The Helmholtz Juniors are the PhD students' network of the German Helmholtz-Association (HGF). Their main mission is to intensify collaboration between the PhD students of the different Helmholtz research centers and improvement of the PhD education. In order to represent the interest of the PhD students at the Helmholtz Association,
we need to have precise and up-to-date knowledge about the working conditions, problems and wishes of PhDs. This survey is a crucial basis. In the report, firstly we provide information about the background of the participants. Secondly we address four main topics of interest, namely PhD project planning, the income situation of PhD students, conditions for starting a family during the time as PhD student and the situation of students of foreign nationalities within the HGF. And thirdly we report results regarding the Helmholtz graduate schools.

Die Transformation der Wirtschaft im Sinne der ökologischen Nachhaltigkeit erfordert umfangreiche Investitionen durch den Staat, Unternehmen und die privaten Haushalte. Wie diese Investitionen in angemessener Form durch den Staat stimuliert und gelenkt werden können, wird unter dem Schlagwort "Grüne Investitionsprogramme" kontrovers diskutiert. Das vorliegende Policy Paper diskutiert in diesem Kontext, wie ein grünes Investitionsprogramm (grIP) konzeptionell gefasst werden kann, welche Anforderungen an ein solches zu stellen sind, welche Herausforderungen mit der Ausgestaltung eines grünen Investitionsprogramms verbunden sind und welche konkreten Handlungsempfehlungen sich aus den gewonnenen Erkenntnissen für ein grünes Investitionsprogramm für Deutschland ableiten lassen. Im Rahmen eines jetzt aufzusetzenden grünen Investitionsprogramms lassen sich einige Handlungsfelder identifizieren, in denen mittels Staatsausgaben wie auch anderer Instrumente von grIP prioritär gehandelt werden sollte. Zentrale Bereiche grüner Investitionen sind die Infrastruktur zur Bereitstellung und Nutzung erneuerbarer Energien, die Verkehrswende, die Klimaneutralität im Gebäudesektor, die Dekarbonisierung industrieller Prozesse sowie der Naturkapitalerhalt und die Klimaanpassung. Von besonderer Dringlichkeit ist dabei der begleitende Abbau umwelt- und klimaschädlicher Subventionen, da diese die Effektivität und Effizienz der grünen Investitionen konterkarieren können. Nicht zuletzt muss ein erfolgreiches grIP auch die Wirkung der Maßnahmen in ihrem Zusammenspiel und im weiteren Policy-Mix im Blick haben, um so etwa konterkarierende Anreize ausschließen bzw. eindämmen und Synergien bei den Zielbeiträgen erkennen und berücksichtigen zu können.

Bioconcentration tests with the freshwater amphipod Hyalella azteca (HYBIT) have been proposed as alternatives to fish tests, and the respective experimental BCF values show promising correlations. It is unclear whether the HYBIT test is also suitable for highly hydrophobic chemicals, such as UV stabilizers UV-234 and UV-329. In order to estimate the range in which the uptake rate constant k1 would be expected for these substances, a prediction method for k1 in H. azteca was developed in this work. As a result, we found that the experimental literature values appear plausible compared to the predicted values within the given uncertainties, however, more experimental data is needed for a conclusive validation. The main uncertainties for the prediction are the uncertainty of the determination of the octanol/water partition coefficient and the chemical's binding to organic matter in water (TOC). Compared to fish tests, HYBIT seems promising for superhydrophobic substances, not only because of the experimental advantages such as smaller experimental units. According to the model, measurement (in the absence of metabolism) will benefit from a tendencially higher depuration rate constant k2 in H. azteca than in fish, which would shorten the time to steady state. Nevertheless, for H. azteca, according to the modeling, the required times till steady state in the superhydrophobic range are to be expected far longer than standard test durations (up to months). However, the use of the BCF as an evaluation criterion for the bioaccumulation of superhydrophobic substances is conceptually questionable. For superhydrophobic substances, the introduction of feces as an additional elimination path, without the parallel intake of contaminated food as would be realistic, has the effect that even without metabolism or growth, the BCF values decrease with increasing Kow, which would not be expected under real circumstances.

Einen Konsens, welche Maßnahmen hierzu (nicht) geeignet sind, scheint es bislang nur sehr partiell zu geben, zumal durch die gleichzeitige Verfolgung von stabilisierungs- und transformationspolitischen Zielsetzungen Zielkonflikte auftreten können, die Abwägungen notwendig machen. Diese Studie arbeitet systematisch auf, welche Herausforderungen der Anspruch der Förderung einer ökologischen Transformation an die Ausgestaltung grüner Konjunkturprogramme stellt und welche Kriterien hieraus für die Eignungsbewertung konjunkturpolitischer Maßnahmen und Instrumente formuliert werden können. Auf dieser Basis werden ausgewählte Maßnahmen und Instrumente hinsichtlich ihrer Eignung für den Einsatz in grünen Konjunkturprogrammen geprüft. Aufbauend auf den Ergebnissen dieser Systematisierung und Prüfung wird herausgearbeitet, welche Möglichkeiten zur Stimulation der ökologischen Transformation bei der Ausgestaltung effektiver und effizienter konjunkturpolitischer Maßnahmen und Instrumente bestehen. Als Ergebnis dieser Analysen werden Handlungsempfehlungen zur Gestaltung von Maßnahmen und Instrumenten grüner Konjunkturprogramme erarbeitet.

Today's agriculture heavily relies on pesticides to manage diverse pests and maximise crop yields. Despite elaborate regulation of pesticide use based on a complex environmental risk assessment (ERA) scheme, the widespread use of these biologically active compounds has been shown to be a threat to the environment. For surface waters, pesticide exposure has been observed to exceed safe concentration levels and negatively impact stream ecology leading to the question whether current ERA schemes ensure a sustainable use of pesticides. To answer this, the large-scale "Kleingewässer-Monitoring" (KgM) assessed the occurrence of pesticides and related effects in 124 streams throughout Germany, Central Europe, in 2018 and 2019. Based on five scientific publications originating from the KgM, this thesis evaluated pesticide exposure in streams, ecological effects and the regulatory implications. More than 1,000 water samples were analysed for over 100 pesticide analytes to characterise occurrence patterns (publication 1). Measured concentrations and effects were used to validate the exposure and effect concentrations predicted in the ERA (publication 2). By jointly analysing real-world pesticide application data and measured pesticide mixtures in streams, the disregard of environmental pesticide mixtures in the ERA was evaluated (publication 3). The toxic potential of mixtures in stream water was additionally investigated using suspect screening for 395 chemicals and a battery of in-vitro bioassays (publication 4). Finally, the results from the KgM stream monitoring were used to assess the capability to identify pesticide risks in governmental monitoring programmes (publication 5). The results of this thesis reveal the widespread occurrence of pesticides in non-target stream ecosystems. The water samples contained a variety of pesticides occurring in complex mixtures predominantly in short-term peaks after rainfall events (publications 1 & 4). Respective pesticide concentration maxima were linked to declines in vulnerable invertebrate species and exceeded regulatory acceptable concentrations in about 80% of agricultural streams, while these thresholds were still estimated partly insufficient to protect the invertebrate community (publication 2). The co-occurrence of pesticides in streams led to a risk underestimated in the single substance-oriented ERA by a factor of about 3.2 in realistic worst-case scenarios, which is further exacerbated by a high frequency at which non-target organism are exposed to pesticides (publication 3). Stream water samples taken after rainfall caused distinct effects in bioassays which were only explainable to a minor extent by the many analytes, indicating the relevance of unknown chemical or biological mixture components (publication 4). Finally, the regulatory monitoring of surface waters under the Water Framework Directive (WFD) was found to significantly underestimate pesticide risks, as about three quarters of critical pesticides and more than half of streams at risk were overlooked (publication 5). Essentially, this thesis involves a new level of validation of the ERA of pesticides in aquatic ecosystems by assessing pesticide occurrence and environmental impacts at a scale so far unique. The overall results demonstrate that the current agricultural use of pesticides leads to significant impacts on stream ecology that go beyond the level tolerated under the ERA. This thesis identified the underestimation of pesticide exposure, the potential insufficiency of regulatory thresholds and the general inertia of the authorisation process as the main causes why the ERA fails to meet its objectives. To achieve a sustainable use of pesticides, the thesis proposes substantial refinements of the ERA. Adequate monitoring programmes such as the KgM, which go beyond current government monitoring efforts, will continue to be needed to keep pesticide regulators constantly informed of the validity of their prospective ERA, which will always be subject to uncertainty.

Practitioners in the fields of sustainable development, land management, and biodiversity conservation are increasingly interested in using economic instruments that promise "win-win" solutions for conservation and human livelihoods. However, practitioners often lack guidance for selecting and implementing suitable economic approaches that take the specific local needs and the cultural, legal, and ecological context into account. This paper extracts from the academic debate a series of key aspects to be considered by practitioners who wish to accomplish change of behaviour via economic approaches. The paper then presents a practice-oriented framework for identifying the "ecosystem service opportunities" to conserve biodiversity and improve livelihoods in a specific local setting, and for preselecting suitable economic instruments. The framework is illustrated by describing its application in two pilot sites of the ECO-BEST project in Thailand, as part of which it was developed and road-tested.

It is well established that adaptation and technological investment in each case may serve as a commitment device in international climate politics. This paper for the first time analyzes the combined impact of these two strategic variables on global mitigation within a noncooperative framework where countries either decide on mitigation before or after adaptation. By investment, which is assumed to be made in the first place due to its considerable lead time, countries commit to lower national contributions to the global public good of mitigation. We find that the sequencing of adaptation before mitigation reinforces this strategic effect of technological investments at least for sufficiently similar countries. As a consequence, the subgame-perfect equilibrium yields a globally lower level of mitigation and higher global costs of climate change when adaptation is decided before mitigation. Besides this theoretical contribution, the paper proposes some strategies to combat the unfortunate rush to adaptation which can be currently observed in climate politics.
