Le concept d'utilité a joué un rôle majeur dans l'histoire de la pensée économique et il demeure central dans l'analyse économique contemporaine. Mais quelle est la signification de l'utilité ? Nous mobilisons la littérature philosophique pour apporter une réponse à cette question. En nous basant sur les approches philosophiques de la signification, nous proposons une définition générale de la signification. Selon cette définition, toute explication d'un acte qui est susceptible d'être acceptée par l'agent accomplissant cet acte peut être appelée « signification ». Nous soutenons que le concept d'utilité fournit une conception économique de la signification. Cette idée comporte deux aspects importants. Premièrement, elle pointe le fait que l'utilité satisfait notre définition de la signification dans la mesure où les axiomes de la théorie du choix peuvent être compris par les agents. Deuxièmement, de façon plus spécifique, cette idée permet de définir un critère pour juger si des cas particuliers de représentation en termes d'utilité ont une signification. La principale conséquence théorique de cette approche est que, lorsqu'une représentation de l'utilité satisfait les exigences pour être appelée « signification », l'utilisation des axiomes de la théorie du choix est justifiée, ce qui ne laisse pas d'avoir des implications pour l'économie appliquée.

International audience This article, which is part of the general framework of mathematics applied to economics, is a decision-making model in total ignorance. Such an environment is characterized by the absence of a law of distribution of the states of nature allowing having good forecasts or anticipations. Based primarily on the integral of Choquet, this model allows aggregating the different states of nature in order to make a better decision. This integral of Choquet imposes itself with respect to the complexity of the environment and also by its relevance of aggregation of the interactive or conflicting criteria. The present model is a combination of the Schmeidler model and the Brice Mayag algorithm for the determination of Choquet 2-additive capacity. It fits into the framework of subjective models and provides an appropriate response to the Ellsberg paradox. ; Cet article qui s'inscrit dans le cadre général des mathématiques appliquées à l'économie est un modèle de prise de décision dans l'ignorance totale. Un tel environnement est caractérisé par l'absence d'une loi de distribution des états de la nature permettant d'avoir des bonnes prévisions ou anticipations. Se basant principalement sur l'intégrale de Choquet, ce modèle permet d'agréger les différents états de la nature afin de prendre une meilleure décision. Cette intégrale de Choquet s'impose par rapport à la complexité de l'environnement et aussi par son caractère pertinent d'agrégation des critères interactifs ou conflictuels. With the country's hosting of a number of major international events having refocused attention on security issues, the government of the state of Rio de Janeiro introduced a new public security policy at the end of 2008 to regain territorial control over many of the city's favelas through the use of Pacifying Police Units (UPP). This programme has led to a partial revamp of the public authorities' favelas integration project. Since the 1990s, developmenthas mainly involved improving infrastructure and access roads and, to a lesser extent, land and urban regularisation. Now, however, the authorities plan to promote 'integration through the regularisation' of market and administrative relationships, involving various stakeholders from both the public and private spheres.This thesis examines the integration of these favelas from a relatively unexplored perspective: that of regularisation through the electricity network, the aim of which is to transform 'illegal users' into new 'registered customers', connected to the distribution company by a meter. In particular, we will highlight the link between the public and private approaches being used in projects to regularise the electricity service in two favelas, Santa Marta and Cantagalo. To thisend, our analysis will focus on studying regularisation of the electricity service using its own tools - including socio-technical (installing meters and rehabilitating the network), commercial (billing collection methods) and controlling electricity consumption tools - and examining the ways in which customers have taken ownership of these. Research shows that regularising the electricity service tends to reshape the favelados' relationship with the state and the market; however, this has a number of limitations: it is difficult to build contractual customer relationships based on trust; activities to control consumption advocate bringing behaviours 'up to standard' rather than supporting use; service regularisation tends to reproduce socio-economic inequalities rather than rise above them and these inequalities also gradually become less political. Nesse contexto, pode-se dizer que o poder público remodelou em parte seu projeto de integração das favelas. A pesquisa realizada demonstrou que a regularização do serviço elétrico tende a reestruturar a relação dos favelados com o Estado e o mercado que esbarra em certos limites: a relação comercial dificilmente se estabelece através de laços de confiança; as ações de economia da energia pregam normas em detrimento do acompanhamento dos hábitos de consumo existentes; a regularização do serviço reproduz em vez de ultrapassar as desigualdades socioeconômicas, que vão perdendo progressivamente, por outro lado, seu aspecto político. Assim, esta tese pretende contribuir para uma melhor compreensão das modalidades de integração das favelas em um contexto de neoliberalização acentuada das políticas urbanas.

The public law of the properties is in full transformation. The movements affect mainly the definition of the publicproperty and that of the public domain. In the heart of these notions is the affectation of the properties in the publicutility. Indeed, this last one is directly bound to the public domain. The first remedy in the crisis was the adoption ofthe legislative reform of 2006 ending in the general Code of the property of the public persons.The affectation is relatively emphasis within this Code. The reform remains, however, superficial. Indeed, a logicdifferent from that of the property should have prevailed to resolve the major stakes in this crisis. Whiledemonstrating the notion of affectation, autonomous with regard to that of the public property, has to remain afundamental element of recognition of the public domain, this last one that must be reduced to the main part. But, itespecially has to lead, once freed from the organic criterion, in a better valuation of the public properties.Today, properties allocated to the public utility belong to private persons. Les régions transfrontalières sont souvent des laboratoires de circulation d'idées et de pratiques. Cet article se demande si, dans le Grand Genève il est possible de transposer le modèle de logement coopératif, assez développé en Suisse, dans le contexte français, où ce type d'habitat est moins pratiqué. A partir de l'exemple de Viry, commune française sise dans le périmètre institutionnel du Grand Genève, l'article analyse les possibilités et les limites d'une telle transposition. Les résultats montrent la difficulté à émuler un contexte propre à reproduction du modèle suisse de coopératives en France. Les différences législatives et institutionnelles, mais aussi culturelles sur le rapport au logement dans ses différentes dimensions sont autant d'obstacles pour reproduire à l'identique en France des modalités éprouvées de construction du logement coopératif en Suisse. Il est ainsi nécessaire de procéder à des adaptations créatives de différents ordres pour que le modèle puisse trouver une place dans le nouveau contexte. ; Crossborder regions are often laboratories for the circulation of ideas and practices. This article asks whether, in Greater Geneva region, it is possible to transpose the cooperative housing model, fairly developed in Switzerland, into the French context, where this type of housing is less common. Using the example of Viry, a French municipality located within the institutional perimeter of Greater Geneva, the article analyzes the possibilities and limits of such a transposition. The results show the difficulty in emulating a context specific to reproducing the Swiss model of cooperatives in France. The legislative and institutional differences, but also cultural differences with regard to housing in its various dimensions are all obstacles to reproducing, identically in France, proven methods of construction of cooperative housing in Switzerland. It is therefore necessary to develop creative adaptations of different kinds so that the original model can find a place in the new context. ; Grenzüberschreitende Regionen sind häufig Laboratorien für die Verbreitung von Ideen und Praktiken. In diesem Artikel wird gefragt, ob es im Großraum Genf möglich ist, das in der Schweiz fair entwickelte kooperative Wohnmodell in den französischen Kontext zu übertragen, in dem diese Art von Wohnraum weniger verbreitet ist. Anhand des Beispiels von Viry, einer französischen Gemeinde im institutionellen Umkreis von Genf, analysiert der Artikel die Möglichkeiten und Grenzen einer solchen Umsetzung. Die Ergebnisse zeigen, wie schwierig es ist, einen Kontext herzustellen, der für die Reproduktion des Schweizer Genossenschaftsmodells in Frankreich spezifisch ist. Die rechtlichen und institutionellen Unterschiede, aber auch die kulturellen Unterschiede in Bezug auf den Wohnungsbau in seinen verschiedenen Dimensionen sind Hindernisse für die Reproduktion bewährter Methoden zum Bau von Genossenschaftswohnungen in der Schweiz, die in Frankreich identisch sind. Es ist daher notwendig, kreative Anpassungen verschiedener Art zu entwickeln, damit das ursprüngliche Modell einen Platz im neuen Kontext finden kann.

RESUME:Un modèle d'évaluation des actifs financiers basé sur la consommation et la monnaie estdéveloppé pour mettre en évidence l'influence de la politique monétaire sur la prime de risque,le taux d'intérêt sans risque et la volatilité du prix des actions. Appliquée à la Réserve fédéraledes Etats-Unis, l'analyse montre que la politique monétaire peut avoir un impact déséquilibrantsur le prix des actifs. Lorsque l'équilibre existe, elle n'a qu'une influence réduite sur la prime derisque et ne permet une réduction de la volatilité du prix réel des actions que si les agents ontune « préférence » pour la liquidité très faible. Aussi importe-t-il que cette préférence soitlimitée, afin que l'objectif de stabilisation macroéconomique coïncide avec celui de stabilisationfinancière. ; ABSTRACT:A tractable consumption-based and money-based asset pricing model is built to relate in closedform the risk premium, the risk free rate and the volatility of asset price to parameters ofmonetary policy. When applied to the Fed, the analysis shows that the monetary policy mayhave a destabilizing impact on asset prices. When equilibrium exists, the monetary policycontributes little to the equity premium, and does reduce the volatility of equity price only if therepresentative agent has a low preference for liquidity.
