This article intends to prove that Colombia, despite its geographic position in the Pacific Ocean, has not favored a policy of alignment with the United States, thus neglecting its relations with the Asia-Pacific region, when compared to other Latin American countries with greater commercial and political bonds with that part of the world. For that purpose, a four-phase qualitative methodology was developed. The first phase addresses the historical background of the relations between Colombia and Asia-Pacific; the second describes the characteristics and underlying problems of such relations; the third specifies the advantages and challenges, as well as the strategies designed by Colombia to enter the apec; the fourth presents the conclusions of this study. Findings warn about the precariousness and lag of the links between both regions, thus emphasizing the need to adopt strategies that allow diversifying the possible encounters, not only in the commercial sphere but also in the cultural and political dimension, so that Colombia could gain substantial benefits. ; En este artículo se demuestra que Colombia, a pesar de tener una posición geográfica enclavada en el océano Pacífico, no ha privilegiado una política de alineamiento con Estados Unidos, descuidando así su vínculo con Asia-Pacífico, en comparación con otros países de América Latina que ostentan mayor contacto comercial y político con esa región. Para ello, se recurrió a una metodología cualitativa, desplegada en cuatro partes: en la primera se señalan los antecedentes históricos de las relaciones entre Colombia Asia-Pacífico; en la segunda se describen sus características y problemas subyacentes; en la tercera se indican las ventajas y desafíos, así como las estrategias de Colombia para ingresar en el apec, y en la cuarta se expondrán las conclusiones del estudio. Estas advierten la precariedad y el rezago de los vínculos entre las regiones, ante lo cual es necesario adoptar estrategias que permitan diversificar los posibles encuentros, no solo en el ámbito comercial, sino también en el cultural y político, de modo que Colombia pueda obtener grandes beneficios. ; Este artigo parte da hipótese de que a Colômbia, apesar de ter uma posição geográfica aninhada no Oceano Pacífico, privilegiou uma política de alinhamento com os Estados Unidos, negligenciando sua inserção na região Ásia-Pacífico. Portanto, o objetivo essencial é demonstrar a precariedade dos laços da Colômbia com a região mencionada em comparação com outros países da América Latina, a fim de adotar medidas e estratégias para alcançar laços maiores com essa região, para que ela não ocorra. eles são restritos não apenas à esfera comercial, mas também política e cultural. O artigo está dividido em quatro partes. Primeiro, aponta para o contexto histórico das relações Colômbia-Ásia-Pacífico; em segundo lugar, aponta as características da relação Colômbia-Ásia-Pacífico no interesse de apontar os problemas subjacentes a essa relação; em terceiro lugar, indica as vantagens e os desafios dessa relação, bem como as estratégias de inserção da Colômbia. na APEC e, finalmente, serão apresentadas as conclusões do estudo.

In spite of the efforts of the international community to solve the Democratic People's Republic of Korea (DPRK) nuclear crisis, this issue remains unsolved. The relevance of this matter lies in the need to find a permanent solution to the crisis that leads to a total denuclearization of the Korean Peninsula. Therefore, the aim of this article is to demonstrate the need of a peaceful solution to the DPRK nuclear issue in which the security concerns of North Korea are addressed by signing a peace treaty with Pyongyang that ensures that the United States will not attack the regime, will remove its troops from South Korea and will finish its military drills with this ally. This article will discuss what elements will be necessary to achieve a peaceful solution to this nuclear conundrum. ; A pesar de los esfuerzos de la comunidad internacional para solucionar la crisis nuclear en la República Popular Democrática de Corea (RPDC), esta situación sigue sin resolverse. La relevancia de esta problemática radica en la necesidad de encontrar una solución permanente que conduzca a la desnuclearización total de la península de Corea. Por ello, el objetivo de este artículo es demostrar por qué se requiere una solución pacífica al problema nuclear que supone la RPDC, donde se aborden las preocupaciones de seguridad de Corea del Norte mediante la firma de un tratado de paz con Pyongyang, el cual deberá garantizar que Estados Unidos no atacará al régimen, removerá sus tropas de Corea del Sur y terminará sus ejercicios militares con este país aliado. El presente documento discutirá los elementos necesarios para lograr una solución pacífica al enigma nuclear en esta parte del mundo.
Between 25% and 30% of the nearly one million military personnel who participated in the 1991 Persian Gulf War became ill with chronic symptoms ranging from gastrointestinal to nervous system dysfunction. This disorder is now referred to as Gulf War Illness (GWI) and the underlying pathophysiology has been linked to exposure-based neuroinflammation caused by organophosphorous (OP) compounds coupled with high circulating glucocorticoids. In a mouse model of GWI we developed, corticosterone was shown to act synergistically with an OP (diisopropylflurophosphate) to dramatically increase proinflammatory cytokine gene expression in the brain. Because not all Gulf War participants became sick, the question arises as to whether differential genetic constitution might underlie individual differences in susceptibility. To address this question of genetic liability, we tested the impact of OP and glucocorticoid exposure in a genetic reference population of 30 inbred mouse strains. We also studied both sexes. The results showed wide differences among strains and overall that females were less sensitive to the combined treatment than males. Furthermore, we identified one OP-glucocorticoid locus and nominated a candidate gene&mdash ; Spon1&mdash ; that may underlie the marked differences in response.

This paper deals with the different projects carried out by government authorities with the aim of solving some of the civil insecurity problems faced by our country. Out of all these projects, the urban improvement and Communal Facilities Program is presented in more detail and more specifically, the typology of the projects belonging to the Neighborhood Security sub-program, since this is the only one aiming at residential security. Magnitude, typologies and beneficiaries of the 1993 and 1994 projects are also presented. ; El presente artículo trata sobre las diferentes iniciativas llevadas a cabo por las autoridades gubernamentales en el intento por solucionar algunos de los problemas de inseguridad que aquejan a nuestro país. De todas estas iniciativas se aborda con mayor detalle el Programa de Mejoramiento Urbano y Equipamiento Comunal, específicamente la tipología de los proyectos del sub-programa de Seguridad Vecinal, por ser el único destinado a incrementar la seguridad residencial. Se entregan además magnitud, tipologías y beneficiarios de los proyectos gestionados en 1993 y 1994.
