In the years 1893 to 1897, Eugenie Rosenberger accompanied her husband, a sailing ship captain, on four journeys from European ports to the Irrawaddy delta in Burma (Myanmar). It was the age of the "rice voyages" with sailing ships, which were facing increasing competition in rice transport from the faster steamers. After her last journey, Rosenberger consolidated her diaries and letters and, in 1899, published her book Auf Großer Fahrt. It would become a bestseller. Rosenberger's descriptions of the ports of Bassein (Pathein) and Rangoon
(Yangon) inspired the author of this article to illustrate her literary images with historical photos as well as many he took on the Irawaddy himself in 1988. The text outlines the political and economic situation in Burma in the 1890s. The author describes the water vehicles mentioned by Rosenberger and explains why the water world on the Irawaddy, which he experienced
firsthand in 1988, is comparable to that of the nineteenth century. The concluding section sketches the political and economic history of Burma as well as its economic downfall, as a result of which ancient Asia was still quite discernible there in many places in 1988 - much in contrast to the neighbouring countries.

While Burma's military government slammed down violently the revolt initiated by Buddhist monks in September 2007, existing and substantial connections between the local public were clearly represented. Or so it seemed. The author of the present article states that despite impression, one cannot speak of a spontaneous rebellion, nor of the foreign-incited rebellion as has been argued by the Burmese government. Die von Japan vor 1932 kolonisierten Gebiete (Korea, Mandschurei, Taiwan) weisen heute die Merkmale von Schwellenländern auf, während die 1941/42 unterworfenen Staaten (Malaysia, Indonesien, Burma) nach wie vor Peripherie-Ökonomien sind. Unter den von Japan vor 1932 okkupierten Ländern gibt es solche, deren Nachkriegsentwicklung von einer klaren politischen und wirtschaftlichen Dissoziation gegenüber dem Weltsystem begeleitet war (Nordkorea, China bis vor wenigen Jahren), und andere, die eine bewußte Assoziation in dieses Weltsystem betrieben (Südkorea, Taiwan). Die Außenwirtschaftsstrategie allein ist also kein hinreichender Erklärungsgrund, sondern eine durch das Gesellschaftssystem bedingte Variable, zu der noch andere Faktoren treten müssen. Die ostasiatischen Kontrastfälle zeigen, daß nachholende Entwicklung sowohl unter weltmarktassoziativen wie - dissoziativen Vorzeichen möglich ist, und andererseits sowohl Weltmarktintegration (Indonesien) als auch weitgehende Abgeschlossenheit (Burma) mit typischen Profilen von Unterentwicklung einhergehen können. Aussagen, die Weltmarktkintegration per se mit Imperialismus und damit Entwicklungsblockaden gleichsetzen, sind nicht akzeptabel. Die interne, nationale Verarbeitung der jeweiligen Entwicklungsstrategien muß stärker berücksichtigt werden

This article provides an overview both of the considerable makeover that relations between the United States and Myanmar have undergone since Naypyidaw ushered in a programme of wide-ranging reforms, and of the main policy areas in relation to which Washington remains keen to induce further change. The article also aims to explain why, notwithstanding the significant improvement in bilateral relations and the Obama administration's interest in also pursuing military engagement, progress in this field has remained rather limited. Focusing on the politics of US policymaking on Burma, the article argues that while the Obama administration was able to take the initiative on recalibrating US Burma policy, congressional resistance in particular, amid wider concerns shared by non-governmental organisations, has so far constrained the administration vis-à-vis US-Myanmar military-to-military relations.
