Digitalisation affects almost all areas of social life, including social policy. The aim of this article is to analyse the social policy practices that are being implemented in connection with digitalisation. The article also provides an overview of the challenges faced by social policy in relation to the emergence of the information society. The following challenges are discussed: axiological, accessibility-related and challenges for the sphere of work. The opportunities and risks of digitalisation for social policy were also characterised. The article is analytical and descriptive in nature. It is based on an analysis of the academic literature and selected official documents, and on an unsystematic observation of the social debate on digitalisation.
Im Vergleich zu anderen EU-Ländern hat Polen eine relativ junge Bevölkerung. Der Alterungsprozess wird sich aber in Kürze beschleunigen, weil die geburtenstarken Jahrgänge der Nachkriegszeit ins Rentenalter eintreten und die Geburtenrate in den letzten zwei Jahrzehnten stark gefallen ist. Der Gesundheitszustand der alten Menschen in Polen verbessert sich, was sich in der gestiegenen Lebenserwartung mit dem 60. Lebensjahr aufwärts zeigt, wobei wie in anderen Ländern der Anteil der Frauen mit jeder Altersstufe steigt und das polnische Alter weiblich ist. Gleichzeitig aber kann der Gesundheitszustand der älteren und alten Menschen kaum als zufriedenstellend bezeichnet werden. Dies und weitere materielle Faktoren bewirken, so die Autorin, dass die polnischen Senioren subjektiv einen Verlust von Lebensqualität wahrnehmen, und zwar in einem deutlich höheren Maß, als es die objektiven Daten über ihr Lebensniveau zulassen.

Artykuł zawiera poprzedzone diagnozą, w której ukazano możliwości uzyskiwania społecznego wsparcia przez osoby starsze w Polsce, wnioski dla polityki senioralnej w zakresie form zaspokajania potrzeb opiekuńczych seniorów. Autorzy omawiają wybrane wyniki ogólnopolskiego badania gerontologicznego PolSenior2, w tym szczególnie: rodzinne zasoby osób starszych, z jakich mogą korzystać, gdy potrzebują wsparcia, poziom zaspokojenia potrzeb opiekuńczych seniorów oraz lukę opiekuńczą. Na podstawie wyników badań empirycznych oraz analizy wpływu pandemii COVID-19 na funkcjonowanie instytucji opiekuńczych autorzy formułują rekomendacje dotyczące procesu deinstytucjonalizacji usług opiekuńczych w Polsce. Wskazują, że dominujący w naszym kraju rodzinny model opieki nad osobami starszymi sprzyja deinstytucjonalizacji, ale proces ten nie może polegać na przerzucaniu na rodzinę coraz większej odpowiedzialności, lecz na wspieraniu jej funkcji opiekuńczej wobec seniorów przy pomocy coraz bardziej zróżnicowanych instrumentów polityki publicznej.
The article contains, preceded by a diagnosis which shows the possibilities of obtaining social support by older people in Poland, conclusions for the ageing policy in terms of forms of satisfying the care needs of seniors. The authors discuss selected results of the Polish national gerontological study PolSenior2, including in particular: family resources of older people, which they can use when they need support, the level of meeting the caring needs of seniors and the care gap. Based on the results of empirical research and the analysis of the impact of the COVID-19 pandemic on the functioning of care institutions, the authors formulate recommendations regarding the process of deinstitutionalization of care services in Poland. They indicate that the family model of care for older people, which is dominant in our country, is conducive to deinstitutionalization, but this process cannot consist in shifting more and more responsibility onto the family, but in supporting its care function towards seniors with the help of increasingly diverse instruments of public policy.
Poniższa dyskusja odbyła się we wrześniu 2018 w Szkole Głównej Handlowej w Warszawie. Skupiła zarówno badaczy problematyki polityki senioralnej, ekspertów, analityków.
