El concepto de e-democracia tiene un gran potencial heurístico; refiere a aquellos fenómenos políticos que se dan por la convergencia entre las TICs y la democracia. Si bien la emergencia de la expresión es reciente, se considera que, si se trabaja el término de una manera crítica, este puede volverse un instrumento analítico de mucha utilidad para estudiar los fenómenos políticos contemporáneos. En este contexto, se efectúa un trabajo de conceptualización de tres niveles sobre dicha expresión. La construcción conceptual permite disponer de una herramienta con gran capacidad abstractiva, la cual ayuda a ordenar, comprender y explicar la emergencia y dinámica de un sin número de procesos bajo un mismo marco analítico. ; The concept of e-democracy has great heuristic potential; refers to those political phenomena that occur due to the convergence between ICTs and democracy. Es objetivo de la Unión Europea y de todos sus estados miembros, potenciar la economía circular en todos los sectores. En 2015, la Comi-sión Europea adoptó un plan de acción para contribuir a la transición hacia una economía circular, estableciendo 54 medidas para "cerrar el círculo" del ciclo de vida de los productos: de la producción y el consumo a la gestión de residuos y el mercado de materias primas secundarias. Sin duda la gestión adecuada de los residuos de construcción demolición es fundamental en este proceso, ya que significan a aproximadamente un tercio de los residuos generados en la Unión. El Gobierno de España también ha trabajado en esta dirección con la Estrategia Española de Economía Circular, "España Circular 2030", en la que uno de sus ejes principales de actuación es la gestión de residuos, en la que, entre otros objetivos, se propone la revisión del RD 105/2008 por el que se regula la producción y gestión de los residuos de construcción y demolición y que proporciona el marco legal a esta gestión de RCD en la edificación, a través de herramientas como el estudio y el plan de gestión de RCD.Una de las deficiencias más habituales detectadas por los agentes del sector, es no contar con unos ratios orientativos consistentes de generación de RCD que faciliten la elaboración de estos documentos preceptivos, así como el seguimiento de la gestión tanto por los téc-nicos competentes como por las administraciones públicas.El objetivo del presente trabajo ha sido intentar dar solución a la dispersión de ratios de generación de residuos de construcción y demoli-ción, generando una serie de tablas parametrizadas que puedan servir de ayuda y orientación para calcular los ratios de RCD suscepti-bles de generarse en una obra de construcción o demolición para las grandes regiones climáticas de España.Para la recogida de datos se ha recurrido tanto a fuentes públicas como privadas. Se han consultado bases de datos de entidades de reco-nocido prestigio, recopilado ratios provenientes de normativas autonómicas y locales y, de manera activa, se ha solicitado información a los agentes más relevantes del sector: Colegios Profesionales, Universidades, entidades que desarrollan trabajo específico en este campo, proyectos relacionados de ámbito europeo y actores privados en el sector.El resultado son unas tablas parametrizadas por grandes zonas climáticas, tanto para nueva construcción como demolición de edificios residenciales y terciarios. In 2015, the European Commission adopted an action plan to contribute to the transition towards a circular economy. Establishing 54 measures to "finish the circle" of products life cycle: from production and consumption to waste management and the markets for recy-cling services and secondary raw materials. Certainly, the correct management of construction and demolition waste is essential in this process, it represents approximately the third part of the waste generated by the European Union.The Government of Spain has also worked in the same direction with the strategy called Spanish Circular Economy, "España Circular 2030", in which one of its main axes is the management of wasting, in which, among other objectives, it proposes the review of the RD 105/2008 which regulates the production and management of construction and demolition waste. This Royal Decree provides the legal framework for this management of RCD in building, through tools such as the study and the management plan of RCD.One of the most common problems detected by construction sector agents is not having estimated ratios for the generation of RCD. The objective of this work has been trying to solve the dispersion of these construction and demolition waste generation ratios, making some parameterized tables that can help calculating the RCD ratios produced in a construction or demolition work, by the climatic regions of Spain.The data have been obtained from different sources, both public and private. The parameterized tables have been made by consulting the databases of prestigious entities, in addition, ratios have been compiled from regional and local regulations, actively, information has been requested from the most relevant agents in the sector: Professional Associations, Universities, related European projects and private actors in the sector.
This research aims to analyze the political vocabulary from the advertising slogans of the major political parties. Vocabulary refers to the historical memory and national identity to attract citizens to the polls. This occurs in democratic systems that use symbolic language ability to continually revive the identity of citizens and promote the legitimacy of the political system. ; Esta investigación propone analizar el vocabulario político a partir de los slogans publicitarios de los partidos políticos mayoritarios. El vocabulario hace referencia a la memoria histórica y la identidad nacional para atraer a los ciudadanos a las urnas electorales. Esto ocurre en los sistemas democráticos que utilizan la capacidad simbólica del lenguaje para reactivar continuamente la identidad del ciudadano y favorecer la legitimidad del sistema político.
ln this article the concept-of moral autonomy in relation to the media, autonomy linked to the notion of citizenship is presented. This link invites us to speak about "media citizenship". It's about building and justifying theoretically some reasonable ethical references, especially valid in the field of education and in the heart of hyper communicative societies, but with profound democratic vocation. After a brief historical tour of the notion of citizenship, an idea of media citizenship pointing to the great ¡deals of ethics (justice, autonomy and self-realization) is establish, at the same time it is offer two arguments in defense of the media as a mean to autonomous and cosmopolitan citizenship. Finally, the article shows examples of the contribution of the media to the development of democratic citizenship, by appealing to the need to educate in the civic, autonomous and responsible use of communication technology. ; En el presente artículo se presenta el concepto de autonomía moral en relación con Ios medios de comunicación, autonomía vinculada a su vez con la noción de ciudadanía Este vínculo nos invita a hablar de "ciudadanía mediática". Se trata de construir y.justi?car teóricamente unos referentes éticos razonables, válidos sobre todo en el ámbito educativo y en el seno de sociedades hipercomunicadas pero con profunda vocación democrática. Tras un breve recorrido histórico por la noción de ciudadanía, se establece una idea de ciudadanía, mediática que apunta a Ios grandes ideales de la ética (justicia, autonomía y autorrealización), a la vez que se ofrecen dos argumentos en defensa de los medios de comunicación como resorte para un civismo autónomo y cosmopolita. Por último, el artículo muestra ejemplos de la contribución de los medios al desarrollo de la ciudadanía democrática, apelando a la necesidad de educar en el uso cívico, autónomo y responsable de la tecnología comunicativa.
This article seeks to contribute to the understanding of the permanence of the guerrillas in Colombia based on the reading of the social construction processes of said organizations, keeping aspects in mind such as their sociohistorical singularities, the diverse political actors comprising them, their subjectivities, the fighting and resistance traditions on which they are founded, and the strategies deployed for the implementation of such combat plans. As a case study, the paper examines the Ejército de Liberación Nacional, in Spanish, a guerilla group distinct for being operated by a mix of university students, farmers, oil workers, and Christians adhering to liberation theology whose coalescence brought this project to life and ensured its enduring significance. ; Este artículo busca contribuir a la comprensión de la permanencia de las guerrillas en Colombia a partir de la lectura de los procesos de construcción social de dichas organizaciones, teniéndose en cuenta aspectos como sus singularidades sociohistóricas, los diversos actores políticos que las conforman, sus subjetividades, las tradiciones de lucha y resistencia en que se cimientan y las estrategias desplegadas para la implantación de tales proyectos de lucha. Se toma como estudio de caso al Ejército de Liberación Nacional (ELN), guerrilla en la que se destaca la agencia ejercida por los estudiantes universitarios, los campesinos, los obreros petroleros y los cristianos de la teología de la liberación, cuyo entroncamiento dio vida a este proyecto y posibilitó su trascendencia en el tiempo.
Mención Europea/Internacional concedida. ; [SPA] Debido a la gran reforma urbanística y arquitectónica desarrollada en Granada durante el siglo XVI, fruto del contexto económico y político de la ciudad, ésta se convierte en un gran laboratorio renacentista donde experimentar nuevas formas y tipologías constructivas. En este contexto, aparece la cantería renacentista como la interpretación española del Renacimiento italiano, que se basa en el uso de la piedra como material de construcción frente al empleo del ladrillo en Italia. Esta tesis doctoral plantea el estudio de la estereotomía de distintas fábricas y piezas de cantería construidas en Granada durante el siglo XVI. Para ello se han analizado, por un lado, los tratados y manuscritos de cantería del XVI, así como sus posibles antecedentes constructivos; y por otra parte, se han llevado a cabo levantamientos fotogramétricos de una selección representativa de piezas relevantes de cantería en Granada. Este estudio ha permitido profundizar en el conocimiento de las técnicas empleadas en su diseño geométrico y en su ejecución, aportando una visión de conjunto sobre la aparición, evolución y difusión de la construcción pétrea a lo largo del siglo XVI en el foco renacentista granadino. El análisis de las bóvedas de los edificios estudiados tras los levantamientos realizados ha evidenciado el carácter innovador de las obras renacentistas ejecutadas en Granada tras la reincorporación de la ciudad al Reino de Castilla. Pero no sólo encontramos innovaciones en los problemas que se abordan, sino en los métodos que se emplean. La investigación realizada ha puesto de manifiesto, en primer lugar, la notable evolución de las bóvedas por cruceros en la arquitectura granadina, presentando soluciones geométricas complejas, como en el monasterio de San Jerónimo y en la catedral. Por otra parte, tras los levantamientos ha quedado patente una gran destreza en el control de formas ovales y elípticas de distintas proporciones, como ocurre en los zaguanes del palacio de Carlos V, o en su famosa bóveda anular, junto con los pasos extremos de la catedral, cuyo abocinamiento desigual en altura y anchura fuerza la construcción de semielipes en lugar de semicircunferencias, como ocurre en los pasos centrales. También son interesantes los resultados obtenidos con respecto a la evolución de ciertas piezas y su relación con los textos de cantería, siendo el caso más notable el de la gran variedad de lunetos ejecutados en Granada durante el siglo XVI, especialmente en el palacio de Carlos V. Por último, los resultados obtenidos sugieren la existencia de relaciones, influencias y una importante transferencia de conocimientos entre los distintos focos arquitectónicos del Renacimiento en el Sur de la Península, como Murcia, Jaén o Sevilla a través de las obras construidas y sus ejecutores. Por tanto, tras analizar todas las discusiones consideradas, es innegable el protagonismo de las obras de cantería ejecutadas en Granada a lo largo del siglo XVI. In this context, Granada acquires a special relevance, due to the historical events of the late 15th century, whose political, social, cultural and artistic consequences were noticed in the city throughout the 16th century. Architectural and urban changes in the city made Granada a great Renaissance laboratory to experience new forms, and new constructive typologies, creating one of the most prolific centuries that Granada has known. During the 16th century, there was an adaptation of the Gothic construction techniques to the new Renaissance forms, which developed in new techniques and stonework strategies in order to reproduce the Renaissance architectural forms imported from Italy. The main problem to solve when building vaults and stone constructions is usually stability, so that the most critical factor to consider is not resistance, but the shape of the whole structure as a single object. That is why the problems in these kind of constructions are a geometric issue. That is why it is necessary to conceive, before the execution, a scheme of division in pieces. Stereotomy is the discipline that studies the layouts and necessary processes of stonecutting for the execution of stone pieces. And it is historically accredited by the large number of treatises and manuscripts that focus their attention on the development and exhibition of different solutions. This doctoral thesis proposes to study the geometry and stereotomy of different vaults and stonework pieces built in Granada during the 16th century. To this end, we will analyze, on the one hand, the theoretical tracings and proposals existing in the treatises and Renaissance stonework manuscripts. On the other hand, we have carried out several photogrammetric surveys on a representative selection of relevant pieces in the Italian Renaissance implementation process in Spain, specifically in Granada. This study aims to allow a deeper understanding of the graphic techniques used in its geometric design, as well as the construction techniques used in its execution. It also provides an overview of the Renaissance stone construction history, its appearance, evolution and diffusion throughout the 16th century in the Granada Renaissance focus. The survey and analysis of the singular masonry pieces in Granada, together with the analysis of the existing documentation, the stonework texts and the constructions before and after them, have allowed us to reach the main objective of this thesis: the determination of the geometric configuration and constructive features of the analyzed pieces, as well as their influence and relevant role in the construction history in Spain. The analysis of the vaults of the building has evidenced the innovative character of the Renaissance works executed in Granada after the reincorporation of the city to the Kingdom of Castile. But we do not only find innovations in the problems that are approached, but also in the methods that were used. The research carried out has revealed the remarkable evolution of the "grid crossing vaults" in Granada architecture, presenting complex geometric solutions, such as in the octogonal head of San Jerónimo, the vaulted passages of the cathedral, or the chapel previous to the sacristy in the Cathedral, where we find a possible antecedent of the well-known "Ochavo de La Guardia" after the analysis carried out. After the surveying, a great skill has been demonstrated in the control of oval and elliptical forms of different proportions, as in the halls of the palace of Carlos V, or in its famous ring vault, whose oval profile is balanced when presenting the lintel at the same high as the first course on the opposite side. Another singular case is that of the extreme skewed vaulted passages of the cathedral, whose different obliquity in height and width forces the construction of half-ellipses instead of semi-circumferences, as in the central steps. The results obtained are quite interesting, regarding to the evolution of certain pieces and their relationship with masonry texts, being the most notable case the one of the lunettes. From the pointed lunettes of the crypt of the palace of Carlos V, to the spherical lunettes of the dome of the cathedral, we find a series of pieces with different geometric configurations, whose analysis has been even more interesting when comparing them with later solutions and those exposed in the treatises, which, as we shall see, are closely related. If in the crypt we find probably the first stone pointed lunettes, with horizontal and continuous whole joints, in the western hall of the same building we have found a solution of cylindrical lunette, where the resulting intersection is a very close curve to the theoretical solution of the texts. In the southern hall of the same palace, however, we find pointed lunettes and rare-arches, whereas in the dome of the cathedral spherical lunettes are opened, reason why we are before a great range of solutions for the same piece that has turned out really interesting for the current research. Therefore, after analyzing all the discussions considered, the protagonist of masonry works executed in Granada during the 16th century is undeniable. While much has been published on the architecture of the Citadel of Damascus, construction techniques and the work organisation have never been studied employing the appropriate archaeological methods. The present study deals with the salle à colonnes, connecting the eastern and the northern gate of the citadel and with the south-west building, both dated to the twelfth and thirteenth centuries. It seeks to understand the building from an archaeological approach to monumental architecture, based on the analysis of technical data including dimensions, building materials (principally stone), tools and toolmarks, stone cutting techniques (functional and ornamental), vaulting, geometry, structure of walls, masons marks and reused elements. Except for the establishment of a research method, the preliminary results of this research allow us to state some aspects of the organisation of labour in the citadel of Damascus. This comparison reveals in particular a re-utilisation of the classical building techniques and organisation of labour, with, for example, the presence of teams of specialists working on walls, openings, arches and vaults. These teams of workmen appear to be quite diverse and analysis of their work demonstrates that they had a certain autonomy in their choice of building techniques and in the finishing of stones and masonry. ; De nombreuses publications sont parues sur l'architecture de la Citadelle e Damas tandis que les techniques de construction et l'organisation du travail n'ont jamais été étudiées en utilisant des méthodes archéologiques appropriées. La présente étude traite de la «Salle à colonnes» qui relie la porte Est à la porte Nord de la Citadelle et du bâtiment sud-ouest, datés tous deux du XIIe et XIIIe siècles. L'étude vise la connaissance de la construction de ces bâtiments à partir d'une approche archéologique de l'architecture monumentale, fondée sur l'analyse de diverses données techniques dimensions, matériaux de construction (surtout la pierre), outils et leurs traces, techniques de taille de pierre (fonctionnelles et ornementales), voûtes, géométrie, structure des murs, marques lapidaires et éléments réutilisés. Outre l'établissement d'une méthode de recherche, les résultats préliminaires de cette étude permettent d'aborder quelques aspects de l'organisation du travail dans la Citadelle de Damas. Cette analyse révèle en particulier une réutilisation des techniques de construction classiques et de l'organisation du travail antique avec, par exemple, la présence d'équipes de spécialistes travaillant sur des murs, des ouvertures, des arches et des voûtes. Ces équipes paraissent être très diverses et l'analyse de leur travail démontre qu'elles avaient une certaine autonomie dans le choix de leurs techniques de construction et de finition des pierres et de la maçonnerie.
This article proposes an empirical study on the naming strategies when referring to politicians. More precisely, our analysis is based on a corpus of journalistic articles in contemporary Spanish and gathers a homogeneous set of so-called loose appositive constructions referring to politicians. The aim of the study is to provide a structured analysis of the linguistic features of the appositive constructions collected in our database. We will argue that the 1084 appositive constructions examined present a predicational relationship. We distinguish between three types of predicational appositive constructions: specificational, attributional, and identificational constructions. Together with a description of the syntactic and semantic characteristics of these constructions, we also examine their informative role in journalistic articles. More precisely, we consider how syntax reflects a di_erent semantic content and a di_erent discourse function.

Civic-mindedness -as we will tackle it here- clearly surpasses the concept of mere good upbringing, because we consider education for civic consciousness and citizenship from ethical, legal and political outlooks, which go far beyond rules of polite behaviour and good manners that have been produced in every historical period and inside every culture. The concept of citizenship and civic-mindedness which is developed here goes deeply into a different direction: in the education of citizens which should be self-conscious of their rights and duties, as well as free, critical, responsible, active participant in public affairs and in solidarity with others. All these features which define the concept of citizenship have been hatched in western history in a complex and twisted way that must be previously well-known to understand the present situation. ; El civismo del que vamos a tratar aquí supera el sentido de la simple "buena educación", ya que se trata de comprender la formación del concepto de civismo y de ciudadanía desde una perspectiva ética, jurídica y política y trasciende las simples reglas de cortesía y de buenos modales que se han ido generando en cada época histórica y en cada cultura. El concepto de ciudadanía y de civismo que se plantea en este tema profundiza en otra dirección; en la construcción del concepto de ciudadano o ciudadana consciente de sus derechos y deberes, libre, crítico, responsable, participativo y solidario. Todos esos rasgos que definen lo que debe ser hoy el civismo y la ciudadanía se han ido fraguando en la historia occidental de un modo complejo y sinuoso y ese recorrido es preciso conocerlo para saber en qué situación nos encontramos hoy.
The history of the Panama State construction can be comprehended from two view- points. The first is connected to national myths of anti-imperialist militancy, and the second refers to the weakness shown by the Colombian government of the time and its incapacity to control the entire territory. Both viewpoints can be complemented by the analysis of construction processes of the states in light of the changes in the inter- national system. This paper aims to lay the foundations for a reinterpretation of the historical construction of public institutions in Panama; this process was a result of the frequent intents of the domestic elite to reach legitimacy in the international context, taking into account a scenario of de facto autonomy regarding the Colombian State. ; La historia de la construcción del Estado de Panamá se puede entender desde dos pers- pectivas: una, comunmente asociada a mitos nacionalistas derivados de la militancia anti-imperialista; otra, referida a la debilidad del Estado colombiano y su incapacidad para controlar el terriotorio. Ambas perspectivas pueden ser complementadas al ana- lizar los procesos de construcción de Estados a la luz de los cambios en el sistema in- ternacional. Este artículo busca sentar las bases para una reinterpretación de la historia de construcción de institituciones públicas en Panamá, como el resultado de una élite doméstica y sus frecuentes intentos por buscar legitimidad en el ámbito internacional en un escenario de autonomía de facto frente al Estado colombiano.
