Am Beispiel eines Sägemühlenprojekts in norwegischer Trägerschaft wird das Spannungsverhältnis zwischen Kontroll- und Mobilisierungsstrategie, d.h. zwischen der Betonung effizienter Durchführung oder der Ingangsetzung von Lernprozessen und Einarbeitung bei den Tansaniern vor Ort, untersucht. Das Verhältnis von Norwegern und Tansaniern wird von den Anfängen bis in die ersten Betriebsjahre verfolgt. Es geht um die Auswirkungen der beiden unterschiedlichen Strategien auf die örtlichen staatlichen Einrichtungen. Darüber hinaus wird gezeigt, inwiefern auf norwegischer Seite Mitarbeiter aus der Privatwirtschaft bzw. aus staatlichen Trägerorganisationen das Projekt und den Entwicklungsprozess beeinflussen. Es wird hervorgehoben, daß der stärker auf Mobilisierung zielende Ansatz der staatlichen norwegischen Entwicklungshilfeorganisationen zwar günstiger für die Einpassung des Projektes in vorhandene lokale Einrichtungen war, daß jedoch gerade Spitzenvertreter der tansanischen Verwaltung sich mehr für die ausgeprägte Kontrollstrategie der privaten Träger aussprachen. September's elections saw highly significant shifts across all 3 bands of the political spectrum: on the right the Conservatives confounded general expectations of an even more remarkable surge in support for the far-right Progress Party than actually occurred; in the centre the reunited Liberal Party which had been set fair to return to the Storting failed to surmount the new 4% threshold; and on the left the Socialist Left Party more than trebled their previous quota of seats.
