Foreign policy and international financial negotiations : the external debt and the Cartagena Consensus

Abstract

The background and prospects of the concerted effort being made by the Latin American countries as expressed in the Cartagena Consensus 1985 are discussed from a foreign policy perspective. An analysis is given of the basic content of the proposals made at that meeting and in Mar del Plata and Santo Domingo declarations, to discuss the reaction of the governments of creditor countries, international banking authorities and multilateral financial bodies
