Abstract
The following text is a translation of Daniel Bensaïd's 'Strategy and Politics', which covers debates within the workers' movement from the time of Marx and Engels, through the Second and Third Internationals, up to the more immediate revolutionary experiences in Nicaragua and Latin America. An Introduction to this has been published simultaneously.

Because Brazil's emergence as a major power is paralleled by its emergence as an ocean power, the country is a particularly important example of the ocean policies of developing states. Ocean affairs have become increasingly important for Brazilian foreign policy, and Brazil, in turn, has come to occupy a distinctive position in bilateral, regional, and global negotiations for a new ocean order. This book surveys all aspects of Brazilian ocean policy: domestic influences, naval affairs, offshore petroleum exploration, shipping, and fishing. National ocean policy is related to international politics through analysis of Brazil's participation at international maritime conferences and its maritime relations with other states. The final chapter compares Brazil's ocean policy with policies of other states, both developing and developed.

Australian International Relations (IR) was once a hybrid of American and European styles of political science, but today it is dominated by a British-inspired post-positivism which has its virtues - and its vices - and which utilises various interpretive and semi-interpretive approaches. This paper welcomes the 'interpretive turn' in Australian IR, but recognises its weaknesses, and argues that, to overcome them, interpretivists must be clear about what interpretivism should and should not entail. It argues that a thoroughgoing interpretivism offers two things that qualitative work in Australian IR desperately needs: a revived focus on explaining international relations, as well as understanding it, and a renewed engagement with other fields and other modes of studying the field.

AbstractThe end of the Cold War opened a window of opportunity for the United Nations to play a greater role in international security than it was allowed to play in the midst of the ideological conflict between the United States and the former Soviet Union. However, the expected "peace dividend" never materialized in the post-Cold War period. Instead, a number of civil conflicts erupted and new threats to security, particularly to human security, emerged. This chapter critically examines the evolution of the UN's role in addressing international security problems since 1945, including global terrorism. It also outlines recent attempts by the world body, through extension of its reach beyond the territorial constraints of sovereignty, to build sustained peace through preventive measures and protect human security globally.

Today's fragmented world demands creative institutional arrangements to allow governments, international organizations, & civil society actors to address transboundary & international problems. This article examines if & how the Global Environment Facility (GEF) can serve as a testing ground to find new ways to address such global problems in multilateral cooperation. After outlining the GEF's history, institutional setting & participatory elements, the paper points out some of its crucial weaknesses & flaws, such as insufficient private-sector involvement, & the problem of power asymmetries. At the same time, however, the GEF can serve as a role model for international cooperation in many ways. More than any other international agency, the GEF is able to adapt to a constantly changing environment. The governance system of the GEF brings together advantages of both the UN & the Bretton Woods institutional rules & cultures. & it has a strong participatory element that includes close cooperation with nongovernmental actors. 3 Figures, 27 References. Rez.: Since the 1980s Chinese foreign policy and international relations have been changed remarkably. Many different actors influence China's foreign relations. What is more, parallel to the economic success story, Chinaś relevance in international relations increased considerably. It seems obvious that in various global challenges like climate change, financial crises or international conflicts, cooperation with China is needed in order to achieve results. Why didn't the protectionist spiral of the 1920s reappear in the 1970s in light of similar economic and political realities? In Resisting Protectionism, Helen Milner analyzes the growth of international economic interdependence and its effects on trade policy in the United States and France. She argues that the limited protectionist response of the 1970s stems from the growth of firms' international economic ties, which reduces their interest in protection by increasing its cost. Thus firms with greater international connections will be less protectionist than more domestically oriented firms. The book develops this thesis by examining the international ties of export dependence, multinationality, and global intra-firm trade. After studying selected U.S. industries, Milner also examines French firms to see if they respond to increased interdependence in the same way as American firms, despite their different historical, ideological, and political contexts
