En este artículo se muestra el estudio realizado a la Provinciadel Guayas Ecuador, en cuanto a las experiencias de losmunicipios en la implementación de los Planes de Desarrolloy Ordenamiento Territorial (PDOT) y el Índice deCumplimiento de Metas (ICM) alcanzados en el periodo 2013al 2016, también se identifica el cambio que trae comoconsecuencia la descentralización en los gobiernos. Elresultado obtenido es poco alentador puesto que 24% de losmunicipios presentaron la información completa, de loscuales cuatro municipios muestran un ICM Muy Alto en elperiodo analizado y el resto con un ICM incompleto quedenota una falta de compromiso en la ejecución de lasmetas. Este trabajo se centra en estudiar el origen y evolución de la enseñanza programada en España. Para ello, se presenta una interpretación que hace énfasis en la influencia que ejercieron los organismos internacionales en su implantación. En la primera parte del trabajo se explican sus inicios en relación al marco educativo abierto por la UNESCO. El artículo continúa con la explicación de las primeras críticas que se establecieron sobre este modelo curricular. Por otro lado, se intenta dar una explicación acerca de su rápido ocaso. Se concluye indicando la importancia de los factores sociales internacionales y locales a la hora de comprender la construcción histórica del currículum en la España desarrollista. ; This paper focuses on studying the origin and evolution of the programmed learning in Spain. For this, an interpretation about the influence exerted by the international governmental organization for its implantation is emphasizes. First, the paper explains its beginnings in relation to the educational framework opened by UNESCO. The article continues with the explanation of the first criticisms that were established on this curricular policy. Finally, an attempt is made to give an explanation about its rapid decline. Los inicios de la prensa sefardí se sitúan a mediados del siglo XIX, cuando el influjo de Occidente penetró en las comunidades sefardíes de Oriente. Los contenidos de estos periódicos eran muy diversos: obras de información general, pero también científicos, literarios, humorísticos, de tendencias políticas diferentes, etc. Estos periódicos se publicaron en diferentes lenguas, grafías y alfabetos. No obstante, los que aquí analizamos se publicaron en judeoespañol aljamiado: tres periódicos de Esmirna y tres de Salónica. A lo largo del trabajo estudiamos los diferentes obstáculos y dificultades a los que tuvieron que enfrentarse los directores y editores de esta prensa sefardí otomana para conseguir sacar adelante sus publicaciones. ; The origins of Sephardic press date back to the mid-20th century, when the influence of the Western world spread across the Sephardim communities of the East. The content of these newspapers was diverse: pieces of general interest, but also scientific, literary and humorous works, with various political orientations. These papers were published in different languages, writing styles and alphabets. Those to be analysed here, however, were published in aljamiado Judeo-Spanish: three papers from Smyrna and one from Salonica. Throughout this work we will focus on the different obstacles and difficulties the editors and publishers of this Ottoman Sephardic press had to face to bring their publications to light.

Innovation studies have experienced a social shift in this first decade of the century, which begins to move to innovation policy. We are facing a new paradigm in such studies, not only to a further expansion of the types and models of innovation. To this end, we analyze some of the first conceptual frameworks of social innovation (Goldenberg and Crises group in Canada, Young Foundation and NESTA in the United Kingdom) and discussed the progress of the new paradigm in the European Union. We conclude that social innovation technosciences seem to have reached a broad consensus: social innovations emerge in the first instance of civil society, but can also be generated or implemented by the public sector and the private sector. In addition, both the means and the purposes to promote them should be predominantly social. ; Los estudios de innovación han experimentado un giro social en esta primera década del siglo XXI, que comienza a trasladarse a las políticas de innovación. Estamos ante un nuevo paradigma en ese tipo de estudios, no sólo ante una nueva ampliación de los tipos y modelos de innovación. Para ello, se analizan algunos de los primeros marcos conceptuales de la innovación social (Goldenberg y grupo Crises en Canadá, Young Foundation y NESTA en el Reino Unido) y se comenta el avance del nuevo paradigma en la Unión Europea. Se concluye que las tecnociencias de innovación social parecen haber llegado a un punto de amplio consenso: las innovaciones sociales surgen en primera instancia de la sociedad civil, pero también pueden ser generadas o implementadas por el sector público y por el sector privado. Además, tanto los medios como los fines para promoverlas han de ser predominantemente sociales.
