Alterung und Bevölkerungsabnahme werden zu erheblichen Problemen auf den Wohnungsmärkten in dünn besiedelten, ländlich geprägten Regionen führen, die nicht im Umland großer Städte liegen. Es wird zu Wertminderungen bis hin zur Unverkäuflichkeit von Immobilien und zu Gebäudeleerständen in diesen Dörfern und kleinen Städten kommen. Folgende Fragen stehen im Mittelpunkt der Arbeitsgruppe aus der LAG Hessen/Rheinland-Pfalz/Saarland: In welchem Umfang kommt es zu Leerständen? Welche Auswirkungen hat dies auf das Erscheinungsbild der Dörfer? Welche Möglichkeiten bestehen für die Kommunen, das Land und Immobilieninstitutionen, in diesem Bereich planerische, politische und finanzielle Hilfen zu geben? Ziel der AG ist im Sinne einer Pilotstudie, Möglichkeiten und Wege zur Behandlung des Leerstands von Wohnimmobilien im ländlichen Raum aufzuzeigen. Hierzu werden Methoden der Erfassung und Prognose von Leerständen anhand von drei Fallbeispielen demonstriert. Auf dieser Basis werden informelle, finanzielle und rechtliche Instrumente geprüft, die für die Wertentwicklung und Verwertbarkeit von Wohnimmobilien im ländlichen Raum geeignet sein können. ; The aging and decreasing of the population will lead to considerable problems on the residential property market in sparsely populated, rural regions not close to large cities. Property values will fall to the extent that it will be impossible to sell, and buildings will stand vacant in villages and small towns. The following questions form the focus of attention for a subsection drawn from the regional working group of Hesse, Rhineland-Palatinate and Saarland: What are the vacancy rates? How does this affect the appearance of the villages? In what ways can the municipalities, the state, and property institutions provide planning, political and financial help in this area? The subsection aims to provide a pilot study that demonstrates options and methods for dealing with residential vacancies in rural areas. Three examples are used to illustrate methods of compiling and forecasting vacancy rates. This forms the basis for assessing the suitability of informal, financial and legal instruments that may increase the value and usability of residential property in rural areas.

Cities are innovative places. Retail is one of the key features that better define them. In this paper, we study one of the most dynamic retail concepts - shopping centres. Using a case study methodology, we analyse the main features that characterise the evolution of shopping centres located in the main town centre of Braga, a medium-sized city in the northwest of Portugal. Data from fieldwork conducted by the author in 2017 in 16 shopping centres was compared with pre-existent databases from 1995 and 2008. Findings of this paper are in line with previous studies on the same city and they show that a marked downward trend is affecting the large majority of the shopping centres analysed, which is reflected on the high vacancy rates and changes in the importance of some retail categories, causing structural modifications in the tenant mix and questioning the economic viability of several of these retail precincts.

Schrumpfende Städte sind Städte, die über eine gewisse Zeit in bedeutendem Maße Einwohner verloren haben. Die genaue Definition von Schrumpfung ist nicht geklärt; allerdings betrachten die meisten Autoren Bevölkerungsverluste als zentrales Charakteristikum. Für die Erklärung von Schrumpfungsprozessen liegt eine Vielzahl von Theorien vor. Schrumpfung führt zu Problemen in der Stadtentwicklung.

Anfang der 1990er Jahre gab es in der Qualität der ost- und westdeutschen Wohnungsbestände
noch große Unterschiede. Ursache dafür war eine in Umfang und Struktur sehr
unterschiedliche Wohnungsbautätigkeit nach dem Zweiten Weltkrieg. Seit Mitte der
1990er Jahre haben sich große Veränderungen vollzogen. Eine hohe Bautätigkeit, verbunden
mit sinkenden Bevölkerungszahlen, führte in Ostdeutschland zu hohen Wohnungsleerständen.
Deutlich verbessert haben sich aufgrund hoher Bestandsinvestitionen
der Bauzustand und die Ausstattung bewohnter Gebäude und Wohnungen. Zur Verbesserung
des Bauzustandes hat zusätzlich auch der erfolgte Wohnungsabgang unsanierter
Bestände im Rahmen des Programms Stadtumbau Ost beigetragen. Die Gebäudestrukturen
– das betrifft den Anteil der Wohnungen in Ein-, Zwei- und Mehrfamilienhäusern –
ändern sich jedoch nur sehr langsam. Zukünftige Veränderungen in Ostdeutschland
werden hauptsächlich durch hohe Abgänge an Mehrfamilienhäusern und weniger durch
die Bautätigkeit im Einfamilienhausbau erwartet. Die großen Differenzen bei den Wohnungsgrößen
werden auch zukünftig fortbestehen.

Since the end of the 2000s, the question of the decline of French medium-sized towns has become central within the scientific and public debate. More specifically, two processes are underlined: the devitalisation of city centres on the one hand, and urban shrinkage on the other hand. The devitalisation of city centres has been studied in several institutional reports. It is characterised by high rates of vacant housing and high street shops vacancies, a fall in visits to the city centre, an impoverishment of residents and population losses. In geography, urban studies and planning, the dynamics of urban shrinkage have been discussed since the 1990s. They comprise a multidimensional urban crisis, triggered and characterised by job and population losses. This paper attempts to explore the relationships between these processes by underlining their similarities and differences with data analysis and multivariate clustering methods. By comparing medium-sized cities with small and large cities, the specificities of urban decline in medium-sized cities are explored. It appears that cities are not homogeneously affected by urban decline. More particularly, a large number of weakened medium-sized cities display a distinctive feature: markers of decline are concentrated in their urban core.

Im Forum Wohneigentum 3/2004 haben wir gezeigt, dass die Leerstände in Ostdeutschland aufgrund methodischer Unzulänglichkeiten der Statistik bislang deutlich über­schätzt wurden. Lutz Freitag, Präsident des GdW Bun­desverbandes deutscher Wohnungsunternehmen e.V., hat dieses Ergebnis zum Anlass genommen, unseren Ar­tikel im letzten Heft scharf anzugreifen. Die Kritik richtet sich erstens auf unsere methodische Vorgehensweise, die zum Ergebnis führt, dass die Leerstände im Osten erheb­lich niedriger sind als gemeinhin angenommen, und zwei­tens auf politische Schlussfolgerungen, die - seiner Wahr­nehmung nach - aus unserem Artikel zu ziehen sind. Im Folgenden werden wir zeigen, dass die Vorwürfe an unsere Methodik jeglicher Grundlage entbehren und iro­nischerweise gerade die GDW-Statistik unsere Berech­nungen zu den Leerständen stützt und das zunehmen­de Funktionieren des Wohnungsmarktes in Ostdeutsch­land bestätigt. Ziel dieses wie des vorherigen Artikels ist es, die Transparenz für die wohnungspolitischen Akteu­re durch die Korrektur der bisher verbreiteten, überhöh­ten Leerstandszahlen zu verbessern.

"2011 starteten elf Gemeinden in peripherer Lage in der Oberpfalz die LeerstandsOFFENSIVE, um auf öffentlichkeitswirksame Weise ein unpopuläres Thema zu bearbeiten. Zunehmendem Leerstand, insbesondere in Ortskernen, kann nur in Zusammenarbeit mit Eigentümern und lokalen Akteuren begegnet werden, so der Konsens. Neben der Kartierung der Leerstände und der Ideenentwicklung sind vor allem Bewusstseinsbildung sowie die Beteiligung wesentlicher Akteure die Projektaufgaben. Erste Konzeptideen greifen fehlende Angebote der Kommunen auf. Die Umsetzung eines genossenschaftlichen Dorfladens wird ebenso in die Wege geleitet wie die Umnutzung leerstehender Gebäude zu barrierefreien Wohnungen. Eine Umsetzung wird zuerst in Bestandsgebäuden und erst nachrangig im Neubau gesucht. Aufgrund teilweise schwieriger Rahmenbedingungen werden die Projekte nur langsam zur Durchführung gebracht. Es gibt sicherlich keinen Zweifel daran, dass im Osten Deutschlands eine ganze Menge Wohnungen leer stehen. Wie viele es jedoch tatsächlich sind, ist keineswegs bekannt. Um angemessen mit dem Problem der Leerstände in Ostdeutschland umgehen zu konnen, benötigen Politik und Wohnungsunternehmen verlässliche Angaben über die Anzahl der leer stehenden Wohnungen. Aus diesem Grund wurde Ende der 1990er Jahre die Kommission "Wohnungswirtschaftlicher Struktwandel in den neuen Bundeslandern" - kurz "Leerstandskommission" - eingerichtet. Diese hat im Rahmen zweier Gutachten die Leerstände im Osten berechnet sowie für die Zukunft prognostiziert und mit dieser Arbeit die
Grundlage fur das milliardenschwere Programm "Stadtumbau Ost" gelegt, das unter anderem den staatlich geförderten Abriss von 350.000 Wohnungen vorsieht (BMVBW 2004). Nach eigenen Berechnungen ist die von der Kommission zu Grunde gelegte Zahl der Leerstände jedoch stark überhöht. Hauptursache fur die überhöhten Leerstandszahlen dürften methodische Probleme bei der stichprobenartigen Erfassung und der Hochrechnung von Haushalten und Wohnungen sein.

Quite apart from the diversity of situations in small and medium-sized towns, stabilising their town centres is a major challenge. In both countries, town centres have been weakened by commercial changes, a decline in the supply of services and transformations in lifestyles. They are characterised by an increase in vacancy rates, which accelerates a spiralling loss of attractiveness and atmosphere of neglect. Since the beginning of the 2000s, this challenge has been central in the public debate. In both countries, urban renewal has been a key element of this revitalisation policy. However, although the context of public action is rather similar in France and Germany, the modes of governance differ. In France the administrative municipal system continues to provide a narrow and fixed framework despite recent territorial reforms that favour the intermunicipal level. In addition, cooperation, communication and participation of local actors from business and civil society are more firmly anchored in social and political practice in German small and medium-sized towns.

Der Beitrag skizziert das Modell eines revolvierenden Stadtentwicklungsfonds als lokal einsetzbares, problemorientiertes, schlankes und flexibles Instrument in Regie eines Landkreises. Ziel ist es, die Revitalisierung einer mindergenutzten Schlüsselimmobilie im Ortskern zu ermöglichen - für den Fall, dass der Eigentümer nicht handlungsbereit oder handlungsfähig ist, nach Umbau oder Abriss und Neubau jedoch eine marktgängige Folgenutzung, z.B. Einzelhandel, Dienstleistung oder Wohnen, und/oder ein neuer handlungsbereiter Eigentümer bereitsteht. Insbesondere in Klein- und Mittelstädten mit rückläufigem Geschäftsbesatz engagieren sich professionelle Investoren aufgrund der begrenzten Renditeerwartungen häufig nicht mehr in der Projektentwicklung. Die Anschubfinanzierung aus dem revolvierenden Stadtentwicklungsfonds kann die Realisierung eines sog. "schwach rentierlichen" Projektes ermöglichen. Aufgrund der weitgehenden räumlichen Deckung (= Lokalität) zwischen den Standorten der Immobilie sowie der "Financiers" (Landkreis, Kommune und private Eigentümer) und des lokalen Projektmanagements (Kommune plus Kreditinstitut als Projektmanager) ergibt sich eine hohe Absicherung des Projekterfolges, die durch eine kommunale Kofinanzierung noch unterstützt wird. Der Mix aus rückzahlbarem Darlehen und verlorenem Zuschuss kombiniert den revolvierenden Charakter mit dem Zuschuss-Anreiz, lokales Kapital zu mobilisieren.

Leipzig's urban development has been subject to serious, not to say extreme, changes in terms of shrinkage and growth over the past three decades. These had a strong impact on the housing market, which was first very tight and then (very) relaxed for some time. In recent years it has tightened up again. The sometimes extreme changes in the housing market have led to several realignments in housing policy. This paper briefly discusses the strategies of the actors and the new housing policy, the starting situation and the developments in the 1990s and 2000s in order to provide the necessary background for understanding the current developments on the housing market. Then the current situation is presented and the specifics of the housing question in Leipzig are elaborated. This is followed by a description of housing policy, its concepts and instruments, the actors and governance structures. Finally, there is a summary of the implementation steps and the difficulties encountered before a conclusion is drawn. The coronavirus pandemic has currently changed some of the parameters of development. Since these are still subject to great uncertainty at the present time, they are addressed in an excursus in which possibilities and plausibilities are discussed.

Die Leipziger Stadtentwicklung unterlag in den vergangenen drei Jahrzehnten gravierenden Veränderungen in Bezug auf Schrumpfung und Wachstum. Diese schlugen in starkem Maße auf den Wohnungsmarkt durch. Die z.T. extremen Veränderungen auf dem Wohnungsmarkt führten zu mehreren Neuausrichtungen in der Wohnungspolitik. Im Zuge des starken Wachstums und der Anspannung des Wohnungsmarktes hat Leipzig 2015 mit einem neuen Konzept hier eine Neuausrichtung vollzogen.
Zunächst wird kurz auf die Ausgangslage und Entwicklungen in den 1990er und 2000er Jahren eingegangen. Sodann wird die aktuelle Situation dargestellt und die Spezifik der Wohnungsfrage in Leipzig herausgearbeitet. Daran schließt sich die Darstellung der Wohnungspolitik, ihrer Konzepte und Instrumente, der Akteure und der Governancestrukturen an. Danach werden die Schritte der Umsetzung gezeigt und die Schwierigkeiten dabei, bevor ein Fazit gezogen wird. Die Corona-Pandemie hat aktuell einige Parameter der Entwicklung stark verändert, hierauf wird mit einem Exkurs eingegangen, in dem Möglichkeiten und Plausibilitäten diskutiert werden.

For some years, increased attention has been paid to the single-family housing stock in Germany and the further designation of building land by municipalities. A Germany-wide anonymous survey of municipalities sheds light on the municipalities' land management strategies with regard to declining populations and their anticipation of future problems for the further use of the single-family housing stock. The results of the quantitative survey are supplemented by qualitative interviews with municipal experts from case studies that were selected on the basis of criteria such as population decline, old-age dependency ratio, the share of single-family homes and vacancy rates. The aims of the survey and the interviews are to assess municipal representatives' perceptions of population decline and of the necessity of undertaking measures to deal with shrinkage. Research questions are: What measures do municipalities consider appropriate to counter population loss and falling demand for housing in shrinking regions? How important are single-family housing areas in the perception of German municipalities? The results indicate that a continued designation of building land seems to be one of the most important measures used to cope with insufficient demand. The aim is to attract new inhabitants, particularly to shrinking cities. However, this approach reinforces current problems because it lowers demand for the housing stock and increases the risk of vacancies.

Covid-19 has led to unprecedented changes in functional structures in our cities. Since the mid-20th century, central business districts (CBDs) worldwide have hosted economic and employment activities, leaving suburbia to home the residential function. However, the global Covid-19 responses have resulted in changes in some urban functions, and it is yet to see if these changes would transpire as temporary or permanent. Some argue that the broad macrogeographical pattern of urbanisation is unlikely to be changed. Still, that significant intra-metropolitan, neighbourhood-level and daily life changes are to become part of the new reality. Thus, this article considered these changes by focusing on property trends in the Sydney CBD to reflect on future trends, urban structures, and associated functions. An evaluative single case study desktop analysis was conducted to investigate commercial vacancy rates and rental prices within the CBD of Sydney (Australia) between 2018 and 2021 to reflect on the Covid-19-drive changes and their implications for urban planners. Findings highlighted that before Covid-19, both residential and commercial markets were growing, with rising rental prices and decreasing vacancy rates. However, commercial vacancies in the CBD have increased, and rental prices have decreased since 2020's lockdown, stressing the dropping demand for commercial spaces. The residential market experienced a different trend with dropping vacancy rates and increasing rental prices. The data analysed provide an initial understanding of how Covid-19 has impacted the Sydney CBD. It poses some insights into potential future trends and changes in the urban landscape. It highlights the implications that the planning profession should consider in the quest to realise sustainable and resilient cities.
