The main types of contemporary terrorism and development trends are considered in the article. The causes of the emergence of terrorist threats in Sweden and the impact of an increase in the number of migrants and refugees during the migration crisis in the EU have been investigated. It is emphasized that the so-called "open door" policy of Sweden has become an integral part of its foreign policy and is due to a number of historical, political and religious factors. The modern immigration model has a historical background, namely a set of rich immigration experiences of past years with the long tradition of providing asylum to political and military refugees. It is stressed that since 2015, Sweden has been increasing its responsibility for extremism and improving measures to prevent terrorist acts. The main areas of activity of the Swedish government and its special bodies, in particular Swedish military intelligence (Militära underrättelse - och säkerhetstjänsten (Must), State Security Service (Säkerhetspolisen (SÄPO), and the Radiocommunication Service of Defense (Försvarets radioanstalt (FRA)), to counter terrorist threats have been analyzed. The position of Swedish citizens regarding increasing number of migrants and refugees and, accordingly, the threat of increasing the number of terrorist acts is considered.Key words: terrorism; Sweden; migration policy; migration crisis; refugees. ; Розглянуто основні види сучаного тероризму та тенденції розвитку. Досліджено причини виникнення терористичних загроз у Швеції та вплив на це збільшення кількості мігрантів та біженців у період міграційної кризи в ЄС. Наголошено, що так звана політика «відкритих дверей» Швеції стала невід'ємною частиною зовнішньополітичного курсу Швеції та зумовлена низкою історичних, політичних і релігійних чинників. Сучасна імміграційна модель має історичне підґрунтя, а саме - сукупність багатого імміграційного досвіду минулих років з давньою традицією надання притулку політичним і військовим біженцям. Зазначено, що з 2015 року Швеція посилює відповідальність за прояви екстремізму та заходи запобіганню терористичним актам. Проаналізовано основні напрями діяльності шведського уряду та спеціальних органів, зокрема, шведської військової розвідки (Militära underrättelse – och säkerhetstjänsten (Must)), служби державної безпеки (Säkerhetspolisen (SÄPO)) і радіокомунікаційної служби оброни (Försvarets radioanstalt (FRA)) щодо протидії терористичним загрозам. The overall purpose of this paper is to put everyone in the picture about the nature of the brain drain migration and to the search of the possible ways of the improvement of the EU labour migration policy to solve this significant problem. The findings of the analysis indicate that in the modern world with its demographic and economic imbalances, the total number of international migrants is likely to rise during the XXI century. After presenting a statistical overview of two distinct migratory flows of European labour force, it was concluded that the existing politics of brain drain is not adequately captured in the official data. Therefore, the core factors that drive brain drain migration are determined by authors. The most spread models of high-skilled labour attraction management are investigated in the paper. The main tendencies of international migration processes are considered. The study proved that the maximum peak of migration processes occurred in the period 2015-2017. However, in modern times, these measures do not have the desired effect, on the contrary, migration is spreading due to refugees and illegal migration is growing catastrophically.Conceptual trends in the development of labor migration during thepandemic of coronary heart disease COVID-19 have been identified. Thelegislative changes of the migration policy of the EU countries in connection with the situation of «ideal storm» are analyzed.It is stated that the current international migration policy indicates aradical change due to multi-vector factors in the process of globalization,and will join an orderly, safe, legal, responsible and mobile migration model based on the latest digital economy. ; Рассматриваются основные тенденции международных миграционных процессов. В исследовании доказано, что максимальный пик миграционных процессов пришелся на период 2015–2017 годов. Однако он не является общепризнанным и обязательным. Англия, Ирландия и Дания не участвуют в разработке и реализации единой европейской миграционной политики. Для других стран внедрены так называемые миграционные квоты по привлечению беженцев и мигрантов. Однако разработанный квотный механизм не устраивает большинство стран, особенно Италию, Грецию, Португалию (страны на грани приема беженцев из Африки и Восточной Азии), а такие страны, как Австрия и Швейцария полностью отказалась от приема беженцев.Доказано, что в практической управленческой деятельности,миграционная политика ориентирована на реализацию соответствующих программ, направленных на стимулирование привлечения трудовых мигрантов соответствующих профессий, а также программ, направленных на стимулирование репатриации. Фактически, каждое правительство может применять как мягкие, так и жесткие меры по принудительному выселению иностранных работников, однако на современном этапе эти меры не дают нужного эффекта, наоборот, распространяется миграция за счет беженцев, катастрофически растет нелегальная миграция.Обнаружены концептуальные тенденции развития трудовой миграции в период пандемии коронавирусной болезни COVID-19.Проанализированы законодательные изменения миграционной политики стран ЕС в связи с ситуацией «идеальный шторм».Указанно, что современная международная миграционнаяполитика указывает на коренное изменение в связи с многовекторными факторами в процессе глобализации и сводится к упорядоченной, безопасной, легальной, ответственной и мобильной миграционной модели на базе новейшей цифровой экономики. ; Розглянуто основні тенденції міжнародних міграційних процесів. В дослідженні доведено, що максимальний пік міграційних процесів припав на період 2015–2017 років. При цьому кінцевим маршрутом цих потоків є Німеччина, Франція, Англія. Вказано, що міграційна політика Європейського Союзу визначається так званим Шенгенським протоколом. Проте він не є загальновизнаним та обов'язковим. Так, Англія, Ірландія та Данія взагалі не беруть участі у розробці та реалізації єдиної європейської міграційної політики. Для інших країн впроваджені так звані міграційні квоти щодо залучення біженців та мігрантів. Проте розроблений квотний механізм не влаштовує більшість країн, особливо Італію, Грецію, Португалію (країни на межі прийому біженців із Африки та Східної Азії), а такі країни як Австрія та Швейцарія повністю відмовилась від прийому біженців. Доведено, що в практичній управлінській діяльності, міграційна політика зорієнтована на реалізацію програм, спрямованих на залучення трудових мігрантів відповідних професій, а також таких, що симулюють репатріацію. Фактично, кожен уряд може застосовувати як м'які, так і жорсткі заходи щодо примусового виселення закордонних працівників. Проте в сучасний період, ці заходи не дають відповідного ефекту, навпаки, поширюється міграція за рахунок біженців та катастрофічно зростає нелегальна міграція. Виявлені концептуальні тенденції у розвитку трудової міграції в період пандемії коронавірусної хвороби COVID-19. Проаналізовано законодавчі зміни міграційної політики країн ЄС у зв'язку з ситуацією «ідеальний шторм».Вказано, що сучасна міжнародна міграційна політика зазнає корінної зміни у зв'язку з багатовекторними чинниками в процесі глобалізації, і буде орієнтуватися на упорядковану, безпечну, легальну, відповідальну та мобільну міграційну модель на базі новітньої цифрової економіки.
Introduction. The realities of today reflect the profound contradiction between the declared goals of Ukraine's economic and innovative development and the depreciation of the aspirations of most domestic workers to work effectively within their country, accompanied by social apathy and the spread of migratory sentiment. The phenomenon of loss of the former attitude of the population towards work in the native country as a value has become a consequence of the long-term deformation of motivational factors, in particular the inadequate assessment of labour efforts, which predetermines the spread of poverty among working people. Purpose. The purpose of the article is to reveal the essence of motivational factors in the workplace, the main causes of deformation of their influence on employee behaviour and value orientations.Methods. In order to achieve this goal, general scientific and special research methods are used, in particular: dialectical, logical analysis - to reveal the essence of motivation and motivational factors in the field of work; classification method - to systematize motivational factors according to certain classification criteria; the method of economic-statistical analysis, sociological analysis - to study the priority motivational factors, the features of deformations in their manifestations and consequences for workers' behavior, their migratory sentiment.Results. The results of our study have shown that the labour behaviour of workers is influenced by a multitude of motivational factors that differ in content and levels of influence. In the context of a systemic crisis and a decline in living standards, payroll plays a key role among motivational factors in Ukraine. At the same time, its motivational functions have become deformed, which predetermines the phenomenon of the spread of poverty among the working population, the weakening of the general influence of motivational factors, the destruction of value orientations in the field of labour and the strengthening of migration sentiment.Originality. Proposed author's version of the interpretation of the essence of motivation of labour as a multilevel and multifactorial process. The classification of motivational factors is developed, which details their types depending on the content and levels of influence. The results of motivational monitoring from the standpoint of the appearance of priority motivational factors in the Ukrainian labour market are analysed. Economic and statistical analysis has been carried out, which has shown warpage and controversy in wages that reduce the value of labour in Ukraine, lead to the spread of migratory sentiment among domestic workers, lead to the outflow of skilled workers and workers outside the country.Conclusion. The relatively low level of income from labour, which is scant in the average Ukrainian worker compared to the income of workers in the European Union, causes the limited realization of vital social needs - healthy and balanced nutrition, access to high-quality health care services, quality education, the purchase of decent housing, ensuring professional self-development, healthy leisure, etc. Preserving such a situation can not only worsen the quality of human capital, which will significantly impede the processes of adapting the Ukrainian economy to the requirements of the EU and the movement towards European integration.The prospects for qualitative changes in the motivational system are linked primarily to the rejection of the economic model that Ukraine inherited from the USSR and is based on the use of cheap labour. In our opinion, due to the modernization of enterprises, the increase of the technological and technological level of production, the increase of the level of automation and mechanization of workplaces, rational resource conservation, stimulation, the quality change of the motivational factors and the transition to an innovative model of the economy focused on the use of highly paid work by skilled specialists and workers can be achieved. effective employment at domestic enterprises.
This article "Socio-economic Aspects of European Union Migration Policy" is devoted to exploring the features, prerequisites and socio-economic factors that encourage developed EU countries to implement measures to attract third-country migrants. For this purpose, a brief overview of the geography of migration processes that took place in Europe from the time of the formation of the European Union to the time of its full functioning was carried out. Following the final formation of the Union in 1992, basic legal acts were adopted that outlined the general rules and procedures for migration, but each country resolves the main issues related to the economic aspects of migration. In 2015, one of the most important issues that will affect the future development of the EU was raised, namely the demographic crisis that affected almost all countries, and the importance of which began to be discussed at a high political level. Through numerous studies of the population and labor markets, it has emerged that the rate of natural increase of population in Europe is extremely low, and because of the increase in life expectancy of Europeans, the retirement age may exceed the economically active population in the near future, which will put a heavy strain on the pension, tax and social systems. The largest recipients of migrant workers in the EU Poland and Germany have long been aware of the need to respond to the growing demographic crisis and implement appropriate policies. Poland has undertaken a range of measures to minimize bureaucratic and permitting procedures for the employment of foreigners, and has introduced numerous economic incentives and benefits for migrants studying and working in Poland. As a result, millions of migrants support the Polish economy and the competitiveness of Polish businesses in European markets, and the contribution of migrants to GDP growth is highlighted by the country's leading economic institutions. Germany is pursuing a slightly different policy, but the adoption of the new migration law has proved that the country is already suffering from a shortage of manpower. Major forecasts from leading scientific institutions in the labor market indicate that Germany needs 200-400 thousand migrants annually to support economic growth. Although the analysis of the law shows that only skilled workers can obtain a work permit, but the situation may change in the near future, as the policy is prudent and gradually giving access to markets. In the article the regularities of the international migration processes of human resources are revealed, the methodological principles of the formation of the regulation system such processes in the conditions of geo-economic transformations are theoretically grounded and developed, in particular through the development of a model and mechanism for the formation and implementation of regional migration policy as a result of substantiation of the preconditions and socio-economic consequences of international migration in conditions of geo-economic transformations.The concept of "migration pair" (a combination of the country of origin and the country of destination of migrants, between which historically formed a migration corridor with specific quantitative and structural parameters, characterized by a special institutional, socio-demographic, financial and economic, ethno and cultural as well as other environment of migration processes). The introduction of this imperative into the conceptual apparatus of the study of the international migration process makes it possible to distinguish migration flows taking into account the spatial and institutional aspects of migration corridors, to identify the peculiarities and changes in the environment of the countries of different migration pairs, and to record the trends of migration flows.The work defines the concept of "migration flow", "migration corridor", "migration motive" and "migration attractiveness", as well as the interrelationship between them, that allowed positioning these concepts as objects of study of migration processes. In addition, the interpretation and use of the principles of studying the processes of international migration (temporality, spatiality, communication, mobility) are presented. This allows us to streamline the methodological tools of scientific research and defines the vectors for constructing a classification of international migration taking into account the magnitude and multidimensional nature of migration processes.The classification of international migration has been improved by its systematization and addition by groups of features and types: spatial-temporal, institutional parameters as well as parameters of human resources. Such composition of classification features is achieved through the use of an institutional approach and takes into account the outlined importance of gender-age and educational and professional affiliation of migrants for the formation of human resources and their redistribution in the course of certain types of migration.The trends of geo-economic transformations were identified and their influence on the international migration of human resources was highlighted (regionalization and globalization of geo-economic space, strengthening of geo-economic risks, transformation of TNCs into supranational centers of economic development, transformation of geoeconomic space, structural changes in the world economy, virtualization of economic and other processes). This allowed formulating options for countries to join the processes of international migration on the basis of countries belonging to the centers of economic development, the general features of their migration policy, the places of countries in the composition of the migration pair, the level of development of the institutional environment for the regulation of migration processes, the availability of certain types of migration.The influence of the ecological and natural type of geo-economic risk on the formation of repulsive factors, as well as the mechanisms of its formalization, has been characterized by substantiating the clustering methodology of regional integration associations at the risk of extreme climatic events as a component of the specified type of risk. This allows to taken into account it when assessing the country's migration attractiveness and forecasting the formation of migratory motives of the population, as well as formulating the task of regulating migration processes under extreme climatic events.In addition, the influence of the politico-security type of geo-economic risk as a precondition for the formation of migration flows from countries where military and political conflicts and other threats of military and political instability are recorded, are determined. This allows identifying the components of this type of risk in assessing the country's migration attractiveness and migratory motives of the population, as well as formulating the task of regulating international migration of refugees in conditions of military conflicts and post-conflict situations.The study formulates the tasks of regulating international migration in the countries of migration, which should be implemented in employment policy, educational, social, informational, fiscal, monetary, investment and other policies and aimed at the integration of migrants and overcoming socio-economic issues associated with migration. This was done on the basis of the justification of the impact of international migration and remittances on economic development of the countries in the conditions of geo-economic transformations, human resources formation and poverty reduction, which included: 1) the formation of risks and opportunities for countries to join the processes of international migration of human resources taking into account the role of the country in the migration pair; 2) the outline of the environmental factors of the implementation of remittances according to the suggested stages, which determine the parameters of remittances; 3) identification of economic, social and demographic consequences of migration based on the stratification of human resources.The system of determinants of the formation of migration motives consisting of economic, socio-demographic, political-security, language and cultural, as well as ecological and natural determinants is suggested. They are formed by taking into account the influence of institutional factors in the relevant environment of countries and the manifestation of personal perception of the factors of pushing out. This made it possible to determine the factors that should be taken into account when studying and formalizing the preconditions of migration processes.In this paper an approach to assessing geo-economic risks of countries is formed, which involves determining the corresponding integral indicator of the country. This allows countries to be positioned on specific types of geo-economic risk and integral indicators, as well as clustering countries according to the level of geoeconomic risk and the intensity of the use of migration human resources. This approach will help to determine the vectors of the elements of the migration policies of the countries, based on the cluster to which they belong, to perform their comparative analysis, as well as outline the implementation of other policies governing the processes of migration and the integration of migrants.A tool for identifying the connection of international migration of human resources with geo-economic risks is suggested, which is represented by the formation of an indicator of migration attractiveness, which allows to explain migration flows between countries based on their level of migration attractiveness. The approach to assessing the attractiveness of migration through the formation of its integral indicator and the approach to the normalization of the partial indicators enable to adapt the model and use it to assess the migration attractiveness of the countries in the comparative aspect.The information support of the regulation of international migration processes at the international, regional and national levels is developed, based on which the model of the multilevel information field is formed, which includes the following systems: 1) monitoring of the change of determinants of the formation of migration motives according to the determined indicators; 2) monitoring of potential and actual migration flows by stratification groups; 3) monitoring the risks of institutional breaks and institutional conflicts; 4) dissemination of information on the state and issues of international migration of human resources. It allows to build communication links between subjects of regulation of processes of international migration of human resources and improve its institutional environment.As a result, the conceptual principles of the institutional model of regional regulation of migration processes have been theoretically substantiated and developed, in which the subjects of the formal and informal institutional environment of regional regulation of international migration are structured, the functions of regional migration policy (regulatory, diversification, integration, mobilization) are highlighted, directions of its implementation are formulated for the country to benefit from international migration and reduction of geo-economic risks. This allows on the basis of decomposition of the provisions of such a policy as well as its coordination with other policies to solve regional issues of migration of human resources, outlined on the basis of analysis of cause-effect relations of migration in the course of geo-economic transformations and established issues of regulation of migration flows in selected regional integration associations. ; В роботі виявлені закономірностей процесів міжнародної міграції людських ресурсів, теоретично обґрунтовано та розроблено методологічні засади формування системи регулювання таких процесів в умовах геоекономічних трансформацій, зокрема через розробку моделі та механізму формування та реалізації регіональної міграційної політики у результаті обґрунтування передумов та соціально-економічних наслідків міжнародної міграції в умовах геоекономічних трансформацій.В роботі введено поняття «міграційна пара» (комбінація країни походження та країни призначення мігрантів, між якими історично сформувався міграційний коридор зі специфічними кількісними та структурними параметрами, що характеризується особливим інституційним, соціо-демографічним, фінансово-економічним, етнічно-культурним та іншим середовищем міграційних процесів). Введення даного імперативу в понятійний апарат дослідження процесу міжнародної міграції дозволяє виокремлювати міграційні потоки з урахуванням просторового та інституційного аспектів міграційних коридорів, ідентифікувати особливості та зміну середовища країн різних міграційних пар, а також фіксувати тенденції міграційних потоків.В роботі визначено поняття «міграційний потік», «міграційний коридор», «міграційний мотив» та «міграційна привабливість», а також взаємозв'язків між ними, що дозволило позиціонувати дані поняття як об'єкти дослідження міграційних процесів. Крім того, дано трактування та конкретизовано використання принципів дослідження процесів міжнародної міграції (темпоральності, просторовості, комунікації, мобільності). Це дозволяє упорядкувати методичний інструментарій наукового дослідження та визначає вектори побудови класифікації міжнародної міграції з урахуванням масштабності та багатоаспектності міграційних процесів.Удосконалено класифікацію міжнародної міграції шляхом її систематизації та доповнення за групами ознак та видами: просторовочасовими, інституційними параметрами та параметрами людських ресурсів. Така композиція класифікаційних ознак досягнута завдяки використанню інституційного підходу та враховує окреслене значення статево-вікової та освітньо-професійної приналежності мігрантів для формування людських ресурсів, їх перерозподілу в ході окремих видів міграції.Ідентифіковано тенденції геоекономічних трансформацій та окреслено їх вплив на міжнародну міграцію людських ресурсів (регіоналізація та глокалізація геоекономічного простору, посилення геоекономічних ризиків, трансформація ТНК у наднаціональні центри економічного розвитку, трансформація геоекономічного простору, структурні зміни у світовому господарстві, віртуалізація економічних та інших процесів). Це дозволило сформулювати варіанти долучення країн до процесів міжнародної міграції на основі приналежності країн до центрів економічного розвитку, загальні риси їх міграційної політики, місця країн у складі міграційної пари, рівня розвитку інституційного середовища регулювання міграційних процесів, наявності окремих видів міграції.Охарактеризовано вплив еколого-природничого типу геоекономічного ризику на формування факторів виштовхування, а також механізми його формалізації через обґрунтування методики кластеризації регіональних інтеграційних об'єднань за ризиком екстремальних кліматичних подій як складової вказаного типу ризику. Це дозволяє врахувати його при оцінці міграційної привабливості країни та прогнозуванні формування міграційних мотивів населення, а також сформувати завдання регулювання міграційних процесів в умовах екстремальних кліматичних подій.Крім того, визначено вплив політико-безпекового типу геоекономічного ризику як передумови формування міграційних потоків з країн, де зафіксовано військово-політичні конфлікти та інші загрози військово-політичної нестабільності. Це дає змогу визначити складові даного типу ризику при оцінці міграційної привабливості країни та міграційних мотивів населення, а також сформулювати завдання регулювання міжнародної міграції біженців в умовах військових конфліктів та постконфліктного стану.В дослідженні сформульовано завдання регулювання міжнародної міграції в країнах міграційної пари, які повинні бути імплементовані у політику зайнятості, освітню, соціальну, інформаційну, фіскальну, монетарну, інвестиційну та інші політики та спрямовані на інтеграцію мігрантів та подолання соціально-економічних проблем, пов'язаних з міграцією. Це здійснено на основі обґрунтування впливу міжнародної міграції та грошових переказів на економічний розвиток країн в умовах геоекономічних трансформацій, формування людських ресурсів та подолання бідності, що включало: 1) формування ризиків та можливостей долучення країн до процесів міжнародної міграції людських ресурсів з урахуванням ролі країни у міграційній парі; 2) окреслення факторів середовища здійснення грошових переказів за запропонованими етапами, що визначають параметри грошових переказів; 3) визначення економічних, соціальних, демографічних наслідків міграції виходячи зі стратифікації людських ресурсів.Запропоновано систему детермінантів формування міграційних мотивів, що складаються з економічних, соціо-демографічних, політико-безпекових, мовно-культурних та еколого-природничих детермінантів. Вони сформовані шляхом врахування дії інституційних факторів у відповідному середовищі країн та прояву особистісного сприйняття факторів виштовхування. Це дозволило визначити фактори, які слід враховувати при вивченні та формалізації передумов міграційних процесів.В роботі сформовано підхід до оцінки геоекономічних ризиків країн, який полягає у визначенні відповідного інтегрального показника країни. Це дозволяє позиціонувати країни за окремими типами геоекономічного ризику та інтегральним показником, а також кластеризувати їх країн за рівнем геоекономічного ризику та інтенсивністю використання міграційних людських ресурсів. Такий підхід сприятиме визначенню векторів елементів міграційних політик країн, виходячи з кластеру, до якого вони належать, здійснювати їх компаративний аналіз, а також окреслювати напрями реалізації інших політик, що регулюють процеси руху та інтеграції мігрантів.Запропоновано інструмент ідентифікації зв'язку міжнародної міграції людських ресурсів з геоекономічними ризиками, що представлено через формування показника міграційної привабливості, що дозволяє пояснювати міграційні потоки між країнами виходячи з рівня їх міграційної привабливості. Підхід до оцінки міграційної привабливості через формування її інтегрального показника та підхід до нормалізації часткових показників дають змогу адаптувати модель та використовувати її для оцінки міграційної привабливості країн у компаративному аспекті.Розроблено інформаційне забезпечення регулювання процесів міжнародної міграції на міжнародному, регіональному та національному рівнях, базисом якого є сформована модель багаторівневого інформаційного поля, яке включає системи: 1) моніторингу зміни детермінантів формування міграційних мотивів за визначеними індикаторами; 2) моніторингу потенційних та фактичних міграційних потоків за стратифікаційними групами; 3) моніторингу ризиків інституційних розривів та інституційних конфліктів; 4) поширення інформації про стан та проблеми міжнародної міграції людських ресурсів. Це дозволяє будувати комунікаційні зв'язки між суб'єктами регулювання процесів міжнародної міграції людських ресурсів та удосконалити його інституційне середовище.У результаті теоретично обґрунтовано та розроблено концептуальні засади інституційної моделі регіонального регулювання міграційних процесів, у якій структуровано суб'єктів формального та неформального інституційного середовища регіонального регулювання міжнародної міграції, виділено функції регіональної міграційної політики (регуляторна, диверсифікаційна, інтеграційна, мобілізаційна), сформульовано напрями її реалізації для отримання країною переваг від міжнародної міграції та зниження геоекономічних ризиків. Це дозволяє на основі декомпозиції положень такої політики та її узгодження з іншими політиками вирішувати регіональні проблеми міграції людських ресурсів, окреслені на основі аналізу причиннонаслідкових зв'язків міграції в ході геоекономічних трансформацій та встановлених проблем регулювання міграційних потоків у обраних регіональних інтеграційних об'єднаннях.
Ukraine is a supplier of migrant workers. Research has shown that migrant workers and their families are at high risk of exploitation, discrimination and abuse.The objective of the study is to characterize the specifics of labor migration from Ukraine and the migration process, to determine the main forms of social work with migrant workers. The research is based on the analysis of scientific literature and documents.The study identifies the key features of labor migration and features of the stages of the migration process. The circular and unregulated nature of the current labor migration from Ukraine and the repetition of the stages of adaptation and re-adaptation are established.It has been determined that social work as an institution of civil society is aimed at reducing the risks and vulnerabilities of migrants at different stages of migration, which should be facilitated by respect, protection and realization of human rights, as well as support and assistance. The content of social work with migrant workers at different stages of the migration process (initial, relocation, adaptation, readmission) is described. The main forms of preventive and supportive actions are discussed.Considering the cycle of labor migration from Ukraine, social work at the stage of return may also have a re-adaptive focus and should be clearly tied to the local community. Social workers can also: 1) lobby social policy measures to support a circular model of migration with the prospect of possible final repatriation of migrants; 2) promote the legal employment of Ukrainian migrants abroad, non-discrimination and respect for their rights, in particular in the field of social security.

This paper is the authors' attempt to prove that migration of Ukrainian population to Poland is the result of implementation of state policy. In addition to the complex socioeconomic situation in the country, the systematic state policy of Europe and Russia in economic, education, redistribution of natural and human resources contributes to the migration of Ukrainians. The authors reveal the main trends in the migration of Ukrainians to Poland on the basis of empirical data from the State Statistics Committee of Ukraine, sociological surveys and historical memory of Ukrainians and Poles. The precise and sound state policy of Poland and the reality of Ukraine, the inadequacy of the public policy, the war in the East and economic problems result in the increase rates and volumes of Ukrainian migration to Poland, especially labour and educational.The closest neighbours – Russia, Hungary and Poland, unlike Ukraine, have the clear state policy on attracting migrants, in particular Ukrainians, in order to replenish human capital and labour resources.Such states policies of «recipient countries» pose a threat to Ukraine's national security and require the revision of own Ukrainian state migration policy. Ukrainian authorities demonstrate inactivity in terms of settlement of migration flows, registration of migrants abroad and development of migration policy. Despite the reform, the current economic, political and social situation leads more people to migrate. In particular, it is about labour migration, which leads to an increase in the number of illegal immigrants or emigrants with dual citizenship. The preservation of the human capital and providing sufficient opportunities for its development, and conversion into real national value is a challenge for state institutions both in Ukraine and Poland. World migration trends show an outflow of human capital to global cities and areas convenient for living. A decrease of the national population and the exhaustion of the intellectual capital of nation-states is a current trend in all countries of Eastern Europe. ; Сьогодні міграційні процеси формуються під впливом державної політики та стають показниками ефективності діяльності інститутів державної влади. Ця наукова розвідка є спробою авторів довести, що міграція українського населення до Польщі є результатом реалізації державної політики. Introduction. Today there is an active integration of Ukraine into the world economy. Integration into the EU is a strategic priority for the government of our country. The integration process is gradual. Now it has a free trade area EU-Ukraine introduces visa-free regime between our country and the European Union. Therefore, research on labor migration from Ukraine to the European Union and the assessment of its consequences is very important in modern conditions of development of integration processes.Purpose. The research aims to analyze the socio-economic causes of labor migration from Ukraine to the European Union and the assessment of possible both positive and negative consequences of emigration from Ukraine.Results. Due to the low level of wages and lack of social protection, domestic migrant workers are forced to seek better conditions for the fulfillment and satisfaction of their families abroad. As a result, Ukraine has become a donor of labor in Europe. The main directions of migration is the European Union and Russia. According to a survey of 2016 EU working or looking for work 51% of migrant workers. The flows of migrant workers are mainly directed to Poland, the Czech Republic, Italy, Spain, Portugal, and Germany. Almost 60% of immigrants from Ukraine are people under 30, 17% -31-40 years, the gender distribution of Ukrainian migrants: 65% - men, 35% - women. The structure and direction of migration Ukraine will continue to change and quite an important factor that will affect it that Ukrainian will go to the European Union and the Schengen area without a visa.Originality. The analysis of socio-economic factors contributing to labor migration from Ukraine to the European Union, which is different from the previous ones, was carried out taking into account the difficult political and economic situation in Ukraine (such as political instability in Ukraine Association Agreement Ukraine and EU EU and complex political relations with Russia), which helped to identify the most significant factor in the migration of labor from Ukraine - low wages, political situation and simplified I visa. Fully researched the effects of labor migration from Ukraine for migrant workers and for society (state) as a whole.Conclusion. Labor migration from Ukraine to the European Union is of great socio-economic importance for our country. The main factors influencing the level of Ukrainian migration abroad in terms of European integration in today's political and economic situation is demographics, unemployment, wages, migration policy and the political situation in Ukraine and the world. Now you must decide urgent task to develop methodological and practical ways to ensure the Ukrainian migrants to get a decent wage, to create normal living conditions, provide social guarantees to create favorable conditions for business to a potential migrants did not need to look for low-skilled jobs or work with high injury abroad.
The article provides a sufficiently thorough analysis of the legal framework of the state migration policy of Ukraine in the context of the phased development of the migration legislation of Ukraine, which should be directed towards the achievement of three main objectives: management of migration processes (volume and direction of migration flows) in Ukraine, including regulation of entry and the departure of migrants through the implementation of immigration control; internal adaptation and integration of immigrants on the territory of Ukraine; monitoring and preventing the emergence of migration challenges and threats in the context of the development of globalization processes in the world. The author highlights and describes the concrete stages of formation and formation of internal migration legislation, namely: before the adoption of the Constitution; after the adoption of the Constitution, which includes the period of further development, improvement, systematization and possible codification of migration legislation; during the hybrid war against Russia; in the context of Ukraine's accession to the EU. Attention is paid to an equally important and difficult period for the effective implementation of Ukraine's migration policy – the period of Russia's hybrid war against Ukraine. The author came to the conclusion that there was a real breakthrough in improving the migration legislation of Ukraine, the intensification of international cooperation. The implementation of the Action Plan on Visa Liberalization was a significant factor in improving the migration policy of Ukraine. However, not all problematic issues are finally resolved, serious legislative work requires the alignment with migration law of laws that regulate other areas of public relations, as well as the development of subordinate legal acts that should provide mechanisms for the implementation of the declared norms. ; У статті проводиться досить ґрунтовний аналіз правового забезпечення державної міграційної політики України в контексті поетапного розвитку міграційного законодавства України, який має бути спрямований на досягнення трьох головних цілей: управління міграційними процесами (обсягом та спрямованістю міграційних потоків) в Україні, у тому числі регулювання в'їзду та виїзду мігрантів, шляхом здійснення імміграційного контролю; внутрішньої адаптації та інтеграції іммігрантів на території України; моніторинг та попередження виникнення міграційних викликів та загроз у контексті розвитку глобалізаційних процесів у світі. Автор виділяє та характеризує конкретні етапи формування й становлення внутрішнього міграційного законодавства, а саме: до прийняття Конституції; після прийняття конституції, що включає період подальшої розробки, вдосконалення, систематизації та можливої кодифікації міграційного законодавства; у період гібридної війни Росії проти України; у контексті вступу України до ЄС. Акцентовано увагу на не менш важливому та складному періоді для ефективного здійсненняреалізації міграційної політики України – періоді гібридної війни Росії проти України. Автор дійшов висновку, що відбувся справжній прорив в удосконаленні міграційного законодавства України, активізації міжнародного співробітництва. Виконання Плану дій з лібералізації візового режиму було вагомим чинником удосконалення міграційної політики України. Проте не всі проблемні питання до кінця розв'язано, серйозної законотворчої роботи вимагає узгодження з міграційним законодавством законів, які регулюють інші сфери суспільних відносин, а також розроблення підзаконних нормативно-правових актів, що мають забезпечити механізми реалізації задекларованих норм.
In the article causes and consequences of work migration of population of Ukraine are considered. These days we can find more and more people in Ukraine living their country and moving abroad for the rest of their life, for a long or for a short period of time. This way people see the only way to solve their vital problems. The increasing number of willing people to go abroad is also connected with the political situation of our country, with the political movements that try to find new support and resources with the help of mass media which previously had idealized the life abroad but now criticizes it. Also mass media does not have much information about life in the West because there are not many direct contacts with the people who live there. However, the work migration of working class often causes negative outward effects which take forms of costs that are difficult and even sometimes impossible to value in money. ; В статье рассмотрены причины и последствия трудовой миграции населения Украины. В последнее время все больше граждан Украины выезжает за границу на постоянное, длительное или временное проживание, видя в этом надежный путь решения многих жизненных проблем. Увеличение числа желающих выехать за рубеж связано также с поиском нових идеалов, с содержанием материалов средств массовой информации, в которых идеализация всего заграничного с недавних пор заменила его резкую критику, а также через все еще небольшое число непосредственных контактов, информацией действительных обстоятельствах жизни на Западе. Однако трудовая миграция рабочей силы нередко порождает негативные внешние эффекты, которые принимают форму расходов, которіе трудно поддаются стоимостной оценке. ; У статті розглянуто причини і наслідки трудової міграції населення України. Останнім часом все більше громадян України їдуть за кордон на постійне, тривале або тимчасове проживання, вбачаючи в цьому надійний шлях вирішення багатьох життєвих проблем. Збільшення числа бажаючих виїхати пов'язане також з пошуком нових ідеалів, із вмістом матеріалів засобів масової інформації, в яких ідеалізація всього закордонного віднедавна замінила його різку критику, а також через все ще невелику кількість безпосередніх контактів, інформацією дійсних обставин життя на Заході. Однак трудова міграція робочої сили нерідко породжує негативні зовнішні ефекти, які приймають форму витрат, що важко піддаються вартісній оцінці.
In this article the aspects of migration law and modern demography problems of Ukraine are highlighted. The conclusion is made, that law aspects as a whole follow the problems of demography and migration processes in time, while governmental mechanisms of migration regulation fall behind substantially and do not work to overtaking of existing challenges. Most sharply it is displayed during the war on the west of Ukraine ; У статті висвітлено актуальні аспекти міграційного права та сучасні демографічні проблеми України.
