[EN] Nowadays multi-criteria methods enable non-monetary aspects to be incorporated into the assessment of infrastructure sustainability. Yet evaluation of the social aspects is still neglected and the multi-criteria assessment of these social aspects is still an emerging topic. Therefore, the aim of this article is to review the current state of multi-criteria infrastructure assessment studies that include social aspects. The review includes an analysis of the social criteria, participation and assessment methods. The results identify mobility and access, safety and local development among the most frequent criteria. The Analytic Hierarchy Process and Simple Additive Weighting methods are the most frequently used. Treatments of equity, uncertainty, learning and consideration of the context, however, are not properly analyzed yet. Purpose. The purpose of the article is to reveal the peculiarities and substantiate the prospects for the development of the social sphere of the rural areas of the Western Polissia of Ukraine in the conditions of decentralization of management.
Results. The peculiarities of the development of the social sphere of the rural areas of the studied region in the conditions of the decentralization reform in the country with the aim of forming effective local self-government and territorial organization of power in order to create and maintain a full-fledged living environment for villagers and provide high-quality and accessible public services are revealed. It was established that the priority tasks of social policy in the countryside in the conditions of decentralization should be: ensuring the solution of the basic problems of reproduction of people's life activities (food, housing, health); infrastructure development (roads, transport, communications, public services); creation of conditions for development (education, science, culture, sports).
Scientific novelty. It has been proven that in the conditions of decentralization transformations, in order to ensure the development of the social sphere, it is important to achieve balanced inter-budgetary relations, to combine the allocation of financial resources from the state budget and funds from local budgets, which will provide all the needs for the development of social infrastructure in the village. This will create ample opportunities to meet people's needs in modern education, medicine, social, communal, administrative and other services.
Practical value. The practical significance of the obtained results lies in the fact that the conclusions and well-founded proposals will ensure the development of such a level of social infrastructure in the village, which would ensure the satisfaction of the needs of local residents in basic household needs, administrative services and become a motivational incentive for the economically active population to live in rural areas.

The article discusses current approaches to the process of assessing rural development governance, reveals its advantages and disadvantages. The article as well presents performance system indicators of governance process by means of two elements of dynamics assessment, rural development (economic, financial, and social sphere, ecology and population health) and management process (assessment of strategic plan (concept) of development, program of socioeconomic development of rural areas, current activity of local authorities), in particular. More over, it is suggested to use typology of approaches (objective (evolutionary), command and control, economic (infrastructural), complex, and qualitative) to definition of process essence of rural development governance and correlation of traditional functions, performed by the subjects of the governance process of rural development (state authorities institutions, local authorities institutions, economic entities, and community). Adjusting traditional functions, performed by governance subjects of local development, their supplementing with new ones, relevant to the present-to-date model of «shared governance» is an important element of analysis of assessment tools for effectiveness of rural development governance. In addition, the author defines functioning of two forms of rural population involvement into the process of rural development governance: active and passive. Active one suggests that rural population participate in making and implementing governance decisions (public meetings, organization of social discussions, and development of territory community self-governance); passive one suggests that the emphasis is placed only on information distribution among population (meetings with parliament members, direct phone lines with territory governors, publication of normative and legal acts and reports on budget execution)

The relevance of the chosen topic of the article is determined by the need to improve the system of educational activities in postmodernism.
The article provides a theoretical analysis of developments on the topic, substantiates axiological (spiritual, moral, aesthetic and other values, their relationship with each other, with social, cultural factors and human personality; section philosophy) perspectives of educational activities in postmodern philosophy, gives a description of axiological areas of academic activity in postmodern philosophy; the main directions of the philosophy of education in the epoch of postmodernism are determined; the vision of a new paradigm of education in the works of researchers and scientists is presented.
The article analyses the understanding of the problems of education in the European philosophical and pedagogical tradition of the XX-XXI century, gives a brief overview of systematic works on the philosophy of education of prominent Western researchers of these problems, taking into account their proposed educational values. Based on the analysis, the article's author concludes that it is necessary to critically review several traditions for the philosophy of education and the choice of approaches in understanding the values of modern education.
The article's author notes the emergence of new axiological paradigms of education in the philosophy of education of the late XX - early XXI century, associated with the development of cultural-centric and global-historical trends in philosophy.
