Russia & the EU share several interests; since the EU's enlargement to include several states that the USSR formerly dominated, common security concerns have become even more important. An accord in 2004 promised more interdependence & the construction of common spaces -- including spaces of liberty, of security & justice, & of external security. Realization of these common spaces has been obstructed, however, by serious domestic & foreign policy disagreements. The dialogues continue, because cooperation is vital. The independent Central Asian states (Guuam, encompassing Georgia, Ukraine, Uzbekistan, Azerbaijan, & Moldavia) are the object of Vladimir Putin's foreign policy attention. Putin seeks to tighten links to prevent them from being competitors or a menace to Russian interests & to find allies supporting his foreign policy. Tajikistan & Kyrgyzstan have stayed close to Russia, whereas Uzbekistan & Turkmenistan have kept their distance. The retreat from the Security Pact (CEI) in February 1999 by Uzbekistan, Azerbaijan, & Georgia affirms the will of these countries to break with Russian authority. Particular attention is paid to the Ukraine where agreements of military cooperation & spatial, aeronautical, & energy cooperation were signed in 2001. One of the main objectives has been achieved, namely to destabilize Guuam. At the summit of its members, Moldavian president Voronine suggested that Russia be invited to join Guuam as observer.
