Der Beitrag geht der Frage nach, ob die Kämpfe um Definitionsmacht über die Gestaltung der internationalen Steuerpolitik unter Bedingungen einer transnationalen Öffentlichkeit ausgetragen oder jeweils vor nationalem Heimatpublikum thematisiert und dargestellt werden. Lassen sich hier länderübergreifende Kommunikationszusammenhänge beobachten, die sich gleichsam vor einem internationalen, über Massenmedien kurzgeschlossenen Publikum ereignen, vor dem die Protagonisten mit ihren Positionen Geltungsansprüche vortragen und im Kampf um Definitionsmacht über die richtige Sicht der Dinge um Zustimmung bemüht sind? Der Autor geht von der zentralen These aus, dass konfliktinduzierte Ereignisse und Vorgänge zu transnationalen Kommunikationsverdichtungen führen können, die aus der Beobachterperspektive als zeitgleiche Thematisierung gleicher Bezugsprobleme in mehreren nationalen Medienarenen operationalisierbar sind. Je mehr sich dabei die nationalen Berichterstattungen wechselseitig anschließen (Arenenreferentialität), desto deutlicher verschränken sich die nationalen Medienarenen zu einem gemeinsamen, wenngleich ephemeren Beobachtungsraum zweiter Ordnung. Diese Argumentation wird am Kommunikationsprozess zur internationalen Steuerpolitik im EU-und OECD-Raum empirisch plausibilisiert. (ICA2)
