Prolonging the lifetime of products through repair is a key strategy of a circular economy. But several barriers impede the repair of consumer products. How can repair policies at different levels address these barriers?

This study argues that the High Representative of the Union for Foreign Affairs and Security Policy is a constrained agent of Europe's foreign policy. The 2009 Lisbon Treaty reform created the remodelled version of the High Representative of the Union as a potentially powerful agent to represent and coordinate Europe's foreign policy. However, the analysis shows how and why the member states granted only limited discretion to the new foreign policy actor during the first years of the post's existence. The aim of the study is to reveal the conditions of discretion of the High Representative. With the use of a principal-agent (PA) approach, the study shows that conflicting preferences of the member states, tight control mechanisms, as well as inadequate cooperation with the European Commission limited the High Representative's room for manoeuvre. The findings suggest that the PA approach can be developed further in the future in order to better explain limited discretion of agents in matters of foreign policy. Based on the findings, the study also puts forward a number of characteristics of a 'constrained agent'. It is suggested that the post of High Representative has the potential to emancipate from its status of a constrained agent over time, and to gain credibility as a foreign policy actor.

Die Vision einer Europäischen Außenpolitik zwischen den Supermächten USA und UdSSR prägte die Debatte im Westeuropa der Nachkriegszeit. Lange Zeit glaubten die überzeugten europäischen Protagonisten an die Idee, mittels einer strengen Sachlogik dem Ziel einer politischen Integration zwangsläufig näher zu kommen und eine gemeinschaftliche Außenpolitik zu erreichen, und zwar über die Bildung einer integrierten Wirtschaftsunion hin zu politischen Mechanismen. Man argumentierte mit Nachdruck: Die wirtschaftliche Integration sei nicht nur ein Schritt auf dem Weg zur politischen Vereinigung, sondern bereits ein Teil des Zieles selbst.1 Wie sehr der Glaube an diese Sachlogik im Verlauf der Jahrzehnte getrogen hat, davon zeugen Mühseligkeit, Langwierigkeit und teilweise Ergebnislosigkeit der Anstrengungen, eine gemeinsame europäische Außenpolitik zu schaffen. ; Starting from the post-war vision of a supranational Western Europe, the author describes the history of a Common Foreign and Security Policy. The main focus is on the development of the European Political Cooperation (EPC) since the 1970s. Possibilities and limits of such a cooperation are highlighted. The author states that the EPC was designed pragmatically and was not incorporated into the legal system of the EU. He analyses the permanently strained relations between the national states in Europe and their effort to reach common competences in the area of foreign and security policy.

Gegenstand der Untersuchung sind - der Beitrag der Regionalpolitik der EU zur Verringerung regionaler Disparitäten in der Gemeinschaft, - die Implementierung dieser Politik im Kohäsionsland Griechenland und - der notwendige Reformbedarf auf beiden Ebenen. Die Erwartungen an die Regionalpolitik der EU sind insbesondere vor dem Hintergrund der zunehmenden sozioökonomischen Heterogenität der EU-27 sehr hoch. Dies hat sich in umfangreichen finanziellen Hilfen der EU insbesondere während der letzten Förderperioden niedergeschlagen. Die Ergebnisse der Arbeit bestätigen diese Erwartungen nicht. Die Disparitäten der Regionen innerhalb Griechenlands haben im Gegenteil zugenommen. Der Abstand der rückständigen Regionen Griechenlands zum Gemeinschaftsdurchschnitt hat sich zwar nicht vergrößert, aber auch nur wenig verringert. Damit stellt die Arbeit die Effizienz der EU-Förderpolitik grundsätzlich in Frage. Die Schwachstellen der gesamten EU-Regionalpolitik werden besonders deutlich bei der Untersuchung der Frage, wie die EU-Politik durch die Regierungen in Griechenland umgesetzt worden ist. Regionalpolitische Interventionen vollziehen sich im Rahmen eines komplexen, unüberschaubaren und wenig kontrollfähigen nationalen Förderungssystems. Weitere makroökonomische, politische, institutionelle und kulturelle Faktoren, die eine wesentliche Rolle bei der sozioökonomischen Entwicklung eines Landes spielen, sind zu berücksichtigen. Die Arbeit zeigt im einzelnen auf, weshalb Griechenland durch die Nichtbeachtung dieser Faktoren nicht in der Lage war, die zahlreichen regionalpolitischen Interventionen der EU effizient in nationale Politik umsetzen. Insbesondere seit den Integrierten Mittelmeerprogrammen hat Griechenland bis heute erhebliche Probleme bei der Planung und Umsetzung der EU-Interventionen. Die Fördermittel der EU führten zwar zu einer grundlegenden Verbesserung der Infrastruktur in Griechenland, nicht aber zum Abbau der regionalen Disparitäten. So zeigt die Arbeit am Beispiel Griechenlands, dass die Regionalpolitik der EU nur bedingt dazu beitragen kann, dass ein Land regionale Disparitäten nachhaltig verringert oder gar beseitigt. ; This paper looks at: the contribution made by EU regional policy to the reduction of regional disparities within the Union, the implementation of the policy in Greece, a "cohesion" state, and the reforms needed at both levels. Much is expected of the EU's regional policy, particularly in light of the growing socio-economic heterogeneity of the EU-27. This has been reflected in the extensive financial aid from the EU during the last funding periods in particular. However, the results of this paper do not bear out these expectations. On the contrary, disparities between the regions within Greece have increased. Although the gap between the underdeveloped regions of Greece and the Union average has not widened, it has shown only a slight decrease. This paper therefore calls into question the efficiency of the EU's policy on subsidies as a whole. The weak points of the EU's overall regional policy become particularly apparent when looking at how EU policy has been implemented by the governments in Greece. Regional policy interventions are made within a national system of funding that is complex, unclear and difficult to control. Other macro-economic, political, institutional and cultural factors, which play a key role in a country's socio-economic development, must be taken into account. This paper shows why Greece's failure to consider these factors has meant that the country has been unable to translate the EU's many regional policy interventions efficiently into national policy. Since the Integrated Mediterranean Programmes, in particular, Greece has continued to experience considerable problems in planning and implementing EU interventions. Although EU funding has led to basic improvements in the infrastructure in Greece, it has not succeeded in combating the country's regional disparities. Taking Greece as a case study, this paper shows that EU regional policy can only have a limited impact on a country's ability to reduce or combat regional disparities in the long term.

Ziel der Arbeit ist es zu erforschen, welche Folgen die Entscheidung der britischen Bevölkerung über den Austritt des Vereinigten Königreichs aus der EU auf die Sprachenpolitik der EU haben könnte, insbesondere die entscheidende Rolle des Englischen in formeller und informeller Kommunikation innerhalb der europäischen Institutionen. In der Arbeit werden die europäische Sprachenpolitik als solche und Aspekte der aktuellen europäischen Sprachenpolitik (Identität, Demokratisierung, Klarheit, finanzielle Folgen) in Betracht gezogen, mit besonderem Bezug auf die Frage, wie diejenigen Aspekte die Sprachenpolitik der EU ohne Großbritannien gestaltet werden können. In der Untersuchung werden ebenfalls bestimmte sprachpolitische Punkte des langen und komplizierten Weges von den Anfängen der europäischen Integration beleuchtet: Dies bezieht sich vor allem auf den europäischen sprachpolitischen Aspekt vor 1973, sprich vor dem britischen Beitritt in die damalige Europäische Wirtschaftsgemeinschaft. ; Cilj rada je istražiti eventualne posljedice koje će odluka britanskog stanovništva o izlasku Ujedinjene Kraljevine Velike Britanije i Sjeverne Irske iz Europske unije imati na jezičnu politiku EU-a, posebno imajući u vidu ključnu ulogu engleskog jezika u formalnoj i neformalnoj komunikaciji u europskim institucijama. U radu se donosi pregled ključnih razvojnih točaka jezične politike EU-a od početaka europske integracije, u prvom redu imajući u vidu stanje prije 1973., tj. prije britanskog pristupanja tadašnjoj Europskoj ekonomskoj zajednici. ; The aim of the paper is to explore the possible consequences and implications of British citizens' decision regarding Brexit on the language policy of the EU, in particular concerning the crucial role of the English language in formal and informal communication within European institutions. The paper analyses European language policy and its fundamental aspects (identity, democracy, clarity, financial consequences) with a particular emphasis on how these aspects could shape the language policy of the EU after the implementation of Brexit. The paper presents an overview of the key development points of language policy since the beginnings of European integration, primarily considering the situation before 1973, i.e. prior to the British accession to the European Economic Community.

The present study explores EUropean geopolitical agency in a distinct spatio-temporal context: the Arctic region of the early 21st century. Thus, it provides an in-depth analysis of the European Union's process to construct EUropean legitimacy and credibility in its 'Northern Neighbourhood' between 2008 and 2014. Embedded in a conceptual and methodological framework using critical geopolitics, this study assesses the strategic policy reasoning of the EU and the implicit geopolitical discourses that guide and determine a particular line of argumentation so as to claim a 'legitimate' role in the Arctic and accordingly construct a distinct 'EUropean Arctic space'. In doing so, it establishes a clearer picture on the (narrated) regional interests of the EU and the related developed policy and concrete steps taken in order to get hold of these interests. Eventually, the analysis gets to the conceptual bottom of what exactly fashioned the EU with geopolitical agency in the circumpolar North. As a complementary explanation, this study provides a thick description of the area under scrutiny – the Arctic region – in order to explicate the systemic context that conditioned the EU's regional demeanour and action. Elucidated along the lines of Arctic history and identity, rights, interests and responsibility, it delineates the emergence of the Arctic as a region of and for geopolitics. The findings indicate that the sui generis character of the Arctic as EUropean neighbourhood essentially determined the EU's regional performance. It explicates that the Union's 'traditional' geopolitical models of civilian or normative power got entangled in a fluid state of Arctic affairs: a distinct regional system, characterised by few strong state actors with pronounced national Arctic interests and identities, and an indefinite local context of environmental changes, economic uncertainties and social challenges. This study applies critical geopolitics in a Political Science context and essentially contributes to a broader understanding of EU foreign policy construction and behaviour. Ultimately, it offers an interdisciplinary approach on how to analyse EU external action by explicitly taking into account the internal and external social processes that ultimately condition a certain EUropean foreign policy performance.

Die Arbeit beschäftigt sich mit der Entwicklung des funktionalen Verhältnisses zwischen den einzelnen Governance-Formen des europäischen Beschäftigungsregimes zwischen 1997-2007. Es wird die Frage behandelt, wie sich das Verhältnis zwischen den separat in das Regime eingeführten Governance-Formen (Richtlinien, Europäische Beschäftigungsstrategie (EBS) und Europäischer Sozialfonds (ESF)) entwickelt hat und welche Faktoren dafür ausschlaggebend waren. Die Analyse zeigt, dass es im Zuge der Koexistenz der Governance-Formen zu einer teilweisen Ex-Post-Integration dieser gekommen ist, da indirekte wie explizite Verknüpfungen zwischen ihnen dazu geführt haben, dass die Richtlinien, die EBS und der ESF zunehmend komplementäre, einander verstärkende Funktionen ausüben. Die Richtlinien bilden durch die Festlegung von Rechten und Mindeststandards das legale Sicherheitsnetz des Regimes und unterstützt so die Umsetzung der Ziele der EBS, rahmt sie legal und beschränkt sie zugleich. Die EBS ist die Brücke des Regimes, da sie für das EU- Arbeitsrecht wie für den ESF zunehmend zum konzeptionellen Bezugsrahmen geworden ist und ihre Instrumente von den supranationalen Akteuren auch genutzt werden, auf die nationale Umsetzung der Richtlinien zu drängen. Mit dem ESF werden durch EU-Beihilfen zunehmend finanzielle Anreize zur Umsetzung der EBS-Ziele gesetzt. Seine Interventionen dienen zudem durch die Ausrichtung auch partiell der Verwirklichung der Richtlinienziele. Für die Arbeit, die einem diachronen Ex-Post-Analyseansatz folgt, werden verschiedene in­tegrationstheoretische Ansätze genutzt: Intergouvernementalismus, Neofunktionalismus und Multi-Level-Governance-Ansatz. Sie werden additiv als analyseleitende Theorien genutzt und dabei hinsichtlich der Erklärungen, die sie für die Entwicklung der Governance-Formen wie ihres Verhältnisses zueinander bieten, überprüft. The article deals with the influence of the European Commission in the field of economic policy in the European Union (EU) since the beginning of the 21st century. Starting from reflections on the guiding idea of supranationality the question arises if and how the Commission has increased its influence on the economic policies of the EU Member States. The role of the EU's long-term strategies like the European Green Deal are analysed by applying the approach of Evolutionary Institutionalism. Has the European Commission induced institutional change and improved its own institutional fitness? Which role does the European Green Deal play in European economic policy?

The European Union (EU) is the latest in a long line of failed attempts at European unity. Motivated by adverse experience, its founders proscribed a political and legal form for 'Europe', and their followers have sought to impose order and to effect integration. As predictable as the attempt has been the failure (attested by the frequent, complex, unresolved crises). It is not merely that the circumstances, conditions, and concerns have markedly changed (and continue to change) over time; it is more that 'Europe' cannot be successfully subjected to such schemes. Considered constructively, the experience of the EU offers insights into the process of constituting a polity. The first and last is the insight that unification is an iterative process, not an outcome; an 'ever closer union' is not an end state (literally or figuratively). These lie partly in the inescapably contextual nature of attempts at unifying Europe, each attempt being contingent on the circumstances etc. prevailing. A common will to order and belief in societal malleability may be present at particular periods among particular European elites (be they driven by functionalism, megalomania, or otherwise). However, determinative is the reality that no such schemes are realizable. The political and legal forms that might be suitable to the challenge of constituting the polity exceed our cognitive grasp. 'Europe' is too untidy and too fissiparous to be ruled through deliberation. Invariably, the best-laid plans of European statesmen have gone, and will go, awry. In this essay, I consider the meaning of European unification, not so much according to the normative or empirical details of given attempts, as according to the epistemological magnitude of repeated failures. In the way of conclusion, I will pointedly not propose a way out of the contemporary crises etc. or an own project for European unity.

Die praktische Bedeutung von Güte- und Zertifizierungszeichen im Alltag ist enorm. Das rasant wachsende Angebot von Produkten und Dienstleistungen und deren ständige Verfügbarkeit, veranlasst Kunden und Betroffene immer häufiger nach verlässlichen und informierenden Prüfungskennzeichen Dritter zu suchen. Dies betrifft insbesondere die Qualität der Ware oder Dienstleistung, aber auch den unabhängigen Hinweis auf bestimmte Eigenschaften zur Herstellung, Nachhaltigkeit oder den Umgang mit Arbeitnehmern. Abhilfe konnten bisher nur Anbieter von entsprechenden Kennzeichen über Individual- oder Kollektivmarken schaffen. Seit dem 1. Oktober 2017 ist mit der Unionsgewährleistungsmarke und ihren speziellen Ausgestaltungen ein dritter Markentyp der Unionsmarkenverordnung in Kraft getreten. Der europäische Gesetzgeber hat sich somit durchgerungen, den Güte- und Garantiezeichen einen eigenen gesetzlichen Regelungsrahmen zu geben. Das späte Handeln des Gesetzgebers und die beträchtlichen Unterschiede der Unionsgewährleistungsmarke mit den bestehenden Instrumenten der Unionsindividual- und Unionskollektivmarke geben Anlass für eine intensivere Untersuchung. Gegenstand der Arbeit ist die Unionsgewährleistungsmarke mit ihrem rechtsdogmatischen Umfeld, ihrem Ursprung und Werdegang bis hin zur Veröffentlichung im Amtsblatt der Europäischen Kommission im Rahmen der Markenrechtsreform und einem Ausblick auf ihre spätere Rechtsanwendung. ; The practical importance of quality and certification marks in everyday life is enormous. The rapidly growing range of products or services and their constant availability is causing customers and those affected to look more and more frequently for reliable and informative third-party certification marks. This concerns in particular the quality of the goods or services, but also the independent indication of certain characteristics regarding production, sustainability or the treatment of workers. Until now, providers of corresponding trademarks could meet this demand via individual or collective marks only. Since 1 October 2017, a third type of trade mark of the European Union Trade Mark Regulation has come into force with the European Union certification mark and its special specification. The European legislator has thus decided to give the quality and guarantee marks their own legal regulatory framework. The late action of the legislator and the considerable differences between the European Union certification mark and the existing instruments of the European Union individual and collective mark give rise to a more intensive investigation. The subject of the work is the European Union certification mark with its legal dogmatic environment, its origin and development up to its publication in the Official Journal of the European Commission and an outlook on its later legal application.

Der Beitrag beschäftigt sich mit einem der gewinnbringendsten Zweige der Internetbranche, der Mainstream- Internetpornografie und ihren Rahmenbedingungen im Kontext der Politik der Europäischen Union zu illegalen und schädigenden Internetinhalten. Basierend auf dem Framing-Ansatz wird der Politikprozess zum "Mehrjährigen Aktionsplan zur sichereren Nutzung des Internets" aus grundrechtlicher und feministischer Perspektive untersucht. Dabei wird das Policy Framing der beteiligten EU-AkteurInnen insbesondere hinsichtlich geschlechtersensibler Herangehensweisen und den ihnen zugrunde liegenden theoretischen Zugängen analysiert. Die dominanten Policy Frames der AkteurInnen werden aus unterschiedlichen Schwerpunkten in der Zielsetzung und Definition illegaler und schädigender Internetinhalte und deren grundrechtlichen Implikationen sowie der strategischen Positionierung der AkteurInnen zwischen "möglichen Grundrechtseingriffen" oder der "Betonung liberaler Abwehrrechte" abgeleitet.

In der vorliegenden Arbeit werden die Perspektiven der Gemeinsamen Außen- und Sicherheitspolitik (GASP) der Europäischen Union untersucht. Den Ausgangspunkt der Untersuchung stellt die im Dezember 2003 vom Europäischen Rat angenommene Europäische Sicherheitsstrategie (ESS) dar. In diesem Dokument definiert die Union erstmals ihre allgemeinen außen- und sicherheitspolitischen Ziele. Aus dem Papier ergeben sich einige für die EU bedeutsame Fragen hinsichtlich der Ausgestaltung der GASP, aber auch in Bezug auf weitere Neuaufnahmen. Die ESS zieht eine Grenze zwischen EU-Staaten und Nichtmitgliedern. In einem ersten Schritt wird daher untersucht, in welcher Form sich aus der ESS Kriterien zur Begrenzung der Mitgliederzahl ableiten lassen. Im Anschluss daran werden die außen- und sicherheitspolitischen Ziele ausgewählter Staaten und der Europäischen Kommission sowie deren Einstellung zu weiteren Neuaufnahmen analysiert. Im derzeitigen Beitrittsprozess spielt die Türkei aufgrund ihrer Größe, ihrer Bevölkerungszahl und ihrer Wirtschaftskraft eine besondere Rolle. Es wird daher eine Analyse des Beitrittsgesuchs unter außen- und sicherheitspolitischen Kriterien vorgenommen. Im zweiten Teil der Arbeit wird zunächst die allgemeine Entwicklung der GASP und der Europäischen Nachbarschaftspolitik (ENP) untersucht. Im Blickpunkt steht hierbei insbesondere die Frage, ob die Union durch die Osterweiterung 2004 in ihrer außenpolitischen Handlungsfähigkeit eingeschränkt worden ist. Im Anschluss daran werden die Beziehungen zwischen der EU und den Vereinigten Staaten, der NATO und Russland untersucht. Die Beziehungen zu den USA sind im Bereich der Sicherheitspolitik für die Union von großer Bedeutung. Zudem haben die USA durch ihre Funktion als Schutzmacht der mittel- und osteuropäischen Staaten einen erheblichen Einfluss in Europa. Die Kooperation mit der NATO ist für die Union unerlässlich, da sie auf die NATO zur Durchführung von Einsätzen im Rahmen des Krisenmanagements angewiesen ist. Die Beziehungen zu Russland schließlich sind aufgrund der russischen Exklave Kaliningrad, aber auch durch aufgrund der Abhängigkeit von russischen Energielieferungen von besonderer Bedeutung. Abschließend wird anhand der Verträge von Nizza und Lissabon untersucht, in welcher Form sich flexible Handlungsformate einrichten lassen. Die Entscheidungsfindung der Union wird mit steigender Mitgliederzahl schwieriger. Es ist daher notwendig Verfahren zu entwickeln, bei denen alle Staaten eingebunden sind, aber gleichzeitig flexibel agiert werden kann, ohne dass ein Staat mit dem Aufwand administrativ überfordert wird. ; The importance of the Common Foreign and Security Policy (CFSP) of the European Union (EU) has increased permanently since its establishment. Through the adoption of the European Security Strategy (ESS) in 2003, the EU has defined its general goals in the field of foreign and security policy. The ESS raises a number of important questions for the Union not only in the field of CFSP. The ESS distinguishes between member states and non-member states and consequently, raises the question of the final number of member states. In a first step this study analyses the possibilities of deriving compulsory criteria from the ESS due to the limit number of member states. Furthermore, it examines the goals of the foreign and security policy of chosen member states. As the member states decide on wether new states can join the Union, an additional analysis regarding the position of these states and of the European Commission towards further enlargements has been made. The question of the accession of Turkey is in several ways problematic for the EU. The membership of Turkey could be a precedent due to its geographical position. But this question imposes not only on this dimension a knock-on effect for other states seeking membership. Of all the membership-seeking states, Turkey is the largest state with the greatest population and biggest economic strength. Against that background, the question of accession of Turkey is examined unter the guidelines of the ESS from the perspective of the overall CFSP. Another question arising from the ESS concerns the organisation of the CFSP to reach the formulated goals. In this context, an overview of the CFSP and the European Neighbourhood Policy (ENP) is given. The main aspect of this part is the question wether the enlargement of 2004 had an influence on the Unions ability to act. An additional relevant aspect concerns the relationship between the Union and other international players. The relations with the United States, the NATO and Russia are particularly important for the CFSP. After the analysis of the international relations of the Union, proposals of the CFSP are developed. The main focus lies on the involvement of all states with regard to decisionmaking while at the same time maintaining the Union s ability to act.

Diese Publikation beruht auf einem Vortrag, der im Rahmen des Frühjahrssymposiums "Impfen statt Keulen" der Akademie für Tiergesundheit (AfT) 2011 in Wiesbaden-Naurod präsentiert wurde. Die Europäische Kommission strebt einen Strategiewechsel in der Tierseuchenbekämpfung unter dem Motto "Vorbeugung ist die beste Medizin" an. Impfung und Diagnostik sollen im Krisenfall eine viel größere Rolle spielen. Ein Strategiepapier zu einer zukünftigen Impfpolitik wurde zur Diskussion gestellt und die Mitgliedsstaaten wurden mittels eines Fragebogens zu den wesentlichen Aussagen befragt. Prinzipiell befürwortet die große Mehrheit der Mitgliedsstaaten einen Strategiewechsel im Sinne von "Impfen statt Keulen". Zwei Hauptthemen ziehen sich wie ein roter Faden durch die Antworten und Diskussionsbeiträge: die Frage nach der Garantie der Erregerfreiheit und die Möglichkeit des freien Handelns. ; The European Commission intends to change its animal disease control strategy following the slogan "Prevention is better than cure". Vaccination and diagnostics should play a major role in emergency situations. A policy paper regarding the use of vaccines has been discussed with all Member States and the main aspects were evaluated in a questionnaire. In principle, the majority of Member States are in favour of a future strategy in which vaccination is replacing culling. However, questions regarding the pathogen freedom and the trade of vaccinated animals and animal products from vaccinated animals still remain open.
