There is considerable confusion & ambiguity in theoretical, conceptual, & empirical analyses of bureaucratic responsiveness (BR). Assessments as to the extent & nature of BR vary tremendously; conflicting definitions of the central concept are commonly used; & competing -- & perhaps equally valid -- conceptualizations often are ignored entirely. A review of research literature is used to examine the concept of BR, allowing an exploration of: (1) the major boundaries of the concept, (2) the principal theoretical & methodological limitations of various approaches, & (3) the main questions that have been thus far overlooked or inadequately addressed. 100 References.
