Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O.Klepanchuk, O.Petryk, S.Lisovsky, S.Romanyuk, L.Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A.Emelyanova, S.Loboyko, O.Maevska, A.Semenchenko, V.Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y.Starylov, J.Sobko, I.Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D.Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks; unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online; distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state. ; Проаналізовано проблеми, притаманні сучасному суспільству у зв'язку зі стрімкими процесами діджиталізації, що відбулися за останній рік. The process of united territorial communities formation is regulated by law and a number of scientific works on jurisprudence and public administration are devoted to this issue, on the other side, the issue of achieving a balance of interests and maintaining it in the future is a poorly studied area in public administration.Recent research and publications analysis. The analysis of recent researches and publications shows that the problems of forming and maintaining the balance of interests in public administration, in particular in the process of creating united territorial communities, have been studied from the standpoint of balancing public and private interests in economy (O. Nikishina), in judge practice (E. Borisov), in law (Yu. Miroshnichenko), as a method of regulating social relations (O. Pimenova, T. Baluta), overcoming contradictions in international politics (D. Yakovlev).Highlighting previously unsettled parts of the general problem. Unfortunately, the unresolved part of the issue is the achievement of a balance of interests in terms of the development of regional governance and the functioning of united territorial communities. This area is considered for the first time in the article.Paper main body. According to the nowadays researchers, one of the effective ways of achieving a balance of interests in the process of creating the united territorial communities is the principle of proportionality. The principle of balance of private and public interests acts in administrative and economic relations, as the main beginning of consideration in court, which presupposes that the court takes into account private and public legal regulation of disputed material legal relations; appropriate procedural rules to ensure the equal protection of the private and public interests of the entities. Such approaches should be broadened and recognized that not only the balance of public and private interest is an important substantive aspect of the rule of law and social stability in a given territory, but also: the balance of interests of individual entities that may cause conflicts of interest in the process of creating an united territorial community.The principle of rationality. In general, the rationality of the behavior of interested entities in any sphere of public relations is directed towards the attainment of their own goals within the limits of the state requirements for their activity. The process of public relations, including the formation and functioning of united territorial community, involves the rational formulation of the goal of social and global development, the search for the most effective means of achieving it, the calculation of costs and benefits (not financial benefits) from the implementation of a certain strategy, taking into account the behavior of other entities, understanding and assessing the situation as a whole. The challenges to the principle of proportionality, in our opinion, include:– the need to identify interests that can reconcile individual, group and territorial, regional and national interests;– shortage of time in making political (socially significant) choices under conditions of rapid transformation in society;– benefit-sharing between stakeholders. In the interests of balance, each stakeholder receives a certain amount of benefit from the action in which it or they participates in order to satisfy the interest of the entire community or territory.Given the above, there is a need to find new forms of stakeholder engagement and control, to provide feedback and participation for citizens, groups and communities in shaping the overall agenda and maintaining a balance of interests.Conclusions of the research and prospects for further studies. As the conclusion can be summarized the following thesis's:– the balance of interests should become one of the principles of state regulatory policy, one of the principles of local self-government and service in local self-government bodies, as it is an integral part of consensus democracy;– balance of interests is at the same time the foundation, mechanism, factor of success of processes in society, in particular prevention of social conflicts;– continuous efforts to achieve and maintain a balance of interests based on the principles of the proportionality, rationality and inviolability of human rights, in the practice of creating and function an united territorial community should lead to the stability of social relations and the predicted development of the territory, society and the state;– further research into the mechanisms (forms and methods, influencing factors) of achieving and maintaining a balance of interests in society (from the standpoint of rulemaking, economics, public administration, etc.) is extremely relevant and necessary for the formation of balance, stability and harmony of social relations, as the result - ensuring the sustainable development of our country. ; Актуалізовано необхідність досягнення балансу інтересів між зацікавленими суб'єктами під час формування та подальшого функціонування об'єднаних територіальних громад. Accordingly, a considerable demand for active action of the state in the sphere of combating corruption as the mass phenomenon has formed in our society. For the sake of effectiveness, it is necessary to have the clear understanding of the strategy and directions of the state anti-corruption policy.Recent research and publications analysis. Recent research and publications analysis testifies to the popularity of researches into the problems of forming and implementing public policies in the field of corruption prevention. Various aspects of anti-corruption policy were investigated by Z. Zhivak, S. Kondratyuk, and I. Revak (in terms of managing economic processes in society); V. Vasilevich, T. Vasilevska, V. Nestyrovich, Y. Kovbasyuk and others. (formation and implementation of the state anti-corruption policy), O. Bereza (as a factor in the implementation of socio-economic reforms). The separate block of sources on anti-corruption activities of the state are laws and accompanying documents, as well as reports of international organizations and experts. On the other hand, during 2019 a number of significant state-political changes took place in Ukraine. That mainly influenced the visions and strategic decisions in various spheres of social and political life, including in the sphere of combating corruption.Highlighting previously unsettled parts of the general problem. There are new visions to the development of anti-corruption policy in Ukraine based on the needs of society and the tendencies of administrative decisions, which are embodied in normative legal acts.Paper main body. In the Corruption Perceptions Index (CPI), which is compiled by Transparency International's global anti-corruption organization and based on estimates from entrepreneurs and analysts, our country ranked 120th in the 2018 list of 180 countries in the world.The article analyzes the Laws of Ukraine:– "On Amendments to Certain Legislative Acts of Ukraine on Ensuring the Effectiveness of the Institutional Mechanism for Corruption Prevention";– "On Amendments to the Law of Ukraine" On Corruption Prevention "for Corruptors";– "On Prevention of Corruption" state anti-corruption policy in Ukraine (Anti-corruption strategy) for 2014 – 2017";– Draft Law of Ukraine "On Anti-Corruption Strategy 2018 – 2020";– Program Provisions of the Government of Ukraine Plan on Combating Corruption;– Survey Report on Entrepreneurs, Experts and the Population as a whole "Corruption in Ukraine: Understanding, Perception, Prevalence" 2018.Conclusions of the research and prospects for further studies. The analysis of the program documents showed the existence of certain main directions of the state policy in the sphere of prevention of corruption, implementation of which is necessary for overcoming (maximum reduction) of this phenomenon. From the point of view of the modern Ukrainian politicum the following areas are:– improvement of legal regulation of issues of prevention, detection and counteraction of corruption;– formation in society of intolerant corruption in all spheres of public life and in the private sector;– information interaction with the society and communication support for reforms, access to information;– creation of a virtuous public service (special attention is needed by the judiciary, law enforcement agencies, employees of state-owned enterprises, representatives of political parties);– the introduction of effective mechanisms for identifying, preventing conflicts of interest, as well as declaring property, income, expenses and liabilities of the financial nature of public authorities, which provides for cross-checking by means of all available registers and electronic accounting systems;– effective activity of the entire law enforcement system, which carries out anti-corruption measures;– counteracting corruption in the process of privatization and management of public resources, eliminating corruption preconditions for doing business, forming a favorable climate for corrupting the business climate and intolerant business attitude to corruption. ; Проаналізовано стратегічні напрями запобігання корупції в Україні.
