Die sogenannte 'Historische Sozialwissenschaft' hat stets den Anspruch vertreten, für die Geschichtswissenschaft als ganzes eine Neuorientierung zu bieten. Ähnliches gilt für die 'Historische Anthropologie'. Beide Disziplinen stehen daher in der heutigen Geschichtswissenschaft als zwei Versuche einer innerfachlichen Neuorientierung nebeneinander. Der Beitrag beschreibt die Berührungspunkte und Überschneidungsbereiche und konstatiert, dass ihr jeweiliges Erkenntnisinteresse unterschiedlich ist. Jene menschlichen 'Elementarsituationen' und 'Grundbefindlichkeiten', für die sich die Historische Anthropologie interessiert, stehen mit Sicherheit nicht im Mittelpunkt der Historischen Sozialwissenschaften. Insgesamt spricht der Autor von einem 'offenen Projekt' in dem von sehr unterschiedlichen Ausgangspositionen ausgehende Richtungen konvergieren. ; This article deals with two different approaches in the german historiography. The 'Historical Social Science'-approach claims to have a general perspective, which needs a close link to the systematic social science, especially with sociology, political science and economics. Structures and processes of social changes should be explored and illustrated. Therefore, the structures of social stratification, of political power, and of economic developments are in the centre of the interest. On the other hand, the meaning of 'Historical Anthropology' cannot be defined in the same precise manner as that of 'Historical Social Science' - dued to the heterogeneous research orientations that are trying to promote a common initiative under the title 'Historical Anthropology'. Focus of interest is the diversity and inconsistency of the ways people adapting the world. The approaches to this problem are very different. Therefore, Historical Anthropology does not stand for a closed concept with respect to contents and methodology. But because of the central issue of essential human existence and elementary situations a new interesting perspective to the phenomena of the rapid social change is given, which occurs since the middle of this century.

The formal methods which were later to become of greatest importance in these sciences (differential calculus and probability theory) were mainly imported from continental mathematics at the beginning of the 19th century. The emergence of Political Economy and the transformation of classical Political Arithmetic into Statistics roughly coincided with this "catching-up" process. Moreover, the "Cambridge Network of Scientists" (Cannon), with its protagonists Whewell, Herschel, Babbage and Peacock, played a central role in the adoption of French mathematics as well as in the early attempts to place the social sciences on a methodologically sound basis. Not surprisingly, the Cambridge Scientists (gathered mainly in the Cambridge Philosophical Society and the Cambridge Astronomical Society) were among the first to use mathematical methods in dealing with "the complicated conduct of our social and moral relations" (Herschel). However, the mathematicization of the social sciences cannot be seen as a smooth, continuous process of successively applying formal techniques to social phenomena. The application of the general equilibrium framework of analytical mechanics to the study of man's desires and actions, and the use of probability theory in explaining (not just describing) the synthesis and development of social aggregates, required an essential precondition: a new kind of analysis of "man", such as had emerged in geology and physiology since the late 1830s. Using the principles of natural selection and reflex action, it became possible to view human societies simultaneously as random samples and systems of forces, to which mathematical techniques now became reasonably applicable. The rise of Economics and Eugenics (founded by Jevons and Galton, respectively) towards the end of the 19th century can thus be perceived as a late consequence of this "anthropological turn". Der Begriff "Public Understanding of Sciences and Humanities" und das dazugehörige Akronym "PUSH" stehen für die vielfältigen Projekte, die sich um Verständnis für und Verständnis von Wissenschaft in der Öffentlichkeit bemühen. International, national und auf der Ebene der Bundesländer sind zahlreiche Projekte entstanden, die sich diesem Anliegen widmen. Eine besondere Rolle spielt hierbei eine spezifische Einrichtung, die sich in den 60er-Jahren herausgebildet hat: das Science Center. Hierunter sind Einrichtungen in der Tradition des Exploratoriums in San Francisco und des Ontario Science Center in Toronto zu verstehen. Die Ausstellungen in diesen Centers umfassen ausschließlich Versuchsanordnungen nach dem Handson-Prinzip, an denen der Besucher selbst tätig werden kann. In Deutschland hat als erstes das Deutsche Museum München dieses Konzept in einzelnen Abteilungen umgesetzt. Vor dem Hintergrund der Dynamik, die das Thema gewonnen hat, beauftragte die badenwürttembergische Landesregierung die Akademie für Technikfolgenabschätzung, die in Baden-Württemberg angesiedelten Initiativen zur Realisierung von Science Centers sowie einige ausgewählte von Science Centers unabhängige Initiativen zu dokumentieren. Unberücksichtigt bleiben in dieser Studie PUSH-Aktivitäten des laufenden Museumbetriebes, die seit vielen Jahren im Begleitprogramm beispielsweise der Naturkunde- und Technikmuseen ihren Platz haben und dem Grundgedanken der Verständigung zwischen Wissenschaft und Öffentlichkeit verbunden sind. Weiterhin beinhaltete der Auftrag: - eine exemplarische Darstellung europäischer Science Centers und der daraus ablesbaren nationalen und internationalen Trends, - Empfehlungen für eine landesweite Gesamtkonzeption von PUSH und - Ableitung von Kriterien zur Beurteilung unterschiedlicher PUSH-Konzepte für das Land Baden-Württemberg. Die Aufgabenstellung beschränkte sich ausdrücklich auf ein Instrumentarium zur Bewertung von Konzepten und beinhaltet nicht eine Beurteilung konkreter Initiativen. Die von uns dargelegten Optionen beziehen sich auf strukturelle Maßnahmen und lassen die vorrangig innerwissenschaftlichen Handlungsfelder (z. B. Beurteilung wissenschaftlicher Leistungen) außen vor. Unsere Vorschläge und Empfehlungen sind getragen vom Selbstverständnis der Akademie, das hinsichtlich Fakten auf eine zuverlässige wissenschaftliche Basis und hinsichtlich Bewertungen auf den gesellschaftlichen Diskurs setzt. Unseres Erachtens stellen diese Merkmale auch in der Frage nach einem angemessenen Verhältnis von Wissenschaft und Öffentlichkeit eine wertvolle Orientierungshilfe dar.
In der Theoriediskussion der Sozialen Arbeit wird in neuerer Zeit die These vertreten, daß eine gesellschaftliche "Normalisierung" der Sozialpädagogik zu verzeichnen sei. Die These stützt sich dabei im wesentlichen auf die Ausweitung sozialpädagogischer Handlungsfelder. Sie wird im vorliegenden Beitrag mit Befunden zu einer sozialstrukturellen "Spaltung der Gesellschaft" konfrontiert, und es wird nach den Konzequenzen sowohl für die Adressaten als auch die Konzeptionen und Zielperspektiven Sozialer Arbeit gefragt. Unter Rekurs auf verfassungstheoretische Überlegungen wird die Bedeutung sozialer Bürgerrechte für die Theorie Sozialer Arbeit erörtert und ihre Leistungsfähigkeit im Hinblick auf die Konstitution demokratischer Gemeinwesen diskutiert. This thesis is basically substantiated by the expansion of the fields of action of social work. The author confronts this thesis with findings concerning a socio-structural "division of society" and enquires into the consequences for the clients, on the one hand, and for the conceptions and objectives of social work, on the other. Drawing on arguments of constitutional theory, he analyzes the significance of social civil rights for the theory of social work and discusses its potentials regarding the constitution of a democratic polity. Mit [dem] Themenschwerpunkt versuch[t die Redaktion], nicht nur ein Bewußtsein der Bedeutung von Emigration und Remigration für die Disziplinentwicklung zu wecken, sondern auch einen weiteren Schritt in der Forschung zu tun, mit Fallstudien über lokale Entwicklungen, mit Analysen subdisziplinärer Kontinuitäts- und Diskontinuitätsmuster und mit personenbezogenen Studien über die Disziplinentwicklung nach 1945 in SBZ und DDR. Für die Pädagogik an der Frankfurter Universität (Feidel-Mertz/Lingelbach) wird eine paradigmatische Kontroverse zwischen eher gesellschaftskritischen und eher affirmativen Theorien sichtbar, die durch die politischen Ereignisse 1933 entschieden wird und einem gesellschaftskritischen Paradigma erst nach 1968/1970 wieder eine Chance einräumt (und eher nebenher werden auch die Differenzen zwischen nationalsozialistischer und nationalkonservativer Pädagogik am Exempel H. Weinstocks herausgearbeitet). An der Nachkriegsgeschichte von Besetzungsprozeduren an der Hamburger Universität kann Ch. Kersting nicht nur die unterschiedlichen Formen der Aufmerksamkeit für die Emigranten belegen (die man angesichts der Verdrängungs-These nicht erwartet hätte), sondern auch den Bedeutungswandel der Verdrängungsannahme selbst. […] Konzentriert auf eine Subdisziplin behandeln G. Miller-Kipp und M. Kipp - mit der Frage nach Theoriewandel bei Personenkontinuität […] die Theorie-Geschichte der Berufs- und Wirtschaftspädagogik […]. Die Beiträge von U. Wiegmann und G. Geissler erinnern schließlich daran, daß wir auch unsere bildungshistorischen Fragen an die Disziplin nicht mehr im Lichte der alten Ost-West-Trennung formulieren dürfen. Die Vertreibung von Tausenden von Wissenschaftlern durch das Dritte Reich bedeutete für die Universitäten und Technischen Hochschulen in Deutschland den Verlust eines beträchtlichen Teils ihres wissenschaftlichen Personals. Die Auswanderung und die Neuverwurzelung in Ländern, in denen die Vertriebenen trotz vieler Widerstände Aufnahme fanden, waren Teil des tiefen Unglücks, das 1933 Haß und Brutalität über die Welt brachte. Die Emigrationsgeschichte und die Exilforschung arbeiten seit Jahrzehnten daran, die Grundlagen für ein Verständnis dieser vielschichtigen Vorgänge zu schaffen.
Können Ergebnisse der neueren, interdisziplinären Gedächtnisforschung zu einer Erweiterung und Präzisierung des klinischen Verständnisses von psychischen Prozessen basierend auf unbewussten Erinnerungen, Phantasien und "Wahrheiten" beitragen? Diese Fragen werden in dieser Arbeit diskutiert.In einem selbstkritischen Rückblick auf eine Arbeit, in der R. Pfeifer und M. Leuzinger-Bohleber 1986 Konzepte der klassischen Cognitive Science zum Verständnis einiger Sequenzen aus einer Psychoanalyse beigezogen haben, wird postuliert, dass sich die damals benutzte Computermetapher als nicht geeignet erweist, die Mechanismen des menschlichen Gedächtnisses als biologisches System zu erklären. Im Gehirn gibt es keine Speicherplatten oder lokalisierbare Regionen, in denen Wissen (analog zu Wachstafeln von Aristoteles oder dem Wunderblock) eingeritzt, gespeichert wird, das später wieder abgerufen werden kann: Erinnern und Gedächtnis sind vielmehr Funktionen des gesamten Organismus. Bezugnehmend auf Edelmans Theorie der neuronalen Gruppenselektion (TSNG) wird Gedächtnis konzeptualisiert als dynamischen, rekategorisierenden und interaktiven Prozess, der immer ,,embodied" ist, d.h. auf sensomotorisch-affektiven Vorgängen im Organismus beruht. Eine ausschließlich kognitive Betrachtungsweise des Gedächtnisses hat sich als inadäquat erwiesen.Eine kurze Sequenz aus einer Psychoanalyse mit einem Borderlinepatienten wird analysiert, um zu illustrieren, dass sich diese neueren Konzeptualisierungen von Gedächtnis und Erinnern als produktiv für ein vertieftes klinisches Verstehen erweisen. These questions are discussed in this paper.In a critical review of a paper published in 1986, in which we applied concepts from classical cognitive science (in particular the computer metaphor) to some sequences of a psychoanalysis, we suggest that the computer metaphor is not suited for application to the mechanisms of human memory as a biological system: In the brain there is no "box" or location where memory structures are stored and later retrieved but memory is an aspect of the whole organism. Referring to Edelman's theory of the selection of neural groups (TSNG) memory is now conceptualized as a complex, dynamic, recategorizing and interactive process, which is always "embodied", in other words based on actual sensory-motoric-affective experiences.Analyzing a short sequence of a psychoanalysis with a male Borderline patient we illustrate that these new concepts can be helpful for a deeper understanding of the functioning of memory in psychoanalysis. Un regard critique jeté sur un travail publié en 1986, dans lequel nous appliquions des concepts empruntés à la théorie classique de la cognition pour analyser quelques séquences d'une psychanalyse, m'incite à conclure que les énoncés formulés à l'époque continuent à fournir des explications plausibles sur le plan clinique - à condition toutefois que nous nous en tenions au niveau purement descriptif. Par contre, compte tenu de la manière dont nous percevons maintenant la question, nous avions alors négligé le problème du « frame of reference »; dans le J contexte de notre analyse descriptive nous n'avions en effet pas effectué de distinction claire entre la reviviscence de souvenirs dans le cadre psychanalytique et les mécanismes qui, au niveau de la mémoire, avaient déterminé ces réminiscences. La métaphore utilisée par la théorie classique de la cognition - à savoir celle du traitement d'informations ou de l'ordinateur - ne peut pas s'appliquer à la manière dont la mémoire humaine fonctionne en tant que système biologique: le cerveau ne comporte pas de «mémoire» qui serait réactivée au moment où l'individu se trouve confronté (inconsciemment et par un processus cognitif) à des similitudes structurelles entre informations actuelles et informations appartenant au passé.En fait, et comme l'ont montré les travaux de Brooks, Edelman, Rosenfield, Clancey, Glenberg et du groupe travaillant avec Pfeifer, la mémoire constitue un aspect de tout l'organisme : elle n'est ni un module, ni un organe spécifique. La notion de mémoire est théorique et vise à expliquer des comportements; nous parlons d'apprentissage et de mémoire dès lors que le comportement de l'organisme évolue avec le temps.Au moment de choisir d'autres manières de conceptualiser la « mémoire en tant que structures emmagasinées » nous nous somme référés entre autres à la théorie d'Edelman concernant la sélection de groupes neuronaux (TSNG); il caractérise lui-même sa théorie comme une approche tenant compte de l'ontogenèse et de la phylogenèse de l'évolution du cerveau. Il utilise les mécanismes de «darwinisme neuronal» qu'elle contient pour expliquer et décrire les processus de mémoire autant au niveau de l'anatomie et de la biologie des neurones qu'à celui de la psychologie.En se basant sur ce principe on peut décrire la mémoire en tant que fonction de tout l'organisme, en tant que processus dynamique complexe au cours duquel des catégories sont créées; il se fonde sur l'interactivité, se réfère toujours à des vécus sensori-moteurs-affectifs actuels («incorporés ») et se manifeste à travers le comportement de l'organisme. Nous ne disposons malheureusement pas aujourd'hui d'une métaphore appropriée qui permettrait de concrétiser cette conceptualisation. Edelman écrit, par exemple, que le cerveau fonctionne plus comme un orage dans la forêt vierge que comme un ordinateur. Il se peut toutefois qu'il s'avère impossible de trouver une métaphore unique pour caractériser cette conception de la mémoire, processus dynamique s'adaptant constamment à de nouvelles situations.Il semble que ces nouvelles théories de la mémoire confortent à un niveau interdisciplinaire la recherche clinico-psychanalytique entreprise ces dernières années ; celle-ci postule en effet de manière toujours plus radicale que les évolutions thérapeutiques ne sont pas simplement provoquées par un retour à des traumatismes datant de la petite enfance (métaphore : archéologie), ni d'ailleurs par une «réalisation» se produisant dans la tête de l'analysant. Elles sont le produit d'un affrontement dans le cadre de la relation de transfert avec l'analyste (y compris des aspects sensoriels et affectifs faisant partie de l'interaction thérapeutique, c'est-à-dire «résonance corporelle» entre deux personnes comprise). Dans ce sens, 'se souvenir' n'est pas simplement évoquer des informations emmagasinées ; il s'agit au contraire d'un processus extrêmement dynamique de re-catégorisation qui se déroule dans l'ici et maintenant du transfert. De plus, il semble que se souvenir et devenir conscient dépendent d'une interaction entre un système et son environnement (dialogue intérieur ou extérieur avec des objets) et qu'ils impliquent la construction de «vérités narratives» dans le cadre de relations actuelles ou actualisées ; simultanément, cette construction entraîne un rapprochement créatif avec une «vérité historique» (les expériences liées à la socialisation sont ancrées dans la biologie). C'est ainsi qu'au moment où d'anciens processus de catégorisation sont revivifiés, des vécus (traumatiques) demeurés inconscients sont modifiés et différenciés, ce qui constitue une condition sine qua non à l'évolution structurelle de comportements donnés ; en effet, se souvenir consciemment permet d'intégrer de manière différente une biographie toute personnelle (cf. Damasio, 1999) et d'en disposer autrement. Finalement, nous pensons que la recherche récente sur la mémoire, qui tente une fois de plus de mettre en évidence la base biol0gique et neuro-anatomique des processus psychiques, pourrait expliquer de manière plausible pourquoi les besoins et conflits qui naissent lors de la phase de socialisation précoce sont si durables et déterminants et pourquoi des «psychanalyses intervenant pour modifier des structures » doivent durer longtemps : les processus biologiques ne peuvent pas évoluer aussi rapidement qu'une perception «purement cognitive » !Certaines questions importantes du point de vue scientifique et épistémologique n'ont pas pu être traitées dans le cadre du présent texte. Par exemple, la tentative faite par Edelman pour redéfinir les rapports entre biologie et psychologie en postulant - tout en évitant tout réductionnisme et tout parallélisme - que sa théorie du darwinisme neuronal décrit des principes qui peuvent être appliqués tant au niveau anatomique et neurophysiologique qu'à celui de la description psychologique. Il nous semble toutefois que du point de vue épistémologie, cette démarche soit quelque peu problématique. Il est vrai que ses conceptualisations sont novatrices et permettent de saisir de manière différente certains processus de mémoire ('se rappeler' par ex.) et donc des processus psychiques proches de la manière dont le cerveau fonctionne et du plan biologique. Ses idées sont en outre plus proches de la psychanalyse que ne le sont les théories de la régulation de type cybernétique; contrairement à ces dernières, elles impliquent une sorte de «théorie du conflit» («survival of the fittest»). On sait que la théorie de Darwin a beaucoup influencé Freud; il s'y réfère directement lorsqu'il tente d'expliquer la prohibition de l'inceste ou élabore son hypothèse du parricide dans la horde archaïque. Il reste toutefois que ses écrits montrent clairement qu'il considérait la psychanalyse comme une méthode indépendante de recherche permettant, par exemple, d'expliquer la prohibition de l'inceste sur la base du conflit œdipien. On peut toutefois se demander si les modèles élaborés par Edelman permettent vraiment de jeter un regard nouveau sur d'autres aspects de la théorie et de la pratique psychanalytiques. L'histoire de la science inclut plus d'un exemple de ce genre d'erreur : un modèle est détaché du champ d'application pour lequel il a été développé et utilisé ailleurs - souvent de manière irréfléchie et peu critique. Dans ce sens, il me semble qu'un transfert naïf des concepts d'Edelman vers l'ensemble de la psychanalyse et en particulier sur sa théorie de la culture pose problème. Pour ne mentionner qu'un aspect: la théorie freudienne de la culture se situe Ci l'opposé des théories du darwinisme social qui semblent être actuellement à la mode et qui pourraient exploiter les idées d'Edelman pour légitimer «scientifiquement» des intérêts politiques. Ce darwinisme social menace une dimension culturelle que Freud a toujours considérée comme fragile et qui se fonde entre autres sur le conflit œdipien et la nécessité de sublimer (donc d'entreprendre constamment un effort psychique). Dans ce sens, Freud a expliqué un comportement social en l'attribuant Ci des rapports dialectiques entre biologie et culture et non pas simplement Ci une stratégie de survie de type darwinien (cf. entre autres Leuzinger-Bohleber, 1997 a, b).Je pense donc qu'en menant un dialogue avec les sciences cognitives, la psychanalyse se retrouve sur la corde raide : il faut d'une part que les résultats de ses recherches aient une « cohérence externe » (Strenger, 1991) et qu'elle poursuive son discours avec la communauté scientifique; elle risque d'autre part d'accepter trop rapidement des points de vue «scientifiques» qui, même s'ils sont acceptés dans le contexte d'une certaine culture, n'en aboutissent pas moins à une perte: elle renoncerait Ci aborder l'objet auquel la recherche psychanalytique doit absolument s'intéresser - l'inconscient, tabou individuel et collectif.
Axel Hägerström war der große schwedische Schulbildner mit Einfluß auf Juristen, Philosophen und Sozialwissenschaftler; darüber hinaus wird eine ganze Generation von Politikern in intellektueller Abhängigkeit von ihm gesehen, vielen gilt er gar als der Theoretiker des modernen schwedischen Staates in seiner etatistischen, sozialdemokratischen Wohlfahrtstradition: Sein Kampf gegen die Metaphysik und seine Kritik an naturrechtlichen Vorstellungen wurde grundlegend für den skandinavischen Rechtsrealismus und hatte zudem großen Einfluß auf die schwedische sozialdemokratische Ideologie, den sogenannten Funktionssozialismus. Die Uppsala-Schule des Rechtspositivismus ist von seiner antiidealistischen Auffassung von der Setzung der Moral durch Macht geprägt, doch trotz des seinerzeit großen Einflusses ist Hägerström über die Grenzen Schwedens hinaus kaum noch bekannt.
The article argues an extension of "intended applications" of present day radical constructivism to the domain of historical sciences. After a brief presentation of constructivism's core theory of "observing observations", a long exposition is undertaken in which central historical notions like "memory", ,,remembering" or ,,forgetting" are re-defined and adapted to the overall constructivist framework. Transformation' ist zum Schlüsselbegriff der neunziger Jahre geworden. Das Ende des kalten Krieges hat nicht nur in Europa, sondern in weiten Teilen der Welt einschneidende gesellschaftliche Umwälzungen ausgelöst. Im südlichen Afrika waren diese Umwälzungen in ihre Zuspitzung auf den Konflikt zwischen der schwarzen Bevölkerungsmehrheit und der weißen Bevölkerungsminderheit besonders dramatisch. Südafrika mit seinem charismatischen Staatschef Nelson Mandela, und Namibia, die einstige deutsche Kolonie, standen für einige Zeit im Zentrum des Medieninteresses. Inzwischen ist die 'heiße' Phase des Umbruchs vorbei. Die neuen Regierungen haben sich etabliert, ihre politischen Ziele formuliert, Programme verabschiedet und Reformen eingeleitet. In beiden Ländern gibt es Projekte der Sozialberichterstattung, die diesen Wandel begleiten und so dokumentieren, wie er sich auf die Lebensbedingungen, Lebensqualität und Lebenszufriedenheit der Menschen niederschlägt.
Zwei Jahre nach einer Erhebung zum Ersatzbedarf des wissenschaftlichen Personals an Pädagogischen Hochschulen und Universitäten im Fach Erziehungswissenschaft ist zur Identifikation von Entwicklungstrends eine weitere Befragung zu diesem Thema im Jahr 1987/88 durchgeführt worden. Erstmals wurden auch die Fachhochschulen mit pädagogischen Studiengängen erfaßt, so daß nunmehr ein Überblick über die gesamte Situation des wissenschaftlichen Nachwuchses im Fach Erziehungswissenschaft an den Hochschulen der Bundesrepublik Deutschland und Berlins (West) vorliegt. Die Resultate werden mit den Ergebnissen aus dem Jahr 1985 verglichen und erste Trends extrapoliert. An die Interpretation der Daten schließt sich ein Postulatekatalog für die Nachwuchspolitik im Fach Erziehungswissenschaft an. (DIPF/Orig.) ; Two years after a survey on the replacement requirements for academic staff in educational science had been conducted at colleges and at universities, a second survey on this issue was carried out in 1987/88, in order to identify trends of development. For the first time specialized institutions of higher education offering educational courses were included, so that there now exists a general account of the overall Situation of junior academic staff in this field at the universities of the Federal Republic of Germany and of West Berlin. The results of the second survey are compared with the findings of 1985 and first trends are extrapolated. The interpretation of data is followed by a catalogue of postulates concerning recruitment policies for the field of educational science. (DIPF/Orig.)
Erscheinungsformen und Unterschiede von Beratung, Fürsorge und Therapie werden alltagsorientiert entfaltet. Besonders der Therapeutisierung weiter sozialer Felder wird kritische Aufmerksamkeit geschenkt. Nach einer Darstellung der historischen Entwicklung zum ungleichzeitigen Ausbau von Beratungsangeboten in schulischen und außerschulischen Kontexten wird ein pädagogischer Anspruch von Beratung im Spannungsfeld von Deprofessionalisierung und Überprofessionalisierung expliziert, welcher eher solidarischer Fürsorge als klinifizierender Therapie nahesteht. Eine der latenten, oft übersehenen Funktion von Parlamenten ist für die dauerhafte Responsivität des politischen Systems sowie für zielgerichtete Führungsanstrengungen zu sorgen. Der Autor bringt diesen Sachverhalt auf den Begriff der 'Bindegliedfunktion' oder dem der 'Vernetzungsfunktion'. Gemeint ist damit, daß Parlamente leistungsfähige Kommunikations- und Interaktionsnetze aufzubauen zu haben, die sie mit der gesamten Gesellschaft in engen und dauerhaften Kontakt bringen. In solchen Kontaktsträngen werden Informationen und Meinungen ausgetauscht, zirkuliert Macht als 'Währung der Politik' und es werden jene informellen Beziehungen gepflegt, welche die Substanz des Politischen ausmachen. An Hand von Umfragedaten untersucht der vorliegende Beitrag diesen Prozeß für die neuen Bundesländer. Es zeigt sich, daß das neue politische System Ostdeutschlands keineswegs mehr über der ostdeutschen Gesellschaft schwebt, wie es kurz nach der Wiedervereinigung der Fall war. Dieses 'Wurzelwerk' repräsentativer Demokratie wächst jedoch nur langsam, da es nicht durch Verfassungsgebung oder Institutionendesign implementiert werden kann, sondern allein durch langjährige 'Einübung' demokratischer Spielregeln. ; How were the state parliaments of Germany's Neue Länder, re-established in 1990, linked to East German society in the first years of their existence? What patterns of societal linkages have since developed? Can an increasing similarity between East and West German societal roots of parliaments be stated, and if so, to what extent? These questions are addressed, with findings based on data from surveys of East and West German MPs carried out in 1991/92 and 1994. Evidence is presented that East German assimilation has occurred remarkably fast-paced, with the main MPs and of the politically relevant structures to the functional logic of the political system imported from West Germany.
Der Mitgliedschaft in Organisationen und Vereinen kommt eine wesentliche integrative Funktion innerhalb der Gesellschaft zu. Partizipation und Engagement in Organisationen und Vereinen fördert kooperatives Verhalten, Gemeinschaftssinn, Solidarität und zwischenmenschliches Vertrauen - Indikatoren, die unter anderem auch für das Funktionieren demokratischer Institutionen wichtig sind. Die gesellschaftliche Beteiligung als Indikator für die soziale und politische Integration der Bürger gewinnt gerade vordem Hintergrund des ostdeutschen Transformationsprozesses an Bedeutung. Zum anderen wird darauf verwiesen, daß soziale Beziehungsnetzwerke sich im Zuge gesellschaftlicher Modernisierung auflösen. Sich ändernde Motivationen und Werteverschiebungen in der Bevölkerung verschieben das Beteiligungspotential insbesondere zu Lasten traditionaler Vereinigungen. Neue Engagementformen wie Umweltgruppen oder Bürgerinitiativen sind Ausdruck veränderter Ansprüche und Wertorientierungen.
