Anknüpfend an Neil Smith setzt sich der Verfasser mit der Frage auseinander, wie die Geographien der ungleichen räumlichen Entwicklung theoretisch gefasst werden können. Er nimmt das Konzept der ungleichen Entwicklung zum Ausgangspunkt seiner Reflexionen über Reichweiten und Grenzen des Scale-Begriffs und warnt vor einer Reduzierung der Räumlichkeit des Sozialen auf ihre maßstäbliche Dimension. Um die gegenwärtige räumliche Entwicklung des Kapitalismus zu begreifen, muss die maßstäbliche Dynamik nach Ansicht des Verfassers als komplexe Verschränkung verschiedener, nicht aufeinander reduzierbarer Raumdimensionen konzeptualisiert werden. Neben Scale handelt es sich hierbei um Territorium, Ort und Netzwerk. Zwar gewinnt der Prozess des Rescaling auch nach Meinung des Verfassers für die politische Ökonomie des spätmodernen Kapitalismus an Bedeutung, der Verfasser warnt jedoch vor einer Überdehnung des Scale-Konzepts. Der Verfasser setzt sich mit der Reterritorialisierung von Städten und Staaten in der laufenden Runde kapitalistischer Globalisierung auseinander. Globalisierung wird als Reterritorialisierung sozio-ökonomischer und politisch-institutioneller Räume verstanden, die sich gleichzeitig auf mehreren, sich gegenseitig überlappenden geographischen Ebenen entfalten. Diese Reterritorialisierung ist Voraussetzung, Medium und Ergebnis der globalen Neuordnungsprozesse. Der Verfasser analysiert die verschiedenen Formen städtischer Steuerung und Regulierung im heutigen Europa als Ausdruck einer "politics of scale" an der Nahtstelle zwischen städtischer und territorialstaatlicher Neustrukturierung. Zu den wichtigsten sozioökonomischen Konfigurationen, die die miteinander verwobenen Formen der Reterritorialisierung im heutigen Europa vernetzen, zählen die Weltstädte in ihrem Verhältnis zu europäischer Integration, innerstaatlicher Politikverflechtung, Territorialpolitik und metropolitaner Steuerung. Advances an interpretation of state spatial restructuring in contemporary Western Europe in which the consolidation of the European Union (EU) is the foundation for dramatic transformations of political space on national & subnational scales. It is contended that state "downscaling" is just as vital to the remaking of European political space as the process of "upscaling" related to globalization. Successive configurations of urban governance within European cities/city-regions are examined as sites of both local economic initiative & ongoing crisis. It is suggested that "the remaking of urban governance represents a key mechanism through which processes of state rescaling are unfolding throughout the EU." European integration is said to have replaced the Fordist city regimes of the 1950s & 1960s with "globalizing state regimes." Within this new globalized configuration of state spatiality, national governments have not merely transferred power downward but have tried to institutionalize competitive relations between key subnational administrative units in order to strategically place local/regional economies within supranational rounds of capital.
