Policy and policies of UNASUR: institutionality and political challenges ; Política y políticas de la UNASUR: institucionalidad y desafíos políticos

Abstract

The paper explores three central dimensions of UNASUR. On the one hand, the performance and the role that up to the present time this organism has played in relation to the conflicts and the defense of the democracy in the region. In order to do so, it analyzes the actions and interventions of the organization that have benefitted the maintenance of peace in South America. Second, the work addresses the agenda of problems and actions of its executive body, the General Secretariat, in order to show its work and evolution of its policy issues. Finally, the paper investigates the outstanding role of infrastructure integration and the advances and challenges presented to the organization ; El trabajo explora tres dimensiones centrales de la UNASUR. Por un lado, el desempeño y el papel que hasta la actualidad este organismo ha jugado en relación a las conflictividades y a la defensa de la democracia en la región. Para ello, se analizan las acciones e intervenciones del organismo que han redundado en beneficio del mantenimiento de la paz en Sudamérica. En segundo lugar, el trabajo aborda la agenda de problemas y acciones de su órgano ejecutivo, la Secretaría General, de forma tal de evidenciar sus ejes de trabajo y evolución de sus asuntos de políticas. Por último, el trabajo indaga el papel destacado que ocupa en su funcionamiento la integración en materia de infraestructura y los avances y desafíos que se le presentan al organismo.
