With the number of violent conflicts within countries increasing all the time, as well as other forms of natural and man-made complex emergencies, humanitarian intervention has become a much more frequent form of development assistance. There has also been a corresponding rise in the need to evaluate the effectiveness of such interventions. In this volume, the Active Learning Network for Accountability and Performance in Humanitarian Assistance (ALNAP) has compiled for the first time an examination of the experiences of, and lessons learned by, those practically engaged in humanitarian programme evaluations. ;The case studies included in this volume are drawn from four continents, including Central Asia and the Balkans, and they embrace the different kinds of humanitarian emergency that have afflicted so many people during the past decade. Jüngste Prozesse der Entwicklung und Implementierung progressiver Modelle von "transitional justice" waren signifikant beeinflusst von Rechtsentwicklungen, die sich auf sexuelle Gewalt in militärischen Konflikten bezogen. Insbesondere der Internationale Strafgerichtshof für das ehemalige Jugoslawien (ICTY) hat bei der Festlegung von Verantwortung für sexuelle Gewalt gegen Frauen in militärischen Konflikten eine Sonderrolle gespielt. Am Beispiel des ICTY wird gezeigt, wie Gender Verantwortungsmechanismen von "transitional justice" strukturieren kann. Gezeigt wird, wie Rechtsnormen und -praktiken bestehende Geschlechterhierarchien eher widerspiegeln und bekräftigen als transformieren. Er behandelt bestehende Modelle sexueller Gewalt als kriminelle Straftat unter internationalem Recht und vergeschlechtlichte Muster rechtlicher Praxis vor dem ICTY. Der Beitrag präsentiert ein neues Modell sexueller Gewalt in Konflikten, schlägt die Entwicklung eines neuen internationalen Straftatbestandes sexuelle Gewalt vor und entwickelt verschiedene Strategien zur internationalen Verfolgung sexueller Gewalt, um die vergeschlechtlichten Muster von "transitional justice" transparent zu machen. This report describes Government views and policy priorities related to immigration and emigration, and how these have evolved along with changing international migration patterns for 196 countries. It provides information on levels and trends in international migration, policies to influence the level of immigration, policies to promote immigration of highly skilled workers, policies to foster the integration of migrants into the host society, including naturalization policies, and other policies designed by Governments in countries of origin, such as policies on emigration, acceptance of dual citizenship, policies to encourage the return of citizens, and measures to promote involvement of diaspora in countries of origin. According to international findings, nations today face diminishing returns on investment when it comes to elite sports. As the power struggles to win medals in international tournaments - such as the Olympics - have intensified in the last couple of years, and the financial investments have increased, the market has adapted by raising the overall price of a medal. As a direct consequence managerial efficiency can be a 'non-financial' tool for nations to enhance the chances of success. The purpose of this article is to describe the internationalisation of elite sports together with analysing a small country's possibilities to become successful. Taking the Danish case as a point of departure, the article addresses these questions: Is the Danish elite sports model suited and prepared for the future challenges? Or is the Danish elite sports institution, Team Danmark, enforced to improve its managerial efforts with regard to Danish elite sports? The analysis finds the Danish elite sports organization, Team Danmark, well prepared and fit for the future challenges. Still, though, areas such as talent identification and development and division of roles and responsibilities, are in need of improvement in order to strengthen the managerial efficiency. Furthermore the question of more funding is discussed. Recently the Danish medal standings have been deteriorating which has initiated requests for more funding and the political response could be increased public funds.

The purpose of this paper is to contribute to theunderstanding and discussion of how the costs andbenefits of natural resource development are sharedacross society. This paper presents how IFC, as both aninvestor and a development organization, determineswhether benefits and costs are shared reasonably, and how this assessment influences IFC's decision to invest ina particular natural resource project. the goal of the paper is to promotea broad, constructive dialogue across stakeholders—governments, investors, civil society, and others—around benefit sharing. The paper draws on IFC's experience and presents anoverarching framework for multi-stakeholder benefitsharing, providing analysis and guidance for a range ofcomplex topics. The paper is intended to provide entrypoints for stakeholders of varying levels of familiarity with the issues to benefit-sharing assessment. The paper is not a definitive manual for all the issues coveredfor which more detailed, high-quality and excellentreferences and literature exists. This paper is organized along these broad areas of impact that IFC considers in the benefit sharing assessment:fiscal, economic, environmental, and social. The approaches IFC uses to evaluate benefit sharing arepresented in each area, along with some lessons learned. This is complemented by a discussion of key issues thatare topical in the field. Each chapter opens with a list of questions that can be used as a guide to assess the potential benefits and costs of an investment. As a result, there is a spectrum of what can be considered reasonable overall. However, there may be particular features of a benefit-sharing arrangement that stand out and can signal a risk to its legitimacy. Our aspiration is that this paper will complement as well as stimulate work by others that can enhance the collective knowledge and encourage dialogue.

"Der erste Beitrag von Alexander Nützenadel schlägt einen weiten Bogen von der wirtschaftlichen Integration der Agrarmärkte im späten 19. Jahrhundert bis zur internationalen Ernährungspolitik nach 1945. Anders als viele Autoren geht der Beitrag davon aus, dass der Erste Weltkrieg die im späten 19. Jahrhundert einsetzende Globalisierung nicht beendete, sondern eher krisenhaft zuspitzte. Es ist gerade jene Parallelität von globalen Entgrenzungsprozessen auf der einen Seite und einer Re-Territorialisierung sozialer, wirtschaftlicher und politischer Systeme auf der anderen, welche dieser Epoche ihre spezifische Dynamik verleiht. Die Rückkehr von Hunger und Mangelernährung nach Europa während des Krieges und die internationale Agrarkrise der zwanziger und dreißiger Jahre schufen ein neues Bewusstsein über die globale Interdependenz von Produktion, Verteilung und Konsum von Ernährungsgütern. In Kreisen des Völkerbundes wurde intensiv über eine internationale Ernährungsordnung diskutiert, und diese Diskussion hatte maßgeblichen Einfluss auf die internationalen Hilfsprogramme nach dem Ersten Weltkrieg wie auch die Gründung der Food and Agriculture Organization (FAO) im Jahre 1945. Allerdings kam es im Zeitalter der Weltkriege auch zur Herausbildung neuer territorial strukturierter Ernährungs- und Ressourcensysteme, die in den Autarkieprogrammen des deutschen Nationalsozialismus und des faschistischen Italien ihre radikalste Ausprägung erfuhren, jedoch keineswegs auf diese politischen Regime beschränkt blieben." Seit seiner Machtübernahme 2006 hat Präsident Raúl Castro Kuba stärker verändert als sein Bruder Fidel in fast fünf Jahrzehnten Alleinherrschaft. Der historische Feind USA eröffnete eine Botschaft in Havanna, Raúl Castro nahm an einem Amerika-Gipfel teil, die EU und Havanna verhandeln über ein Kooperationsabkommen, ein deutscher Außenminister reiste erstmals nach Kuba, Privatbesitz und Kleinunternehmen sind nicht länger verboten, ein neues Investitionsgesetz wurde verabschiedet, die Reisebeschränkungen sind weitgehend aufgehoben worden, und der jüngste Papstbesuch unterstrich die Bedeutung der katholischen Kirche als politischer Machtfaktor. 2018 will Raúl Castro sein Amt aufgeben und damit den Weg für eine neue politische Etappe frei machen. Der Wandel in Kuba geht einher mit der internationalen Anerkennung des Regimes. Doch diese verzögert den Reformprozess momentan eher, als dass sie ihn beschleunigen würde. (Autorenreferat)
