The Center for Responsive Politics reports that U.S. lobbying expenditures substantially exceed interest group campaign contributions, without including the lobbying that is not required to be reported to the government. Although it has grown in Europe, particularly with respect to the European Union, lobbying is less important than in the United States. Bennedsen and Feldmann (BF) provide an important and insightful explanation for the difference in terms of the institutional structure of governments. They present a model of informational lobbying in client politics where an interest group provides information to a majority-rule (three-member) legislature. The legislature chooses the scale of a program whose benefits can be distributed among legislative districts. The legislative agenda setter has a vote buying problem and allocates benefits to one other legislator to obtain her vote. BF compare legislatures operating with and without a confidence procedure that allows the agenda setter to tie passage of its proposal the continuation of the government. This commentary considers the method for comparing these two institutions, assesses the implications of the theory, and considers future research related to the theory.

French President Jacques Chirac's impressive victory, with nearly 82% of the votes over right-wing challenger Jean-Marie Le Pen, does not mean an end to the legacy of his opponent. With first-round support of merely 13.75% of registered voters, Chirac does not face a landslide environment, but will be pressured by the Left, which contributed to his victory to support their causes. Moreover, Le Pen made small, but significant, inroads by gaining the highest ever right-wing vote, expanding his support into new regions & gaining the support of blue-collar workers. His platform of dealing with a rising crime rate, facing immigration problems & immigrants' alienation from French society, & opposition to the bureaucratic form that the European Union has adopted will likely be addressed in subsequent political battles. Die Unabhängigkeit der Zentralbank und feste Wechselkurse wurden beide als Lösungen für inflationäre Tendenzen, die aus der Inkonsistenz diskretionärer Geldpolitik resultieren, gesehen. Während es offensichtlich ist, dass ein wohlwollender sozialer Planer eine solche institutionelle Lösung wählen würde, gilt dies nicht unbedingt für einen realen Amtsinhaber, der kurzfristig parteiliche oder Wahlinteressen verfolgt.In diesem Verhalten wird die Wahl der geldplitischen Institution aus der Sicht eines Entscheidungsträgers modelliert, der sein Überleben maximiert. Es zeigt sich, dass für eine grosse Spannweite von Antsinhaber die Aufgabe der geldpolitischen Kontrolle optimal ist. Während politischer Druck nicht im allgemeinen gegen geldpolitischen Verpflichtungen gerichtet ist, kann er die Wahl zwischen festen Wechselkursen und einer unabhängigen Zentralbank beeinflussen. Auf die Bedeutung der Substituierbarkeit von Geld- und Fiskalpolitik wird hingewiesen und die Bedingungen,unter denen Amtsinhaber feste Wechselkurse und die Unabhängigkeit der Zentralbankals substituierbar ansehen. Auf diese Weise wird ein analytischer Rahmen entwickelt, in den andere Beiträge dieses Bandes integriert werden können. (SWP-Jns)
