Significant growth in the population of the planet, migration processes, rapid economic, political, social and technological progress have led not only to the development of the human and technical capabilities, but also to the evolution of the criminal activity. Throughout its existence the mankind has actively countered the criminal manifestations of its socially dangerous representatives, but the success of these measures was largely dependent on a well thought-out and effective strategy to prevent the crimes. The modern period of development of criminology is marked by diversity of ideas and concepts that try to explain the causes and conditions of committing the crimes, as well as to find a key "lever" in their avoidance. The XXI century is characterized by a high degree of urbanization and an outflow of people from countryside to large cities. A significant number of large cities and cities-millionaires dictate the need to ensure safety of their population from criminal acts and accidents. To this end, dozens of crime prevention programs are being developed and implemented annually at the local, regional and state levels. One of such programs is creation of a secure space, which involves the safe city-planning and architectural-spatial features that can adversely affect the criminality level of a territory, since most of situational and street crimes are committed under significant influence of a particular life situation. Thus, the effective use of these developments will significantly reduce the number of criminal offenses committed on the streets, near houses, enclosed premises and territories which are isolated and inaccessible to visual surveillance.
The influence of socio-economic and demographic factors on the process of formation of the urban-planning organization of the primary level of medical care in the countryside of Ukraine is considered. There are considered the priority directions, which need to be addressed to specialists involved in the health care reform, in particular, from an architectural and urban development point of view. On the basis of the analysis of the social, economic and demographic situation in Ukraine on the consequences in the sphere of life and health of our people, suggestions are made regarding the city-planning organization of the primary level of medical care in the countryside of our country. A top-priority analytical step in the development and town-planning of a network of facilities for PMDs in a particular territory can be mapped to the current state of the network. This approach makes it possible to integrate the complexity of PMD facilities, to identify gaps in the coverage of medical services in a specific locality or territory, which greatly simplifies the process of building a city-based supply of a capable and efficient network. The mapping process can be done using many software products, including using Google Maps. An example of mapping the territory to determine the locations of health facilities is detailed in the Operations Manual. Regarding the organizational and legal models of the functioning of the PMD facilities, four basic models were proposed in the context of the reform of the health care system, as well as their combinations: state institutions (extraordinary cases); public health institutions (communal non-profit enterprises or communal institutions); private health care institutions; medical practice of an individual entrepreneur (FOP). The possible combination of these models in order to stimulate the development of PMT in the territorial community and optimize the costs of its delivery can be the joint activity of the FOP and the utility company − the resource centre. ; Розглянуто вплив соціально-економічних та демографічних чинників на процес формування містобудівної організації первинного рівня медичної допомоги в сільській місцевості України. На основі аналізу соціального, економічного та демографічного положення в Україні щодо наслідків у сфері життя і здоров'я населення нашої держави запропоновано пропозиції щодо містобудівної організації первинного рівня медичної допомоги в сільській місцевості нашої держави.
This is a study of theory, method and concept of «socialist-type city» as a unique phenomenon of Stalin's epoch history and culture, as well as the theory of city planning legislation in the works of 19201930s' scholars alongside with the polemics about restoring existing cities or building the new 'Soviet' kind due to «socialist pattern» is also viewed. The article discusses the results of the analysis of modern practice of developing urban planning documentation on the example of the city of Chernivtsi. The problems are formulated that arise in the development of detailed plans of the territory in connection with the imperfection of the current regulatory framework of urban planning. Urban planning documentation is analyzed - a zoning plan for the territory of the city of Chernivtsi which is developed as part of the general plan of the city.Urban planning regulations are considered which are common for each zone and are formed as integral indicators of the regulatory system for individual factors. The system of regulations is formed by a functional (basic) regulation, which covers the entire territory of the city and local regulations of restrictions within the zones of action of the relevant factors.The general principles of city zoning are described:- the principles of dividing the territory of the city into zones with prevailing and permissible types of development and other uses of the territory (basic zoning). Defining the boundaries of zones;- principles for establishing uniform urban conditions and building restrictions, other uses of land;- the order of development and other use of land in accordance with urban planning regulations;- the order of development and other use of land that received the status of inappropriate use;- ensuring state, public and private interests, openness and accessibility of the zoning plan;- the procedure for amending and clarifying the zoning plan and the procedure for developing a detailed territory plan in the presence of an approved zoning.Analyzed have already been approved and those that are at the stage of development and approval of the project for a detailed planning of the territory of the city of Chernivtsi, the following trends and possible problems are identified when implementing projects of detailed plans of territories:1. На фоні розбіжності наукових підходів до визначення місця містобудівного права в системі права обґрунтовано авторське бачення останнього як самостійної комплексної галузі права. Охарактеризовано особливості нововиниклої галузі з боку співвідношення самостійності та комплексності. Against the background of the divergence of scientific approaches to determining the place of town planning law in the system of law, the author's vision of the latter as an independent complex branch of law is grounded. The features of the emerging industry in terms of the balance of independence and complexity are characterized. The article raises an urgent problem of studying the peculiarities of the formation of inter-sectoral relationships in the system of law, the direct object of which are the branches of land and newly emerged urban law. Spatial planning is considered as one of the foundations of town planning law. The European trend of gradual replacement of territorial planning by spatial planning is presented. The land legislation and theoretical developments concerning the planning of the territories were analyzed, as well as the investigation of the individual measures of the planning of the territories, in particular the natural-agricultural zoning and land zoning.Keywords: town planning law, land law, territorial planning, land zoning ; У статті піднімається актуальна проблема вивчення особливостей формування міжгалузевих взаємозв'язків у системі права, безпосереднім об'єктом яких є галузі земельного та нещодавно виниклого містобудівного права. The analysis of the evolution of structural changes in Lutsk City Council at the stage of the democratic transformation of Ukraine in 1990–2017 has been carried out. Quantitative and qualitative changes in the parliamentary body of the council, its executive committee, permanent commissions, departments, administrations, departments and commissions, depending on social-economic development of the country and central government policies have been demonstrated. The emphasis was placed on the processes that took place after the regular local elections, when the quantitative and qualitative composition of the council changed every time. Focused attention has been paid to the processes of decentralization, which are being accompanied by the transfer of powers of state authorities to the local level. The process of realization of the tasks of the «Concept of reformation of local self-government and organization of territorial power in Ukraine», requirements of the laws of Ukraine «On Access to Public Information», «On Regulation of Urban Development Activities», «On State Registration of Legal Entities and Individuals», «On the Licensing System in the Sphere of Economic Activities», the Cabinet's Resolution «On the City-Planning Cadastre», etc. has been revealed. It has been indicated that the increase of the staffs took place in the secretariat and the appeal department, in the management of city planning and the newly created department of transport of the city council, land resources management, the licensing center and the department of state registration of business entities of the city council. The positive changes that had occurred in the investigated period in the activity of Lutsk City Council in the direction of greater transparency and accountability to territorial communities were demonstrated. The positive experience of the city council regarding the approaching of services to the city population has been certified through a specially created department – the Center for the Provision of Administrative Services of the executive committee of the Lutsk City Council. ; Здійснено аналіз еволюції структурних змін Луцької міської ради на етапі демократичної трансформації України у 1990–2017 рр. Показано, що збільшення штатів відбулося у секретаріаті й відділі звернень, в управлінні містобудування і новоствореного управління транспорту міської ради, управлінні земельних ресурсів, дозвільному центрі та відділі державної реєстрації суб'єктів господарювання міської ради. Доведено позитивні зрушення, що відбулися у досліджуваний період в діяльності Луцької міської ради у напрямі більшої прозоростіі, підконтрольності й підзвітності територіальній громаді. Засвідчено позитивний досвід міської ради щодо наближення послуг населенню міста через спеціально створений департамент – Центр надання адміністартивних послуг виконкому Луцької міської ради.
