Cet article propose une réflexion sur les mutations et les adaptations de l'agriculture française. Il souligne notamment quatre points clés : i) en dépit d'une diminution importante du nombre d'exploitations agricoles et d'une concentration croissante des entreprises, le secteur agro-alimentaire joue un rôle essentiel en termes d'occupation du territoire, d'environnement et de vitalité économique des zones rurales ; ii) les exploitations agricoles françaises deviennent de moins en moins familiales. This paper shows how the dairy farms contribute to the occupation of the farm areas in 27 regions of production of the European Union. On the basis of a treatment of individual data from 'RICA' (Réseau d'Information Comptable Agricole = network of information sources on agricultural accountancy), the main structural and economic features of the European dairy farms are presented ; the farms are distributed among five forage systems (according to the share of forage maize in the main fodder area) and among five stocking-rate classes (per hectare of forage area). At the level of the community, the two distributions are then crossed. It is found that the 632 000 dairy farms utilize 27% of the useable farm area, 42% of the area under forage crops and grass, and 77% of the forage maize area. Although nearly half the dairy farms are without forage maize, this crop accounts for over 30% of the forage area in one of five of the farms. Similarly, nearly 16% of the dairy farms have stocking-rates above 3, but 30% of them have stocking-rates below 1.5. ; L'article met en évidence la contribution des exploitations laitières à l'occupation des surfaces agricoles des 27 bassins de production de l'Union européenne. The aim of this article is, on the one hand, to highlight the strong diversity of the European dairy farms and, on the other hand, to analyse the potential effects of the Common agricultural policy (CAP) reform (June 2003) on their economic results (farm income, direct subsidies, single payment). Thanks to the individual data of the Farm Accountancy Data Network (FADN) of the fifteen Member States, this analysis takes into account the main characteristics of the dairy farms distributed according to several production areas, technical systems, size classes (dairy quota by farm) and economic performances classes (according to a method of classification privileging dime indicators). On the assumption of a significant fall in the milk price. the CAP reform would induce a significant fall of the income of the specialized farms, especially those which are economically not very efficient. In all the cases, it will involve a significant increase of the direct subsidies. The dairy farms play an important role in the occupation of the European agricultural area. The technical systems (production and fodder systems, intensification level of the fodder surfaces) implemented strongly vary between the European production areas. This diversity, which results historically from natural factors (climate, relief, agronomic potential), is also strongly influenced by the population density and the support according to the Common agricultural policy (CAP). This article highlights the contribution of the dairy sector to the occupation of agricultural surfaces in 27 production areas of the European Union. Then, it presents the principal characteristics, structural and economic, of the European dairy farms distributed according to five fodder systems (part of the silage maize in the principal fodder surface) and five classes of intensification (number of herbivorous UGB per hectare of fodder surface). For each production area, a dispersion analysis is led for these two indicators. Lastly, a crossing is operated within the European Union between the fodder systems and the intensification classes. The 632 600 dairy farms have 27% of the European usable agricultural area, 42% of the fodder surfaces and 77% of the silage maize surfaces. If about half of the farms don't have silage maize, this plant represents more than 30% of the fodder surfaces in a fifth of them. L'article, basé sur une valorisation des données du Réseau d'information comptable agricole (RICA 1999), propose une synthèse de la situation structurelle, économique et financière des 632 600 exploitations laitières européennes réparties selon 27 bassins de production (par agrégation des 102 régions administratives des quinze Etats membres de l'Union européenne). La première partie met en évidence la forte contribution de la production laitière à l'agriculture européenne (emploi, occupation du territoire, production agricole, etc.), tout en soulignant la grande diversité des systèmes mis en oeuvre au sein de l'Union. La seconde partie présente quelques caractéristiques des élevages laitiers pour chacun des 27 bassins de production, en passant du nord au sud de l'Union. Enfin, la troisième partie analyse la situation économique et financière des exploitations laitières européennes.

Le rapport présente une analyse détaillée de la situation structurelle, économique et financière des exploitations laitières européennes. Il permet de mieux comprendre la position de ces exploitations face aux réformes de la PAC adoptées par le Conseil européen, réformes qui marquent un changement de cap important pour la filière laitière. La production laitière joue un rôle majeur dans l'agriculture européenne (18% de la production agricole finale). Avec 632 600 exploitations laitières et un cheptel de vingt millions de vaches laitières, l'Union européenne est la première zone productrice de lait au monde (120 millions de tonnes, dont 23% en Allemagne et 20% en France). Le rapport est basé sur une valorisation des données du Réseau d'information comptable agricole (RICA 1999) des quinze Etats membres, découpés en 27 bassins de production. Après une première partie consacrée aux aspects méthodologiques, la deuxième partie analyse, pour chaque bassin, la contribution des exploitations laitières à l'agriculture (exploitations, emplois, occupation du territoire, etc.). Elle vise à démontrer, de manière quantitative, le rôle social, territorial et économique du secteur productif laitier. La troisième partie présente les principales caractéristiques (structurelles, économiques et financières) des exploitations laitières européennes. Cette analyse indique l'existence d'une grande diversité de situations, tant entre les bassins de production qu'au sein de chacun d'eux. La quatrième partie, plus prospective, aborde la question de l'avenir de l'Organisation commune de marché du lait. Une simulation des effets de la réforme de la PAC de l'Agenda 2000 est conduite dans un premier temps. Ensuite, certaines propositions de la Commission européenne formulées dans le cadre de la révision à mi-parcours de la PAC (janvier 2003) sont étudiées.

Dans ce nouveau cadre, ce rapport vise à apporter, à partir de simulations réalisées sur le Réseau d'Information Comptable Agricole (RICA) de l'exercice 2001, quelques premiers éléments prospectifs2 permettant de répondre à trois questions principales : quelles seront les implications de cette réforme (principalement celle relative à l'OCM lait) sur l'évolution (à horizon 2008) des aides directes allouées aux exploitations agricoles françaises ? Quels seront les effets du dispositif de modulation des paiements directs ? Quels seront les niveaux futurs du paiement unique par exploitation dans différents systèmes productifs ?
