Der vorliegende Beitrag gibt einen Überblick über die soziologischen Kriegsursachen des Bürgerkrieges in Somalia. Der Autor wendet sich gegen die vorherrschende Meinung, die somalische Gesellschaft sei besonders homogen. Er stellt vor allem die Unterschiede zwischen den Nomaden im nördlichen Somalia und den Agropastoralisten im Süden heraus. Ihr Kampf um die knappen Ressourcen Land und Wasser führte zu einem Kampf um politische Hegemonie, der auch nach UNOSOM weiterbesteht. Der Beitrag gliedert sich nach politischen Phasen in die Zeit des anti-kolonialen Kampfes, die erste Phase der Unabhängigkeit von 1960-1969, einen sehr kurzen Abschnitt über das Regime von Siad Barre, den Krieg zwischen 1991-1992 und die Zeit nach UNOSOM. Die Fulbe im Atebubu District, Weidewirtschaft betreibende Nomaden, wurden 1999/2000 (erneut) vertrieben, konnten aber kurz darauf in ihre angestammten Gebiete zurückkehren. Der Autor untersucht die Interessen und Haltungen der lokalen Bevölkerungen gegenüber den Fulbe, die zu dem Konflikt geführt haben. Die vergleichsweise wenige integrierte ethnische Bevölkerungsgruppe hat Strategien entwickelt, ihre Interessen im lokalen Kontext zur Geltung zu bringen bzw. sich den Gegebenheiten anzupassen. Der Autor thematisiert darüber hinaus das Verhältnis zwischen Staat und Nomaden auf der nationalen und lokalen Ebene. (DÜI-Sbd)

Der Beitrag untersucht anhand der Borana, einer Untergruppe der Oromo in Äthiopien, die sich der nationalistischen Befreiungsbewegung angeschlossen haben, ob ihre Produktionsweise mit den Zielen und der Politik der nationalistischen Pan-Oromo-Bewegung vereinbar ist. Der Autor kommt zu dem Ergebnis, dass dies nicht der Fall ist und die Interessen der Borana früher oder später mit der nationalistischen Bewegung kollidieren müssen. (DÜI-Sbd)

Die 18 Beiträge eines Workshops in Addis Abeba befassen sich mit den Bewohnern der Trockengebiete Ostafrikas in wirtschaftlicher, politischer und ökologischer Hinsicht und im Hinblick auf ihre soziale Organisation. Leben und Lebensbedingungen der Menschen haben sich in den vergangenen Jahrzehnten stark verändert. Die Ressourcen schonenden Wanderungsbewegungen sind eingeschränkt worden; in einigen Fällen hat dies stark zur Degradation des Bodens beigetragen. Die Autoren stellen fest, dass die Weidewirtschaft betreibenden Menschen gelernt haben, sich an die wiederkehrenden Dürren anzupassen, dabei eine lange Tradition indigener Techniken entwickelt haben und der Wandel in den Gemeinschaften nicht in erster Linie auf sich verändernde physische (Umwelt-)Bedingungen, sondern auf Interaktionen mit anderen Systemen (Politik, Nationalstaat) zurückzuführen ist. Der Trend in der Weidewirtschaft gehe von großen zu kleinen Tieren und von nomadischer Migration zu anderen Formen der Mobilität. (DÜI-Sbd)
