacayağınıteşkil eden bu birimler 65 yılı aşan kanunlarlayönetilmektedirler. Birçok benzerliğe karşınmahalle yönetiminin sahip olduğu sorunlar onuköy yönetiminden ayırarak sahip olduğuproblemleri sistematik hale getirmektedir. Mahalle yönetimininbizce en önemli sorunu olarak görülen busorunlar, mahalle yönetimlerini birçoktartışmanın odağına taşımış bulunmaktadır. Buhedefle mahalle yönetimlerine ilişkin birtakımöneriler tartışılmıştır ; Given the legislative changes made in the local administration area, it is seen that the neighborhood administrations remain between the center and the local. The fact that no changes have been made regarding neighborhood administrations caused the neighborhoods to turn into an anachronical problem. Although many changes have been made in local government regulations, the lack of interest in the village and neighborhood administrations that form the basis of local democracy has left the neighborhood administrations that constitute the basis of the urban areas facing many problems. While other local government units are subject to dynamic legislation neighborhood governments, which constitute the first pillar of local democracy, are governed by laws over 65 years. Despite many similarities, the problems of the neighborhood administration make it systematic by separating it from the village administration. In this study, firstly, the development of neighborhood management is discussed with its historical mission from the Ottoman to the Republic. In addition to the legislative changes made in the Republican period, the problems within the framework of "population" and the new metropolitan legislation, especially the "identity problem", have been discussed. These topics, which constitute the main problems of neighborhood management, have been examined in detail and some solutions for these problems have been presented.

Kent birlikte yaşamın ortak simgesi olan yerleşim birimidir. Kent medeniyetin ve kültürün ortaya çıktığı, ortaksavunma ihtiyacının karşılandığı ve halkın kendi kendini doğrudan yönetebildiği tarihsel bir mekân olarak zamaniçerisinde merkezi yönetim karşısında güç kaybederek günümüze kadar ulaşmıştır. Ancak hem bir yerleşim hem de biryönetim birimi olan kent güncel gelişmeler karşısında canlılığını kaybetmemiş ve toplumsal ihtiyaçların karşılanmasındayerel düzeyde aktif görevler üstlenmiştir. Kent yönetimlerinin yönetişim ve yerelleşme kavramları kapsamında yenidenmodellenmeleri gerekmektedir. Bu bağlamda kentlerin yerelleşen yönetişim anlayışı kapsamında yönetilen birimler halinedönüştürülmelerine ihtiyaç duyulmaktadır. Bu noktada yönetişim anlayışının bir unsurunu oluşturan sivil toplumkuruluşları da kamu ve özel sektör ile işbirliği kapsamında kent yönetimini yerelleşen yönetişim modeline doğru geçiş içinhazırlamaya çalışmaktadırlar. Bu çalışmada literatür taraması ve kurgusal analiz yöntemi kullanılarak kent ve kentyönetimi ile ilgili kavramsal unsurlara değinilecek ve ardından çalışmanın gerçek kurgusunun yapıldığı yönetişim, yerelyönetişim ve yerelleşen yönetişim kavramları konu edilecektir. ; A city is a settlement unit which is the common symbol of life together. The city has reached the level of day-today losing strength in the face of central government as a historical place where civilization and culture emerged, the need for common defense and the people can direct themselves directly. However, as a settlement and a management unit, the city has not lost its vitality in the face of current developments and has undertaken active duties at local level in meeting social needs. Urban governments need to be remodeled under the concepts of governance and localization. In this context, the cities need to be transformed into managed units within the framework of localized governance. Tarihsel süreç içinde yaşanan sosyo-ekonomik, teknolojik ve siyasal değişimlere bağlı olarak devletin üstlendiği görev tanımları yenilenmiştir. Dönemsel açıdan devlet güvenlik ve adalet gibi temel kamu hizmetlerini üstlenmiştir. Nüfus artışına bağlı olarak toplumsal kesimlerin çeşitlenmesi farklı talep ve beklentiler devletin özellikle mali açıdan yükünü arttırmıştır. Bu durum devletin kamu hizmetlerinin sunumu noktasında konumunu tartışmalı hale getirmiş ve minimal devlet olgusu ortaya çıkmıştır. Yeni sistem kamu hizmetlerinin sunumunda merkezi yetkileri yerel unsurlar, özel sektör ve sivil toplum kuruluşları arasında paylaştıran bir modeli ortaya çıkarmıştır. Bu modelde devletin doğrudan üreten değil düzenleyen ve denetleyen bir pozisyona geçmesi öngörülmüştür. Devletin yeni konumu ise yönetim süreçlerinde demokratik ve katılımcı anlayışı gerektirmiştir. Devlete biçilen yeni pozisyon sosyo-ekonomik kalkınma ve toplumsal refahın geliştirilmesi hedefini ertelemiş değildir. Küreselleşme süreci kalkınma hedefinin sağlanmasında devletin sivil toplum ve özel sektör vb. aktörler ile ortaklık kurmasına yol açmıştır. Küreselleşme süreci yönetsel kademe olan yerel yönetimleri iki başlıkta öne çıkarmıştır. Birincisi; katılım ve demokrasinin birincil uygulama alanı olarak yerel yönetimler ön plana çıkmıştır. İkincisi; yerel yönetimler sahip olduğu imkan ve potansiyel itibariyle kalkınma açısından merkez(ler) olarak kabul edilmiştir. Türkiye planlı kalkınma olgusu ile Cumhuriyetin ilanı ile tanışmıştır. Türkiye açısından 1923 İktisat Kongresi, Devlet Planlama Teşkilatının kurulması ve 1963 tarihli ilk Kalkınma Planı temel hamleler olmuştur. Kalkınma hamleleri içinde yerel unsurlar ve yerel yönetimler çeşitli dönemlerde öne çıkmışlardır. Bu açıdan kalkınma planları ülkemizin sosyo-ekonomik hedeflerinin belirlenmesinde yerel yönetimleri de bir aktör olarak görmüştür denilebilir. Cumhuriyetin ilk yıllarında köy kalkınması öne çıkarılırken sayısının ve nüfusunun artması ile kent sorunları kalkınma planlarında ele alınmaya başlanmıştır. Kalkınma planlarında kent daha çok yetki, görev ve mali yapıları ile ele alınmış bu konularda kısmi iyileştirmelere gidilmiştir. Dünya toplumlarının yaşadığı siyasal değişimler yerel yönetimlerin demokratik ve katılımcı yönünü ortaya çıkarmıştır. Bunun yansıması olarak ülkemizde de yerel yönetimlerin demokratik ve katılımcı bir modele evrilmesine yönelik temel hedefler kalkınma planlarına yansımıştır. Kent yönetimleri demokratik ve katılımcı yapılar olarak tanımlanmaya başlanmıştır. Ayrıca kalkınma planları yerel yönetimlerin asıl sorumluluk alanı olan kent hizmetlerinin nitelikleri ve türleri açısından vizyon ve hedef belirleme aracı olmuştur. Bu çerçevede Kalkınma planlarında kent odaklı; ulaşım, alt yapı, barınma, sosyo-kültürel, sosyo-ekonomik vb. pek çok alanda hedefler konulmuştur. Türkiye'de 1963'den bu yana 10 kalkınma planı hazırlanmıştır. Son olarak 23 Temmuz 2019'da 11. Kalkınma Planı uygulamaya girmiştir. Kalkınma planları sosyo-ekonomik açıdan öne çıksa da aslında tüm kurumsal yapılara yönelik hedef ve politikalar belirler. Türkiye'de hazırlanan kalkınma planları da yerel yönetim alanında da değişim ve dönüşüm odaklı olmuştur. Yayınlanan 11. Kalkınma planının içeriğinde geçmiş dönem planlarına ait atıflar bulunmaktadır. En önemli nokta ise; yerel yönetimlere ilişkin yeniden reform yapılacağı belirtilmesidir. Ayrıca insan odaklı şehir; yeşil şehir; akıllı şehir; kaliteli hizmet sunumu; katılımcılık; şeffaflık; hesap verilebilirlik; optimum coğrafi alan vb. kavramlara yer verilmektedir. Tüm bunlar 11. Plan döneminde yerel yönetimlere ilişkin değişimin devam edeceğini göstermektedir. ; Depending on the socio-economic, technological and political changes in the historical process, the responsibility of the state has been renewed. As far as the era is concerned, it undertook basic public services such as state security and justice. Diversification of social segments due to population increase, different demands and expectations have increased especially the financial burden of the state. This situation rendered the status of the state controversial in terms of offering public services and introduced the phenomenon of a minimal state. The new system introduced a model that distributes central powers among local elements, the private sector, and non-governmental organizations in the offering of public services. The model provides that the state should adopt a regulating and supervising position instead of directly producing one. And the new position of the state required democratic and participatory understanding in the governing processes. This new position seen fit to the state has not delayed the goal of socio-economic development and social welfare. The process of globalization enabled the state to form a partnership with actors such as the civil society and the private sector in fulfilling the aims of development. The globalization process called for local administrative governments, in two ways. First; local governments were at play as the means of primary application of participation and democracy. Second; local governments were accepted as the center(s) concerning development thanks to their capabilities and potential. Turkey was introduced with the concept of planned development with the proclamation of the Republic. For Turkey, the Economic Congress of 1923, the establishment of the State Planning Organization and the first Development Plan of 1963 have constituted the main steps. In the development steps, local elements and local administrations came to the fore in different periods. In this respect, it is safe to say that development plans also regarded the local governments as actors in determining the socio-economic goals of our country. While rural development was emphasized in the first years of the republic, increasing urban population and urban problems necessitated these problems to be addressed in development plans. In the development plans, a city was mostly treated keeping in mind the authorities, duties and financial structure; and partial improvements were made on these issues. Political changes experienced by the world's societies revealed the democratic and participatory aspects of local governments. As a repercussion of this, the main aims for the evolution of local governments into a democratic and participatory model in our country are reflected in the development plans. City administrations started to be defined as democratic and participatory structures. Besides, development plans have been a vision and goal setting tool in terms of characteristics and types of urban services, which are the main areas of responsibility of local governments. In this framework, in city development plans, cityfocused aims have been defined in various fields such as transportation, infrastructure, shelter, socio-economics, etc. Since 1963, 10 development plans have been issued in Turkey. Finally, on July 23 2019, the 11th Development Plan was issued. Although development plans come to the forefront from a socio-economic point of view in general, they actually set goals and policies for all institutional structures. In Turkey, the development plans prepared has been focused on the changes and transformations in the local government area. The 11th Development Plan contains references to these previous plans. The most important point seems to be the strong emphasis on the re-reform of local governments. Also; people oriented cities, green cities, smart cities, quality service delivery, participation, transparency, accountability, optimum geographical area and etc. concepts take part in the plan. All this shows that change in local administrations will continue in the 11th plan period.

Osmanlı Devleti'nde belediye kurumunun temelleri, Tanzimat döneminde modernleşmeyle birlikte atılmıştır. Modernleşmeyle birlikte idari açıdan merkezîleşme sürecine giren imparatorluk, bazı kamusal hizmetlerin yerine getirilmesinde yerel yönetimlere ihtiyaç duymuştur. Belediye kurumu, önce İstanbul'da, daha sonra İstanbul örnek alınarak taşrada kurulmuştur. Belediyenin kurulmasında karar mercii merkezî hükümet olsa da iç ve dış etkenler de bu süreçte etkili olmuştur. Osmanlı belediyesi, toplumsal ve siyasal bir kurum olarak değil daha çok hizmete yönelik bir kurum olarak varlık göstermiştir. Merkezî hükümetin vesayetinde, merkeziyetçi bir yönetim anlayışıyla yönetilen belediyeler, tek parti döneminde de aynı anlayışla idare edilmiştir. Çok partili hayata geçişle birlikte belediyelerin görev ve yetkileri artırılmış, seçim yöntemleri demokratikleştirilmişse de merkezî yönetimin idari ve mali açıdan vesayeti devam etmiştir. Bu çalışmada, Osmanlı Devleti'nin son yıllarından Cumhuriyet döneminde 1963 değişikliklerine kadar belediyelerin kuruluş ve gelişim süreci, bu sürece etki eden dinamikler ve belediyecilik anlayışının gelişimi üzerinde durulmuştur. Bu kapsamda; Osmanlı belediyeciliği, erken Cumhuriyet dönemi belediyeciliği, tek parti dönemi belediyeciliği ve çok partili dönemde belediyecilik siyasal-toplumsal gelişmeler, hukuki ve idari düzenlemeler çerçevesinde ele alınmıştır. --- The foundations for municipalities were laid as part of the modernization attempts during the Tanzimat Era. With modernization, the Empire underwent a process of administrative centralization and needed local governments for the performance of certain public services. Municipalities as an institution were first created in Istanbul and later in the provinces by following the example of the capital. Although the central government was the key decision maker in the formation of municipalities, internal and external factors also played a role in the process. Ottoman municipalities mainly functioned as service-providing institutions rather than social and political institutions. They were subject to a centralist notion of administration under the tutelage of the central government, an understanding that continued into the single-party era. Transition to the multi-party system resulted in increased duties and authorities for municipalities and despite democratization of the election processes, the central government continued its administrative and financial tutelage over the municipalities. From a historical and comparative perspective, this study examines the founding process of municipalities, the dynamics involved in this process, and the development of the notion of urban governance from the Ottoman Empire until the amendments of 1963 during the Republican Era. In this context, it analyzes municipal government in the Ottoman, early Republican, single-party, and multi-party periods within the framework of political-social developments and legal and administrative arrangements.

U radu se razmatra potencijalni doprinos socijalnih inovacija jačanju socijalne kohezije i ublažavanju učinaka krize. U politikama i programima financiranja Europske unije socijalne inovacije prepoznaju se kao važan doprinos jačanju socijalne kohezije, koja slabi uslijed krize i povećane socijalne ranjivosti. Istovremeno, pokazuje se da su socijalne inovacije u hrvatskom kontekstu i dalje slabo poznat koncept priređivačima politika, stručnjacima i široj javnosti. Nalazi i zaključci rada temelje se na empirijskom istraživanju provedenom u okviru međunarodnog FP7 projekta WILCO – Welfare Innovations at Local Levels in Favour of Cohesion, unutar kojeg su studirani izabrani gradovi (u Hrvatskoj su to bili Zagreb i Varaždin); obilježja njihovih socijalnih sustava te su analizirani identificirani primjeri socijalnih inovacija. Lokalni socijalni sustavi gradova u istraživanju tek djelomično odražavaju karakteristike nacionalnih socijalnih režima, a otvorenost i podrška lokalnih vlasti ključna je za razvoj i održivost socijalnih inovacija. Većina istraživanih inovacija je u području usluga, iako se inovacije prepoznaju i u inovativnim instrumentima regulacije i socijalnih prava, novim oblicima vladavine te novim modalitetima rada i financiranja organizacija te one mogu utjecati na postupne promjene samih lokalnih socijalnih sustava. U hrvatskom kontekstu razlikujemo tri tipa socijalnih inovacija: (1) inovacije koje nastaju u javnom sektoru, uz podršku stručnjaka izvan sektora, (2) inovacije koje dolaze iz inozemstva, kao rezultat inozemnih financijskih programa te (3) inovacije koje dolaze iz civilnog društva, temeljem samoorganizacije građana. Dok se u primjerima nekih zapadnoeuropskih gradova javni sektor sa svojim profesionalnim kapacitetima prepoznaje kao važan proizvođač socijalnih inovacija, u Hrvatskoj prijašnja iskustva te istraživanja provedena u projektu sugeriraju da većina socijalnih inovacija dolazi iz civilnog društva, pri čemu je razina kulturnog i socijalnog kapitala važan preduvjet razvoja i uspjeha inovacija. ; This paper discusses a potential contribution of social innovations to strengthening social cohesion and mitigating the effects of the crisis. In EU funding policies and programs, social innovations are recognized as an important contribution to strengthening of social cohesion, which has weakened due to the crisis and increasing social vulnerability. At the same time, it is shown that social innovations in the Croatian context are still a concept poorly understood by policy creators, experts, and the general public. The findings and conclusions of the paper are based on the empirical research conducted within the international FP7 project WILCO - Welfare Innovations at Local Levels in Favour of Cohesion, which studied the selected towns (in Croatia Zagreb and Varaždin) and characteristics of their social systems, and which analyzed identified examples of social innovations. Local social systems of cities included in the research reflected the characteristics of national welfare regimes only partially, and the openness and support of local authorities is crucial for the development and sustainability of social innovations. Most of the studied innovations were in the field of services, although innovations were also recognized in innovative instruments of regulation and social rights, the new forms of governance and new modes of work and funding of organizations, and they can have an impact on the gradual changes of the local social systems. In the Croatian context, three types of social innovations can be distinguished: (1) innovations occurring in the public sector, with the support of experts from outside the industry, (2) innovations that come from abroad, as a result of foreign financial programs, and (3) innovations coming from civil society, based on the self-organization of citizens. While in the examples of some Western European cities the public sector with its professional capacity is recognized as an important producer of social innovations, in Croatia, past experiences and the research conducted within the project suggest that most social innovations come from civil society, where the level of cultural and social capital is an important prerequisite for the development and success of innovations.

Rast gradskog stanovništva utječe na održivost i razvoj pametnih regija. Međunarodni standardi mogu pružiti dobre prakse u širokim područjima koja se odnose na ekološke, sigurnosne i društvene aspekte koji doprinose postizanju gospodarskog i održivog rasta, dobrobiti i sigurnosti okoliša. Cilj ove studije je istražiti postoji li povezanost između razine pametnih gradova u različitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Analizirali smo standarde koji podržavaju razvoj održivih i pametnih gradova iz različitih zemalja i istražili njihov utjecaj na razinu pametnih i održivih gradova. Za mjerenje uspješnosti gradova koristili smo UN-ovu inicijativu za prosperitet grada (CPI) i njezinih šest dimenzija: produktivnost, razvoj infrastrukture, kvalitetu života, jednakost i društvenu uključenost, održivost okoliša i urbano upravljanje i zakonodavstvo. Za analiziranje utjecaja međunarodnih standarda na inicijativu pametnih regija i gradova proveli smo SEM analizu. Rezultati istraživanja potvrđuju da postoji značajna razlika između razine pametnih gradova u različitim regijama i broja certifikata koji bi mogli pokrenuti daljnji razvoj pametnih i održivih gradova. Nadalje, potvrđen je pozitivan utjecaj međunarodnih standarda na razvoj pametnih regija i gradova. Vjerujemo da predstavljeni pristup može pružiti dodatni uvid u čimbenike koji utječu na razvoj pametnih regija i gradova i pokrenuti daljnja istraživanja o toj temi. ; The growth of city population has consequences on the sustainability and development of smart regions. International standards can provide good practices in wide areas related to environmental, security and social aspects that contribute to the achievement of economic and sustainable growth, well-being, and safe environment. The aim of this study is to explore if there is an association between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. We analysed standards that support the development of sustainable and smart cities from different countries and explored their influence on the level of smart and sustainable cities. To measure the performance of cities we used the UN-habitat City Prosperity Initiative (CPI) and its six dimensions: Productivity, Infrastructure Development, Quality of Life, Equity and Social Inclusion, Environmental Sustainability, and Urban Governance and Legislation. To analyse the influence of international standards on smart regions and cities initiative we conducted SEM analysis. The results of the research have proved that there is a significant difference between the level of smart cities in different regions and the number of certificates that could initiate further development of smart and sustainable cities. Additionally, a positive impact of international standards on the development of smart regions and cities is confirmed. We believe that the presented approach might provide additional insights into the factors which impact the development of smart regions and cities and initiate further studies on the topic.
