This article explores the political and electoral mobilization of Spanish Catholics in the first decade of the twentieth century, using the following documentary sources: pastoral letters and papal documents, documents from the Vatican archives, national and local Catholic newspapers and magazines, apostolic publications, propaganda material, and the official bulletins of the bishoprics. We examine the first steps of Spanish political Catholicism, fraught with difficulties, internal divisions and tension, in a context of mobilization and propaganda promoted by the Church hierarchies as a policy of «social defence» in the face of the progressive secularization of society and the subsequent loss of ideological, social and institutional influence of the Church. ; El presente trabajo aborda la movilización política y electoral de los católicos españoles en la primera década del siglo XX, utilizando como base documental diversas fuentes: Cartas pastorales y documentos pontificios, documentación de los Archivos Vaticanos, prensa y revistas católicas nacionales y locales, publicaciones del apostolado, folletos propagandísticos y Boletines Oficiales de los Obispados. Se analizan los primeros pasos, no exentos de dificultades, divisiones y crispaciones internas, del catolicismo político español en un contexto de movilización y propaganda impulsado por las jerarquías eclesiásticas como una política de «defensa social» a la progresiva secularización de la sociedad y a la paralela pérdida de influencia ideológica, social e institucional de la Iglesia.

The contrast between Slovakia's primary Communist successor party -- the Party of the Democratic Left -- and its own successor -- Smer -- offers considerable insight into the interaction between party ideology, organization and electoral success in post-Communist Europe. The Party of the Democratic Left and Smer offered relatively similar programmatic positions, but Smer managed to replace -- and far outpace -- its predecessor by offering a more charismatic public face, a smaller and more tightly centralized organization and an ideological flexibility that permitted it to take advantage of a shifting electoral environment. El triunfo de Samuel Moreno en las elecciones del 28 de octubre de 2002 le permitió a la izquierda retener la alcaldía de Bogotá y confirmar su trayectoria de crecimiento. Aunque la política colombiana se encuentra dominada por un presidente de derecha, aliado de Estados Unidos e impulsor de una dura estrategia militar frente al conflicto armado, un análisis más detenido demuestra que la izquierda ha logrado crecer en prácticamente todos los niveles electorales. Para ello fue esencial la unidad en torno del Polo Democrático Alternativo y la adopción de mecanismos novedosos, como las internas abiertas. Pero no todo será tan sencillo: la política sigue girando alrededor de Álvaro Uribe y las divisiones internas amenazan el futuro de la izquierda. (Nueva Soc/GIGA)

Rafael Correa ha obtenido tres triunfos electorales arrolladores. El último ocurrió el 30 de septiembre de 2007, cuando las listas oficialistas consiguieron más de 60% de los votos en las elecciones de asambleístas para la nueva Constitución. El temor que genera el gobierno en los sectores empresariales, si bien no es una prueba concluyente de que algo significativamente nuevo esté ocurriendo, sí demuestra un cambio en la composición social del poder y en sus prioridades. El artículo indaga la profundidad del programa posneoliberal llevado adelante por Correa y sostiene que, aunque se han generado algunos cambios importantes, sobre todo como resultado de la decisión de darle al Estado un rol más fuerte en la economía, en otros ámbitos, como las políticas sociales, la continuidad prevalece

Fernando Lugo's triumph in the Paraguayan presidential elections is historic, not only because it is the first time in the world that an ex-bishop has won a presidential election, but also because it marks the end of the Colorado Party's hegemony, after more than sixty years in power. After his victory, Lugo ratified his decision to renegotiate with Brazil the unjust contract of the Itaipú hydro-electrical plant and his willingness to increase taxes on the prosperous soy bean producers and improve the unequal distribution of the land. However, it will not be easy. Paraguay inherits serious development problems, while there is widespread lack of confidence in democracy and a corrupt and outdated political class. Furthermore, Lugo can count on little support in parliament and the predictable resistance of the Colorado Party which still controls a powerful system of client relationships. (Nueva Soc/GIGA)

This paper addresses the personal linkages between the public administration and the legislature that emerge because public servants pursue a political mandate. There are concerns that the strong representation of bureaucrats in many Western parliaments compromises the constitutionally proposed political neutrality of the public service and generates a conflict of interest. We present a cost-benefit calculus and analyze specific legal provisions for the German Laender to understand the selection of public servants into parliaments. Based on a novel data set, we find that incompatibility rules decrease and abeyance compensation increases the fraction of public servants in Laender parliaments.
