IntroduzioneGli studiosi di politica internazionale evocano spesso l'immagine dello «Stato di natura» per descrivere sinteticamente i rapporti tra gli Statio Per i pili pessimisti, descrivere i rapporti internazionali in questo modo equivale a postulare uno stato di guerra permanente, attuale o potenziale. Thomas Hobbes, che pose l'idea dello stato di natura tra le basi della sua dottrina dell' autorita politica, riconosceva che esso probabilmente non era altro che un'utile costruzione euristica se riferito ai rapporti tra singoli individui, rna ne difendeva il carattere di descrizione realistica se applicato ai rapporti tra i sovrani del suo tempo e non solo. Per Hobbes, anche se «non vi e mai stata un'epoca nella quale ogni uomo era in guerra contro un altro uomo», i re e gli altri sovrani, a causa della loro indipendenza, permanentemente «si trovano nella posizione di gladiatori, con Ie armi puntate, con i loro forti, Ie loro guarnigioni ed i loro fucili alle frontiere: la quale e una posizione guerresca» (Hobbes [1651] 1911, XIII, 103).
In the European framework set up by the Directive 2006/43/CE and adopted in Italy with the Legislative Decree (D. Lgs.) No. 39/2010, the issue of auditor independence is confirmed among the key topics for the credibility of the statutory auditing function and, as a consequence, for the reliability of financial statements. Starting from the distinction between auditor independence in fact and in appearance, this paper analyses the regulatory policy aiming at increasing the disclosure on the auditor-client relationship. Disclosure about this relationship can contribute to the knowledge of potential conflict of interest that in turn can impair auditor independence. In this context,a specific relationship has been empirically investigated: the provision of non audit services to the audit client by the incumbent auditor. Our analysis shows that the mandatory disclosure of fees for audit and non-audit services as initially required in 2007 by the Italian regulation significantly reduced the ratio of non-audit fees to total fees from 2007 to 2008 for Italian firms. It appears that the regulation did make a significant impact by reducing the non-audit services provided by incumbent auditors. ; Nel quadro europeo delineato dalla Direttiva 2006/43/CE adottata in Italia con il D. Lgs. n. 39/2010, il tema dell'indipendenza del revisore legale dei conti si conferma come pietra miliare per la credibilità della funzione di revisione contabile e, di conseguenza, per il contributo all'attendibilità dell'informativa di bilancio rivolta al pubblico. Partendo dalla distinzione tra indipendenza di fatto e in apparenza, la presente ricerca si focalizza sulla politica regolamentare tendente ad aumentare la trasparenza nei bilanci aziendali con riferimento ai rapporti tra azienda e revisore contabile. La lettura di tali relazioni può contribuire nella conoscenza di potenziali conflitti di interesse che possono compromettere l'indipendenza del revisore. Una particolare relazione osservata nella presente indagine è la prestazione di servizi aggiuntivi da parte del revisore incaricato della revisione legale dei conti. L'analisi dimostra che l'obbligo di pubblicare i compensi per servizi di revisione e non di revisione ha avuto un impatto significativo sulle società italiane quotate con più alta capitalizzazione: l'indice dei servizi non di revisione è diminuito significativamente dal 2007 al 2008. Di conseguenza, la pubblicazione di informazioni relative alla relazione tra revisore e azienda controllata può svolgere un ruolo nel limitare situazioni che possono compromettere l'indipendenza (in apparenza) del revisore.
La storia recente delle banche centrali ha conosciuto un grande spartiacque con la crisi del 2007-2008. Negli ultimi 30 anni, e prima della crisi, il mandato delle banche centrali si è progressivamente focalizzato nel perseguimento della stabilità dei prezzi. A tale scopo, l'incremento del grado di indipendenza della banca centrale, o central bank independence (CBI), è stato considerato l'obiettivo fondamentale della governance delle banche centrali un po' in tutto il mondo. Tuttavia la crisi ha messo in discussione l'attuale modello di funzionamento delle banche centrali. Sebbene tutti concordino sull'utilità sociale del controllo del tasso d'inflazione, è sempre maggiore il numero di coloro che vorrebbero usare la politica monetaria per influire sull'economia del tempo presente, anche a costo di correre il rischio di gettare le basi per lo sviluppo di nuove crisi nel futuro. Nel seguito della tesi, dopo aver descritto il concetto di indipendenza della banca centrale e alcuni indici del grado di CBI, viene presentato il modello di Berger, De Haan e Eijffinger, che fornisce utili strumenti per comprendere il ruolo che hanno i sindacati nel determinare il tasso d'inflazione nonché, di conseguenza, la governance della banca centrale. Viene poi esposto il modello di Masciandaro e Romelli che mira a fornire delle equazioni che consentano di individuare il grado ottimale di indipendenza della banca centrale. Dopo aver fornito evidenza empirica della validità del modello di Masciandaro e Romelli, si procede a descrivere rapidamente il comportamento della Banca Centrale Europea dopo la crisi. Infine si discute del ruolo del prestatore di ultima istanza.
International audience Suicide attempts have rarely been included in the analysis of the social uses of drugs. However, they most often result from voluntary intoxication by ingestion of psychotropic drugs. This article seeks to account for life problems that these intoxications reveal among adolescents, one of the populations most affected by this phenomenon. It is based on the observation of consultations for adolescents in two French hospitals and on the study of hospitalization reports of these patients. The analysis of this corpus shows to what extent failure to face the challenges of independence and performance has shaped the suicidal act of these young people. In this respect, the moral demands of these adolescents are no different from those of the best-integrated smart drug users, with the difference that the trajectory of these young people shows more directly the pitfalls of such expectations.
. In general, succession periods, as a test for the legitimacy of authoritarian regimes, are delicate phases to be managed by the governors. Some perform better than others in the Maghreb, like others. At the turn of the 2000s, half a century after independence, succession analysts in Morocco, Jordan and Syria observed that the monarchies had consolidated their respective dynasty, while Bashar Al-Assad's choice to succeed his father in Syria confirmed the dynastic drift that worked on the 'republican' regimes in the region (Leveau and Hammoudi; (2002) a decade later, the wave of challenges to the 'Arab Spring' recalls that the temporal variable, understood as the duration of regimes identified at their autocrate (42 years for Colonel Gaddafi in Libya, 34 years for Ali Abdullah Saleh in Northern Yemen and then in the reunited Yemen, 31 years for Mubarak in Egypt, 23 years for Ben Ali in Tunisia) is an element in assessing the fragility of the legitimacy of these republican powers. This does not mean that the monarchies of North Africa and the Middle East would escape. as by enchantment, multisectoral mobilisations, that is to say protest movements contributing to the 'opening up of confrontation spaces' (Dobry, 1986) and, consequently, likely to take over their leaders. However, their hereditary character appears to be a way of devolving 'normal' power, previously organised in accordance with procedures and a protocol provided for by the fundamental 'nation' pact. The texts presented in this issue question the factors which make the emergence of large-scale collective action possible in Algeria, in particular and in the Maghreb, in general. The study seeks, on the basis of surveys and interviews with devolved departments of equipment, to identify possible avenues for reflection and to propose elements of response that can help the departments in their efforts to implement an organisation. Summary In September 1820, liberating army troops disembarked in Pisco, starting the last phase of the war that would decide on Peru's independence. Both the leaders of the liberating army and the Virey Pezuela and their generals had different expectations about how the coastal population would react to the presence of a foreign army. Nobody hoped that peoples would organise militias in coordination with, but also independently of, regular armies. This article explores both these expectations and the original ways of doing war that people chose and which redefined war in this period. ; Resumen En septiembre de 1820 las tropas del ejército libertador desembarcaron en Pisco dando inicio a la última fase de la guerra que decidiría la independencia del Perú. Tanto los líderes del ejército libertador como el virrey Pezuela y sus generales tenían expectativas diferentes sobre cómo reaccionaría la población de la costa ante la presencia de un ejército extranjero. Lo que nadie esperaba era que los pueblos organizaran milicias en coordinación con los ejércitos regulares, pero también en forma independiente de ellos. En este artículo se exploran tanto estas expectativas como las originales formas de hacer la guerra que eligieron los pueblos y que redefinieron la guerra en este periodo.
Since 2003, a struggle for political priorities exists in Bolivia between the social sectors registered with President Evo Morales' Movement for Socialism and the regionalist organisations of the richest departments. The former called for a Constituent Assembly by 2007, the latter requiring prior departmental autonomy. These divergences, both political and ideological, resulted in major mobilisations that precipitated the resignation of President Carlos Mesa in June 2005 and also reflected the existence of two opposing political models, one based on the market economy, the other based on the reconstitution of a strong state, or at least regulating and protecting rights. ; Desde 2003, una lucha de prioridades políticas existe en Bolivia entre los sectores sociales inscritos al partido Movimiento al socialismo del presidente Evo Morales y las organizaciones regionalistas de los departamentos más ricos. Los primeros reclaman una Asamblea Constituyente antes de 2007, los segundos exigen una previa autonomía departamental. Estas divergencias, a la vez políticas e ideológicas, se tradujeron en grandes movilizaciones que precipitaron la demisión del presidente Carlos Mesa en junio de 2005 y además, reflejaron la existencia de dos modelos políticos opuestos, uno fundado en la economía de mercado, otro cimentado en la reconstitución de un Estado fuerte, o al menos regulador y protector de derechos.
Nel quadro di un'indipendenza ispanoamericana che propone l'immagine apparentemente univoca di un trionfante repubblicanesimo, l'esperienza del primo Impero messicano (1821 – '23) è stata tradizionalmente considerata fuori contesto: l'opzione monarchica per il Messico appena emancipato è stata interpretata come il retaggio di un immaginario politico retrogrado, crepuscolare e colpevolmente miope, perché ancora legato a inopportune reminiscenze di Antico Regime. Questa opzione istituzionale, inoltre, è stata per lo più considerata prodotto dell'ambizione di potere dispotico del suo fondatore, il Libertador e poi imperatore Agustín de Iturbide, bramoso di salire su un trono messicano. La stessa, infelice parabola personale del fondatore dell'Impero, alla cui deposizione fece immediato seguito la cessazione della monarchia, nel corso dei decenni è andata perciò sovrapponendosi a quella della sua effimera creatura istituzionale: la sedimentazione di questa caratterizzazione storiografica ha però fatto scivolare in secondo piano gli aspetti politico – giuridico – istituzionali della breve avventura imperiale, in qualche modo declassata a mero "battito di ciglia", a inopportuna deviazione incidentale dal percorso di costituzione del Messico in repubblica federale, avvenuta nel 1824. In realtà, alla luce di una più approfondita analisi l'esperienza del primo Impero messicano risulta decisamente interessante, dotata di una propria specificità giuspolitica che la colloca a pieno titolo nel suo contesto storico, non solo americano, ma anche e soprattutto "atlantico". Con l'adozione di una prospettiva critica attenta alle fonti primarie e, in particolare, agli atti delle istituzioni rappresentative dell'Impero, ai prodotti normativi, alle corrispondenze private e ufficiali di protagonisti principali e secondari, nonché di una parte esemplificativa dell'ampia pubblicistica a stampa del triennio 1821 – '23, questo lavoro intende proporre una nuova interpretazione dell'emancipazione monarchica messicana: in primo luogo, l'obiettivo è quello di spersonalizzarne il significato, riconoscendo senz'altro l'apporto fondamentale, ideologico e "pratico", di Iturbide, ma non per questo trascurando come questo personaggio fosse comunque sostenuto da una classe dirigente di varia estrazione politica che intese fare dell'Impero l'espressione istituzionale dei propri, fondati desiderata; in secondo luogo, si è teso a sottolineare la matrice liberale dell'Impero e il radicamento della sua fondazione nel liberalismo spagnolo contemporaneo, evidente soprattutto nella pervasività di un moderno principio di sovranità nazionale e del principio di rappresentanza politica, nonché nell'irrinunciabile necessità della stesura di una Carta costituzionale da parte, appunto, di un Congresso rappresentativo; in terzo luogo, si è aspirato a dimostrare che quella che viene di frequente etichettata come una degenerazione dell'Impero (di cui si identifica il punto più basso nello scioglimento forzato del Congresso costituente da parte di Iturbide) verso un modello di monarchia assoluta rappresenta invece il tentativo di ridefinire il paradigma liberale di base, riconfigurando in tal modo le proprietà giuspolitiche dell'Impero. Queste, nei piani di Iturbide e dei suoi sodali, avrebbero forse dovuto abbandonare gradualmente la matrice spagnola, che alla prova dei fatti aveva rivelato un alto coefficiente di conflittualità istituzionale tra legislativo ed esecutivo, per abbracciare proposte diverse ma comunque aggiornate all'attualità intellettuale dell'epoca, come quella del liberalismo francese della Restaurazione.
What increase in probability the Fukushima Dai-ichi event does entail? Many models and approaches can be used to answer these questions. Poisson regression as well as Bayesian updating are good candidates. However, they fail to address these issues properly because the independence assumption in which they are based on is violated. We propose a Poisson Exponentially Weighted Moving Average (PEWMA) based in a state-space time series approach to overcome this critical drawback. We find an increase in the risk of a core meltdown accident for the next year in the world by a factor of ten owing to the new major accident that took place in Japan in 2011.

The work focuses both on the difficulties inherent in the pursuit of collective autonomy, understood as an open and indeterminate process, and on the permanent tension — and to some extent insoluble — which inhabits the relationship between social movements and the State. However, as noted on several occasions in the course of the investigation, the analyses seek to overcome the prospects they raise, on the one hand, that 'it is necessary to fight against the State in order to eliminate it' and those who argue, on the other hand, that what is at issue is to 'win territories in the State that serve to advance popular conquests', since the processes of building collective autonomy cannot be understood solely in terms of resistance or concomitance with the State, but go beyond the State and involve a complex set of objective and subjective measures, both State and non-State. A Markov tree is a probabilistic graphical model for a random vector by which conditional independence relations between variables are encoded via an undirected tree and each node corresponds to a variable. One possible max-stable attractor for such a model is a Hüsler-Reiss extreme value distribution whose variogram matrix inherits its structure from the tree, each edge contributing one free dependence parameter. Even if some of the variables are latent, as can occur on junctions or splits in a river network, the underlying model parameters are still identifiable if and only if every node corresponding to a missing variable has degree at least three. Three estimation procedures, based on the method of moments, maximum composite likelihood, and pairwise extremal coeffcients, are proposed for usage on multivariate peaks over thresholds data. The model and the methods are illustrated on a dataset of high water levels at several locations on the Seine network. The structured Hüsler-Reiss distribution is found to fit the observed extremal dependence well, and the fitted model confirms the importance of ow-connectedness for the strength of dependence between high water levels, even for locations at large distance apart.
