In 1952 the Carnegie Endowment for International Peace initiated a series of national studies on international organization which were to be carried out by private groups and individuals in more than twenty countries. They were to provide an appraisal of the national experience of these countries in international organizations, especially the United Nations, ten years after the San Francisco conference. Fourteen volumes in the series have now been published. Three more will be published soon, including the two final volumes which summarize and discuss the conclusions of the individual studies. These two works have been written, respectively, by Maurice Bourquin, Professor of International Public Law at the University of Geneva, and by Robert MacIver, Lieber Professor Emeritus of Political Philosophy and Sociology at Columbia University. Other national studies have been completed and were available to Professors Bourquin and MacIver, but they have not been published yet; this reviewer has not seen them and will therefore limit his own remarks to the reports which have been or are soon to be published. I will examine first the questions which the national studies were supposed to answer and the way in which the various authors have tried to answer them; then I will present some general comments about the national attitudes toward international organization, as they emerge from the series; finally I will discuss the role of the UN in present world politics, as it can be interpreted on the basis of the national reports.

Auf dem Weltsozialgipfel von 1995 in Kopenhagen wurden konkrete Verabredungen zur Verbesserung der Arbeitsbedingungen in der Welt getroffen, die insbesondere von der "Internationalen Arbeitsorganisation" (ILO) aufgegriffen wurden. An der Universität Bremen fand im Herbst 2004 ein Fachgespräch zwischen Wissenschaftlern und Wissenschaftlerinnen aus Soziologie, Rechts-, Politik- und Arbeitswissenschaft sowie Praxisexperten der bundesdeutschen politischen Administration und von Arbeitgeber- und Gewerkschaftsseite statt, die an den politischen Prozessen der ILO unmittelbar beteiligt waren oder sind. In diesem fachspezifischen Rundgespräch ging es um die Frage, wie es angesichts neuer globaler Strukturen gelingen kann, politische Gestaltungsräume zu öffnen oder auszufüllen, die sowohl der ökonomischen als auch der menschlichen und sozialen Dimension von Entwicklung dienen. Im vorliegenden Beitrag werden die neuen Herausforderungen für die ILO skizziert und die zentralen Diskussionspunkte zu den Beiträgen des Rundgesprächs referiert. Die Ausführungen zeigen, dass eine ausschließliche Verankerung von Standards in wirtschaftlichen Interdependenzzusammenhängen unzureichend ist, um je vor Ort ein politisches Bewusstsein für die Unabdingbarkeit und Nichtverwirkbarkeit von fundamentalen (Menschen-)Rechten bei der Arbeit zu entwickeln. Die ILO steht demnach vor Herausforderungen grundsätzlicher Art, die keineswegs nur eine alt gewordene internationale Organisation im Arbeits- und Sozialbereich betreffen. Neu zu begründen sind die Fundamente für das Zusammenleben in der einen Welt. (ICA2)

"The study of international mediation has received a lot of attention in recent political science. However, the main focus appears to lie on case studies dealing with the role of international intermediaries in conflicts between state. Less research seems to exist in the field of intra-national conflicts. The following article will deal with the role of international mediators in the Northern Ireland peace process during the ten years before mid-2004. It will examine whether international actors could foster perceptional de-escalation, or rather a 'de-escalation of minds' among the internal political conflict parties, rather than simply contributing to structural changes, e.g. a re-organisation of the inter-party relationship in the form of the Good Friday Agreement of 1998. Such a potential perceptional de-escalation would be crucial in order for structural changes to remain stable. Otherwise, it could be very likely that positive structural changes might be destroyed once again due to renewed escalation on the subjective level of conflict. The empirical analysis will be conducted by using a newly developed combination of Werner Link's concept of conflict, a modified escalation model based on the works of the authors Fisher and Keashly and of Jacob Bercovitch's 'contingency model' of international mediation. In line with this theoretical framework, the mediation efforts in Northern Ireland and their effects on the conflict parties' perceptions will be at the centre of a qulitative empirical case study. In the case of the internal conflict parties, a substantial speech analysis will show how the parties' perceptions, specifically their perceived interests, have changed on an escalation scale ranging from I to IV. In the case of the international mediators, the strategies used in the same period were put under closer scrutiny by conducting both a speech and an event analysis. The combined data will show whether or not international mediators did have a significant impact on the conflict parties' percptions and what implications this might have for international mediation in intra-national conflict situations." "Von der ökonomischen Theorie und Praxis lässt sich ableiten, dass internationaler Handel eine Vielzahl von Vorteilen für Wirtschaft und Gesellschaft mit sich bringt (z.B. bessere Allokationseffizienz, insgesamt gesteigerter Wohlstand, billigere Güter, Vergrößerung der Absatzmärkte, schnellere technologische Entwicklung). Daraus lässt sich der Umkehrschluss ziehen, dass Handelshindernisse und -beschränkungen die allgemeine Wohlfahrt reduzieren können. In den Industriestaaten sind es vor allem die weniger qualifizierten Arbeitnehmer, deren Einkommens- und Beschäftigungschancen durch den mit der Internationalisierung verbundenen Strukturwandel nachhaltig beeinträchtigt werden. Das kommt daher, dass internationaler Handel zu einer engeren Integration der internationalen Arbeitsmärkte führt, und infolgedessen wirtschaftliche Kräfte am Werk sind, welche die Produktion von arbeitsintensiven Gütern in Richtung der Entwicklungsländer verlagern lassen. Dadurch ist es für die reichen Länder zunehmend unmöglich, weiterhin in profitabler Art und Weise einfache Produktionsprozesse zu hohen Löhnen durchzuführen. Um eine breite Akzeptanz für die Liberalisierung der Weltwirtschaft zu sichern, muss der Strukturwandel für die Beschäftigten soweit wie möglich sozial verträglich gemacht werden. Daher müssen sich die Staaten auf internationaler Ebene auf Instrumente und Maßnahmen einigen, die Fragen der gerechten Wohlstandsverteilung und Aspekte der sozialen Wohlfahrt in den Mittelpunkt rücken." Das Buch durchdenkt verschiedene Modelle einer engeren Einbindung der EU im IWF und zeigt auf, ob und inwieweit sich einzelne Vorschläge und Ansätze vor dem Hintergrund des geltenden Völkervertragsrechts und der Interessenlage der IWF-Mitgliedstaaten umsetzen lassen. Im Zuge der seit 2009 virulenten Staatsschuldenkrise ist der Internationale Währungsfonds (IWF) in die sogenannten Rettungsschirme und Stabilisierungsmechanismen eingespannt worden. Aus diesem Anlass ist erneut klar geworden, dass die EU im Gefüge des IWF keinen definierten Status hat, obwohl der Euro in dessen sogenanntem Währungskorb an die Stelle des französischen Franc und der D-Mark getreten ist. Die ausschließliche Zuständigkeit der EU für die Währungspolitik der Mitgliedstaaten, deren Währung der Euro ist, wirft die Frage auf, ob sie nicht wie in anderen internationalen Organisationen auch Mitglied des IWF werden müsste. There was also an Advisory Committee of Sir Cecil J. B. Hurst, a former President of the Permanent Court of International Justice and later Legal Adviser to the Foreign Office; W. E. Beckett, also of the Foreign Office; A. Hammarksjöld, the Registrar of the Permanent Court of International Justice, and Sir John Fischer Williams of Oxford and the Reparation Commission.
