The objectives of this research were: 1) to study the state of the human resource management according to the principles of Raja-Sangahavatthu (virtues making for national integration) of the administrators of local administrative organizations in Thapkhlo District, Phichit Province, 2) to study the relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province, and 3) to study the problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province. This research applied the Mixed Methods Research consisting of the qualitative and quantitative research. The sample was 141 staffs at the municipality and local administrative organizations in Thapkhlo District, Phichit Province from 216 staffs with the table of Taro Yamane. The tools of the research were questionnaire with the 0.968 of reliability and in-depth interview from the 11 key informants. The analysis of data used Statistical Package for Social Science. The statistics for analysis data used Frequencies, Percentage, Mean, Standard Deviation, and Pearson's Product Moment Correlation Coefficient. Results of the Research Overall, the state of the human resource management of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province was at the high level ( =3.65). When considering each aspect, it was found that the human resource management in the planning was at the highest level ( =3.78). Then, it was the human resource management in the maintaining ( =3.65). However, the human resource management in the developing was at the lowest level ( =3.57). Moreover, the staffs had the opinion to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province in the research was at the high level ( =3.54). When considering each aspect, it was found that the human resource management in the Purisamedha (shrewdness in the promotion and encouragement of government officials) was at the highest level ( =3.66). Then, it was the human resource management in the Sassamedha (shrewdness in agricultural promotion) ( =3.60). However, the human resource management in the Vachapeyya (kindly and convincing speech) was at the lowest level ( =3.32). The relationship to the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that overall, the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the low level (r = 0.249**). When considering each aspect, it was found that the human resource management according to Sassamedha of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the positive relationship at the middle level. The human resource management according to Vachapeyya of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province had the negative relationship at the low level. Therefore, the research hypothesis was accepted. The problems, obstacles and suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province found that the administrators did not plan the man power for the future. The staffs were recruited from the intimates. The administrators did not give the opportunities to the people having the knowledge and capability in the recruitment of the staffs. Some local administrators did not promote the staffs for the training. The suggestions for the human resource management according to the principles of Raja-Sangahavatthu of the administrators of the local administrative organizations in Thapkhlo District, Phichit Province were that the administrators should set the frame of the staffs suitable to the work by planning the man power continuously every year. The recruitment of the staffs should be announced, have the public relations thoroughly and specify the criterion by considering the knowledge and capability and recruiting the people within the organization and the other people. Moreover, the administrators should promote the staffs for the training and development. ; การวิจัยในครั้งนี้ มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร 2) เพื่อศึกษาความสัมพันธ์ในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร และ 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร การวิจัยครั้งนี้ เป็นการวิจัยแบบผสานวิธีโดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างที่เป็นพนักงานเทศบาลและพนักงานองค์การบริหารส่วนตำบลในอำเภอทับคล้อ จังหวัดพิจิตร จำนวน 141 คน จากประชากรทั้งหมดจำนวน 216 คน สุ่มกลุ่มตัวอย่างโดยวิธีการสุ่มอย่างง่าย คำนวณขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร่ ยามาเน่ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ซึ่งมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.968 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson's Product Moment Correlation Coefficient) และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) จำนวน 11 คน โดยใช้แบบสัมภาษณ์ที่มีโครงสร้าง (Structured Interview Form) และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า สภาพการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวมอยู่ในลำดับมาก ( = 3.65) และเมื่อพิจารณาเป็นรายด้าน พบว่า การบริหารทรัพยากรมนุษย์ในด้านการวางแผน มีความคิดเห็นในลำดับมากที่สุด ( = 3.78) รองลงมาคือ ด้านการธำรงรักษา ( =3.65) และน้อยที่สุดคือ ด้านการพัฒนา ( =3.57) ตามลำดับ สำหรับความคิดเห็นของพนักงานที่มีต่อการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร ในภาพรวม อยู่ในลำดับมาก ( = 3.54) และเมื่อพิจารณาเป็นรายด้าน พบว่า ด้านปุริสเมธะ มีความคิดเห็นในลำดับมากที่สุด ( = 3.66) รองลงมาคือ ด้านสัสสเมธะ ( =3.60) และน้อยที่สุดคือ ด้านวาชเปยยะ ( =3.32) ความสัมพันธ์ระหว่างการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า การบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร โดยภาพรวม มีความสัมพันธ์เชิงบวกในลำดับต่ำ (r = 0.249**) เมื่อแยกเป็นรายด้าน พบว่า ด้านสัสสเมธะ มีความสัมพันธ์เชิงบวกในลำดับปานกลาง ด้านปุริสเมธะและด้านสัมมาปาสะ มีความสัมพันธ์เชิงบวกในลำดับต่ำ ส่วนด้านวาชเปยยะ มีความสัมพันธ์เชิงลบในลำดับต่ำ จึงยอมรับสมมติฐานการวิจัย ปัญหา อุปสรรค และข้อเสนอแนะในการบริหารทรัพยากรมนุษย์ตามหลักราชสังคหวัตถุของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในอำเภอทับคล้อ จังหวัดพิจิตร พบว่า ไม่ได้มีการวางแผนอัตรากำลังคนไว้เผื่ออนาคต พนักงานจ้างตามภารกิจและพนักงานจ้างทั่วไปบรรจุจากบุคคลใกล้ชิด ไม่เปิดโอกาสให้คนที่มีความรู้ความสามารถเข้ามาเป็นพนักงาน ผู้บริหารท้องถิ่นบางคนไม่ส่งเสริมพนักงานให้ไปเข้ารับการฝึกอบรมพัฒนาหลักสูตรต่าง ๆ ฉะนั้น ควรกำหนดกรอบพนักงานให้สอดคล้องกับงาน โดยวางแผนอัตรากำลังคนอย่างต่อเนื่องทุกปี สำหรับการรับสมัครพนักงานก็ควรติดประกาศและ/หรือประชาสัมพันธ์ให้ทราบโดยทั่วไป จะต้องมีเกณฑ์ในการรับบุคคลเข้าทำงานโดยพิจารณาจากความรู้ความสามารถ โดยรับทั้งจากบุคลากรภายในหรือภายนอกหน่วยงาน ส่งเสริมพนักงานให้เข้ารับการฝึกอบรมและพัฒนา

การวจิยัคร้ังน้ีมีวตัถุประสงคเ์พื่อ1)ศึกษาระดบัการบริหารงานตามหลักธรรมาภิบาลและประสิทธิผลการบริหารงาน 2)ศึกษาอิทธิพลของการบริหารงานตามหลกัธรรมาภิบาลที่มีต่อประสิทธิผลการบริหารงาน 3) หาแนวทางพฒั นาการบริหารงานตามหลกัธรรมาภิบาลที่มีต่อประสิทธิผลการบริหารงานของเทศบาลตา บลในจงัหวดัสกลนครกลุ่มตวัอยา่ งที่ใชใ้นการวิจัย เป็ นพนกังานเทศบาลตา บลของเทศบาลตา บลในเขตจงัหวดัสกลนคร ท้งัหมด 65แห่งจา นวน 334คนจากจ านวนประชากร 2007 คนโดยใชแ้บบสอบถามเป็นเครื่องมือในการเก็บรวบรวมขอ้ มูลและสถิติที่ใชใ้นการวเิคราะห์ขอ้ มูลไดแ้ก่ค่าความถี่ค่าร้อยละค่าเฉลี่ยค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ถดถอยพหุ (Multiple Regression) โดยวธิีการแบบข้นั ตอน (Stepwise) กา หนดระดบั ทางสถิติที่ระดับ .05ผลการวจิยัพบวา่ 1)การบริหารงานตามหลักธรรมาภิบาลของเทศบาลต าบลในเขตจังหวัดสกลนครในภาพรวมอยใู่ นระดบั มาก( X = 3.64) เมื่อพิจารณารายด้าน พบวา่ ดา้นที่มีค่าเฉลี่ยมากที่สุด คือ ด้านหลักนิติธรรม ( X =3.73)รองลงมาคือ ดา้นหลกัการมีส่วนร่วม ( X = 3.71) ด้านหลกัความโปร่งใส ( X =3.64)ดา้นหลกัความคุม้ค่า ( X = 3.63)ด้านหลักความรับผิดชอบ ( X =3.60 )และ ด้านหลักคุณธรรม( X = 3.49) 2)ประสิทธิผลการบริหารงานของเทศบาลต าบลในเขตจังหวัดสกลนครในภาพรวมอยใู่ นระดบั มาก( X = 3.63) เมื่อพิจารณารายดา้น พบวา่ มีประสิทธิผลการบริหารงานอยใู่ นระดบั มาก ทุกดา้น โดยดา้นที่มีค่าเฉลี่ย มากที่สุด คือ ด้านคุณภาพการให้บริการ( X = 3.66) รองลงมาคือ ด้านการพัฒนาองค์การ ( X = 3.65) ด้านประสิทธิภาพของการปฏิบัต ราชการ ( X = 3.61) และด้านประสิทธิผลตามแผนปฏิบัติราชการ ( X = 3.60) 3. วิเคราะห์อิทธิพลของการบริหารงานตามหลกั ธรรมาภิบาลต่อประสิทธิผลการบริหารงานของเทศบาลตา บลในจงัหวดัสกลนคร พบวา่ ปัจจัยบางประการของการบริหารงานตามหลกัธรรมาภิบาลที่มีอิทธิพลต่อประสิทธิผลการบริหารงานอยา่ งมีนยัสา คญั ทางสถิติที่ระดบั .05ไดแ้ก่ปัจจยัเกี่ยวกบัการบริหารงานตามหลกัธรรมาภิบาล5 ดา้น เรียงลา ดบัจากมากไปหานอ้ยไดแ้ก่ ดา้นหลกัความคุม้ค่า มีค่าสัมประสิทธ์ิมากที่สุดเท่ากบั 0.55รองลงมาคือ ดา้นหลกัความรับผดิชอบ มีค่าสัมประสิทธ์ิเท่ากบั0.16 ด้านหลกัคุณธรรม มีค่าสัมประสิทธ์ิเท่ากบั 0.14 ดา้นความโปร่งใส มีค่าสัมประสิทธ์ิเท่ากบั0.10และดา้นหลกัการมีส่วนร่วมมีค่าสัมประสิทธ์ินอ้ยที่สุดเท่ากบั 0.09 โดยค่าสัมประสิทธ์ิสหสัมพนัธ์พหุคูณ หรือ ตวัแปรอิสระท้งัหมดสามารถอธิบายความผนัแปรของตวัแปรตาม (R2)เท่ากบั 0.88และสามารถทา นายค่าสมการของการวิเคราะห์เท่ากบั 0.94และ4. แนวทางการพัฒนาการบริหารงานตามหลักธรรมาภิบาลมีจ านวน 3 ด้าน คือ1) ด้านหลักคุณธรรม 2) ด้านหลักความรับผดิชอบ และ3) ดา้นหลกัความคุม้ค่า ; The objective of this study were to 1)investigate a degree of good governance based onadministration and administrative effectiveness, 2)examine the influence of good governancebased administration on administrative effectiveness, and 3) suggest a way to development of goodgovernance based administration on administrative effectiveness of sub-district municipalities inSakon Nakhon province. A sample used in study was 334 employees of 65 sub-districtmunicipalities in Sakon Nakhon province. The instrument used in data collection was aquestionnaire; and statistics used in data analysis were frequency, percentage, mean, standarddeviation, and stepwise multiple regression analysis. The statistical significance was determined atthe .05 level.Findings of the study were as follows: 1) The overall administration based on theprinciples of good governance of sub-district municipalities in Sakon Nakhon province was at high level ( X = 3.64). Considering as each aspect, the aspect that gained the highest mean score wasthe rule of law principle ( X = 3.73), followed by the participation principle aspect ( X = 3.71), thetransparency principle aspect ( X = 3.64), the value-for- money principle aspect ( X = 3.63), theaccountability principle aspect ( X = 3.60), and the morality principle aspect ( X = 3.49),respectively. 2) The administrative effectiveness of sub-district municipalities in Sakon Nakhonprovince as a whole was at high level ( X = 3.63). Considering as each aspect, all the aspects ofadministrative effectiveness were at high level. The aspect that gained the highest mean score wasof service quality ( X = 3.66), followed by the aspects of organizational development ( X = 3.65),official practice efficiency ( X = 3.61), and effectiveness based on the official practice plan ( X =3.60), respectively. 3) The analysis of influence of good governance based administration onadministrative effectiveness of sub-district municipalities in Sakon Nakhon province found thatsome factors of good governance based administration which had significant influence onadministrative effectiveness at the .05 level were those concerning 5 aspects of principles of goodgovernance based administration as arranged in the following descending order: the value-formoney principle aspect which had the highest co-efficient of 0.55, followed by the accountabilityprinciple aspect which had a coefficient of 0.16, the morality principle aspect which had acoefficient of 0.14, the transparency principle aspect which had a coefficient of 0.10, and theparticipation principle aspect which had the lowest coefficient of 0.09, respectively. The multiplecorrelation coefficient of all the independent variables was able to explain the variance of thedependent variable (R2) with a value of 0.88 and able to make a prediction of the equation value byanalysis equal to 0.94, and 4.Guidelines for developing the good governance based administrationconsist of 3 aspects: 1) morality principle aspect, 2) accountability principle aspect, and 3) valuefor-money principle aspect.

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาความพร้อมในการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์ อำเภอชัยบาดาล จังหวัดลพบุรี 2) ศึกษาความสัมพันธ์ประสิทธิภาพการบริหารองค์กรกับความพร้อมในการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์ 3) เสนอแนวทางการพัฒนาความพร้อมในการยกฐานะองค์การบริหารส่วนตำบลเป็นเทศบาลตำบลอย่างมีประสิทธิภาพ ใช้วิธีวิจัยแบบผสมผสาน กลุ่มตัวอย่างที่ใช้ ประกอบด้วย แบบสอบถามรวบรวมข้อมูลจากประชาชน จำนวน 374 คน แบบสัมภาษณ์กับ ผู้นำท้องถิ่น และบุคลากรองค์การบริหารส่วนตำบลศิลาทิพย์ จำนวน 19 คน และการประชุมกลุ่มสนทนาผู้มีส่วนเกี่ยวข้อง จำนวน 9 คน วิเคราะห์ข้อมูลด้วย ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน วิเคราะห์สหสัมพันธ์เพียร์สัน และวิเคราะห์เนื้อหา ผลการศึกษาพบว่า 1) ความพร้อมการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์โดยรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ด้านที่มีค่ามากที่สุดคือ ด้านการมีส่วนร่วม รองลงมาคือ ด้านการจัดบริการสาธารณะ ด้านความสัมพันธ์กับชุมชน และด้านการจัดการปกครอง 2) ความสัมพันธ์ระหว่างความพร้อมการยกฐานะเป็นเทศบาลตำบลขององค์การบริหารส่วนตำบลศิลาทิพย์กับประสิทธิภาพการบริหารองค์กรโดยรวมและรายด้าน พบว่า มีความสัมพันธ์กันไปในทิศทางเดียวกัน โดยด้านที่มีความสัมพันธ์กันมากที่สุดคือ ด้านการจัดบริการสาธารณะกับการบริหารจัดการองค์กร อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 3) แนวทางการพัฒนาความพร้อมในการยกฐานะองค์การบริหารส่วนตำบลเป็นเทศบาลตำบลอย่างมีประสิทธิภาพ ประกอบด้วย ส่งเสริมความรู้แก่ประชาชน ส่งเสริมการมีส่วนร่วมในทุกระดับ พัฒนาความสามารถของบุคลากร พัฒนาคุณภาพการให้บริการ และพัฒนาการจัดเก็บรายได้ให้มีประสิทธิภาพ ; The purposes of this research were to 1) study the readiness to upgrade of Silatip Sub-District Administrative Organization, Chaibadan, Lopburi to be Sub-District Municipality, 2) study the relationship between organization management efficiency and readiness to upgrade to be Sub-District Municipality of Silatip Sub-District Administrative Organization and 3) propose a guideline for the development of readiness to upgrade of Sub-district Administrative Organizations as Sub-District Municipality efficiently by integrated research methodology. The sample group consisted of using the questionnaire to gather information from the publicamount 374 people, using interview form with local leaders along with 19 representatives from Silatip Sub-District Administrative Organization and discussion group with 9 people involved. Data were analyzed by percentage, mean, standard deviation, Pearson Product Moment Correlation analysis and content analysis. The study indicated that: 1) The overall of readiness to upgrade of Silatip Sub-District Administration Organization to be Sub-District Municipality was at a high level. When considering each side, it was found that the most valuable part was participation, followed by public service, relationships with the community, and governance respectively. 2) The relationship between readiness to upgrade to be Sub-District Municipality of Silatip Sub-District Administrative Organization and the management efficiency of the organization as a whole and in each aspect were found that theywere related in the same direction. The most relevant aspect was public service and corporate governance in statistically significant at the 0.01 level. 3) The guideline for the development of readiness to upgrade of Sub-District Administrative Organizations as Sub-District Municipality efficiently consists of promoting knowledge to the population, encourage participation at all levels, improve the ability of personnel, improve service quality and improve revenue collection efficiency.

The objectives of this research are: 1) to study the relation of the personal factors toward working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, 2) to study the motivation, effected the working behaviors of employees, 3) to study the problems and the way to develop that motivation on working behaviors of personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province. This research used the mixed methods between quantitative and qualitative research. For the quantitative research, the sample survey were personnel in the Sub-district Administrative Organization in Muang Phichit District, Phichit Province, selected 224 person from 510 of population. The Simple random sampling by using Taro-Yamane and data were collected by using questionnaire with the entire confidence value was equal to 0.972. The data were analyzed by using Statistical Package for the Social Science research and the descriptive statistics consisted of Frequency, Percentage, Means and Standard Deviation. The hypothesis was examined by Chi-Square test and Pearson's Product Moment Correlation Coefficient. The qualitative research applied In-Depth Interview from 18 key informants by collecting through the structured Interviews Form and analyzed through descriptive technique. The results revealed that The relationship between personal factors and performance behavior of personnel of sub-district administrative organizations in Mueang Phichit district Phichit Province found that personnel with gender, age, education level, position, duration of work income per month There was no relationship with the performance behavior of the sub- district administrative organizations in Mueang Phichit district. The relationship between motivation and performance Behavior of personnel of Sub –district Administrative Organizations in Mueang Phichit District Pichit province Found that overall motivation had a very high level of relationship (r= 0.861) when considering each aspect, it was found that there was a very high level of relationship 3 aspets in the discipline of work(r=0.844) human relations (r=0.818) and creativity (r=o.766) respectively and have a high level of relationship was the responsibility (r=0.74) With all aspects having a statistically significant relationship at 0.01 level. Guidelines for developing incentives that affect the performance behavior of personnel of the sub-district administrative organizations in Mueang Phichit District Phichit Province 1) policy and management guidelines should be established to cover all positions. 2) management should have a vision, open to listen to the opinions of the personnel and sincere in solving various problems 3) the duties and responsibilities should be defined appropriately and there were procedures for standardized operations, not overlapping 4) should allow personnel to be responsible for the task that was appropriate and open to the opportunity to use creativity to apply in the work without leaving the rules and regulations 6) In practice and evaluation of work, the moral system should be used for transparency. 7) the principles of good governance should be used in the implementation of the government to be more concrete. ; การวิจัยฉบับนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาปัจจัยส่วนบุคคลที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน 2) เพื่อศึกษาแรงจูงใจที่มีความสัมพันธ์ต่อพฤติกรรมการปฏิบัติงาน และ 3) เพื่อศึกษาปัญหาและแนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของพนักงานองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร วิธีการวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี โดยการวิจัยเชิงปริมาณ สำรวจกลุ่มตัวอย่างซึ่งเป็นบุคลากรในองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร จำนวน 224 คน จากประชากรทั้งหมด 510 คน โดยใช้สูตรของ ทาโร่ ยามาเน่ วิเคราะห์ข้อมูลโดยใช้สถิติพรรณนาที่ใช้ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ความสัมพันธ์โดยทดสอบสมมติฐานโดยการทดสอบแบบไค-สแคว์และการทดสอบค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญจำนวน 18 รูป/คน และใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนา ผลการวิจัยพบว่า ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่า บุคลากรที่มีเพศ อายุ ระดับการศึกษา ตำแหน่ง ระยะเวลาปฏิบัติงาน รายได้ต่อเดือน ไม่มีความสัมพันธ์กับพฤติกรรมการปฏิบัติงานขององค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร ความสัมพันธ์ระหว่างแรงจูงใจกับพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร พบว่าแรงจูงใจโดยรวมมีความสัมพันธ์ในระดับสูงมาก (r=0.861) เมื่อพิจารณาเป็นรายด้าน พบว่า มีความสัมพันธ์ในระดับสูงมาก 3 ด้าน ด้านวินัยในการทำงาน (r=0.844) ด้านมนุษยสัมพันธ์ (r=0.818)และด้านความคิดสร้างสรรค์ (r=0.766)ตามลำดับ และมีความสัมพันธ์ในระดับสูง คือด้านความรับผิดชอบ (r=0.749) โดยทุกด้านมีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 แนวทางพัฒนาแรงจูงใจที่มีผลต่อพฤติกรรมการปฏิบัติงานของบุคลากรองค์การบริหารส่วนตำบลในอำเภอเมืองพิจิตร จังหวัดพิจิตร 1) นโยบายและแนวทางการบริหารงานควรจัดทำให้ครอบคลุมทุกตำแหน่งหน้าที่ 2) ผู้บริหารควรมีวิสัยทัศน์ เปิดกว้างรับฟังความคิดเห็นของบุคลากรและจริงใจในการแก้ไขปัญหาต่าง ๆ 3) หน้าที่และความรับผิดชอบควรมีการกำหนดให้เหมาะสมและมีขั้นตอนในการการปฏิบัติงานที่ได้มาตรฐาน ไม่ทับซ้อนกัน 4) ควรให้บุคลากรรับผิดชอบงานที่ถนัดและเปิดโอกาสให้ใช้ความคิดสร้างสรรค์มาประยุกต์ใช้ในการปฏิบัติงานโดยไม่ออกนอกกรอบกฎ ระเบียบ 5) ส่งเสริมบุคลากรเข้าอบรมในงานที่ยังขาดความรู้ 6)ในการปฏิบัติและประเมินผลงานควรใช้ระบบคุณธรรมเพื่อความโปร่งใส 7) ควรนำหลักธรรมาภิบาลมาใช้ในการปฏิบัติราชการให้เป็นรูปธรรมมากยิ่งขึ้น

This dissertation has 3 objectives: 1) to study and analyze the problems related to organizational engagement of Metropolitan Waterworks Authority (MWA) personnel., 2) to study the strengthening commitment in the organization according to the Buddhist peace method., 3) to present peaceful innovation, strengthening engagement in the organization of the MWA personnel using mixed-methods of collecting quantitative data by answering online questionnaires of employees with simple random sampling method of 354 sampling people. The statistics used in the analysis are percentage, mean, standard deviation and factor analysis by using the software package. To analyze qualitative data from in-depth interviews, selecting a sample group, specifically interviewing key informants, totaling 9 groups of 29 people, and by examining the data with 7 experts/persons. The dissertation found that the MWA employees, in general, have strong ties in the organization at a level that is considered high. The Buddhist peaceful method for enhancing organizational commitment is of 1) creating good relationships with other people or groups of people in society, 2) creating trust and confidence for others, 3) creating participation among stakeholders, 4) creating fairness for all stakeholders, 5) persistently meeting to discuss with one another, and 6) sharing resources and things to human fellows, which the researcher considers that the most important thing is the matter of morality; the researcher found that Buddhist Peace is the main principle to manage organization for success. Peaceful Innovation for Promotion of Engagement in Organization of MWA Personnel is formulated as the STRATEGIES for MWA's PEACE: Peace Policy Participation (PPP) is defined as a 4 peace policy: 4's Peace Participation, which consists of 1) providing an environment that is conducive to create engagement, 2) providing promotions of physical and mental health, and finance to enhance personal stability, 3) promoting the creation of engagement in the organization with care and continuance, and 4) giving time and opportunity to create a culture of praising good people. ; การวิจัยนี้มีวัตถุประสงค์ 1) ศึกษาและวิเคราะห์สภาพปัญหาที่เกี่ยวข้องกับความผูกพันในองค์กรของบุคลากรการประปานครหลวง 2) ศึกษาการเสริมสร้างความผูกพันในองค์กรตามหลักพุทธสันติวิธี 3) เสนอสันตินวัตกรรมการเสริมสร้างความผูกพันในองค์กร เก็บรวบรวมข้อมูลเชิงคุณภาพจากการสัมภาษณ์เชิงลึกแบบเจาะจงผู้ให้ข้อมูลสำคัญ 9 กลุ่ม รวม 29 รูป/คน ข้อมูลเชิงปริมาณจากการตอบแบบสอบถามด้วยวิธีการสุ่มตัวอย่าง 354 คน สถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบ โดยโปรแกรมสำเร็จรูป ตรวจสอบข้อมูลด้วยผู้ทรงคุณวุฒิ 7 รูป/คน ผลการวิจัยพบว่าพนักงานการประปานครหลวงภาพรวมมีความผูกพันในองค์กรในระดับมากทุกด้าน ได้แก่ ความรู้สึกมีความหมาย ความรู้สึกปลอดภัย และความพร้อมที่จะผูกพัน ซึ่งสามารถเสริมสร้างความผูกพันได้โดยหลักพุทธสันติวิธีเชิงรุก คือ การสร้างความสัมพันธ์ที่ดีต่อบุคคลหรือกลุ่มบุคคลในสังคม สร้างความไว้วางใจ ความเชื่อมั่นแก่คนอื่น สร้างการมีส่วนร่วมสร้างความเป็นธรรมให้ผู้มีส่วนได้ส่วนเสียทุกคน หมั่นประชุมเพื่อปรึกษาหารือซึ่งกันและกัน และแบ่งปันทรัพยากรและสิ่งอื่นแก่เพื่อนมนุษย์ ผู้วิจัยรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึกและการวิเคราะห์องค์ประกอบกำหนดเป็นปัจจัยความผูกพันองค์กรและนำหลักพุทธสันติวิธีมาสนับสนุนการกำหนดกลยุทธ์นโยบายสันติสุข 4 ประการ คือ การจัดสภาพแวดล้อมที่เอื้อต่อการสร้างความผูกพัน การจัดส่งเสริมสุขภาพทางกายทางการเงินและทางใจเพื่อเสริมสร้างความมั่นคงในระดับบุคคล การส่งเสริมการสร้างความผูกพันในองค์กรอย่างเอาใจใส่และต่อเนื่องพร้อมทั้งการให้เวลาและโอกาสในการสร้างวัฒนธรรมยกย่องคนดี

The purpose of this research were 1) to study the development of the Amalgamation university: A case study of Nakhon Phanom University, 2) to study the factors influencing Nakhon Phanom University Achievement, 3) to create a model to developing the management of Amalgamation toward Achieved University. This research uses a mixed research methodology. The value of reliability analysis of each factor was 0.99 analysis of structural equation and consistency of the research model, confirmed model and proposed policy recommendations with stakeholders. The results were found as follows; 1) A case study of University had increased development of administrative resources, buildings, technologies, staffs, courses and budgets more than before amalgamation. The administrative team had a good governance problem and high internal conflict. 2) The highest factors direct influence variables on achieved University was the internal communication (0.84), the good governance and organizational culture had a direct influence on internal communication at (0.16) and (0.60) 3) This research model towards achieved university found that good governance, administrative resources, transformational leadership had direct influence on organizational culture at (0.42), (0.36), and (0.17), Also, these factors had indirectly influences on internal communication through organization culture is highest (0.82). Internal communication, organizational culture and administrative resources had direct influence on university achievement (0.43), (0.17), and (0.29). Research models were consistent with empirical data with statistical values, X2 = 12.540, df =5, X2/df = 2.508, P = 0.028, CFI = 0.995, TLI = 0.987, RMSEA = 0.072, SRMR = 0.013 For proposed policy, 1) should create the university as a family. 2) should recruit executive, with the following qualifications, have transformational leadership, good governance, new management, and able to use resources with their value concerning. The objectives of the research were: 1) to study the promotion of morality, ethics and governance applied to performances of local administration organizations in the central northeastern provinces; 2) to find out the guidelines for promotion of morality, ethics and governance to be observed by the civil servants of the said organizations.The objectives of the research were 1) to study the promotion of morality, ethics and governance applied to performances of local administration organizations in the central northeastern provinces, and 2) to find out the guidelines for promotion of morality, ethics and governance to be observed by the civil servants of the said organizations.The samples comprised the presidents, permanent secretaries and staff members,totally 302 in number, of the Subdistrict Administration Organizations in the areas as mentioned. The research tool used to collect the data was the five-rating scale questionnaire, with validity of .87. The data were analyzed by such statistical devices as percentage, mean () and standard deviation (S.D.). The research results can be described as follows: 1. The civil servants' attitude about the promotion of morality, ethics andgovernance applied to performances of local administration organizations in the central northeastern provinces was found, in an overall aspect, to exist at the 'Much' level, which could be classified into individual aspects in the following respective order: Morality at 4.00 (S.D. = .047). ethics at 3.99 (S.D. = .052) and good governance at 3.76 (S.D. = .93). 2. The objectives of this research were: 1) to study the model of good governance of Sub-district Administration Organization in KraiNok, Kong KraiLat District, Sukhothai Province, 2) To study the opinions on the good governance of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province By classified by personal factors 3) To study guidelines for the development of a good governance model of Krai Nok Sub-district Administration Organization in Kong Krailat District Sukhothai Province according to good governance principles. This research used the mixed methods between the quantitative and qualitative research. For quantitative research was a survey conducted with 370 persons from 4,444 persons of the population. Simple random sampling was applied by using Taro-Yamane. Data were collected by the questionnaires and were analyzed by using Statistical Package for the social science research. The statistic tools for analyzing the common data of population were Frequency and Percentage. The statistic tools to analyze the opinions' level toward the strategy to improve the quality of life of people in the Sub-district Administration Organization in KraiNok, Kong Krai Lat District, Sukhothai Province were Frequency, Percentage, Means, Standard Deviation and tested the hypothesis by describing the personal factors. F-test and T-test were used for testing of variance as well as pair-wise comparison. repeated-measure One Way ANOVA and Least Significant Difference were used for analyzing the data. For Qualitative research, In-Depth Interview with 14 key informants was used to analyze the data and using the context clues technique by descriptive content analysis. The result of research can be reference in strategic planning of effectiveness development of the local government organization in Phichit Province for sustainability and concrete and can be reference as an example case in study or can be used for training materials integrating concepts Public Administration theory with the principles of Buddhism and can be applied the result as guideline of the development of administrative effectiveness of local governmental organizations in Phichit Province or local government in other provinces that have similar contexts

The aim of this study is to present an administration model of Provincial Communicable Disease Committee and study key factors contributing to success in public health breakthrough by the committee. The data for this qualitative research was gathered from document review, group discussions, and in-depth interviews. Forty (40) people were selectively chosen for inclusion into the study. The data was gathered from March through May 2018 and the conclusion was obtained by an inductive method. The success was analyzed using a modern management concept (known as POLC – which consists of planning, organizing, leading and controlling). In planning component, the Provincial Health Office (PHO) was applauded for its good problem analysis, identification of serious issues with high possibility of success, cooperation with promising partners, and development of solid strategies. In organizing component, the Provincial Communicable Disease Committee was found to have effective partners in the local administration organizations which could effectively reach out to local communities in distinct aspects from public health organizations. In leading component, both provincial governor and all district chiefs had excellent leadership, performing under the two main administrative acts, i.e. the State Administration Act and the Local Administration Act. Finally, in controlling component, it was found that close supervision by the leadership of local administration organizations was a primary strength. This was achieved by frequent meetings of the Provincial Communicable Disease Committee, weekly progress monitoring by district chiefs, and close collaboration with their teams to find solutions, utilizing a complex problem-solving principle, to address vaccine denial issues, such as concerns about children illness after vaccination, vaccination being against religious beliefs, and ignorance about the benefits of vaccination. During the campaign implementation period, which was ran from May through September 2017, progress from each district was presented in monthly meetings of local administration organizations, with awards given to excellent district chiefs, district health coordinating networks and primary care centers. Main factor leading to this achievement was excellent planning by the Provincial Communicable Disease Committee, resulting in members of the senior leadership paying attention to the matter and relevant policies being developed and implemented to assist with the work process especially in a district level. The campaign successfully helped increase MMR1 vaccine coverage in 1-year-old children from 58.97 to 91.1 percent, and helped expand MMR2 vaccine coverage in 3-year-old children from 60.17 to 86.44 percent. Overall, the local incidence rate of measles was greatly reduced. The key elements contributing to this success could be adapted and replicated in other areas with similar problems. ; การศึกษานี้มีวัตถุประสงค์ เพื่อนำเสนอรูปแบบการบริหารจัดการโรคติดต่อและศึกษาปัจจัยที่ส่งผลต่อความสำเร็จของการขับเคลื่อนงานโรคติดต่อ ผ่านคณะกรรมการโรคติดต่อจังหวัด กรณีรณรงค์วัคซีนหัด เป็นการศึกษาเชิงคุณภาพ รวบรวมข้อมูลจากการทบทวนเอกสาร การเสวนากลุ่ม การสัมภาษณ์เชิงลึก กลุ่มตัวอย่างสุ่มแบบเฉพาะเจาะจง จำนวน 40 คน วิเคราะห์ข้อมูลโดยใช้หลักการสร้างข้อสรุปแบบอุปนัย เก็บข้อมูลระหว่างเดือนมีนาคม-พฤษภาคม 2561 เมื่อวิเคราะห์โดยใช้หลักการบริหารจัดการแนวใหม่ (POLC) พบว่า สำนักงานสาธารณสุขจังหวัด (สสจ.) มีจุดเด่นในเรื่องการวางแผน (planning) โดยวิเคราะห์นำเสนอปัญหาที่มีความรุนแรง แต่มีโอกาสแก้ไขสำเร็จสูง ค้นหาแนวร่วมที่มีศักยภาพมาช่วยเหลือ จัดทำกลยุทธ์ที่เหมาะสม คณะกรรมการโรคติดต่อจังหวัด มีจุดเด่นเรื่องการจัดองค์การ (organizing) โดยเครือข่ายฝ่ายปกครองหยั่งรากลึกไปถึงอำเภอ ตำบล หมู่บ้าน ชุมชน ในอีกมิติที่แตกต่างกับหน่วยงานสาธารณสุข การนำ (leading) จุดเด่นคือ ผู้ว่าราชการจังหวัดและนายอำเภอ ที่มีภาวะผู้นำ ตามระเบียบบริหารราชการแผ่นดิน และพระราชบัญญัติลักษณะการปกครองท้องที่ การควบคุม (controlling) จุดเด่นคือ การควบคุมผ่านการประชุมกรมการจังหวัด นายอำเภอควบคุมด้วยการติดตามผลงานทุกสัปดาห์ และแก้ไขปัญหาร่วมกับเครือข่าย โดยใช้แนวทางการแก้ไขปัญหาที่มีความซับซ้อน (complex problem solving) ในประเด็นการปฏิเสธวัคซีนในพื้นที่ เช่น ความกังวลเรื่องเด็กป่วยหลังได้รับวัคซีน เรื่องวัคซีนไม่ถูกหลักศาสนา การไม่เห็นความสำคัญของวัคซีน การควบคุมกำกับตลอดระยะเวลารณรงค์ตั้งแต่เดือนพฤษภาคม-กันยายน 2560 นำเสนอผลการดำเนินงานทุกเดือน ในที่ประชุมกรรมการจังหวัด สร้างแรงจูงใจด้วยการมอบโล่รางวัลให้นายอำเภอดีเด่น คปสอ. และ รพ.สต. ดีเด่น ปัจจัยความสำเร็จสำคัญคือ การวางแผนงานที่ดีของ สสจ. ทำให้ผู้บริหารเห็นความสำคัญและภาพความสำเร็จนำไปสู่การกำหนดเป็นนโยบาย ส่งผลให้ความครอบคลุมการได้รับวัคซีนหัดในเด็กอายุครบ 1 ปี (MMR1) เพิ่มจากร้อยละ 58.97 เป็น 91.10 ผลการดำเนินงานวัคซีนหัดในเด็กอายุครบ 3 ปี (MMR1) เพิ่มจากร้อยละ 60.17 เป็น 86.44 อัตราป่วยโรคหัดลดลง ข้อเสนอแนะ ควรนำรูปแบบการบริหารจัดการในการขับเคลื่อนแผนปฏิบัติการโรคติดต่อ ไปใช้ในพื้นที่ที่มีปัญหาคล้ายคลึงกัน

This research aims to study the level of leadership and to find the transformational leadership development of Subdistrict Administrative Organization's Chief Executive in Pakchong District, Nakornratchasima Province. The samples used in this study were 228 subdistrict staffs and hiring staffs under Subdistrict Administrative Organization, Pakchong District, Nakornratchasima Province, which was derived by the simple random sampling. The instruments used in the study included questionnaires and interviews. The statistics used in the analysis were percentage, mean and standard deviation. The results showed that : Subdistrict Administrative Organization's Chief Executive in Pakchong District, Nakornratchasima Province, overall was in moderate level. Compare opinions on transformational leadership development of Subdistrict Administrative Organization's Chief Executive in Pakchong District, Nakornratchasima Province with age differences classified by gender, age differences found that; 2.1 The subdistrict staffs and hiring staffs with differences in gender had different opinion on the transformational leadership of Subdistrict Administrative Organization's Chief Executive in Pakchong District, Nakornratchasima Province at the statistical significance level of .05. 2.2 The subdistrict staffs and hiring staffs with differences in age had the same opinion on the transformational leadership of Subdistrict Administrative Organization's Chief Executive in Pakchong District, Nakornratchasima Province at the statistical significance level of .05. ; การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาระดับภาวะผู้นำและแนวทางการพัฒนาภาวะผู้นำการเปลี่ยนแปลงของนายกองค์การบริหารส่วนตำบลในอำเภอปากช่อง จังหวัดนครราชสีมา กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้คือ พนักงานส่วนตำบล และพนักงานจ้าง สังกัดองค์การบริหารส่วนตำบล ในอำเภอปากช่อง จังหวัดนครราชสีมา จำนวน 228 คน ซึ่งได้มาโดยการสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการรวบรวมข้อมูล ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า นายกองค์การบริหารส่วนตำบล ในอำเภอปากช่อง จังหวัดนครราชสีมา มีระดับภาวะผู้นำการเปลี่ยนแปลงโดยรวม อยู่ในระดับปานกลาง การเปรียบเทียบความคิดเห็นเกี่ยวกับภาวะผู้นำการเปลี่ยนแปลงของนายกองค์การบริหารส่วนตำบล ในอำเภอปากช่อง จังหวัดนครราชสีมา ที่มีอายุแตกต่างกัน จำแนกตาม เพศ อายุ แตกต่างกัน พบว่า 2.1 พนักงานส่วนตำบล และพนักงานจ้างที่มี เพศต่างกันมีความคิดเห็นเกี่ยวกับภาวะผู้นำการเปลี่ยนแปลงของนายกองค์การบริหารส่วนตำบล ในอำเภอปากช่อง จังหวัดนครราชสีมา แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 2.2 พนักงานส่วนตำบล และพนักงานจ้างที่มีอายุ ต่างกันมีความคิดเห็นเกี่ยวกับภาวะผู้นำการเปลี่ยนแปลงของนายกองค์การบริหารส่วนตำบลในอำเภอปากช่อง จังหวัดนครราชสีมา ไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

การวิจัยเรื่องนี้มีวัตถุประสงค์ทำการศึกษาถึงหลักเกณฑ์และขั้นตอนของวิธีการชั่วคราวก่อนการพิพากษาในศาลปกครอง และหลักเกณฑ์ในการที่ศาลปกครองจะมีคำสั่งอนุญาตให้มีการคุ้มครองจากวิธีการชั่วคราวก่อนการพิพากษาในศาลปกครอง เพื่อประโยชน์ในการหาแนวทางพัฒนาระบบวิธีการชั่วคราวก่อนการพิพากษาในศาลปกครองเพื่อการคุ้มครองสิทธิและประโยชน์ของคู่กรณี โดยการวิจัยนี้เป็นการวิจัยทางด้านเอกสาร (Documentary Research) มีขอบเขตเนื้อหา คือ พระราชบัญญัติจัดตั้งศาลปกครองและวิธีพิจารณาคดีปกครอง พ.ศ.2542 และระเบียบของที่ประชุมใหญ่ของตุลาการศาลปกครองสูงสุด ตลอดจนคำพิพากษาหรือคำสั่งของศาลปกครองที่เกี่ยวข้องกับวิธีการชั่วคราวก่อนการพิพากษาของศาลปกครอง จากการศึกษาพบว่าในการพิจารณาคดีปกครองคู่กรณีสามารถขอให้ศาลปกครองกำหนดวิธีการชั่วคราวก่อนการพิพากษาได้ เพื่อให้ทุเลาการบังคับตามกฎหรือคำสั่งทางปกครองของฝ่ายปกครอง และเพื่อการบรรเทาทุกข์ชั่วคราวโดยให้ศาลมีคำสั่งกำหนดมาตรการหรือวิธีการคุ้มครองประโยชน์ของผู้ขอในระหว่างการพิจารณาหรือเพื่อบังคับตามคำพิพากษาได้ แต่วิธีการชั่วคราวก่อนพิพากษายังมีข้อบกพร่องไม่สามารถคุ้มครองสิทธิและประโยชน์ของคู่กรณีได้อย่างมีประสิทธิภาพจึงจำเป็นต้องทำการแก้ไขเพิ่มเติมวิธีการชั่วคราวก่อนพิพากษาตามพระราชบัญญัติจัดตั้งศาลปกครองและวิธีพิจารณาคดีปกครอง พ.ศ.2542 และระเบียบของที่ประชุมใหญ่ตุลาการในศาลปกครองสูงสุดว่าด้วยวิธีพิจารณาคดีปกครอง พ.ศ.2543 ; The purpose of this research is to study the rules and procedures of the temporary procedures before judicial review in the Administrative Court. And the rule that the Administrative Court will order the protection of a temporary measure before the judgment in the Administrative Court. For the sake of finding a way to develop a transitory method before judging in the Administrative Court for the protection of the rights and interests of the parties. This research is documentary research. The scope of the content is the Act Establishing Administrative Courts and Judicial Procedures B.E. 2542. And the rules of the meeting of judges of the Supreme Administrative Court. As well as the judgment or order of the Administrative Court relating to the temporary injunction before the Administrative Court ruling. The study found that in a trial, the parties could ask the court to determine a temporary measure before the trial. To remedy the enforcement of rules or administrative orders of the governing. For temporary relief, the court shall order the measures or means of protecting the interests of the applicant during the consideration or enforcement of the judgment. However, the temporary trial before the judge still has defects, can not protect the rights and interests of the parties effectively, so it is necessary to amend the temporary method before the judgment. According to the Act on the Establishment of the Administrative Courts and the Administrative Court Procedure B.E. 2542 And the Rules of the Judicial Council of the Supreme Administrative Court on Administrative Procedure B.E. 2543

Political participation of people is a significant indicator of political specifying people's attention in politics effectively. This research study investigates political participation of people toward good governance principles implemented by local administrative organizations. Roi-Et municipality, Muang district, Roi-Et province was purposively selected as a target area for this research study since Roi-Et municipality received many awards such as Good Governance Awards, Prajadhipok Institute's awards and NACC Integrity Awards on transparency which imply that people residing in the area of Roi-Et municipality have knowledge concerning local administration. According to the field study, the researcher found that Roi-Et municipality people were interested in political matters; they usually talk about political issues, they always follow the political news broadcasted via various media channels such as radio and television including newspaper. However, they didn't have a chance to give complaints and participate in the development plan for the municipality. Consequently, the researcher became interested in studying political participation of people toward the principles of good government implemented by local administrative office. This research also investigated whether the interaction among the effective factors comprising gender, ages, education and occupations influences political participation of people or not. This research applied a documentary research methodology and exploratory research to collect the data from the sample group using a questionnaire as a research instrument. The samples were 300 eligible voters for municipal election residing in Roi-Et Municipality area. ; การมีส่วนร่วมทางการเมืองของประชาชน เป็นตัวชี้วัดทางรัฐศาสตร์ที่สำคัญบ่งบอกให้ทราบถึงความใส่ใจความสนใจทางการเมืองของประชาชนได้อย่างดีเยี่ยม งานวิจัยนี้ได้ศึกษาการมีส่วนร่วมทางการเมืองของประชาชนตามหลักการธรรมาภิบาลกับการปกครองท้องถิ่น ผู้วิจัยได้เลือกเทศบาลเมืองร้อยเอ็ด อำเภอเมือง จังหวัดร้อยเอ็ด เป็นพื้นที่ศึกษา ด้วยเหตุผลจากการที่เทศบาลเมืองร้อยเอ็ดได้รับรางวัลระดับประเทศมากมาย อาทิ รางวัลบริหารจัดการบ้านเมืองที่ดี รางวัลพระปกเกล้าทองคำ รางวัลท้องถิ่นต้นแบบที่มีความโปร่งใสจากสำนักงานป้องกันและปราบปรามการทุจริตแห่งชาติ นั้นย่อมแสดงให้เห็นได้ว่าประชาชนในเขตเทศบาล ต้องมีความรู้ความเข้าในด้านการปกครองท้องถิ่นและที่สำคัญการความร่วมมือ จากการลงพื้นที่พบว่า ประชาชนให้ความสนใจด้านการเมือง มีการพูดคุยสนทนากัน รับฟังข่าวสารทางการเมืองตามสื่อวิทยุ โทรทัศน์และสื่อหนังสื่อพิมพ์อยู่เสมอ แต่การร้องทุกข์ร้องเรียน การร่วมวางแผนพัฒนาเทศบาลพบว่ามีส่วนน้อย ทำให้ผู้วิจัยสนใจที่จะศึกษาถึงการมีส่วนร่วมทางการเมืองของประชาชนตามหลักธรรมาภิบาลเป็นการวิจัยความสัมพันธ์ของประชาชนด้านเพศ อายุ การศึกษาและอาชีพ จะส่งผลต่อการมีร่วมร่วมทางการเมืองหรือไม่ การศึกษาครั้งนี้ใช้วิธีการศึกษาทางเอกสาร การวิจัยเชิงสำรวจด้วยการใช้แบบสอบถามเก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นประชาชนผู้มีสิทธิเลือกตั้งในเขตเทศบาลเมืองร้อยเอ็ด จำนวน 300 คน
