Personal branding using social media often used by public officials. Dedi Mulyadi is one of the public official that uses social media to do his personal branding. This research's purpose is to identify personal branding on Dedi Mulyadi's Fan Page Account on October 2017. Researcher explains this research using planning theory, new media concept, and personal branding concept. This research type is content analysis with quantitative method. Result of this research shows that content on Dedi Mulyadi fan page account's timeline dominated by writing, video, and picture. Words that are used in the fan page are well-mannered, using Bahasa Indonesia or native language. The themes are about politics, economy, culture, environment, religion, health, tourism, social, sports, livestock, and combination of the stated topics. All the contents picture 8 concepts of personal branding. Dedi Mulyadi presents himself as an official who is skilled, religious, nationalist, humble, close with local culture, wise, and decisive. Dominant personal branding shown by Dedi Mulyadi as public official who is religious and nationalist could be seen on Purwakarta. Facilities that were built there and his advice to his city focus on religion and nationalism.

This inaugural issue of the World Bank Group's Global Investment Competitiveness Report presents novel analytical insights and empirical evidence on foreign direct investment's (FDI) drivers and contributions to economic transformation. Three key features distinguish this report from other leading FDI studies. Firstly, its insights come from a variety of sources, including a new survey of investor perspectives, extensive analysis of available data and evidence, and a thorough review of international best practices in investment policy design and implementation. Secondly, the report provides targeted, in-depth analysis of FDI differentiated by motivation, sector, and geographic origin and destination of investment. Thirdly, the report offers practical and actionable recommendations to developing country governments. The report's groundbreaking survey of more than 750 executives of multinational corporations investing in developing countries finds that—in addition to political stability, security, and macroeconomic conditions—a business-friendly legal and regulatory environment is the key driver of investment decisions. The report also explores the potential of FDI to create new growth opportunities for local firms, assesses the effectiveness of fiscal incentives in attracting FDI, analyzes the characteristics of FDI originating in developing countries—so-called South–South and South–North FDI—and examines the experience of foreign investors in countries afflicted by conflict and fragility.

When popular referendums fail to ratify new international agreements or succeed in reversing existing ones, it not only affects domestic voters, but also creates negative spillovers for the other parties to such agreements. This paper explores how voters respond to this strategic environment. We use original survey data from a poll fielded just one day before the 2015 Greek bailout referendum – a referendum in which the stakes for other countries were particularly high – in order to investigate how expectations about the likely foreign response to a non-cooperative referendum outcome influence voting behavior and to what extent foreign policymakers can influence those expectations. Our analysis of the Greek referendum shows that such expectations had a powerful effect on voting behavior: voters expecting that a non-cooperative referendum outcome would force Greece to leave the Eurozone were substantially more likely to vote Yes than those believing that it would result in renewed negotiations with the country's creditors. Leveraging the bank closure that took place right before the vote, we also show that costly signals by foreign actors made voters more pessimistic about the consequences of a non-cooperative vote and substantially increased the share of cooperative votes.

This article focuses on the deconstruction of an inter-university action research project that has allowed us to rethink our teaching and research, questioning the social, political and ethical dimensions of the university. Following the pre-assembly proposal to promote participatory convergence, organized within the framework of the 1st Global Assembly for Knowledge Democracy (2017), an action research process was implemented in order to generate systematic inquiry around the current situation of the university and the need to act and rethink our commitment to promoting changes in this context. We have reflected on the meaning of democratization, rethinking the pedagogical relationship with our students and how we critically commit them to promote activism. We generated an environment where we look for the meaning of our practices by means of a visual narrative which has enabled us to weave and identify our own biography and become aware of where we are and why we act in one way or another. We have also focused on the search for the meaning of our actions in relation to the community we belong to and how to deal with the challenges of social justice, encouraging collaboration with other networks in a wider inter-university framework.

Within the context of decentralisation, the implementation of the values and principles promoted by the Government of Rwanda (GoR) require effective and efficient communication practices by local governments, their key partners including citizens, central government entities, development partners, as well as the media. The GoR adopted the National Decentralisation Policy in 2000, which establishes districts as the highest level of local government, while provinces are at central government level. Hence, districts are expected to play a key role in facilitating the GoR's decentralisation policy (Ministry of Local Government National Decentralisation Policy Revised 2012:8). As such, a framework needs to be established to ensure that information is gathered, processed, disseminated and feedback is collected at district level. Communication is a complex, multi-facetted concept that is difficult to capture in one article. This article focuses on the variables that affect the efficiency and effectiveness of districts' communication, while specifically focusing on how this influences accountability. It highlights the role communication and communication practices play in promoting good and accountable governance in Rwanda's districts. To provide a framework for assessing the available capacity for communication practices, the article also focuses on the regulatory environment and potential and challenges of promoting good and accountable local governance in Rwanda.

The analysis utilizes empirical findings of a case study on bilateral Finnish–Russian crime prevention cooperation. Currently, both the differences in national legislations and the fast-changing administrative environment make this cooperation challenging. The case study showed that bilateral cooperation, which is the dominant form of cooperation between EU member states and Russia, is currently affected by disjointed and even competing multilateral and bilateral structures, differences in criminal law and procedure, gaps between international treaties and national legislation, local and regional variations of practices, weak institutional trust and abrupt policy changes. The results indicate that the effectiveness of cross-border networks cannot be assessed strictly in terms of quantitative outcomes. Further long-term development of the cooperation requires both realistic understanding of legal-administrative constraints and strong commitment at the national and supranational political levels. ; Peer reviewed

In this article, identity politics is understood as a form of politics stressing collective but malleable group identities as the basis of political action. This notion of identity politics also allows thinking of identity as intersectional. The focus of this article, and a problem related to identity politics, is that when discussed in the context of the neoliberal order, identity politics has a tendency to become harnessed by the ethos of vulnerability. Some implications of the 'vulnerabilizisation' are considered in the field of education, which is a field currently thoroughly affected by neoliberalism. Therefore, it is also important to look closer at the relationship between identity politics and the ethos of vulnerability. In addition, we re-consider poststructuralist thinking as a theoretical and political approach to see what it can offer in terms of re-thinking identity politics and in analyzing the ethos of vulnerability. When categories of vulnerability keep expanding into various psycho-emotional vulnerabilities defining subjects that can be known and spoken about, it is crucial to ask whether we regard these changes as educationally and politically progressive. We analyzed the perceptions of resource persons from three stakeholder groups on the benefits, challenges and opportunities offered by joint forest management (JFM) in the Ziro province of Southern Burkina Faso. In other words, a strength, weaknesses, opportunities, and threats (SWOT) approach in combination with an analytic hierarchy process (AliP) was applied. Results reveal that resource persons of the three stakeholder groups perceive the positive aspects of JFM to outweigh the negative aspects. In addition, favorable institutional setup received the highest overall factor score for strength. Inadequate enforcement of the management plans is the weakness with the highest score and the overall priority score for weaknesses was highest for resource persons from the Ministry of Environment and Sustainable Development (MESD). On the other hand, better community relations received the highest overall factor for opportunities while uncertainty in decision making at higher levels was perceived as the most important threat to JFM in the Ziro province of Southern Burkina Faso. Therefore, differences in views and addressing realities on the ground requires the participation of all stakeholders in the design, implementation and follow-up of JFM to arrive at a consensus that is capable of delivering the twin challenges of environmental protection and rural development. ; Peer reviewed

Since 1992, the European Commission has sought to build 'An Open and Structured Dialogue' with interest groups, and since 2001 a broader 'Dialogue with Civil Society'. A core feature of this dialogue involves instruments of transparency, and pluralism, with funding to ensure the presence of a wide range of voices. Consultation procedures provide for a 'marketplace of ideas' which simulate political competition and contestation, with a 'voice but not a vote', and which are supposed to provide for answerability by the European Commission for its policy choices. The European Commission also selects its allies to support its regulatory proposals, with NGOs frequent allies as well as firms and business sectors supporting higher standards. The EU's fragmented decision-making system helps to provide a naturally pluralist environment, although some recent research suggests that NGOs are more likely to be successful in securing their policy goals than business organizations. NGOs work mostly in coalitions, with the size of coalition a factor in lobbying success. The saliency of issues is another substantial feature of variation in lobbying success and where NGOs can raise the contention of issues they can bring wider participation in EU issues.

Over the recent decades, there has been an increasing focus on energy-efficient operation of vessels. It has become part of the political agenda, where regulation is the main driver, but the maritime industry itself has also been driven towards more energy-efficient operation of the vessels, due to increasing fuel costs. Improving the energy efficiency on board vessels is not only a technical issue - factors such as awareness of the problem, knowledge skills and motivation are also important parameters that must be considered. The paper shows how training in energy-efficient operation and awareness can affect the energy consumption of vessels. The study is based on navigational, full-mission simulator tests conducted at the International Maritime Academy SIMAC. A full-mission simulator is an image of the world allowing the students to obtain skills through learning-by-doing in a safe environment. Human factors and technical issues were included and the test sessions consisted of a combination of practical simulator exercises and reflection workshops. The result of the simulator tests showed that a combination of installing technical equipment and raising awareness - making room for reflections-on and in-action - has a positive effect on energy consumption. The participants, on average, saved approximately 10% in fuel.

Fake News are omnipresent. They influence our daily life especially since the social media boom. But what happens with those 'alternative news when they get disproved? Do they still get viral or maybe the total opposite happens they disappear? In this case study we look into Fake News on Facebook and Twitter and what happens if quality newspapers disprove these posts will they end or will they still live on? The Facebook and Twitter accounts of the political parties AfD and NPD were examined before the German federal elections in 2017. The authors chose these parties because they expected that they polarize the most. The scientific study was made with a qualitative and quantitative content analysis. The results are supported through Luhmanns 'Spiegeltheorie which says that the environment will be looked at through the mass media. Because of that we develop a parallel world. Furthermore, thoughts from Brechts 'Radiotheorie are also implemented in this case study. As a result of this study one can say that fake news at least live two more weeks after they get disproved. WOS: 000440049800038 ; There are increasing environmental concerns such that governments are pressured to cooperate with international concurrences. One of the most harmful contaminants is mineral oil when it infiltrates the soil. Although it is a good material in the act of insulating in distribution/power transformers, it presents some environmental hazards and safety disadvantages. For this reason, gas-insulated transformers are considered particularly for hazardous locations. An oil-insulated distribution transformer of 50 kVA, 34.5/0.4 kV, and 50 Hz is investigated and converted to SF6 gas-insulated transformer in this study. The suggested distribution transformer model with SF6 insulated has many benefits, such as being explosion-proof and light, with a compact design. Therefore, the new design provides a safer transformation for security risk environments such as nuclear power plants, mines, and submarines. The prototype is more compact and proposes lighter designs between 25% and 55% as compared to conventional oil-insulated transformers. This chapter regards the current state of electric vehicles in society today: the pros and cons, areas that need to improve, etc. The chapter starts by discussing some of the unethical practices that go into creating commodities of electric vehicles. From there, we explore the short, yet rapidly changing history of electric vehicles. Topics explored throughout its history include early inefficiencies, the introduction of hybrids that led to major improvements, and the increase in availability. The chapter then explores markets and commodities of electric vehicles, which explores the supply and demand side of this technology. We will show how growing demand has lead to improved government action, and how production methods must be improved for a sustainable future of electric vehicles. Finally, we test the ethics of electric vehicles, challenging the notion of nothing but the most ethical environmental standards. We will show how ways of metal mining and electricity generation actually do more bad than good for our environment. Groundwater plays an important role as a source of water for various socio-economic uses and environmental requirements in the lower Zambezi basin in Mozambique. Hence it is important to know its availability and adequacy in space to inform decision making for sustainable water management practices. For a derivation of a Groundwater Availability map and a Groundwater Adequacy map we adapted the DRASTIC methodology in a GIS environment to determine how different parameters, such as precipitation, topography, soil drainage, land use and vegetation cover, aquifer characteristics and groundwater quality affect (i) groundwater recharge on a long-term sustainable basis, (ii) the short-term abstraction potential and (iii) the long-term adequacy of groundwater utilization for domestic use. Results showed that groundwater availability in the Zambezi basin varies mostly from medium to low, with highest potential along the perennial rivers and in the delta where it plays a crucial role in environmental preservation. The southern margin of the Zambezi River shows low groundwater availability and also presents low adequacy for domestic use due to poor groundwater quality. The results from this study will be used in determining the most promising future development pathways and select the most attractive strategic development plans of the Mozambican government for the Lower Zambezi basin.
