Die Arbeit untersucht das IOC aus der Perspektive der Neuen Politischen Ökonomie. Das Verhältnis zwischen Athleten, Ausrichterstädten, Fernsehsendern und Sponsoren auf der einen und dem IOC auf der anderen Seite wird dabei als Principal-Agent-Beziehung gedeutet. Die Analyse des Entscheidungsverhaltens der IOC-Mitglieder in den drei Bereichen Vergabe der Olympischen Spiele, Zusammenstellung des Olympischen Programms und Bekämpfung des Doping-Problems zeigt, dass die IOC-Mitglieder über weit reichende Kompetenzen und umfassende diskretionäre Entscheidungsspielräume verfügen und diese auch nutzen. Vor diesem Hintergrund werden Reformoptionen zur Verringerung des Kontroll- und Steuerungsproblems in der Beziehung zwischen den Akteursgruppen des olympischen Geschehens und dem IOC diskutiert. Da das IOC seine Existenz langfristig sichern muss, ist auch im Falle einer Beibehaltung des institutionellen Status quo damit zu rechnen, dass das Verhalten der IOC-Mitglieder zukünftig stärker von den Interessen der Akteure der anderen Marktseite geprägt sein wird.

In this article, I argue that while the Global South has replaced the Third World as the prevalent term for describing structural global inequalities in International Relations, little research is directed at its theoretical implications. I discuss the conceptual evolution of the term from the Third World narrative, interpreting the literature as an implicit rejection of myopic ontologies relying on economic, cultural, or political hierarchies. I then suggest connecting the terminology to the theory of functional differentiation. By avoiding forms inherited from classical social theory, the Global South can be conceptualized in a more productive way that is better attuned to contemporary theoretical discussions.

I examine the effects of globalization in countries where the employed workers support the unemployed and the governments control wages by regulating the workers' relative bargaining power. I use a general oligopolistic equilibrium model of two integrated countries with two inputs: labor and potentially footloose capital. National competition for jobs by labor market deregulation creates a distortion with suboptimal wages. The mobility of capital aggravates that distortion by increasing the wage elasticity of labor demand, which decreases wages and welfare even further. The delegation of labor market regulation to an international agent eliminates that distortion, increasing wages and aggregate welfare.

Cet article vise à montrer la pertinence d'une perspective visuelle pour le décryptage du fonctionnement du système d'aide internationale et la nécessité de l'intégration des médias visuels dans les réflexions sur la transition humanitaire en œuvre. À travers les usages de la photographie par les acteurs de l'aide, il propose une périodisation de la relation entre les organisations et la photographie divisée en quatre périodes. Chaque période éclaire sur les choix faits quant au rôle de l'image dans les pratiques et les politiques d'aide et sur ses effets. Ainsi l'image est à la fois représentation, vecteur et moteur d'un système qu'elle objective, transforme, voire camoufle.

Purchasing power–adjusted incomes applied in cross-country comparisons are measured with bias. This paper estimates the purchasing power parity (PPP) bias in Penn World Table incomes and provides corrected incomes. The bias is substantial and systematic: the poorer a country, the more its income tends to be overestimated. Consequently, international income inequality is substantially underestimated. The methodological contribution is to exploit the analogies between PPP bias and the bias in consumer price index (CPI) numbers. The PPP bias and subsequent corrected incomes are measured by estimating Engel curves for food, an established method of measuring CPI bias. JEL: C43, D31, E31, O11, O12

'Geography costs – why does the map of Europe never stay put?' The American poet Carl Sandburg posed that question in 1940 as the European continent was engulfed by another great conflict, the second in a generation. The course and conduct of the two world wars continue to dominate publishers' lists but several recent volumes offer stimulating interpretations of Europe's international history during the intervening twenty years. They shed a sobering light on the cost of geography and on the challenges of statecraft, because what moved the map were not only the tectonic forces of socio-economic change but also the decision-making of political leaders.

Using the Rwandan genocide as an example, this article makes a case for allowing the jamming of radios that are broadcasting hate speech in situations in which such hate speech would incite genocide. To this end, it discusses the law relating to freedom of speech and communication in international law and its relative position when applied to genocide. Further, it analyzes the traditional notions of state sovereignty to make a case for humanitarian intervention by radio jamming. Finally, it recommends the establishment of a body under the aegis of the UN with the mandate and equipment to jam incendiary broadcasts in situations that are gravitating toward genocide.

This article deals with the impact of a decree passed by the Communist International in Moscow in 1928. It shows how it influenced not only the most important communist party outside the Soviet Union at that time, namely the German Communist Party, but also the smallest, the Communist Party of South Africa (CPSA), both of which were hampered by the rigid doctrinaire beliefs forced upon them by Stalin via the Comintern. The paper argues that the CPSA would have been more successful if it had listened to the views of some black party members. This might have shortened its long period in the political wilderness.
