Sample selection models, variants of which are the Heckman and Heckit models, are increasingly used by political scientists to accommodate data in which censoring of the dependent variable raises concerns of sample selectivity bias. Beyond demonstrating several pitfalls in the calculation of marginal effects and associated levels of statistical significance derived from these models, we argue that many of the empirical questions addressed by political scientists would – for both substantive and statistical reasons – be more appropriately addressed using an alternative but closely related procedure referred to as the two-part model (2 PM). Aside from being simple to estimate, one key advantage of the 2 PM is its less onerous identification requirements. Specifically, the model does not require the specification of so-called exclusion restrictions, variables that are included in the selection equation of the Heckit model but omitted from the outcome equation. Moreover, we argue that the interpretation of the marginal effects from the 2 PM, which are in terms of actual outcomes, are more appropriate for the questions typically addressed by political scientists than the potential outcomes ascribed to the Heckit results. Drawing on data from the Correlates of War database, we present an empirical analysis of conflict intensity illustrating that the choice between the sample selection model and 2 PM can bear fundamentally on the conclusions drawn.

Drawing on household data from Germany, this study econometrically analyzes the determinants of automobile ownership, focusing specifically on the extent to which decreases in family size translate into fewer cars at the national level. Beyond identifying several variables over which policy makers have direct leverage, including the price for fuel, the supply of public transit, and land use features, the analysis uses the estimated coefficients from a multinomial logit model to simulate car ownership rates under alternative scenarios pertaining to demographic change and other socioeconomic variables. Our baseline scenario predicts continued increases in the number of cars despite decreases in population, a trend that could be partially offset by substantial increases in fuel prices. ; Diese Studie untersucht die Determinanten des privaten Fahrzeugbesitzes anhand eines multinomialen Logit-Modells und Haushaltsdaten aus Deutschland. Dabei wird insbesondere der Einfluss der Haushaltsgröße betrachtet. Die Studie kontrolliert für eine Vielzahl von Variablen, auf die die Politik einen erheblichen Einfluss ausübt. Dazu zählen etwa der Kraftstoffpreis, das Angebot des öffentlichen Verkehrs oder die Bebauungsplanung. Die Ergebnisse der multinomialen Logit-Schätzung werden verwendet, um die Gesamtanzahl von Fahrzeugen im Privatbesitz unter alternativen Szenarien zur demographischen und sozio-ökonomischen Entwicklung bis zum Jahr 2030 zu prognostizieren.

This note demonstrates that in applied regression analysis, the variance of a coefficient of interest may decrease from the inclusion of a control variable, contrasting with Clarke's assertion (2005, 2009) that the variance can only increase or stay the same. Practitioners may thus be well advised to include a relevant control variable on this basis alone, particularly when it is weakly correlated with the variable of interest.

"Das deutsche System, technologiespezifische und in der Regel über 20 Jahre hinweg fixe Vergütungen für die Einspeisung von 'grünem' Strom in das öffentliche Netz zu gewähren, gilt weltweit als vorbildliches Modell für die Förderung der bislang zumeist noch nicht wettbewerbsfähigen Stromerzeugung auf Basis von erneuerbaren Energietechnologien. Diese Art der finanziellen Förderung 'grünen' Stroms hat in zahlreichen Ländern Nachahmung gefunden, darunter auch in der Schweiz. Ziel dieses Beitrags ist die kritische Diskussion der Beschäftigungs- und Klimaschutzwirkungen der Förderung der erneuerbaren Energien sowie deren Implikationen für die technologische Entwicklung am Beispiel der Schweiz. Im Ergebnis zeigt sich, dass die seit Anfang 2009 bestehende Schweizer Förderpolitik in Form eines Einspeisevergütungssystems keine kosteneffiziente Art ist, die nicht wettbewerbsfähigen alternativen Energietechnologien im Energieportfolio des Landes zu etablieren. Stattdessen bringt dieser Fördermechanismus erhebliche Lasten für die Stromverbraucher mit sich, ohne aber die Volkswirtschaft nachhaltig stimulieren zu können. Ähnlich enttäuschend fallen die technologiepolitischen Wirkungen dieses Subventionsregimes aus, während die Klimaschutzwirkungen sich sehr bescheiden ausnehmen." (Autorenreferat)

ObjectivesThis article analyzes how couples allocate housework against the backdrop of three questions: (1) Does an individual's income—both in absolute and relative terms—influence his or her contribution to housework? (2) If so, does the magnitude of this influence differ by gender? and (3) How important are traditional gender roles on housework allocation?MethodsWe apply panel regression techniques to longitudinal German household data.ResultsWe find that as both the share and absolute level of income increase, the amount of housework undertaken by wives and husbands decreases. Traditional gender roles also underpin housework allocation, which is evidenced by women increasing their housework if they earn more than their partner.ConclusionWhile we find a negative association between earnings and housework, policy measures to ease the double burden borne by working women may have only a modest effect owing to the persistence of traditional gender conceptions.

Die Strompreise kennen seit Anfang des neuen Jahrtausends in Deutschland nur eine Richtung: nach oben. Die Hauptursache sind Steuern sowie gesetzlich festgelegte Umlagen und Abgaben, die vorwiegend klimapolitisch motiviert sind. Ohne ihre Einführung und schrittweise Erhöhung hätten sich die Stromkosten für die privaten Haushalte seit 1998 überhaupt nicht erhöht. In dieser RWI Position werden die Ursachen des Preisanstiegs am Beispiel eines Haushalts mit einem jährlichen Stromverbrauch von 3 500 kWh analysiert. Besonderes Augenmerk wird auf die Abgabe für die Förderung alternativer Stromerzeugungstechnologien wie Photovoltaik gelegt, welche von den Stromverbrauchern mit ihrer Stromrechnung zu bezahlen ist. Sodann wird der Versuch unternommen, die Entwicklung dieser EEG-Umlage für die kommenden Jahre abzuschätzen. Unsere Berechnungen zeigen, dass sie in den nächsten Jahren weiter deutlich steigen wird. Denkbare Reaktionen der deutschen Politik auf das Reaktorunglück in Fukushima sind dabei noch gar nicht berücksichtigt. Die durch den Anstieg der EEG-Umlage ohnehin ausgelöste Steigerung der Verbraucherpreise für Strom würde noch verstärkt, falls nach Ablauf des gegenwärtigen Moratoriums ein Teil der Atommeiler vom Netz gehen sollten. Mit dem Energiekonzept der Bundesregierung vom September 2010 wurde das bisherige Ziel für den Anteil erneuerbarer Energietechnologien an der Stromerzeugung ein weiteres Mal erhöht, auf nunmehr 35% bis 2020. Wird diese Vorgabe entschlossen verfolgt, dann wird es innerhalb weniger Jahre zu einer massiv wachsenden Konkurrenz unter den Erneuerbaren kommen. Die Politik wird dann entscheiden müssen, welchen Technologien bei der Einspeisung der Vorrang eingeräumt werden soll und welchen regenerativen Anlagen die Stromerzeugung zeitweise untersagt werden muss. Darüber hinaus ist mit wachsenden Problemen bei der Aufrechterhaltung der Netzstabilität zu rechnen, weil der zum Ausgleich der fluktuierenden Einspeisung notwendige Ausbau der Stromnetze nur schleppend vorankommt. Statt den Ausbau der Erneuerbaren noch schneller als ohnehin vorgesehen voranzutreiben, sollte die Politik daher ein mehrjähriges Moratorium für die Erneuerbaren erlassen und die durch das EEG gewährten Förderanreize für diesen Zeitraum aussetzen.

This article demonstrates that the large feed-in tariffs currently guaranteed for solar electricity in Germany constitute a subsidization regime that, if extended to 2020, threatens to reach a level comparable to that of German hard coal production, a notoriously outstanding example of misguided political intervention. Yet, as a consequence of the coexistence of the German Renewable Energy Sources Act (EEG) and the EU Emissions Trading Scheme (ETS), the increased use of renewable energy technologies does not imply any additional emission reductions beyond those already achieved by ETS alone. Similarly disappointing is the net employment balance, which is likely to be negative if one takes into account the opportunity cost of this form of solar photovoltaic support. Along the lines of the International Energy Agency (IEA 2007:77), we therefore recommend the immediate and drastic reduction of the magnitude of the feed-in tariffs granted for solar-based electricity. Ultimately, producing electricity on this basis is among the most expensive greenhouse gas abatement options.
