"Fake News" and its role in the construction of the future society. Crisis of the state, society, institutions
This article analyzes the most important political, social, ethical problems of modern society – lies in the media, "fake news" as an indicator of the degradation of the media, civil society institutions, and the authorities. The article analyzes the information processes of modern society, states the influence of fake news on political processes. The article reveals the importance of the political culture of society and the negative perception of fake news. This phenomenon is considered in the context of the informational picture of the world, the need of the authorities to abuse the institution of journalism as an agent of influence and manipulation of public opinion. The study notes the role of the linguistic factor in the implementation of the functions of manipulating society, reducing the level of citizens' trust in the state. The article attempts to reveal the role of social networks in promoting fake news. On the example of the secondary interpretation of the results of a sociological survey in the United States, the negative perception of fake news by society is revealed. The survey results indicate the growth of inequality and prejudice in society. The article concludes about the social turbulence of the processes of modern society. ; В данной статье анализируется важнейшая политическая, социальная, этическая проблемы современного общества – ложь в СМИ, «фейк-ньюс» как индикатор деградации СМИ, институтов гражданского общества, власти. В статье анализируются информационные процессы современного общества, констатируется влияние фейк ньюс на политические процессы. В статье раскрывается значение политической культуры общества и негативное восприятие фейк ньюс. Рассматривается данный феномен в контексте информационной картины мира, потребность власти злоупотреблять институтом журналистики как агентом влияния и манипулирования общественным мнением. В исследовании отмечается роль лингвистического фактора в реализации функций манипулирования обществом, снижения уровня доверия граждан к государству. В статье предпринимается попытка раскрыть роль социальных сетей в продвижении фейк-ньюс. На примере вторичной интерпретации результатов социологического опроса США раскрывается негативное восприятие обществом фейк-ньюс. Результаты опроса фиксируют рост неравенства и предрассудков в обществе. В статье делается вывод о социальной турбулентности процессов современного общества.

Interaction of state structures and society as the main factor for the effective functioning of civil society
The article is focused on the interaction of civil society institutions within government organizations. Effective forms of interaction of civil society institutions with government organizations are examined through the prism of public control, mass media and citizens' appeals. Increasing the effectiveness of civil society leads to simultaneous increase in the efficiency of the state. The government focuses its efforts on performing strategically important functions such as defense, state security and citizens' security, foreign policy, formation of the stable financial and fiscal policy.

Анализ состояния проблем правового регулирования нанотехнологического развития (Analysis of the state of problems of legal regulation of nanotechnological development of Russian society and the state (2008-2018))
This article, it is shown that state institutions in Russia, by inertia, continue to apply existing, non-fully adapted normative legal acts to nanotechnology that were developed without taking into account nanospecifi c data. Extremely insuffi ciently studied by the scientifi c community and the problems of legal regulation of nanotechnological development of Russian society and state, the development and introduction of nanomaterials. В настоящей статье показано, что государственные институты в России по инерции продолжают применять к нанотехнологиям существующие, не адаптированные в полной степени нормативные правовые акты, которые были разработаны без учета наноспецифики. Крайне недостаточно исследованы научным сообществом и проблемы правового регулирования нанотехнологического развития российского общества и государства, разработки и внедрения наноматериалов.

The state as the key institutional structure of the innovative process
This article discusses government policy and strategy, as well as trends in the formation of an innovative economy. It is shown that the main factor in the transition to innovative development is an intellectual resource in the form of science and education, their materialized results, which turn into the most important factors of innovative and economic growth. It is noted that the right strategy and tactics, public policy are the most powerful factors in the innovative modernization of the economy, national socio-economic development models. As a result of the study, the authors conclude that, despite the socio-economic, technological and political differences in the development of states, there are objective laws and trends in the formation and development of an innovative economy.At the same time, the state is a key institutional structure of the innovation process.

The State, Noonomy and Post-Classical Political Economy
The article examines the new role played by the state as a deliberate economic actor. The basis here is provided by the direct activity of the state in regulating the economy, as is characteristic of all economically developed countries. But at the same time, market regulators are beginning to die away, and are already fulfilling a secondary role. This situation is resulting in a change to the economy itself, with the previous goal of development-the maximising of profits-being replaced by the maximising of social utility. The degree and significance of conscious economic regulation, whose basis is scientific knowledge, is increasing. A new quality of the economy, designated by the article as noonomy, is emerging; this is steeped in scientific knowledge and in planned, considered regulation. The objective basis of this process is a new technological order within which production is permeated by complex technological systems, and for which knowledge-intensive production is a primary requirement. All this is serving to bring changes to political economy. In place of the classical political economy that concentrated on research into questions of market production and exchange, the new political economy or post-classical political economy studies the relations between people from the angle of social utility, that is, the exchanging of knowledge, information and activity with the goal of achieving economies in the use of social time.

The article is devoted to research of the problem of allocation power function of thestate among other economic functions. This function of the state includes provision oftrouble-free operation of power systems today and creation of programs for power systemsdevelopment in future, creation of energy markets, legal regulation of the relations betweenthe subjects of the market, price control, provision availability of goods and services ofenergy market. This function is expressed in legislative, executive and law-enforcementforms.The authors describe principles of legal regulation of the relations between the subjectsof energy market, characteristics and features legal acts of power industry. The authorspoint out that current legislation in the sphere of power industry is closely connected withthe features of the branch functioning, that is the reason for its difficult comprehension bythe lawyers. ; Статья посвящена проблеме выделения энергетической функции государствакак одной из наиболее значимых экономических функций. POLITICAL REGIMES IN THE POST-SOVIET STATES ; ПОЛИТИЧЕСКИЕ РЕЖИМЫ В ПОСТСОВЕТСКИХ ГОСУДАРСТВАХ
The article discusses the most important institutes of science "Political Science": the political system, political and state regimes, democracy; analyzes the main trends in the state-political development of the countries of the former USSR (Russia's experience is beyond the scope of this study) during the formation of independent states, the experience of the establishment of political systems over the past 30 years. The author of the article made an attempt to give a general description of the types of political regimes of both participants in the CIS, Ukraine, Georgia, and the Baltic states; features of the political process of the former Soviet states in the realities of the beginning of the XXI century are shown. Political regimes in most post-Soviet states can be characterized as regimes of initial reversible democracy, transitional, hybrid, including signs of authoritarian, quasi-democratic, nationalistic types of politics and domination, which greatly complicates their classification as classical types of classification of Western political science theories. ; В статье рассматриваются важнейшие институты науки «Политология»: политическая система, политический и государственный режимы, демократия; анализируются основные тенденции государственно-политического развития стран бывшего СССР (опыт России вынесен за рамки данного исследования) в период становления независимых государств, опыт институирования политических систем за последние 30 лет. Автор статьи предпринял попытку дать общую характеристику типов политических режимов как участников СНГ, так и Украины, Грузии, государств Прибалтики; показываются особенности политического процесса бывших советских государств в реалиях начала ХХI века. Политические режимы в большинстве постсоветских государств могут быть охарактеризованы как режимы начальной обратимой демократии, транзитные, гибридные, включающие признаки авторитарных, квазидемократических, националистических видов политики и господства, что в значительной степени затрудняет отнесение их к классическим типам классификации западных теорий политологии.

"Страны-изгои" как стигматизированные члены международного сообщества

At the turn of the century, the rogue state concept has become an integral part of the theory of international relations. However, even contemporary approaches lack the appropriate academic tools to reach a comprehensive understanding of the international community's role in determining the normative frameworks of the proper behavior of the states as the main actors of international system, leaving the relations between global community and the rogues almost an uncharted territory on the international stage. The article considers the category of rogue states as "excluded" members of the international community through the sociological lens of "stigma" (E. Goffman) and "labelling theory" (H. Becker and E. Lemert). Engaging an empirical case of Iraqi foreign policy during and after the Gulf War 1991, the author demonstrates two thresholds of the labelling state as the rogue: public initiation of the offender and self-fulfilling prophecy. It is possible to define some specific features of the outsider's behavior on the international stage: the high level of cooperation among the representatives of the same category, "unsustainable bravado" as the set of fluid and inconsistent actions of the rogue state in foreign policy, finally, the tendency toward obtaining the "secondary gains". Contrariwise, global community tends to pay greater attention to rogue states and exercise some discrimination practices on the ground of their outcast position in the world normative structure with the category of "wise" actors, for example China, being an exception from the common mainstream and maintaining close cooperation ties with rogues.
The influence of protectionism on the state of the Russian pork market
In article has been made an assessment of domestic protectionist policies affecting domestic production and the pork market. The most significant periods of implementation of non-tariff regulation measures in this sector and the associated socio-economic changes are analyzed. The author describes the main reasons for international disputes and legal proceedings caused by the protectionist policy of the Russian Federation. The conditions for the effective use of measures of state regulation of foreign trade are specified.
