Abstract

The non-proliferation regime from the cold war era is in dire crisis. The classical instruments of defense - deterrence, arms control, preventative non-proliferation - are no longer sufficient in today's world. A new global control system is required, developed jointly by the United States and Russia. The unilateral deployment of force will not do the job. (DGAP-TIP)
