Abstract
Evaluates the contributions of the Swedish presidency to the 2001 European Union (EU) Council's foreign policy agenda, highlighting relations between the EU & Russia/Northern Dimension (ND) areas. Continued implementation of the "Common Strategy for Russia" & strengthening of the ND were much discussed, but with relatively little concrete action in terms of the Swedish presidency's ambitions. These outcomes are related to questions concerning (1) the potential for presidential impact on the profile of the EU & its agenda, & (2) the institutional division of labor, particularly between the presidency & the European Commission. 11 References.
