Lieferketten rückten jüngst durch die Corona-Krise ins Zentrum politischer Aufmerk­samkeit. Die wirtschaftlichen Folgen der Pandemie zeigen einmal mehr, wie komplex die glo­bale Arbeitsteilung über mehrere Staaten hinweg gestaltet ist. Aktu­elle deut­sche und europäische Gesetzesinitiativen streben mehr verbindliche Pflich­ten für end­verbrau­chende Unternehmen an, was Menschenrechte und Nach­haltigkeit in Liefer­ketten betrifft. Ziel ist eine nachhaltige Erzeugung in anderen Ländern. Gerade für die Landwirtschaft sollten aber neben diesen explizit auf Lieferketten bezogenen Ansät­zen auch die Handels-, Investitionsschutz- und Agrar­politik der Europäischen Union (EU) ver­bessert werden. Nur das Zusammenspiel aller Ansätze kann landwirtschaftliche Liefer­ket­ten so beeinflussen, dass die speziellen Nachhaltigkeits­probleme dieses Sektors be­rück­sichtigt werden. Schließ­lich wirken übliche ­Ansätze, die Lieferketten isoliert be­trach­ten, lediglich in Richtung des Importstroms in die EU. Damit nehmen sie Ent­wick­lungsländer nur in ihrer traditionellen Rolle als Zulieferer von Agrarrohstoffen wahr und blenden Optio­nen für mehr eigene Wertschöpfung und künftige Entwicklung aus. So far, the Syrian war and the involvement of Lebanese actors in it has not spread to Lebanon, despite the fears of many. In spite of irreconcilable differences on the Syrian issue, Lebanon's political camps have reached a fragile consensus that makes it possible for political institutions to function at least rudimentarily and for the security situation to be provisionally stabilized. However, this consensus remains precarious and threatened by the ambitions of Lebanese actors and by regional tensions. Moreover, Hezbollah's active involvement in the Syria conflict steadily increases the likelihood of a renewed military confrontation with Israel. Germany and its European partners must do their part to pre-empt such a confrontation, to support the dialogue between the Lebanese parties through mediation, and to stop regional tensions from spilling over. China is under international pressure to provide more global public goods commensurate with its international status. While China has generally remained cautious in assuming too many responsibilities, there are signs that it is playing a more active role in at least two areas. First, China appears to be focused on reshaping the international economic and financial order to its advantage. In particular, it is actively pushing for the establishment of new financial institutions to, in its own words, complement existing multilateral development banks. Second, in combating piracy off the coast of Somalia, China has stepped up efforts to play up the softer aspects of its hardware contributions. These two aspects manifest a China that is ready and confident in providing the public goods that the international community welcomes. (China/GIGA)

Zehn Jahre nach der gewaltsamen Machtübernahme durch die Hamas im Gaza-Streifen
und nach mehreren gescheiterten Versuchen, die innerpalästinensische Spaltung zu
beenden, zeichnet sich im Herbst 2017 eine Annäherung zwischen Fatah und Hamas ab.
Im September gab die Hamas-Führung die Auflösung ihres im März geschaffenen Verwaltungskomitees
bekannt; damit machte sie den Weg frei zur Übernahme der Regierung
im Gaza-Streifen durch die Palästinensische Autorität (PA). Mitte Oktober einigten
sich Vertreter von Hamas und Fatah unter ägyptischer Vermittlung auf ein Versöhnungsabkommen.
Auch wenn hohe Hürden einer Zusammenführung der Sicherheitsapparate,
einer Einheitsregierung, der Rückkehr zum demokratischen Prozess und
einer umfassenden Aussöhnung entgegenstehen: Die Chance, dass die Annäherung eine
weitere kriegerische Auseinandersetzung verhindert und zumindest Fortschritte für
die Bevölkerung im krisengeschüttelten Gaza-Streifen bringt, ist gegenüber bisherigen
Versöhnungsbemühungen deutlich gestiegen. Deutschland und seine Partner in der
EU sollten die positive Dynamik stärken, eine dauerhafte Verbesserung der Situation
durch praktische Schritte unterstützen und auf eine umfassende Überwindung der

Using information gathered from 40 interviews with Costa Ricans who live abroad (some who decided to vote in the newly granted external voting right and others who did not vote in the Costa Rican National Elections of 2014), the variables that impacted the voting intention and/or behavior of these Costa Rican diaspora members were categorized using the independent variables presented by the Situational Theory of Publics: problem recognition, constraint recognition (internal and external constraints), and level of involvement. This theory was used to better understand what is moving these potential external voters to vote or not, in order to suggest what kinds of efforts should the Costa Rican government undertake to increase the number of external voters. The implications for public diplomacy and international public relations are explored

From text: In terms of the National Gambling Act 33 of 1996, the Northern and Free State provinces were respectively allocated three and four of the total 40 casino licences that could be awarded throughout the country. This Act regulates gambling issues relating to inter alia casino gaming regulation and provides for national gambling norms and standards to be followed by the provincial gambling licensing boards. No person may hold more than 16 casino licences in the country or more than two casino licences per province. Where a person however held more than two licences prior to 1994, the maximum number of casino licences allowed in such province is three. This last provision was aimed at, and only became applicable to Sun International ("SISA") after 10 May 1999.

One year after Russia's invasion of Ukraine, certain assumptions about the utility of cyber operations during wartime can now be put to the test. Russian cyber salvos opened this war, but they failed to achieve their objectives in the face of a resilient cyber defender. Joint cyber/conventional warfighting is still hard to implement due to its uncertain effects, the potential for spill-over, malware development cycles, and differing operational tempos. Cyber operations against Ukraine have not (yet) achieved major strategic effects in reducing Ukraine's capacity to resist. Additionally, Russian information operations targeting Ukrainian and Western audiences fell on deaf ears. The greatest value of cyber operations therefore still appears to lie in their intelligence and reconnaissance functions. (author's abstract)

Knapp zwei Jahre nach der Veröffentlichung der "Integrated Review" hat die briti­sche Regierung ihre Sicherheitsstrategie aktualisiert. Diese 'Auffrischung' soll vor allem der schnell voranschreitenden Entwicklung zu einer umkämpften und zersplitter­ten Welt­ordnung Rechnung tragen. Ohne ein radikales Umdenken er­ken­nen zu lassen, präzi­siert die Strategie die britische Antwort auf China und Russland und legt einen beson­deren Fokus auf die Rolle von Partnern sowie auf nationale Resi­lienz. Nach dem Wechsel in der britischen Regierung hin zu Rishi Sunak steckt das Papier zudem einen deutlich pragmatischen Rah­men für die zukünf­tige Zusammen­arbeit mit der Europäischen Union (EU) ab. Um konkrete Initiativen zur Um­setzung der "Integrated Review" voran­zubringen und die euroatlantischen Beziehungen zu stärken, sollten Deutschland und die EU das Momen­tum nutzen und ihre Kooperation mit London vertiefen. Resumen La protección de la propiedad en contra de medidas de expropiación directa ha existido en el ámbito internacional; ejemplos de expropiación directa incluyen nacionalización; apropiación física de activos y la transferencia forzada de bienes. En la actualidad la práctica de la expropiación directa dejó de ser común; la expropiación se presenta bajo la forma de expropiación indirecta : medidas adoptadas por un gobierno que interfieren con el derecho de propiedad o el valor de la misma. El presente escrito explora los antecedentes más relevantes del concepto de expropiación indirecta; su aparición en el sistema internacional; su inclusión en Acuerdos Bilaterales de Protección y Promoción de la Inversión Extranjera y en tratados de Libre Comercio; y los efectos que ha tenido el concepto en la actividad reguladora de gobiernos ; The protection of an alien s property in a host country against direct expropriation has long existed in the international arena. Examples of direct expropriation include nationalization; physical seizure of assets or legislated transfer of assets to the state. However such physical takings are no longer common practice. Nowadays; expropriation comes mainly in the form of indirect expropriation : acts and steps taken by governments which interfere with the right to the property or diminish the value of the property.
