Since early 90's of the XX century up to our times, in the context of the Internet role transformation analysis, it has become a factor of the information technology rapid spread and the number of network users growth (from several millions to several billion) not only for entertainment, communication or search information, but also it has acquired significance as an influential political tool in the struggle for power, thus conceptualizing the relevance of the current study. For the last decades, the Internet has begun gaining the role of a powerful and informative engine, developing at the expense of social networks. It is social networks that have become an arena for both domestic and international political struggle. The study suggests a thesis that the geo-cultural factor specificity of the "century of new technologies" was significantly evident during the "Arab Spring" period. Herewith, the freedom of the Internet is not the same in the Arab world countries. It is rather limited as taken for the Gulf countries. The factor of social networks in protest movements requires a more detailed study, especially in relation to the level of political culture, economic development and public consciousness of the Arab countries population.
In the article, the conceptual basis of the discussion of political solutions in contemporary political science is revealed. The stages of evolution of political decisionizm and its reflection on political theory is defined. The stages of political decision-making process in conditions of sustainable democracy and transition countries are represented. The paradigmatic dimension of the study of political decisions as a scientific problem is revealed. Attention is paid to the positions of the effectiveness and efficiency of policy decisions in a multidisciplinary scientific perspective. It is noted that the contradictions between the demands of the effectiveness and rationality of the political decisions projects are visible. It is proved that the decision-making centers are oriented to the logic of administrative control and forced to change priorities in accordance with the changes of the political situation and balance of the interaction between the political forces. It is emphasized that decision-making process formalizes available alternatives and predicts the con-sequences of actions. Зазначається, що про-тиріччя між вимогами ефективності й раціональності проектних політичних рішень проявляються у сфері взаємодії державно-владного управління та політичних чинників. Доводиться, що центри прийняття рішень, налаштовані на директивно-адміністративну логіку управління, змушені змінювати пріоритети відповідно до зміни політичної кон'юнктури й зміни балансу взаємодії між політичними силами. Підкреслюється, що діяль-ність щодо ухвалення рішень є процесом, який формалізує наявні альтернативи й прогнозує наслідки певних дій. У цілому існує тенденція до стандартизації процесу управлінських рішень. Визначається, що стандарт-ність ухвалення рішень у ситуаціях невизначеності доповнюється впливом зовнішніх чинників. He reminded members of parliament of 1915, the year of the political crisis, when a commission of inquiry was set up against Defense Minister Volodymyr Sukhomlynov, who was considered a traitor due to his defeat on the fronts. Sukhomlinov was fired, and the hated Boris Sturmer was appointed Minister of the Interior and later Minister of Foreign Affairs. Therefore, the confidence in the government, which for some time was established among the military, in 1916 was lost again. Pavlo Milyukov, referring to the foreign press, pointed to Germany's awareness of Russia's strategic policy and the sabotage of the Russian government in organizing a reliable rear and military offensive at the front. "When the Duma insists with increasing persistence that the rear must be organized for a successful struggle, and the authorities continue to say that to organize means to organize a revolution, and consciously prefers chaos and disorganization, what is it, stupidity or betrayal?" – P. Milyukov addressed such a question to the members of the Duma [4]. The article examines some issues of legal support of political advertising during the process of election, but is not limited to it, as well as how they affect the outcome of elections. In this study comparative, observation, dynamical analogies, analysis methods are used. The author compares the current legislation of Ukraine and the legislation of a number of other European countries and identifies their common and distinctive features.
Special attention is given to the political advertising law of Poland, as its closest neighbour. Also, the legislation of France, Germany and Great Britain is examined. The article underlines their main differences. Partial and systematic violations of advertising legislation during the electoral process and during the period between the elections are also identified.
The article also shows that the issue in question is not fully studied by legal scientists. The research, in particular, emphasises on the lack of comprehensive definition of political advertising and its legal regulation during the period between the elections. The article draws attention to the incorrectness in law legal regulation of political advertising by the laws regulating commercial advertising. The legal acts, that influence the results of elections are specified, in particular, the author pays attention to the state budget funding for political parties. Reducing Government expenditure can preserve the principle of absolute equality among political actors, so they could participate constructively in the elections. The best thing to do considering the circumstances is to adopt a new law on political advertising or to to amend the existing Act, that regulates advertising in general. As a result, it is proved that political advertising is not limited to the electoral process and must be governed by legislation. The article also states that any law in this area also should comply with international law, especially with acts adopted by the European Union.

Today, political technology is precisely the tool with which to ensure political stability or to shake the political system of society. It has been proven that the object of influence of political PR technologies is people, and it is their political consciousness.The article presents the definition of political PR-technologies, establishes common and distinctive features of political PR-technologies with such communication technologies as propaganda, advertising. Abstractly scientific understanding of the political map of the world is offered as the superobject of political geography. Problem setting. In Ukrainian media sphere, the attention towards a political actor may be constructed specially, with the help of the so called «jeansa» (covered political advertisement) dissemination. To understand processes within a political discourse of the country, the mechanism of the texts identification should be designed. Recent research and publications analysis. Several professional NGOs has been monitoring Ukrainian mass media to detect «jeansa» (IDPO (2019), IMI (2019). However, in the times of journalism crisis the problem of media independence and transparency remains a crucial one. Thus, commercial model of journalism should be changed and the reality of «hybrid media system» (Chadwick) should be taken into account. Paper objective is to test a formal method of the «jeansa» materials detection and to define the ways of political actors representing. Period of research is January-February 2019 (the beginning og the presidential pre-election campaign). Materials of the popular newspaper Segodnya and independent media «Ukrajins'ka Pravda» were compared. For the defining of the non-transparence placement materials a computer program (Python language) was designed. Paper main body. According to the data received, the two ways of political actors representing in Ukrainian digital discourse are defined: with specially created, made attention towards an actor («jeansa») and with an ordinary one. Cases of Ukrainian politicians (presidential candidates, officials) are taken into account. Conclusions of the research. For the first way constant, regular mentions of a political actor (one-two per day) are typical. In that case the existence of non-transparence placement materials of a news site may be stated. However, for the complete picture it is recommended to consider other data: number of mentions and polls results comparison, coverage of a political actor activity in different mass media analysis. For the first time in Ukraine, the definition of «political advertising» is reflected in the Law of Ukraine «On Elections of People's Deputies», so far only on the basis of the definition of «advertising» in the Law of Ukraine «On Advertising» it was possible to qualify political advertising as any information about political actors, political parties, designed to raise awareness of their activities. The mechanism of legal regulation of political advertising involves the development and adoption of national laws and regulations governing public relations arising in the process of production, placement, distribution of political advertising, because in this case may affect the interests of society and the state as a whole. Today the issue of political advertising is regulated by several legal acts, in particular in Article 1 of the Law of Ukraine «On Advertising» provides only the definition of such advertising without details, the Law of Ukraine «On Local Elections», the Law of Ukraine «On Elections of Deputies of Ukraine», the Electoral Code Ukraine's norms stipulate the peculiarities of campaigning in the form of political advertising, some restrictions on campaigning, etc. Therefore, the legislation should be characterized by the dispersion of norms on such advertising and inconsistency in the definition of «campaigning» and «political advertising. In the article political actionism is defined as a system of artistically pronounced forms of political protest, public debate and discussed, which demonstrate theatricality, game components, staginess, dynamics etc. It is underlined that political actionism is a combination of spectacular forms of political participation of protest and provocative nature (sometimes also antisocial) intended to challenge the existing political system.The author emphasizes that political activism combines a number of non-violent protest technologies at the intersection of political activism and artistry, aimed mostly and media attention and receiving further public resonance. Political activism is presented as artistic, spectacular and game form of delivering a political message. The author proposed a system of political activism features: non-institutional character; general impartiality in delivering some political message, but attention is paid to the fact that political activism may represent a certain ideology, political force; the idea of action is promoted in order to draw attention to the problem, but the primary interaction is carried out with the spectators rather than with the authorities. The spectators may take part in the action while it is being carried out or respond to it later (through messages in social networks, sharing pictures or videos etc.).The article argues that the system of political actionism consists of political performance, happening, art installations, street art, flash mobs, body art etc. The following functions of political actionism have been defined: information and communication (communicating a certain political idea, generation of new political meanings, rapid spread of new information); political socialization (the political outlook of people and their understanding of politics is shaped under the influence of different actions; actionists play the role of political socialization agents); political mobilization (uniting people in order to promote a political idea, enhancing participation in potential actions).Political performance is viewed as a type of actionist practices, which is a visual and procedural composition (game, performance) on political issues with symbolic attributes that is presented to random or invited audience. Political happening is defined as an actionist, improvisational form of political activity involving casual participant with conventional and dynamically changing scenario of the action. Political installation is viewed as a spatial art composition, the combined elements of which are endowed with symbolism, transmitting and manifesting some political ideas. The article considers political flash mob as spectacular and playful kind of the political actionism technology that consists of single or wavy performance of short theatrical mass actions according to a pre-agreed scenario; it is a spectacular network interaction, which is carried out on the basis of horizontal social communication. Political street art is viewed as politically oriented street art, which visualizes the socio-political process, usually within urbanized space. The article presents scientific approaches to interpretation of political body art as a type of actionism, which uses the body language through drawing pictures on it in order to visualize the political self-identification. Political body art is defined as a method of non-verbal communication, person drawing attention to himself or herself (emphasizing the individuality), and a way of increasing the political "recognizability" of a person. ; У статті концептуалізується поняття «політичний акціонізм» як система художньо увиразнених форм політичного протесту, публічного обговорення та дискусії, у яких проявляється театралізація, ігрова компонента, видовищність, динамічність тощо. Підкреслено, що політичний акціонізм є сукупністю спектакулярних форм політичної участі, зазвичай, протестного й провокаційного (подекуди й асоціального) характеру з викликом існуючому політичному ладу. Аргументовано, що систему політичного акціонізму утворюють політичний перформанс, гепенінґ, арт-інсталяція, стрит-арт, флешмоб, боді-арт та ін. Функціями політичного акціонізму визначено: інформаційно-комунікаційну, політичної соціалізації, політичної мобілізації. Політичний перформанс розглянено як різновид акціоністських практик, який є візуально-процесуальною композицією (грою, виступом) на політичну тематику зі символічними атрибутами, яка представлена випадковій чи запрошеній аудиторії. Політичний гепенінґ визначено як акціоністську імпровізаційну форму політичної активності зі залученням ситуативних учасників, умовністю динамічно змінюваного сценарію акції. Політична інсталяція розглянена як просторова арткомпозиція, елементи якої у поєднанні наділені символічністю, транслюючи, маніфестуючи певні політичні ідеї. Політичний флешмоб представлений як видовищно-ігровий різновид технологій політичного акціонізму, який полягає в одноразовому або хвилеподібному проведенні масових короткотривалих театралізованих акцій за попередньо узгодженим сценарієм. Політичний стрітарт розглянутий як політично спрямоване вуличне мистецтво, яке переважно у межах урбанізованого простору візуалізує соціально-політичний процес. Представлені наукові підходи до тлумачення політичного боді-арту як виду акціонізму, який використовує мову тіла через нанесення на нього зображень для візуалізації політичної самоідентифікації.
