The approach of this book is characterized by the conviction gained in European and more than 25 countries in Africa, Asia and Latin America that the decision maker in international corporations as "foreign manager", being confronted by more or less unfamiliar advance information that will enable him to interpret correctly the behaviour of the interaction partner and to forecast more precisely the anticipated effects of his own decisions. That is - in the view of the authors - the specific task of International Management as a special discipline, even facing the general globalization. Most standard academic works on General Management and Business Administration are insufficient background to overcome this specific task.

Der Verfasser verfolgt die marxistische Debatte über das Konzept der bürgerlichen Revolution und kritisiert Versuche der marxistischen Orthodoxie, dieses Konzept angesichts revisionistischer Kritik seitens der Geschichtswissenschaft zu retten. Er führt sodann in die anglo-amerikanische Tradition des politischen Marxismus ein. Vertretern dieser Richtung hält er eine fundierte Erneuerung des Marxismus und die Neuinterpretation der spätmittelalterlichen und frühmodernen Geschichte zugute. Es fehle jedoch an einer systematischen Einbeziehung der internationalen Beziehungen in die Rekonstruktion der frühmodernen Revolutionen und Staatsgründungen. Der Verfasser zeigt am Beispiel Englands und Frankreichs, welch bedeutende Rolle das Internationale bei der Formung nationaler Entwicklungspfade spielte, und plädiert abschließend für eine theoretische Reintegration der internationalen Beziehungen in die marxistische historische Soziologie. Die These von der Gegenmacht als Freiheitsbedingung gilt auch in der Staatenwelt, im Internationalen System, was - insbesondere in Deutschland - häufig verkannt wird. Den "checks and balances" in den Staaten entspricht die "balance of power" zwischen ihnen. Auch die europäische Integration ist durchgängig von der Idee der "balance of power" bestimmt. Das integrative Gleichgewicht ist ihr konstitutives Prinzip. Die innereuropäische Balance, das integrative Gleichgewicht, dient dazu, die Hegemonie eines Staates, vor allem Deutschlands, zu verhindern und zugleich Europa zu einem Gleichgewichtsfaktor im internationalen System zu machen. Der vorliegende Beitrag zeigt, dass an die Stelle dieser "balance of power" und des Gegensatzes zwischen westlicher "Wertegemeinschaft" und "sozialistischer Staatengemeinschaft" die Rede von der "internationale Staatengemeinschaft" getreten ist. Die "Ideologie" der "internationalen Staatengemeinschaft" verdeckt für den Autor die zentrale Frage, wie - nach dem Ende der Bipolarität - die Staatenwelt so zu strukturieren ist, dass die Freiheit und Sicherheit der einzelnen Staaten gewährleistet oder doch ermöglicht werden kann. Nur als eigenständige, kooperative Gleichgewichtsmacht kann die EU einen konstruktiven Beitrag für einen effektiven Multilateralismus (wie er in der Europäischen Sicherheitsstrategie formuliert ist) leisten und die Entwicklung einer multipolaren, pluralistischen Weltordnung fördern. We analyse the international transmission of interest rates by focusing on the role of the accumulation of international reserves and on the financing of sovereign debt. An increase in foreign exchange reserves is expected to moderate the influence of U.S. interest rates. However, a high level of government debt raises the sovereign risk premium. Moreover, an increase in the stock of government debt denominated in foreign currency may increase the expected rate of depreciation of the domestic currency. We explain the theoretical mechanisms in a model, which describes the money market equilibrium in an economy with capital account openness. Then, we test the predictions of the model for a panel of advanced and developing economies over the period 1970-2018. Our main findings are: i) significant spillovers from the U.S. interest rates to other countries, mostly for Advanced Economies; ii) a dampening effect of the share of external liabilities in the domestic currency, clearly a determinant of risk premium; iii) a negative effect of international reserves on interest rates, as expected; iv) higher reserves decrease risk premia, for long-term interest rates; v) the significance of spillovers fades once the sovereign debt reaches 100% of GDP in developed countries.

"Der Ablauf der Dekade der Vereinten Nationen für Menschenrechtsbildung 2004 sowie der Beginn des bis 2015 laufenden VN-Weltprogramms für Menschenrechtsbildung sind Grund für den Blick zurück, aber auch für den nach vorn. 1974 verabschiedete die UNESCO Empfehlungen über eine Erziehung betreffs der Menschenrechte. Im Frühjahr 1993 widmete sich ein internationaler Kongress in Montreal dem Thema und nur Monate später kam es zu einer Weltkonferenz in Wien. Die Dekade selbst definierte 1994 ihren Handlungsplan, der auf den Zielen eines Weltaktionsplans basierte und die Mitglieder zu nationalen menschenrechtsbezogenen Anstrengungen verpflichtete. Am Ende der Dekade zeigt sich die Bilanz, wie auch schon ein Zwischenbericht des Jahres 2000, durchwachsen: Das Ausrufen der Dekade habe als Katalysator gewirkt und dem Thema Menschenrechte in vielen Staaten zu prioritärem Rang verholfen. Doch haben nur wenige Regierungen solide Angaben über den Stand der Menschenrechtsbildung im eigenen Land gemacht, so dass viel zu tun bleibt. Alle Hoffnungen ruhen nun auf dem 2005 initiierten VN-Weltprogramm, bei dem der Sicherstellung von Bildung weltweit eine zentrale Funktion zukommt und zu dessen entschiedener Verwirklichung auch andere internationale Organisationen, etwa Europarat und OSZE, aufgerufen sind." The cost explosion of international corruption in recent years cannot be long tolerated by developing or industrial nations. This article explores suggestions regarding national strategies in the fight against corruption, made by Transparency International (TI), an NGO focused on investigating international dimensions of corruption & promoting reform. The ultimate aim of TI is to generate coalitions of reform-minded governments, private sectors, & civil societies to overturn the high-profit/low-risk relationship of corruption. Corruption can be divided into large, primarily military or investment oriented corruption, & small, need-oriented corruption supported by the weak economies of southern nations in particular. Reduction of the opportunities for bribery & minimization of the profit of such activities are key to anti-corruption reforms, & are aided by greater simplicity of transactions, additional transparency, & a free press, as well as a strong desire for change.
