The draft special law gives the Court of Arbitration the power to review legislative provisions in the light of Article 191 of the Constitution, which establishes the constitutional status of the foreign national. From this point of view, it poses no difficulty. Nor in legal terms (I). Neither politically (II). ; Le projet de loi spéciale donne à la Cour d'arbitrage le pouvoir de contrôler des normes législatives au regard de l'article 191 de la Constitution, lequel établit le statut constitutionnel de l'étranger.
