The EU has signed new agreements with Ukraine, Moldavia, and Ukraine, the so-called Deep and Comprehensive Free Trade Agreement (DCFTA). This policy brief only focuses on Georgia to exemplify the mythology and some important specifics of the participating countries that differ somewhat, but are important for assessing the impact. The agreement with Georgia became effective in September 2016; therefore, accurate estimation of the quantified effects was delayed for some time. This policy brief focusses on the free trade agreement on agricultural products. Georgia benefits from trade preferences for import to the EU and the EU likewise from exports to Georgia. It is foreseen that tariffs will be abolished completely in the future, but at present it is only Georgia which has abolished tariffs for imports from the EU. The EU has only reduced the World Trade Organization (WTO) bounded rates and, in addition, it still applies the socalled entry price system and even quotas for imports of garlic. Effects on trade might be important because the EU still highly protects agricultural imports and thus the standard of living for the 50 percent of Georgians living mainly from farming may improve. The findings are that Georgia may gain in total, if traders live in Georgia. The gain results from both redirection of Georgian exports from other destinations and additional exports of Georgian products. These additional exports to the EU may be replaced by additional imports from low price suppliers on the world market.

Die EU hat neue Abkommen mit der Ukraine, Moldawien und Georgien in Form der sogenannten Vertieften und Umfassenden Freihandelszone (DCFTA) unterzeichnet. Dieser Policy Brief konzentriert sich nur auf Georgien, um die zugrundeliegenden Annahmen bei der Wirkungsanalyse zu veranschaulichen. Da das Abkommen mit Georgien erst im September 2016 in Kraft trat, wird eine Schätzung der quantifizierten Auswirkungen noch einige Zeit auf sich warten lassen. Dieser Policy Brief analysiert einen wichtigen Bestandteil des Abkommens, nämlich das Freihandelsabkommen für Agrarprodukte. Es ist vorgesehen, dass in Zukunft vollständig auf Zölle verzichtet werden soll; bisher führt allerdings nur Georgien zollfrei aus der EU ein. Die EU hat nur die von der Welthandelsorganisation (WTO) begrenzten Sätze reduziert und wendet darüber hinaus noch das sogenannte Einfuhrpreissystem und sogar Quoten für Knoblauchimporte an. Die Auswirkungen auf den Handel könnten unter Umständen bedeutsam sein, da die EU Agrarimporte noch immer sehr stark schützt und Georgien den Lebensstandard jener 50 Prozent seiner Bevölkerung verbessern könnte, die noch immer hauptsächlich von der Landwirtschaft leben. Die Ergebnisse zeigen, dass Georgien insgesamt profitieren könnte, wenn Händler in Georgien ansässig sind. Dabei resultiert der Gewinn nicht nur aus regionaler Umleitung georgischer Exporte, sondern auch aus Exporten georgischer Produkte, bei denen Georgien in einer Importsituation ist. Diese zusätzlichen Exporte in die EU können durch zusätzliche Importe vom Weltmarkt ersetzt werden.

Many international organisations, including the European Parliament, see reducing food loss and waste as a priority. They argue that this will increase the efficiency of resource use and have beneficial environmental effects. This paper asserts that the scale of the problem has been overstated and that many of the proposed policy solutions are unlikely to achieve the desired results. Indeed, attempts to reduce food loss and waste may ultimately decrease the efficiency of resource use.

Intensive discussions about discarding food in recent weeks were prompted by a study commissioned by the German Bundestag and supported by the German Federal Ministry of Nutrition, Agriculture, and Consumer Protection. Spiegel online said on March 13, 2012: Europe's waste would suffice twice to feed the world's hungry. This statement startled many people. Food is discarded in Europe and other prosperous countries while many people in poor countries are starving. Hence, it seems that the global hunger problem could be easily solved. People in rich countries would simply have to deal with food more responsibly. This policy brief critically examines the methodology of identification food loss and the magnitude of estimated quantities and values. Furthermore, it is questioned whether the potential reduction of food loss on one side can really decrease hunger on the other. The paper concludes with a discussion of morals and alternative options for combating hunger. ; In den letzten Wochen wurde intensiv das Wegwerfen von Lebensmitteln diskutiert. Anlass war das Ergebnis einer Studie, die vom Bundesministerium für Ernährung, Landwirtschaft und Verbraucherschutz aufgrund eines Beschlusses des Bundestags gefördert wurde. In Spiegel online wurde am 13.03.2012 festgestellt: Der Abfall Europas würde zweimal reichen, um die Hungernden dieser Welt zu ernähren. Diese Aussage hat viele Menschen erschreckt. In Europa und anderen wohlhabenden Ländern werden Lebensmittel weggeworfen und in den armen Ländern hungern viele Menschen. Es scheint demnach, dass man das weltweite Hungerproblem leicht lösen könnte. Die Menschen in den reichen Ländern müssten lediglich verantwortungsvoller mit Lebensmitteln umgehen. Der vorliegende Beitrag hinterfragt Methodik und Größenordnung der Berechnungen und überprüft, ob verringerte Abfälle auf der einen Seite tatsächlich zu weniger Hunger auf der anderen Seite führen. Abschließend wird auf die Frage der Moral und alternative Möglichkeiten, den Hunger zu bekämpfen, eingegangen.

Direct payments were originally justified as a mechanism to compensate farmers for the income loss incurred due to reduced intervention prices. However, this rationale is not valid any more, and a new justification for basic income support by granting basic decoupled direct payments has been proposed by the EU Commission. Reformen der europäischen Agrarpolitik wurden in der Vergangenheit meist dann durchgeführt, wenn sie aufgrund von Veränderungen der außenpolitischen Rahmenbedingungen notwendig waren. Welche Konsequenzen zog die Gemeinsame Agrarpolitik im Rahmen der Agenda 2000 aus der geplanten Osterweiterung der Europäischen Union und den Verpflichtungen im Rahmen der WTO-Vereinbarungen? Wie sind sie wohlfahrtspolitisch zu beurteilen?

"Die europäische Agrarpolitik widerspricht weitgehend den Grundsätzen rationaler Politikgestaltung. Hier zeigt sich noch deutlicher als in anderen Politikbereichen, daß ökonomische Erwägungen zugunsten von Gruppeninteressen zurücktreten. Die Entwicklung der europäischen Agrarpolitik kann daher nicht mit ökonomischen Kategorien, sondern nur mit einem politikökonomischen Ansatz erklärt werden. Die Dominanz von Gruppeninteressen bei der Entwicklung der europäischen Agrarpolitik ist vor allem durch die institutionellen Rahmenbedingungen bei der Konzeption der Gemeinsamen Agrarpolitik möglich geworden. Das bis in die achtziger Jahre angewandte Prinzip der Einstimmigkeit bei Verhandlungen im Agrarministerrat hat eine Einigung entsprechend ökonomischen Grundsätzen erschwert oder unmöglich gemacht. Die Entwicklung der Agrarpolitik der Europäischen Gemeinschaft wie in der Europäischen Union zeigt eher eine Zunahme der Regelungsintensitäten als eine Rückbesinnung auf marktwirtschaftliche Grundsätze." That the Common Agricultural Policy of the European Community is in need of reform is by now commonly accepted. But all moves for a reform on the political level have been postponed until after the French elections in the spring, a fact which highlights the political problems. Is there a real chance of a thorough reform of the CAP?

The recent announcement of the French Government's decision to support the French agriculture this spring by direct income transfers to the tune of ffr 4.6 bn brings home the fact that some national governments need national autonomy in agricultural policy. Regrettably it seems to foreshadow an increasingly uncontrolled trend towards nationalization in this field. Our contributor therefore takes up the question whether the problems of the Common Agricultural Policy could not be defused by dividing the competences differently.
