Within the leadership process, the positive self-concept of a leader can have an impact on quality reciprocal relations with subordinates and on the conduct of the leader and the subordinates. The results of the research into the selfconcept of administrative unit leaders indicate that the most poorly expressed areas of self-concept were the social and physical self-concept, while the highest was the general self-concept. Since it is important for leaders to have well developed skills, especially social skills and skills for working with people, the result of the research into the social self-concept of leaders in central government bodies (administrative units) is an important indicator of leaders' concepts of their own social image. The paper focuses on the self-concept of administrative unit leaders and presents results of research carried out in that field.

AbstractWartime pressures to protect national military and security interests inevitably create threats to civil liberties. This essay reviews the abuses of the period, carried on by public officials as well as citizens who saw themselves as acting on their behalf. There was a remarkable range of targets—with few spies to find, broadly defined disloyalty sufficed. The attempt to create a unified, loyal culture extended to wide areas of the culture, such as the teaching of history, aided by volunteers. The public and private efforts brought ruined reputations, imprisonments, public shaming, murders, and awful behavior on the part of courts and citizens. These were bad times for civil liberties. This essay reviews the history and explores the legacies.
During the reform era, there have been two important developments in China's administrative system. First, there has been a moderate degree of administrative decentralization in the area of cadre appointment. Secondly, the centre has sought to regulate the appointment decisions that it no longer control directly and to monitor officials' performance and conduct. Administrative boundaries, which determine the authority and responsibility areas of institutions, is a term that arise from the need for the easier, productive and more successful management of a country. Administrative boundaries have been recorded by a system based on written documents. These documents have frequently been used to find solutions to the problem of administrative boundaries, which is one of the most severe land management problems in Turkey. This problem usually occurs while determining the boundaries of province or town along with dividing a developing and growing village, establishing or removing villages, and mostly while giving rights to the use of lands, such as a forest and pasture, that are under the authority of the state. In addition, administrative boundaries directly affect the cadastral activities, which determine their study areas according to these administrative boundaries. Instead of being solved by the related administrative units, such as the Ministry of Interior, governorates, district governorships, province and local councils, these problems tended to be solved on the cadastre when cadastral works begin. Because of these reasons, the Village legislation enacted in 1924 is insufficient to fit into today's conditions. These deficiencies have indirectly affected cadastral works and sometimes caused some areas to be excluded from working areas and sometimes led to the cessation of the cadastral works.
Maresfield Enterprises estimated that the functioning of 35% of its workforce was com promised by alcohol and/or drug abuse. To address decreased productivity and professional ism and increased absenteeism and theft, and out of real concern for some of its most valued employees, the corporation expanded employee medical benefits to cover the inpatient treat ment of substance abuse. Maresfield Enterprises believed that this was a reasonable and responsible investment in one of its most valued assets: its employees. Insurance premiums increased, and hospital admissions increased, but productivity did not. Absenteeism re mained high. What went wrong?
В настоящее время вопрос об одном из основных институтов судопроизводства – административном – стоит весьма остро. Это объясняется множеством различных объективных и субъективных причин, но, в первую очередь, тем, что значительно расширились возможности судебного контроля над действиями публичной администрации и ее должностных лиц. Они не имеют каких-либо ограничений, поэтому практически любой вопрос, находящийся в ведении органов публичной администрации, может быть передан на рассмотрение соответствующего суда в соответствии с установленными законодательством правилами подведомственности и подсудности. Объективное существования института административной юстиции, необходимость исследования его составных положений и потребность дальнейшего законодательного регулирования явились основной целью настоящей работы, чья научная новизна, таким образом, заключается в раскрытии сущности функции судебного контроля в рамках уже вступившего в законную силу Кодекса административного судопроизводства РФ, которая заключается в проверке законности и обоснованности действий органов, должностных лиц, наделенных властными полномочиями, в ходе рассмотрения судами дел, отнесенных к компетенции последних. В статье выявляются особенности правового регулирования административного судопроизводства. Автор исследует проблемные аспекты административного судопроизводства, к которым можно отнести следующее: универсальный перечень категорий административных дел, определение подведомственности административных дел, отсутствие законодательного определения понятия «административное судопроизводство» и др. ; Nowadays the question about one of the basic institutes of justice – administrative – is very acute. This is due to various objective and subjective reasons, but primarily for those that have greatly expanded the possibilities of judicial control over the actions of the public administration and its officials. They do not have any restrictions, so almost any issue under the jurisdiction of the public administration organs may be transferred to the appropriate court in accordance with the established law rules of jurisdiction and cognizance. Objective existence of the Institute of administrative justice, the need to study its constituent provisions, and the need for further legislative regulation were the main objectives of the present work. So the scientific novelty of the work lies in the discovery of the essence of judicial control in the framework of an enforceable code of administrative procedure of the Russian Federation, which is to verify the legality and validity of actions of institutions, authority officials, in the course of consideration by courts of causes related to the competence of the latter. The article reveals the peculiarities of legal regulation of administrative procedure. The author explores the problematic aspects of administrative proceedings, which include a universal list of categories of administrative cases, determination of jurisdiction of administrative cases and the lack of a legal definition of «administrative court proceedings».
This is the second event of the Transsystemic Law Series ; In this talk, Dr. Promislow addressed key questions and challenges in pursuing a transsystemic approach to research and teaching administrative law. By outlining some of the moves involved in toggling between state and non-state legal orders in an area of law generally associated with the state, the talk reflected on how a transsystemic approach will address legal principles related to governmental decision-making in Indigenous legal orders, and may also redefine the study of administrative law more generally away from its traditional focus on the principles of judicial review. ; The UVic Graduate Student Law & Society Research Group ; Faculty ; Unreviewed
