The extent of transnationalism practiced by the children of immigrant populations in the contemporary US are examined. An overview of the notion of transnationalism is presented, emphasizing the various social, economic, & political relations that migrant populations establish with their parents' countries of origin. After considering the demographics of second-generation migrant population members, literature that has illustrated how various factors -- race, education, acculturation pressures -- have impacted such people's lives is reviewed. Articles that investigate second-generation populations' engagement in sundry transnational practices, the definition of immigrant generations, immigrant generation members' influence upon second-generation members' lives, & second-generation members' incorporation of parents' country-of-origin identities into their own self-identities are introduced. 77 References. Data from the CA Vital Statistics Birth Records are drawn on to analyze patterns of multiracial-multiethnic births in that state, 1982-1999, in terms of racial/ethnic group size & maternal age & education, & to construct a profile of the proportion of these newborns by ethnic-racial group. The impact of the continuation of CA's high rate of immigration on multiracial-multiethnic births is explored, acknowledging the influence of factors such as country of origin, generational effects, residential segregation, group size, & intermarriage. Analysis reveals the rapid & continuing growth of the state's multiracial Hispanic population; implications of this & other trends for the future of the state's demographic composition -- & policies based on it -- are discussed. 8 Figures, 22 References. Deeds and decisions made by Lithuanian politicians and public servants are deserving greater public and mass media attention whenever before.Authors directs readers attention to the aspects of significance of ethics in public administration, characterizes the situation of ethics in contemporaryLithuania. Ethical dimension in Lithuanian politics and administration is underestimated. Lithuania has several laws which define ethical principles forpublic servants, prohibit the conflict of interest etc. Laws without their effective implementation are worthless. Professional code of ethics for politiciansand public servants, ethical education and training could help to create ethical climate and ensure public trust which are very important for democracy.Authors concludes that ethical politics and administration in Lithuania could be reached by formulating ethical strategy on the state level.

The data were collected from a sample of 266 subjects comprising management students and practitioners in Sydney, Australia. The cognitive moral development stages of the subjects were examined using the defining issue test. Consistent with prior research, age, education, religious affiliation and religious commitment were found to have influenced moral judgement of the respondents. Vocation, gender and the firm ownership did not seem to influence the moral judgement levels. Students and practitioners demonstrated the same level of sensitivity to ethical dilemmas. A comparison of the data with similar findings in the USA revealed a marked difference between the Australian and the US subjects. Implication of the findings and directions for future research are discussed in the paper.

This study examines the trend in pesticide use in Brazil in the 1990s in the context of agroindustrialization and globalization (trade liberalization). It also seeks to document the environmental costs and human health hazard associated with pesticide use in Brazil. Results from time series data indicate that agricultural trade liberalization has led to increased pesticide use in Brazil, particularly in export crops. Results from cross-section municipality-level data point to higher incidence of pesticide use in municipalities with high income, higher levels of education, large-size farms, predominance of export crops, and with high prevalence of sharecropping. Finally, the study finds that Brazil's agricultural growth in the era of trade liberalization has been clouded by serious human health problems and environmental damage caused by pesticide use.

This paper examines gender issues in natural resource management, based on the experience of mining in the Kumaon, Uttaranchal. The method of analysis followed attempts a breakdown of activity patterns and responsibilities by gender. This is used to identify who gains and who loses with different patterns of resource use. It is observed that women's protests against mining in this area make the point that the disruption of traditional livelihoods has weakened the ecosys tem. Some general observations on appropriate interventions for sustainable resource use and development are derived from this. It is argued that local communities as well as policy makers need much more information and education on the implications of ecosystem health for communities.

Access to courts constitutes a key test of the quality of a legal system. However, there is a dearth of empirical studies on access problems in developing countries. This article identifies the main problems of access to courts in Nigeria on the basis of a survey of 154 Nigerian legal practitioners, an analysis of Nigerian court cases and two field trips to Nigeria. It focuses on one specific type of litigation: litigation related to the Nigerian crude oil industry. The survey results suggest that the main constraints of access to courts in Nigeria are financial problems as well as the lack of education and information of potential litigants, which falls in line with the results of other empirical studies in developed countries.

The playing of team games in Australian schools has long been based on the assumption that it promotes positive social learning, and this is particularly so in elite, independent schools. Yet, in a rapidly globalizing world, both sport and education are undergoing significant changes in meaning and function. Within this context, there is increasing tension between the ideal of sport as an educational medium and the reality of sport as a commercial commodity. This article draws on research conducted on rugby union football at an elite, independent school in Brisbane, Australia. It examines how tensions between the function of rugby as an educational medium and the influence of rugby as an emergent commercialized sport were manifested in struggle over game style and tactics.

Despite considerable normative support, analysts have failed to identify any systematic effects of democracy on domestic policy outputs. Building on a theory of the state as a monopoly producer of public services and establishing a common foundation for studying variations in regimes and their policy consequences, the authors hypothesize that democratic states will earn fewer monopoly rents and produce a higher level of services than autocracies. They test this hypothesis both cross-sectionally and over time for a variety of public health and education indicators. The statistical results strongly support their hypotheses. The authors conclude that democracy has real, substantively important effects on the daily lives and well-being of individuals around the globe.

Explores the record of alternative urban service delivery in selected world areas and assesses the prospects for new designs intended to implement specific programs. It is a continuation of a project which in 1999 culminated in a book entitledBureaucracy and the Alternatives in World Perspectiveby Keith M. Henderson and O.P. Dwivedi, and seeks to apply the ideas in that volume to urban areas. The basic concern is how education, health, housing, transportation, utilities, micro‐credit, and other goods and services may be provided to urban residents in the "Third world" without exclusively governmental agents and agencies. Shows examples of successful past and existing programs and presents a classification framework. Indicates the requirements for coordination, accountability, transparency, "scaling up", managerial expertise, and "outsider status".

This article analyses the reasons why the political ideas of Rosa Luxemburg must find, according to Hannah Arendt, their place in the education of political scientists in the countries of the West. For Arendt, two ideas of Luxemburg are pre-eminent: the theory of justice and the theory of political action. Justice is an essential idea to found a common world while political action establishes political freedom. Thus, the political theory of Rosa Luxemburg rejects not only the political thought of Lenin, but constitutes a good criticism of the modern political party systems. Finally, the author demonstrates that Arendt appropriated Luxemburg's non-Marxist political theses as a true expression of political freedom not bound by domination.

Using Public Use Microdata Samples, we analyze the temporal marriage patterns of recent Mexican immigrants in the United States, and relate these patterns to socioeconomic and political events, such as U.S. immigration reform, increasing returns to skill, and rising incentives for unattached Mexicans to migrate during the 1980s. Our findings indicate that recent Mexican immigrants (particularly men) were less likely to be married within five years of migrating in 1990 than their counterparts had been in 1980. An empirical extension further suggests that the relative endogamy odds among Mexican immigrants who migrated to the United States by 1980 increased during the next decade. Such demographic changes may affect policies involving issues such as education, welfare and retirement.

This article uncovers some crucial key assumptions of polity-formation underpinning the debate about the European Union's democratic legitimacy. It uses theories of nationalism to understand why a demos is unlikely to develop easily at the European level. Based on a two-by-two categorization of the logic and scope of identity-formation, I conclude that the most promising approach to European demos-formation conceives of identities as both constructed and `sticky'. Labeling this theoretical position `bounded integration', I suggest that it provides a more realistic foundation for developing democracy-enhancing reform proposals than does post-nationalist theorizing, especially due to the former's explicit attention to identity-conferring mechanisms such as education, language and media.

Education policy favouring 'inclusion', together with medical advances, mean that a growing number of pupils in mainstream schools may have health‐related support needs in respect of a chronic illness or physical disability. Data from an empirical research study investigating these needs and carried out between 1996 and 1998 are used to reflect on the position of this group of pupils within policy guidance on special educational needs (SEN) and medical needs. Evidence of confusion and ambiguity, both in the guidance and its interpretation, suggests that the needs of this group remain somewhat hidden. More recent developments in special needs policy guidance are discussed in terms of the prospect for strengthening support for this group of pupils. Copyright © 2001 John Wiley & Sons, Ltd.
