Good Governance. Beispiele für eine gelungene Kooperation und Koordination zwischen der öffentlichen Hand und Erwachsenenbildungseinrichtungen in Tirol

Abstract

Der vorliegende Beitrag zeigt anhand konkreter Beispiele, wie eine Kooperation und Koordination zwischen dem Land Tirol, dem Bund und den Tiroler Weiterbildungseinrichtungen gelingend funktionieren kann. Auf struktureller Ebene hat sich die Form des Zusammenschlusses von EB-Einrichtungen bewährt. Vorgestellt und thematisiert werden u.a. die Tiroler Bildungsdatenbank, der Tiroler Beschäftigungspakt und die daraus hervorgehenden Produktionsschulen sowie die AG Bildungs- und Berufsberatung. Im Bereich der Organisation und des Managements werden das Österreichische Qualitätssiegel Ö-Cert, die Landkarte der Erwachsenenbildung in Tirol und Fragen der Finanzierung auf Bundes- und Landesebene thematisiert (Leistungsvereinbarungen, Flexibilisierungsklausel). Die "Initiative Erwachsenenbildung" dient als Beispiel von Good Governance im Bereich der Zusammenarbeit von Bund und Ländern unter Einbeziehung von Wissenschaft und Sozialpartnern. Den Abschluss des Beitrages bildet ein Ausblick auf künftige Anforderungen und Herausforderungen im Zusammenhang mit der Schaffung optimaler Rahmenbedingungen für LLL. (DIPF/Orig.) ; Concrete examples show how cooperation and coordination between the province of Tyrol, the Austrian federal government, and Tyrolean continuing education institutions can be successful. At the structural level, the form of a coalition of the adult education institutions has proven its worth. The article presents the Tyrolean Education Database, the Tyrol Employment Pact and the production schools resulting from it as well as the Educational Guidance working group (AG Bildungs- und Berufsberatung in German). In the area of organization and management, the Austrian seal of quality Ö-Cert, the map of adult education in Tyrol and questions about funding at the federal and provincial levels are discussed (performance agreements, flexibility clause). The Adult Education Initiative (Initiative Erwachsenenbildung in German) is an example of good governance in the area of cooperation between the federal government and the provinces including academic and social partners. The article concludes by examining the outlook for future requirements and challenges in connection with creating optimal conditions for lifelong learning. (DIPF/Orig.)
